| 重大工业项目已成为拉动地方经济增长的重要支柱和带动一般预算收入快速增长的重要来源。重大工业项目对财政收入的影响主要表现在对财政收入规模、财政收入结构等方面的影响。文章在深入分析衡阳市重大工业项目财政效应现状及面临问题的基础上，对衡阳市重大工业项目的财政效应做了典型性研究，为衡阳市发展重大工业项目，提高财政收入提供理论依据及政策建议。 |

| Major industrial projects have become an important pillar to stimulate local economic growth and an important source to increase general budget revenue. The main influences that major industrial projects have on the fiscal revenue are the scale and the structure of it. In this paper, on the basis of analyzing the existing problems, the author carries out a typical research into the financial effects of major industrial projects in Hengyang city. And the paper provides theoretical basis for increasing the fiscal revenue and also offers some suggestions for the government policy in the development of major industrial projects in Hengyang. |
