The construction of grass-roots party members and cadres should be strengthened from building the objective and fair index evaluation system of political achievements, optimizing the power ecological system of leading organs and basic levels and strengthen the ecological environment of politics as well as from the angle of democracy and law. Grass-roots party members and cadres should keep and prove innocent themselves in the "stigma" vortices.
