摘    要:高技能人才特有的个体成长因素与群体职业特征决定了中小企业内外协同创新要素对其高技能人才发展具有直接影响。针对中小企业高技能人才发展的体制、机制瓶颈,力图从国外高技能人才发展的社会支持与促进要素配置中探寻一般规律性做法,建立政府(政策、资金、环境),企业(战略、体制、机制),高校(改革、合作)以及协会(服务、评价)内外发展要素协同的高技能人才发展支持系统与促进机制,以加快中小企业高技能人才发展,驱动国家、地方经济的快速发展。

Abstract:The unique individual growth factors and groups career features of high-skill talents jointly determine that both inside and outside collaborative innovation of small and medium enterprises (SMEs) have directly impact on the development of high-skill talents. Based on the investigation of social support and promotion configuration of high-skill talents abroad, this paper aims to explore the support system and mechanisms on the part of governments, enterprises, institutions of higher learning and trade associations for the development of high skilled talents in small and medium enterprises.
