| 摘 要： | 网络行政问责是一种新型政治监督形式，网络舆情对于问责方向的指引、机制的形成和完善具有一定的建设性意义。网络舆情不仅是民意的晴雨表，透过舆情可以了解事情的真相、民众的情绪和需求，为政府工作的改进指明方向，还能够促成网络问责机制的形成。在舆情压力的迫使下，政府介入事件的处理，使问责得以生效。网络舆情现象警示政府需要准确定位其职能和角色，改变工作作风和执政思维，加大信息公开的力度和速度，加快网络行政问责机制的制度建设。

| Abstract: | The online administrative accountability is a new political supervision form. The online public opinion is provided with constructive value to indicating direction and forming and completing mechanism for the administrative accountability. The public opinion is not only a barometer for the popular will, but also an impetus for the forming of online accountability mechanism. Since the public opinion often reflects the truth and the popular mood and requirement, the government can improve its work. Due to the pressure of the public opinion, the government is made to handle the incident and implement the administrative accountability system. The online public opinion phenomenon reminds the government to properly establish its function, change its thinking and working style, enlarge the breadth of information publicity and enhance the institutional improvement. |
