| 摘 要： | 识别和防范粮食产业链风险是保障粮食安全的内在要求。中国粮食产业链在生产环节和消费环节的风险集中体现在供需紧平衡基础上的结构性矛盾:一是粮食产品的生产结构与消费结构不完全匹配，二是城镇居民和农村居民粮食消费结构对粮食生产的质量和数量呈现差异化的需求。中国粮食产业链在流通环节的风险主要体现为流通体系的脆弱以及流通效率过低。我国粮食进口的历史与现状表明，粮食进口不仅是保障我国粮食安全的重要战略措施，而且也有利于粮食产业链风险的防范。

| Abstract: | Identifying and preventing the risk of grain industry chain is the internal requirement of ensuring grain security. The risks in the production and consumption links of China's grain industry chain are embodied in structural contradictions on the basis of tight balance of supply and demand:firstly, the production structure of grain products and the consumption structure are not fully matched; secondly, the grain consumption structure of urban and rural residents has different demands on the quality and quantity of grain production. The risk of China's grain industry chain in circulation is mainly reflected in the weakness of circulation system and the low circulation efficiency. The history and current situation of China's grain import show that grain import is not only an important strategic measure to ensure China's grain security, but also conducive to the prevention of risks in the grain industry chain. |
