| 摘 要： | 党的十八大以来，习近平主张 “精准脱贫”的扶贫方略改善农村基本生存型民生，通过创新土地经营制度和加强农民职业教育建构农村发展型民生，完善农村社会保障制度来推进农村普惠型民生，布局农村生态文明建设实现农村民生的高质量发展。习近平对农村民生的理论创新体现着中国共产党全心全意为人民服务的宗旨，体现着以人民为中心的发展思想，体现着新时代我国农村社会建设的基本思路。这成为全党在新时代开展“三农”工作的指导思想，有利于我国在新发展阶段全面推进乡村振兴战略，有利于我国农村实现社会主义现代化，是新发展阶段建设社会主义现代化农村的理论依据。

| Abstract: | Xi Jinping advocated “targeted poverty alleviation” strategy to improve the basic livelihood of the rural people. Through the innovation of the land management system and the improvement of farmers ’ occupation education, we will build development-oriented livelihood in rural areas. By improving rural social security system, we will build a better inclusive livelihood and layout ecological civilization to achieve high-quality development of rural people ’s livelihood. Xi Jinping’s theoretical innovation on China’s rural livelihood is a reflection of the CPC’s dedication to serving people wholeheartedly. It embodies people-centered development thought and the basic blueprint of China’s rural construction in the new era. It is the guiding ideology for the whole party to carry out the work of “agriculture, rural areas and farmers” in the new era. It benefits that we comprehensively implement Rural Revitalization Strategy in the new development stage and that China ’s rural areas achieve socialist modernization |
