| 摘 要： | 文章依据黑沿子镇水产业的产业化经营现状 ,分析了黑沿子镇水产业的优势和潜力 ,指出水产业对于建设有黑沿子特色的重点小城镇及培植地方税源有重要现实意义。为了促进黑沿子镇水产产业的发展 ,进一步提高渔 (农 )民增收 ,发展壮大水产经济 ,文章着重针对目前存在的主要问题 ,从提高扶持水产业财政支农资金比重、集中财力支持重点水产项目发展、利用财政资金导向功能建立多元化水产业投入机制和强化水产业资金的规范化管理这四个方面 ,研究了基于财政政策的水产业发展措施。

| Abstract: | According to the situation of aquatic products industrial integration (APII) management in Hei Yanzi town, the paper analysed the predominance and potential of Aquatic Products Industry(API) and pointed out that API had important practical signifinance to construct powerful town with Hei Yanzi town's charactertistic and cultivate fountainhead of local tax in Hei Yanzi town.Aiming at the present problems, the paper studied the development strategy of API based on financial policy from four aspects as follows: enhancing the fund proportion for supporting API, centralizing fund to support important API item, establishing multiple investment mechanism by using the oriented function of financial fund, strengthening standard management of API fund. |
