| 摘 要： | 中国高等教育收费制度的变迁史实质上是政府、高校、学生和家长等利益相关群体共同博弈推进的历史。高等教育收费制度变迁中存在政府出台政策反复且承担成本比例过小、个人承担成本比例过高且平均化等问题。要想进一步推进收费制度的创新,须从制度层面入手加以解决。

| Abstract: | The history of charging system vicissitude in higher education in China is by nature a history of the benefit gambling between the government,higher learning institutions and students.There were some problems in the process of the system vicissitude,such as the repeatation of government policies,the high proportion of the personal cost compared,the low proportion of the government cost,and equal distributions.In order to advance the tuition and fee systems innovation,it is imperative to change the system. |
