| 摘 要： | 在中国经济结构、社会结构和利益格局深度调整的时期，以公共服务保民生、兜底线，是推动共享发展、促进社会和谐的重要途径，也是回应社会公共需要、保障公民权利的基本依托。作为关乎国家发展和社会团结的重要议题，当代中国的公共服务，需要在元理论层面给予“给养”，对公共服务的发生逻辑、正当性与合理性做出论证。为此，需要回到中国的文化传统、制度环境和现实情境中，梳理公共服务议题生成的背景，阐释公共服务概念的生成逻辑，从而建构起面向政策议题的概念框架，合理引导社会预期、恰当规划行动路线。

| Abstract: | Public service is a hot topic in the whole world.In the period of profound adjustment on China's economic structure,social structure and interest structure,taking public service as protecting the base line of people's livelihood,which is not only an important way to promoting shareable development and social harmony，but also a basic support to responding public needs and civil rights.As an important issue related to national development and social solidarity,public service in contemporary China must be give theoretical provision,demonstrate its occurrence logic,legitimacy and rationality.Therefore,it is necessary to go back to the cultural tradition,institutional environment and realistic situation,comb the generation background of public service issues，interpret the generation logic of public service concepts，construct a conceptual framework oriented to policy issues,thus,reasonably guide public expectations and plan the course of action. |
