| 摘 要： | 在2013年中央一号文件中"家庭农场"被作为新型农业经营主体提出来,引起了社会广泛的关注。文献分析发现,对家庭农场的关注可以分为三个时期,在不同社会经济背景下,各有侧重,其内涵也逐渐得到了完善。当前,我国农业需要承担起粮食安全、食品安全以及就业这三个功能,为此,在构建新型农业经营体系的过程中需要把握好家庭农场与其他经营主体的关系与定位。在政策导向上,发育家庭农场的关键是如何保障家庭经营层次的公平,以及能否出现一个职业农民群体。

| Abstract: | Document No. 1 of China＇ s central government in 2013 termed ＂Family Farm＂ as a New Agricultural Manage-ment Entity, which has attracted considerable attention from all sectors of the society. Thoroughly reviewing and analyzingthe relevant literature, this article finds that attention paid to the concept of family farm peaked in three time periods （ i. e.1984--86, 1993--95, and around 2013）. Although the connotation of family farm has different focus under different socio-economic conditions in different time periods, it has been gradually expanded and enriched over time. Today, China＇ s ag-riculture needs to fulfill three functions-to guarantee food security, to improve food safety and to create employment opportu-nities. It is thus necessary to establish and maintain a good relationship between family farm and other agricultural manage-ment entities, in the construction of the New Agricultural Management System in China. The key role government policiesshould play is to maintain fairness among household-level management entities, as well as to nurture a generation of profes-sional farmers. |
