| 摘 要： | 脱贫攻坚和乡村振兴战略都是国家层面的战略决策，两者对实现“两个一百年”奋斗目标具有十分重要的意义。脱贫攻坚改善了基础设施公共服务条件，以产业扶贫为抓手，提升了贫困人口的发展能力，为贫困地区创造了益贫式的发展环境，同时也促进了乡村治理体系的完善和创新，为贫困地区的发展打下坚实了基础；乡村振兴战略的推进既巩固了产业扶贫的成果，又化解贫困地区和非贫困地区的非均衡矛盾，有利于建立稳定脱贫的长效机制，从而巩固提升了贫困地区的脱贫质量，为进一步稳定脱贫攻坚的成果提供了新的保障。做好脱贫攻坚战与乡村振兴战略的有效衔接，既要抓好梯度跟进、又要抓好优化升级，进而提出继续推广脱贫攻坚形成的经验、推进产业扶贫的优化升级、提供高质量的金融供给服务、提高农村治理能力和水平、加强对弱势群体的社会保障力度。

Gradient Promotion and Optimization and Upgrading:A Study on the Effective Connection between Poverty Alleviation and Rural Revitalization |

| Abstract: | Poverty alleviation and rural revitalization,strategies of national level,are of great significance to the realization of the Two Centenary Goals.Poverty alleviation has improved the construction of infrastructure to provide better public services and the development capacity of the poor population through industrial poverty alleviation,created a friendly development environment conducive to poor areas,improved and reformed the rural governance system and laid a solid foundation for the development of the poor areas.The execution of rural revitalization strategy not only consolidates the achievements of industrial poverty alleviation,but also resolves the unbalanced contradiction between poor areas and non-poor areas,which is conducive to the establishment of a long-term mechanism to stabilize poverty alleviation,thus consolidating and uplifting the quality of poverty alleviation,and further assuring its achievements.An efficient connection between poverty alleviation and rural revitalization urges for both gradient promotion and optimization and upgrading.It is therefore proposed to expand the experiences gained from poverty alleviation,optimize and upgrade the industrial poverty alleviation,provide financial services of high quality,improve the rural governance capacity and level,and strengthen the social security for the disadvantaged. |
