| 摘 要： | 《中共中央 国务院关于新时代加快完善社会主义市场经济体制的意见》（以下简称《意见》）是继党的十九届四中全会把社会主义市场经济体制上升为中国基本经济制度的重要组成部分之后的又一重大改革举措，标志着中国经济体制改革进入一个新的阶段；在此背景下，有必要从理论层面探究作为中国经济运行制度的社会主义市场经济体制的科学性，系统总结和提炼这一体制的显著优势。研究认为，中国特色社会主义市场经济体制的科学性体现在能够深刻把握社会主义市场经济的运行规律，坚持马克思主义的科学世界观与方法论，坚持“人民至上”的发展理念和政治立场，并在中国经济发展的实践中得到了检验；将社会主义制度与市场经济体制相结合，将政府宏观调控与发挥市场的决定性作用相结合，将社会主义经济治理理念与市场经济体制改革相结合是中国特色社会主义市场经济体制的显著优势；新时代完善中国特色社会主义市场经济体制，需要在深刻认识和把握中国基本经济制度的科学内涵基础上，进一步在市场主体活力、市场经济基础性制度、要素市场化改革、宏观经济治理体制、社会主义市场经济法制化建设等方面不断突破和完善。

| Abstract: | Opinions of the Central Committee of the Communist Party of China and the State Council on accelerating the improvement of the socialist market economic system in the new era(hereinafter referred to as"Opinions") is yet another major reform measure after the fourth plenary session of the 19th CPC Central Committee elevated the socialist market economy system as an important part of China’s basic economic system, marking the entry of the Chinese economic system reform into a new stage. In this context, the scientific nature of the socialist market economy system as China’s economic operation system is explored from the theoretical level, and its significant advantages are systematically summarized and refined.The research shows that the socialist market economy system with Chinese characteristics can profoundly grasp the operation laws of the socialist market economy, adhere to the scientific world outlook and methodology of Marxism, adhere to the development concept and political stand of "people first", and receive verification in the practice of China’s economic development. The significant advantages of the socialist market economy system with Chinese characteristics include the following: the combination of the socialist system with the market economy system, the combination of the government’s macro control with the decisive role of the market, and the combination of socialist economic governance concept with the reform of the market economic system.The improvement of the socialist market economy with Chinese characteristics in the new era requires further breakthrough and enhancement in multiple aspects such as the market entity vitality, the fundamental institution of market economy, the marketization reform of factors, the macroeconomic governance system and the legal system construction in the socialist market economy, on the basis of in depth understanding and grasp of the scientific connotation of China’s basic economic system. |
