| 摘 要： | 随着我国经济发展进入新常态，资源和环境的制约、发展不平衡以及体制内外的新问题开始集中显现，生态移民成为我国稳步推进城市化进程，促进经济社会平稳发展和保护生态环境的重要措施，并已成为西部地区实施城乡统筹和扶贫开发的重要举措。如何解决生态移民、防灾避险与精准扶贫实践过程中出现新的生态破坏以及农民失业、生活困难、社会矛盾激化等系列问题，既是重要的理论议题也是一个重大的现实课题。文章基于成都市作为全国统筹城乡综合配套改革试验区的改革发展视角，系统梳理统筹城乡的移民、防灾与扶贫工作的内涵关联，深入分析其互促共进面临的挑战，探析三者有机衔接、长效互促、协同发展的实践路径。

| Abstract: | With China's economic development entering a new normal, the constraints of resources and environment, unbalanced development and new problems inside and outside the system begin to emerge.Ecological immigration is an important measure for China to cope with the acceleration of urbanization, economic and social development, and ecological environmental protection.It has also become an important measure to implement urban-rural equalized development and poverty alleviation in the western regions.How to solve the problems of ecological immigration, disaster prevention and avoidance, targeted poverty alleviation, unemployment, life difficulties and social conflicts are not only important theoretical issues but also practical work. This paper systematically sorts out the connotation of urban-rural migration, disaster prevention and poverty alleviation in urban-rural equalized development, deeply analyzes the challenges of mutual promotion and explores practical path of organic convergence, long-term mutual promotion, and coordinated development, from the perspective of reform and development of Chengdu as a pilot area for comprehensive urban and rural reforms. |
