| 摘 要： | 文章通过对三种贫困标准的介绍和比较，发现利用收入标准衡量贫困容易造成对贫困实际情况的低估，而人类发展指数和多维贫困指数考察范围更加广泛。我国目前的贫困标准属于绝对贫困标准，按照现有贫困标准到2020年我国将基本解决贫困，但解决绝对贫困并不意味着贫困的消失。随着我国脱贫工作的进一步推进，绝对贫困标准应适时调整为保障程度更高的相对贫困标准，并利用现有的住户调查统计和扶贫监测，构建多维贫困监测数据库，结合“两不愁，三保障”脱贫标准，制定出包含收入、健康、教育、居住条件、医疗卫生、生态环境等多个维度的多维贫困标准，这样才利于提高脱贫效果，实现长期脱贫，推进全面小康进程。

| Abstract: | Introduction and comparison of three kinds of poverty standard help us to find out that measuring poverty with income standard only is easy to cause underestimation of actual situation of poverty. The index of human development and multidimensional poverty index covers more extensive areas, which can actually reflect the essence of poverty. China's current poverty standard belongs to the absolute poverty standard, according to which, China will have basically solved poverty in 2020. However, solving absolute poverty does not mean the disappearance of poverty. With the further advance of China's poverty all eviation, absolute poverty standard should be adjusted to guarantee a higher degree of relative poverty standard; and to use household survey and poverty monitoring to construct multidimensional poverty monitoring database. The way to improve the effect of poverty alleviation, realize long-term poverty alleviation and push forward the process of overall well-off society is to formulate standard contains multiple dimensions of income, health, education, living conditions, health and ecological environment based on "two non-worry, three security" poverty alleviation standard. |
