| 摘 要： | 反贫困既是专业社会工作历史上关注的焦点，更是当代社会工作服务的重点。在打赢脱贫攻坚战的进程中，专业社会工作者不仅更新了扶贫的价值理念和服务模式，更促进了扶贫社会政策和人才队伍的建设。但随着精准扶贫的推进，反贫困社会工作者的本土化创新、多元化协调、制度化保障、专业化和理论化水平还有待完善，而其中的关键问题是精准扶贫社会工作者的核心能力不足。因此，需要以“价值—知识—技术”三位一体的能力框架为基础，从共同富裕、城乡平等、内源发展的价值理念层面，社会政策、生计发展、服务管理的知识层面，精准识别、跨界融合、统筹整合、评估跟进的实务技术层面构建精准扶贫社会工作者的核心能力体系，并通过专业教育、继续教育、实务拓展和政策引导来培养、提升、拓展和巩固其核心能力。

| Abstract: | Anti-poverty is not only the focus in the history of professional social work, but also the focus of contemporary social service work. In the process of winning the battle against poverty, professional social work has updated the value concept and service mode of poverty alleviation, promoted the construction of poverty alleviation social policy and talent team. However, with the promotion of precise poverty alleviation, the localization, diversification, institutionalization, specialization and theorization of anti-poverty social work need to be improved. The key is that the core competence of social workers in poverty alleviation is weak. Therefore, the construction of accurate poverty social workers' core competence system need to have "value-knowledge-technology trinity" as the basis, and three levels as corecomponents:1)value concepts of common prosperity, urban and rural equality, endogenous development; 2)knowledge dimensions of social policy, livelihood development, service management; 3)practical and technical aspects of accurate identification, cross-border integration, coordination integration and assessment follow-up. In addition, professional education, continuing education, practice development and policy guidance should be carried out to develop, promote, expand and consolidate their core competence. |
