| 摘 要： | 新时代在面临日益复杂的社会矛盾和风险挑战下，更需要集中各种统战力量和智慧，运用立体思维整体建构统一战线制度体系。文章通过对江苏省统战组织成员的调查，认为新时代统一战线制度体系的建构需要做好以下几个方面的工作:在内涵体系架构上，应发掘和梳理统一战线传统文化基因的历史逻辑，发挥其对完善新时代统战理论、改善统战治理方式的夯基固本价值；应在广泛调研基础上，根据近期基层统战组织体制短板及治理难题，揭示有关问题产生的根源及辨识思路；应明确统一战线对推进国家治理现代化的制度安排取向，强化统一战线制度体系对化解社会矛盾的规范治理功能；应构建党的统战理论政策传播推广话语体系，引导提升统战成员的参政议政能力；应加大防范公共安全危机的统战有效投入，推进新时代维护公共安全的统战治理现代化。

| Abstract: | Faced with the increasingly complex social contradictions and risks in the new era, it is even more necessary to concentrate all kinds of the United Front forces and wisdom, and adopt three-dimensional thinking to construct the United Front system as a whole. Based on the investigation of the members of the United Front organizations in Jiangsu Province, this paper holds that the construction of the United Front system in the new era needs to do the following work. In terms of the connotation system structure, it is important to explore and sort out the historical logic of the traditional culture gene of the United Front, and to give full play to its basic value in perfecting the United Front theory and improving the way of United Front governance in the new era. More work include: the root causes and identification ideas of relevant problems should be revealed on the basis of investigation, considering the short board of grass-roots United Front organization system and governance problems; the institutional arrangement orientation of the United Front should be clarified to promote the modernization of national governance, and the normative governance function of the United Front system should be strengthened to resolve social contradictions; a discourse system should be built for the dissemination and promotion of the Party's United Front theory and policy, and for the guidance and enhancement of the ability of the United Front members to participate in politics and state affairs; and the effective input of United Front to prevent public security crisis should be increased, and the modernization of United Front governance to safeguard public security in the new era should be promoted. |
