| 摘 要： | 随着《法治社会建设实施纲要（2020—2025年）》的出台,对法治社会建设评估的需求日趋高涨,其中对法治意识的评估是一个无法回避的难题。对法治意识进行评估时，厘清法治意识评估的对象、确定恰当的评估内容、明确评估所应当遵循的原则是构建法治意识评估体系、实现法治社会建设水平量化参考的前提和基础。法治意识评估的对象包括整体法治意识、群体法治意识、个体法治意识。评估的内容包括对法治意识形成基础、形成过程、形成结果的评价。作为工具的法治意识评估应当遵循全面、系统、具可操作性、具导向性的基本原则；作为过程的法治意识评估应当遵循公开、多主体参与、中立性、监督性的基本原则。

| Abstract: | With the publication of Implementation Outline for the Construction of a Society Ruled by Law (2020-2025), the demand for evaluation of the construction of a society ruled by law is increasing, among which evaluation of the awareness of the rule of law is an unavoidable problem. When evaluating the consciousness of the rule of law, clarifying the object, determining the appropriate evaluation content and identifying the principles that should be followed are the premise and basis for constructing the evaluation system of the consciousness of the rule of law and realizing the quantitative reference of the construction level of the society under the rule of law. The objects of legal consciousness evaluation include overall legal consciousness, group legal consciousness and individual legal consciousness. The content of the evaluation covers the evaluation of the formation basis, process and results of the awareness of the rule of law. As a tool, the evaluation of legal consciousness should follow the basic principles of comprehensiveness, system, operability and guidance; while as a process, the evaluation of legal consciousness should follow the principles of openness, multi-subject participation, neutrality and supervision. |
