| 摘 要： | 社区参与离不开政府的干预,但政府干预行为不当又造成“政府失灵”,严重影响社区参与的进一步发展。文章通过对社区参与旅游发展中政府不当行为的种种考察,指出与社区争利、调解矛盾不力、偏袒开发商、以权谋私是目前造成政府失灵的主要表现,并对其不当行为产生的根源进行了剖析,提出了有效的解决方案。

| Abstract: | The community participation in the tourism development is in close association with the government behavior, but governmental inappropriate behavior always bring to governmental malfunction and have produced a severe effect on the further development of community participation. By studying govern mental inappropriate behavior in the community participation in the tourism development, this essay points out that governmental malfunction is embodied as follows: the government'' fighting for the profit that belongs to the community , ineffective elimination the disputes and conflicts, and the policies favorably inclined to the developer and the investor and abusing their power for personal gains. Moreover, the paper gives profound analyses on its reasons, and puts forward relative solutions. |
