Throughout Latin America, the relationship between government and civil society organizations (CSOs) has been characterized by opposition, substitution, and submission; and, the incipient path to cooperation is barely noticeable. For their part, participatory public policies make sense within a theory of democratic governance. Democratic governance seeks two propositions: (a) participation from other social actors will give rise to more efficient government action; and (b) citizen support will emerge from the said government action. This paper criticizes the current relationships between the governments and CSOs in this region. In addition, it explores the potential strategies that could be adopted were there a cooperation between these two entities. The paper is supported by theoretical literature as well as by a revision of some cases of participatory public policies that are currently active in the region. The paper proposes that the strategies of opposition to government and government substitution have to be abandoned in this region. The paper focuses on civil organizations (CSOs). It is true that they do not constitute the entirety of civil society; however, they are frequently the most organized compared with other civic actors, such as social movements, families, and individual initiatives. CSOs form only a part of the diversity known as civil society; however, they significantly contribute to the discussion about the public good, and very often they participate in providing such goods. The future of participatory democracy in Latin America is related to our ability to achieve a more complete participation of CSOs in the entire process of participatory public policies—from the formation of public agendas to their design, implementation, and evaluation.  相似文献

This paper examines the importance of better recognizing and representing haafu students in Japanese education policies by using Fraser's tripartite theory of social justice. In today's transnational Japan, there has been a remarkable increase in the number of haafu, a term used in reference to children with Japanese and non‐Japanese parents. However, the educational experiences of haafu children have not been adequately investigated by researchers and the government for education policies. Central to these arguments are concerns that haafu children occupy a liminal space, and hence are potentially educationally “at risk.” They are generally viewed as Japanese because of their nationality and are expected to perform like the majority of Japanese students with two Japanese parents due to their familiarity with Japanese culture. Yet, in practice there is a paradox that haafu students might be marginalized as a consequence of being viewed as not Japanese enough. In this context, how should public education respond to an increasingly culturally diverse student body? This paper argues why there is a need for public education, its policy and practices to more effectively recognize, represent and redistribute resources ‐ as Fraser frames the three dimensions of social justice ‐ in support of these students.  相似文献

This paper examines, through three surveys and some interview data, the dynamics of contemporary Palestinian civil society organizations (CSOs) from the angle of their role in the process of democratization. The paper analyses the emergence, nature, and structures of CSOs in Palestine, and emphasizes the role of the public in democratization. In particular it assesses both the positive and negative facets of CSOs' work from the perspective of their possible role in democratization. It is concluded that CSOs play a positive but limited role in the democratization of Palestinian society.  相似文献

This decade review centers on 2 disconnects between rhetoric and reality. First, public investments in families continue to grow, yet family policy is still not a term widely used by policymakers or the public. Second, social science studies increased in number and sophistication, with some family sensitive and others policy relevant. Few focus on both, which is what is most needed if research is to inform family policy. In exploring these disconnects, we summarize recent trends in family policies and the influence of research on family policymaking. We suggest a rationale for family policy and illustrate its value using the examples of early childhood, welfare reform, and parent education policies. Although most students graduate from high school and enroll in college the following fall, rates of entry into higher education and completion of a bachelor's degree continue to be stratified by race and class. Because of the potential returns that accrue to individuals and society overall when students complete their 4‐year degree, these disparate trends should motivate more policy‐relevant research in this area. In this review, I show how a longitudinal perspective of the path to a BA degree helps to reconcile competing theories of college completion by race and class across disciplinary boundaries. Both human capital theory and status attainment theory largely examine college completion as the long‐term process of BA attainment, although they differ in their focal stages and mechanisms. In contrast, the theory of categorical inequality, as applied in this review, focuses on the years in higher education and describes the ways in which colleges and universities as organizations create, legitimate, and reinforce categorical distinctions in postsecondary schooling and how these processes independently shape college completion inequality. As public interest grows in holding colleges accountable for their graduation rates, more research is needed on how the formal and informal organizational policies and practices of colleges produce inequality.  相似文献

Third sector organizations have always played a significant role in the supply of home support services in Quebec, but this supply of services attained a crucial development phase in 1996, with the creation of 100 or so domestic help social economy enterprises (DHSEEs). These DHSEEs complemented the supply of public services delivered by the Quebec state, thus de facto taking part in the dynamics of co-production of services in the context of a mixed economy including the third sector. However, beyond that co-production, these enterprises also have to position themselves in a process of co-construction with the state, that is, in the joint, partnership-oriented construction of public policy, which provides the framework for their participation in services of public interest. Analysis of this public policy thus shows that the situation of DHSEEs in Quebec has swung, depending on the period, between co-production and various types of co-construction. A number of restrictive budget policies and subcontracting practices adopted by the Quebec state, along with tensions among DHSEE groups, curtailed the development of a genuine co-construction process during the 2000s.  相似文献

When it comes to the creation of higher education policy, state legislators are challenged with addressing the diverse academic needs of college students enrolled across a spectrum of institutions. In this paper, we explore how 203 individuals at five rural-serving colleges in Florida engaged in state-wide developmental education (DE) reform using the theoretical framework of “situated cognition.” Specifically, we ask whether the colleges implemented DE reform in unique ways that may have differed from their non-rural counterparts and what their rationale was for doing so. Our work indicates that institutional culture and capacity generated a combination of strengths and constraints in how reform played out in a rural context. In some ways, a rural-serving identity made colleges more flexible and better able to adjust their advising and curricular structures to comply with the mandates of SB 1720. But in other ways, rural-serving institutions lacked the resources necessary to adequately support students and campus personnel through this dramatic transition toward new ways of providing DE. In looking toward the passage and implementation of future education reform, we call upon policymakers to consider more deeply the design of policies to ensure they support rural and non-rural colleges alike.  相似文献

Civil societies are usually seen as facilitators of democracy or as oppositional powers withstanding authoritarian rule. However, more and more often civil society organizations (CSOs) appear to contribute to the legitimacy of non-democratic incumbents. Taking the example of contemporary Russia, this paper argues that state funding for CSOs under authoritarian regime conditions serves for securing regime legitimacy in two respects—by supporting CSOs contribution to public welfare and by transmitting state-led legitimacy discourse to the civil society sector. The analysis of applications submitted between 2013 and 2016 to the Presidential Grant Competition (PGC), the biggest public funding programme for CSOs in Russia, shows that the state is (1) supporting CSO activities above all in social, health and education-related fields, and (2) privileging projects that relate to a state-led conservative public discourse not only but foremost within those welfare-related fields. These results highlight the importance of investigating state support to CSOs in order to access the changing role of civil society under authoritarian regime conditions.

Both retributive and rehabilitative views are present in US public policy regarding individuals convicted of drug-related felonies, and the impact of these policies on women is examined in this article. While federal aid program policies are frequently punitive and restrictive, criminal justice policies often focus on treatment and increased access to housing. The Bologna Process is a unique harmonisation process taking place outside the policy-making framework of the European Union. It aims at enhancing the comparability and compatibility of higher education structures and degrees across Europe, as well as to institutionalise quality assurance mechanisms. The aim of this article is to provide a condensed, up-to-date overview of the Bologna Process with regard to structural characteristics, before embedding it into a discussion on processes on voluntary policy convergence and to which extent we should be able to find this kind of policy harmonisation in the realm of the Bologna Process. Related to this are questions why this, in principle, completely voluntary process of policy harmonisation, has appealed to so many countries and why they might or might not feel committed to the implementation of its policies and tools.  相似文献

Key functions of civil society organizations (CSOs) are to criticize governments and to hold them to account. Recent trends of privatization and contracting out challenge CSOs’ opportunities to voice such criticism. The purpose of this article is to analyse whether and why CSOs ‘hold back their criticism’ of public authorities, and how a compromised advocacy can be linked to financial, organizational and institutional factors. The article draws on an original survey of 2678 Swedish CSOs. The analyses show that certain levels of funding make CSOs more likely to hold back in their criticism, but also organizational and institutional factors play a role. The results identify the importance of distinguishing between objective and subjective factors related to how dependency is framed. It is the felt needs, experiences and perceptions of CSOs themselves that make hem prone to the strategic choice to hold back criticism of public authorities.  相似文献

An argument is made that American social distress is exacerbated by the decline of public education, a decline fostered and maintained by systematic self-deception. Americans hold cherished beliefs about education, teaching, and learning that they know are not now, or cannot be, true. America's educational policies both reflect popular beliefs and give direction. Baffling public policy can make sense when seen in the broader context of public perceptions, beliefs, sentiments, ideologies, values, and opinions. This context shifts over time, circumstance, and group. Although this conceptual mix varies with geographic location and media attention, in this paper I have tried to touch on widely accepted, thus potent, national illusions that have confounded our understanding of public education and have misdirected educational policy.  相似文献

The 4-A Framework suggests that all inclusive education systems must be available, accessible, acceptable and adaptable. South Africa is committed to establishing an inclusive education system that does not exclude students with disabilities. South African university disability policies translate the imperatives of the United Nations Convention on the Rights of Persons with Disabilities into institutional mandates that govern the implementation of inclusive education. The aim of this study was to determine to what extent disability policies at South African research-intensive universities addressed the markers contained in the 4-A Framework. The framework was reworked and operationalised for the higher education context, and expanded to include a fifth marker, namely affordability. A deductive thematic analysis, using a protocol based on the five markers, was used to analyse these policies. Results indicate that, of the five markers, affordability was not sufficiently addressed. Various disclaimers also limit policy provisions related to other markers.  相似文献

This article examines the claim that democratic states are justified in restricting access to asylum seekers on the grounds that failing to do so reduces public support for humanitarian refugee policies – referred to here as the humanitarian defence. Drawing on detailed historical, comparative and interpretive analysis of migration policy in Canada and Australia, the author builds on Matthew Gibney’s development of practically guided normative theory to assess cases in which political elites may legitimately enact restrictive policies in response to strong public opposition. Challenging the normative basis of the humanitarian defence, the article engages in a detailed discourse analysis of asylum crises in Canada (1987, 1999) and Australia (1979, 2001). The findings suggest that political elites do not respond to an independently arrived at, and objectively established, public opinion as implied in the humanitarian defence. Rather, political elites play a crucial role in shaping the discourse on asylum seekers and consequently, influence the very “public opinion” to which they claim to be responding. The author concludes that political elites should attempt to foster an environment in which the public accepts international obligations to refugees but accepts that in some cases political elites may be justified in implementing restrictive measures.  相似文献

The authors explored alcohol policies at 5 historically black colleges and universities (HBCUs) to gain an understanding of how students' awareness of these policies might correlate with campus binge drinking rates. Findings indicated that male students who reported being unaware of certain alcohol policies were more likely to report binge drinking than their counterparts who reported they were aware of the policies. Gender differences in awareness of alcohol policy might be an important variable influencing binge drinking on HBCU campuses.  相似文献

In this paper we analyze the effect of inequality on school enrollment, preferred tax rate and expenditure per student in developing countries; when parents can choose between child labor, public schooling or private schooling. We present a model in which parents make schooling decisions for their children, weighing the utility benefit of having a child with formal public or private education versus the forgone income from child labor or household work. Parents vote over the preferred tax rate to finance freely provided public education. The utility benefit of an educated child is proportional to expenditure per student, so that there is congestion in public school. We find that when parents can send their children to work or to private school, high inequality leads to exit from public education at both ends of the income distribution. Thus high inequality reduces the support for public education, leading to a low tax rate and expenditure per student. Exit from public education results in both high child labor and a large fraction of students attending private school. In fact there is a threshold level of inequality above which there is no longer support for public education. In addition we explore the implications for the design of foreign aid. The results suggest that foreign aid policies should focus on promoting school attendance rather than increasing school resources, as the later policy might be offset by a reduction in the recipient country’s fiscal effort, with little impact on outcomes.   相似文献

Abstract

Objective: College and university administrators have expressed concern that adoption of tobacco-free policies may reduce applications and enrollment. This study examines adoption and implementation of 100% tobacco-free campus policies by institutions of higher education on applications and enrollment. Participants: North Carolina private colleges and universities and public community colleges. Analysis was conducted in 2011. Methods: Student enrollment and application data were analyzed by campus type to determine (a) if there was a difference in student applications and enrollment before and after policy implementation, and (b) if there was a difference in student applications and enrollment for campuses with versus without a policy. Results: No significant differences were found in student enrollment or applications when comparing years prior to and following policy implementation or when comparing with institutions without 100% tobacco-free campus policies. Conclusions: The authors found no evidence that 100% tobacco-free policy adoption had an impact on student enrollment or applications.  相似文献

Despite a major expansion in the number of students in higher education, students from rural areas continue to be underrepresented at selective universities. To reduce the urban‐rural imbalance of entry to selective universities, institutions in many countries of the world have implemented admission policies favoring rural students. Previous evidence has shown that rural students have lower academic performance than their urban peers, which leads to concern that rural students will reduce the academic excellence of selective universities. Using the introduction of a university admission policy favoring rural students in Taiwan and a unique administrative data set of students' academic records, we compare the academic performance of students from rural areas with that of their urban counterparts during their college years. The results show that rural students have consistently outperformed urban students in semester grade point averages and class rank percentile across time; however, the differences in academic performance are mainly attributed to the rural students' initial outperformance in the first semester of the freshman year.  相似文献
