This article examines current inconsistent trends in social welfare advocacy literature. Some studies show evidence of widespread engagement in advocacy by nonprofit organisations, while other studies conversely offer evidence of limited advocacy activities. Another controversial aspect stems from the question whether governmental funding undermines the extent to which nonprofits engage in advocacy. We argue that these findings reflect the contradictory impact of neoliberal governance on social welfare advocacy. The article highlights and discusses three interrelated components of neoliberalism and their impact on current social welfare advocacy: marketisation, precariousness and commodification. Neoliberalism has propelled a model of market-driven civil society that has remade the practice of social welfare advocacy in contradictory ways. With its complex rationales, neoliberalism has simultaneously undermined the ability of nonprofits to engage in advocacy but in a paradoxical way has also created conditions that induce these organisations to practice advocacy. Implications for practice and research on social welfare advocacy are discussed.  相似文献

Partnerships between organisations are seen as one of the building blocks of the 'third way' approach to welfare provision in both Europe and New Zealand. While there is much discussion on building social capital and partnership working, such partnerships are usually perceived as being between government and community or private organisations. There is a gap in the literature in two specific areas: partnerships formed between two community-based social service organisations and partnerships formed between indigenous, or immigrant peoples, and non-indigenous organisations. This article explores such a partnership – that between the Ngai Tahu Maori Law Centre (an indigenous organisation) and the Dunedin Community Law Centre (a non-indigenous organisation). The article analyses this relationship and strategies employed by both organisations to develop trust, diminish risk and equalise control. Lastly, the article suggests that the model of interaction articulated here could be promulgated to other sites within the social services in New Zealand and the Americas, and within the European context.  相似文献

Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW.  相似文献

The erosion and dismantling of the post‐war welfare settlement has entailed an expanded role for the community sector, as a complex ‘mixed economy of service provision’ has developed. Critiques from both right and left have undermined the legitimacy of a statist model of welfare; state funding of non‐government community organisations is one aspect of the move away from centralised delivery. Despite their important role in this process, the distinctive perspectives of community sector organisations are rarely considered in broader theoretical and political debates. These organisations face significant dilemmas in struggling to maintain their viability and independence. Analysis of three major arguments for funding shows how organisations challenge the state's legitimacy by insisting on their own independent role but precariously rely on traditional sources of welfare state funding. This analysis draws into question the possibility of satisfactory non‐statist theories of welfare. It also suggests that the community sector might need to reposition itself as part of a broader public system of welfare, rather than in opposition to government, but that this strategy entails obvious risks for organisations' independence.  相似文献

This article is based on my study of rationality and language games in social work. The study focuses on the actors of social welfare and health care. Included are the heads and social workers of public welfare and health care agencies and institutions, officials of voluntary organizations, and activists in social change-oriented action groups. The objects of this study also differ with respect of their official status, area of responsibility, and position at work. The study tries to increase the understanding of the basic rationalities which are guiding social work as part of the daily routines, and of how the actors articulate and legitimate themselves, one another and the others, i.e. clients etc. The empirical data were collected using questionnaries. The study shows that organizational affiliation and area of concern do not bring about a systematic variation in the views of the respondents. The results then indicate the existence of a specific culture, a code of social work. The actors legitimate themselves according to system rationality. The system is considered to be outside the immediate scene of social work practice, which is articulated according to life-world premises. In client-centered social work, the external controlling and administrating system rationality threatens life-world aspects by neglecting social work as a process based on involvement, dialogue and change.  相似文献

This paper is concerned with the link between studies of welfare typologies and studies of international social work. Its objective is to show how welfare typologies could be used to strengthen the role of international social work practices to support international exchange of ideas on welfare issues. To meet this objective, three analytical tasks are implemented. The first task is to show that professional imperialism could weaken the potential of international social work practices to promote international exchange of ideas on welfare issues. The second task is to discuss the importance of welfare typologies in supporting the development of international social work by challenging professional imperialism. The third task is to discuss a research project on a defamilization typology. This project provides empirical evidence of the contributions made by welfare typologies to international social work practices.  相似文献

Globalization has played a major role in redefining the nature of the welfare state and the ways in which social work practice is being undertaken in a number of different countries. Moreover, its impact has been to exacerbate gendered and racialized social relations. In this article, I explore the changes that globalization has wrought on the social work profession. These have resulted in neo-liberialist policies that have contributed to the realization of a purchaser-provider split in service delivery, the commodification of inter-personal relationships embodied in caring work and the creation of a technicist cadre to deal with vulnerable people in need. I conclude by arguing that social workers need to engage in a public debate which challenges this state of affairs and form alliances with clients, professional associations, trade unions, politicians and other professional groupings in order to set a new welfare agenda which replaces profit-making with social justice to ensure that needs-led assessments and people are at the heart of their professional remit.  相似文献

One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. It suggests that this has been achieved without the need for radical changes in instruments and their settings.  相似文献

Social support in single parents' transition from welfare to work: Analysis of qualitative findings Since 1995, single parents have been required to participate in welfare‐to‐work activities. While quantitative meta‐analyses have consolidated the social and economic impacts of such transitions, no attempt has yet been made to synthesise the qualitative evidence. In this article, I offer an analysis of 16 qualitative articles that explore the role of social support in the lives of single mothers making the transition from welfare to work. By focusing on the functions and reciprocal nature of social support, this study examined how welfare‐to‐work programmes shift women's dependence from the state onto family and friends, many of whom are in similarly impoverished situations and/or are unable to provide adequate support. Furthermore, women are often required to reciprocate the support they receive, which creates additional barriers to a successful welfare‐to‐work transition.  相似文献

Digitalisation reforms have become increasingly pervasive across European welfare agencies and public sector institutions. As welfare provision becomes premised on the use of digital technologies, often in the form of “self‐service” solutions, new demands are imposed on citizens, including already disadvantaged groups. Although existing research has showcased how digitalisation often reproduces existing lines of stratification, little to no work has been conducted on such processes in the context of welfare provision and public administration. Through a study of citizen service centres in Denmark, based on ethnographic observations and qualitative interviews, this article analyses the new exclusionary mechanisms that emerge at the frontline of the digital agenda. The article argues that digitalised welfare agencies simultaneously sustain existing lines of social stratification and enhance these by producing new forms of digital exclusion. Taken together, the article contributes with new knowledge on the impact of digitalisation policies and their exclusionary consequences for disadvantaged citizens.  相似文献

Various countries across the East Asian region have witnessed the rapid proliferation of social enterprises, especially work integration social enterprises (WISEs) in the recent decade. Drawing from qualitative interviews with WISE employees and middle managers in Hong Kong, we examined what working in a WISE meant for employees with disabilities, and how such work differs from traditional service delivery organisations and other employment-support schemes. Three emergent themes, Meaningful Engagement, Individual-Based Empowerment and Relational-Based Empowerment, were identified as critical outcomes. Discussion pertaining to the role of WISE in the production of welfare and practice implications are presented.  相似文献

The impact of the 1996 US welfare reform act on Southeast Asian-Americans has been an important topic for research in recent years. Many studies have focused on issues of limited access, culturally/linguistically inappropriate services, and responses of community-based organisations. Although these studies help us assess the material implications of welfare reform on group life, they reveal little about the ideological consequences. This article examines how contemporary welfare reform governs and disciplines the lives of its recipients. Based on in-depth interviews with Cambodian-American families in Long Beach, California, this article examines the imposition of governance upon its recipients by the welfare state.  相似文献

This article focuses on an important duality in the modern welfare state: the will to help our fellow citizens through institutionalized welfare policies, and the danger of violating individual liberty and integrity. Individual rights of self-determination and integrity are important values of the liberal constitutional government (the Rechtstaat). Our collective ethical obligation to help those in need is an important value of the welfare state. With respect to compulsory intervention towards adult and under-age substance abusers, the possible tensions between these values are particularly visible. The legal foundation for such efforts in Norwegian social law is discussed with regard to different ethical and moral principles. The main questions are how compulsory interventions are justified and how different principles are weighted in positive law. The ethical principles of collective obligation and the moral principle of individual rights are differently balanced in the Child Care Service Act and the Social Service Act. Both acts, however, expose the problematic combination of solving social problems by the use of force and securing individual autonomy and integrity.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献

The personal, economic, and social costs of mental ill health are increasingly acknowledged by many governments and international organisations. Simultaneously, in high-income nations, the reach of welfare conditionality has extended to encompass many people with mental health impairments as part of on-going welfare reforms. This is particularly the case in the UK where, especially since the introduction of Employment and Support Allowance in 2008, the rights and responsibilities of disabled people have been subject to contestation and redefinition. Following a review of the emergent international evidence on mental health and welfare conditionality, this paper explores two specific issues. First, the impacts of the application of welfare conditionality on benefit claimants with mental health impairments. Second, the effectiveness of welfare conditionality in supporting people with experience of mental ill health into paid work. In considering these questions, this paper presents original analysis of data generated in qualitative longitudinal interviews with 207 UK social security benefit recipients with experience of a range of mental health issues. The evidence suggests that welfare conditionality is largely ineffective in moving people with mental health impairments into, or closer to, paid work. Indeed, in many cases, it triggers negative health outcomes that make future employment less likely. It is concluded that the application of conditionality for people with mental health issues is inappropriate and should cease.  相似文献

This article explores how social justice has been defined in social work practice and contests the claim of some in our profession that direct practice and social welfare programs are incompatible with social justice, drawing on Foucault’s work on the inextricable link between power and knowledge. This article proposes that social justice “in the trenches” needs further theorizing. Literature supporting a view that direct practice is congruent with a social justice perspective is reviewed. Theory of recognition is introduced as a possible overarching theory to ground direct practice within a social justice framework.  相似文献

This article proposes a theoretical mechanism for explaining why various components of a welfare state may develop differently, given similar economic, political and ideological contexts. Evaluating welfare state plans as products of political processes, the article looks at the role of political actors and their mistakes, considering how these mistakes shape future social policy-making. The article identifies 'unexpected consequences' of institutional design: situations where the decisions of powerful actors lead to the empowerment of their rivals, which in turn may change policies to their advantage. Drawing on a case study from the Israeli welfare state, namely, the introduction and then abolishment of income testing in the Children's Insurance Plan, the article demonstrates how this mechanism may have allowed certain political actors to protect welfare state plans in the face of neo-liberal pressures. It discusses how other political actors can take advantage of similar situations and notes the conditions needed for success.  相似文献

ABSTRACT

This article explores how social workers deal with the ambiguity that arises from their ability to transform the private needs of individuals into issues of public concern. It is argued that the current shift towards joined-up working, which is epitomized by the creation of interorganizational networks, could encourage new opportunities for social work. These horizontal and nonhierarchical forms of cooperation serve as platforms for debate to ensure regular discussions about the causes of and potential solutions to complex societal problems. This article relies on a case-study of bottom-up networks in two Belgian cities where social workers from various policy fields voluntarily joined forces to look after hard-to-reach groups of homeless people. The primary data were obtained from document analysis, semi-structured interviews with network participants, and direct observations of network meetings. These data were analyzed by conducting a directed content analysis. The examination shows that the joint creation of welfare services leads to substantial debates among social workers about the criteria which homeless people must meet in order to be provided with welfare services and primary care. The paper shows that despite being aware of differing viewpoints by their engagement in such debates, social workers are reluctant to challenge the dominant conceptualizations underlying their own day-to-day practices, and that this impacts on the potential to induce local policymakers to take further action with regard to reducing homelessness.  相似文献
