ABSTRACT

The article investigates entry-stage employment trajectories of young people in Germany, asking whether transitions into continuous employment indicate successful labour market integration. Applying a novel multidimensional approach to precariousness to individuals’ employment and household trajectories, we understand entry-stage employment trajectories holistically. The balanced-panel sample is drawn from the German Socio-Economic Panel, with a focus on young men and women between 15 and 25 years of age in the first year of the sample period who had been employed at least once (n?=?1360).

Dual-channel sequence-cluster analysis reveals considerable variation in the precariousness of young people’s entry-stage employment. While almost all young men and women experience periods of precariousness, the durations vary substantially. Precarious employment or precarious living conditions frequently occur during education. Our results confirm that individuals with disrupted employment trajectories are seldom successfully integrated into the labour market and frequently experience precarious employment. In previous research, transitions into continuous employment have been understood as the hallmark of successful labour market integration. This holds true for young women but not for young men, who experienced continuous and precarious entry-stage employment. To correctly identify young men’s successful labour market integration, additional information about their employment precariousness is required.  相似文献

Abstract

This article explores unaccompanied young refugees’ participation in various learning contexts beyond school. Drawing from a qualitative study based on interviews with unaccompanied young refugees, educators and social workers in Norway, the findings emphasise the need for a holistic approach to refugee education in and across contexts of learning. The refugees originate from countries where access to formal schooling was difficult or disrupted. Many of them have been exposed to traumatic events prior to arrival. As the educational and psychosocial needs of resettled refugees are diverse and complex, it is unlikely that schools are able to meet them all. Participation in diverse settings, activities and practices beyond school may expand young refugees’ opportunities for meaningful learning as well as promote their social inclusion. Facilitating access to adequate learning contexts, along with supporting their own commitment to succeed, is decisive for young refugees’ educational achievement, psychosocial adjustment and inclusion in society. The paper emphasises the need for reconceptualising refugee education as inclusive of diverse learning contexts in and outside of school. Enhanced collaboration between schools, local community organisations and wider society will facilitate and support resettling young refugees’ opportunities to achieve their fullest potential.  相似文献

ABSTRACT

The paper reports on a mixed methods study that sought to analyse determinants of youth labour market and educational disengagement in Peru. It begins by questioning the widespread focus on NEET – youth not in employment, education or training – as a measure of youth vulnerability in countries with extensive informal labour markets where labour precarity can be as problematic as unemployment for young people’s futures. A broader category of ‘urban vulnerable’ youth, including both NEET and precarious workers, is proposed and used as the basis for analysing the factors that influence young people’s trajectories. Key factors and shocks in youth trajectories are identified through qualitative life histories, and are tested using cross-section and panel survey data. Findings from the study have implications for the analysis of youth labour market vulnerability in the Global South, as well as for the policies that seek to address this problem.  相似文献

Adolescent intercountry (n = 122) and domestic (n = 40) adoptees and their adoptive parents were asked about their views on communicative openness. The adoptees were also asked for their thoughts on birth parents and contact. A modest association between communicative openness and feelings about adoptive status and self-esteem was found. Girls were more interested in many aspects of their adoptions than boys. Compared with the situation at 11 years of age, there was greater parent-child agreement on whether the child had difficulties talking about adoption. Nevertheless, at age 15, children were still nearly twice as likely to report difficulties talking about adoption issues than their adoptive parents realized. At the age of 15, the majority of the adoptees expressed a desire for contact with birth relatives, but this was a reduction from the numbers at age 11. They also reported finding it easier to talk about adoption issues than they did at the age of 11. The implications for policy and practice are discussed.  相似文献

Globalization, internationalization, and regionalization affect domestic social work. This paper explores how undergraduate students perceive international aspects of their social work education. A questionnaire was distributed to social work undergraduates in Stockholm, Sweden (n=97), and Darmstadt, Germany (n=43). Results showed that a majority of students in Sweden were prepared to work with immigrants and refugees. A majority of students in both countries wanted more education about refugee social work and social work in other countries. The amount of exchange activities was modest, but many students could consider working abroad. Students related most strongly to international aspects of domestic social work such as work with immigrants and refugees.  相似文献

The present article delineates the state of health and socioeconomic situation of migrants and refugees in Sweden. Special attention is given to refugees. Migrants appear to have more extensive health problems and a shorter longevity span than native Swedes. The refugees constitute an especially exposed group of migrants. Experiences in the home country that relate to organised violence is a specific problem for this group. It has been estimated that 20 to 25 per cent of all adult refugees who have arrived to Sweden during the recent years have experienced torture in their native countries. Swedish migrant and refugee policy operates according to a model of decentralisation, aiming to avoid ethnic segregation in the big city areas. However, the integration policy seems, in many instances, to have had a negative affect on the situation of the refugees. During the period of time, in which the refugees wait for a residence permit, they are not permitted to work. The long period of forced inactivity—in some instances up to a couple of years—seems frequently to have aggravated the health of the refugees. In addition it appears to contribute to the ever increasing animosity towards them.  相似文献

We compare the long-run labour market integration of the Former Republic of Yugoslavia (FRY) refugees who arrived in the 1990s to the Scandinavian countries in the settings of Sweden and Denmark, respectively. These otherwise similar countries faced different economic conditions at the time of arrival and over the observation period. They also differed in terms of the restrictiveness of asylum policies and in attitudes towards immigration. Using register data from Statistics Sweden and Statistics Denmark, we show that FRY refugees, in both child and adult generations at arrival, are better integrated 12–15 years later in Sweden than in Denmark, even though Sweden experienced a higher level of unemployment than Denmark throughout the period. Our findings suggest that asylum policies promoting early labour market entry and early exposure to a host country's schooling system, as well as access to disability pension and social assistance, are important factors affecting refugee labour market integration.  相似文献

This article is concerned with how motivation to take an education can be stimulated in young adults who are on the margins of the labour market and educational system. It is widely accepted that young adults in such a position have motivational problems regarding education because of negative schooling experiences, interrupted education, absenteeism, etc. Despite this, in Europe, education is commonly proposed as the solution to the problem of the high proportion of 15–29 year-olds who are not in employment, education or training (NEET). This paradox of having to motivate young adults under pressure is the focus of the article. The article argues that there is a need to theoretically redefine motivation as a phenomenon linked to the individual to a more contextually embedded understanding of motivation as the result of a process between the young and their surroundings, opportunities and perspectives. The article presents a model with five motivational orientations suggesting a new perspective on re-motivating young adults on the margin of the labour market and educational system, while it also discusses the challenges connected to promoting a focus on motivation at a time when the liberalisation of education is increasingly central to the welfare state strategy.  相似文献

Private companies of all sizes may engage in the integration of refugees into the labour market. Taking the case study of the highly industrialised German city of Stuttgart, this study explores the motivation of (a) private large-scale international enterprises including (automotive and high-tech companies) and (b) family-owned small- to medium-sized companies (private social enterprises, suppliers to the automotive industries, architecture, and engineering companies) to do so. The research further explores the companies' challenges, opportunities and the lessons learned throughout the process. Utilising the principles of Grounded Theory, a qualitative case study approach is applied with in-depth interviews with private companies, civil society, public private partnerships and experts. The findings show that the arrival of a large number of refugees during 2015/2016 has increased the engagement of the companies, increased their cooperation with other sectors, and has correspondingly led to some innovative initiatives in refugees' labour market integration and policy advocacy. The call for the engagement of the private sector and the existence of employment-related policies such as tolerated work permits (Ausbildungsduldung/Beschäftigungsduldung) were essential to create sufficient incentives for private companies to engage in the training and employment of refugees. However, the insecure residence permits and bureaucratic procedures in the public sector mostly discouraged their engagement. Our research shows that the two company types had different possibilities, different approaches towards refugees and faced different challenges while engaging in refugee labour market integration.  相似文献

Close to 20 percent of the Swedish population are of immigrant origin; one in eight is foreign‐born. About 45 percent of all immigrants originate from outside Europe and most of these have entered the country as refugees or relatives of refugees. Issues connected to immigration, including the number of immigrants, settlement patterns and level of social integration of ethnic minorities, have been much discussed in Sweden in recent decades. This paper focuses on the integration of Latin American immigrants in Sweden. It compares the level of integration – measured as educational achievement, labour market participation, income and housing – experienced by first and second generation migrants. I use register information allowing me to include all 1st and 2nd generation Latin Americans that have lived in Sweden between 1990 and 2006 (in total 127,000 individuals). Data are longitudinal, which means that individuals can be followed over time. I make use of the longitudinal material in order to study changes in residential patterns and in attempts to explain educational and employment outcomes for second generation Latin Americans. The general conclusion of the paper is that in terms of integration, LAC immigrants have an intermediate position compared to other immigrant categories; they are often better off than people from Africa and the Middle East but clearly below the level experienced by some other migrants, especially those from Western Europe. This cannot be explained by level of education. The average level of education is high for first generation immigrants from LA countries. For many people, the level of labour market participation and income increase over time but one important result of this analysis is that second generation Latin Americans seem to do less well in Sweden compared to many other second generation migrants.  相似文献

This article addresses the NEET phenomenon in a longitudinal perspective, by examining the case of Italy, a country experiencing one of the highest and increasing NEET shares in the EU. We exploit the longitudinal sample of the 2008-2011 EU-SILC data, providing self-declared information on individuals’ educational and occupational status on a monthly basis for 4 years. Firstly, we propose a classification of individual histories in education, employment and the NEET states. According to our estimates, more than 40% of the Italian young people report being NEET for at least 13 months out of 48, and more than 10% for (almost) the entire period. Secondly, we examine the composition of the NEET groups and draw a long-term NEET risk profile for individuals from different sociodemographic groups. Thirdly, we examine the longitudinal histories by distinguishing between unemployment and inactivity spells. Our findings show that the NEET phenomenon among Italian young adults is largely an issue of unemployment. The only exception is represented by Italian older females with children, the majority of which portrays themselves as inactive. Still, a sizable portion of these women define themselves as being mainly ‘unemployed’ instead of ‘performing domestic tasks’, indicating an unsatisfied wish or need to work.  相似文献

"The conditions for young immigrants in the Swedish labour market have been widely discussed in recent years. One hypothesis put forward is that young immigrants tend to remain in jobs with low wages, high risks of unemployment and bad working environments, and their mobility out of such jobs is low.... Because composition of the immigrant group, through immigration and re-emigration, changes over time, the use of longitudinal studies is especially useful. However, only a few such studies have been conducted in Sweden, none of which gives special attention to the labour market careers of immigrant youth. The aim of this paper is to remedy this deficiency by using comprehensive longitudinal data for the period 1970 to 1990. BackgroundYoung people who are neither in employment nor in education or training (NEET) have received increasing attention in Western countries. While some young people in the labour force are unemployed because of a shortage of jobs, others would be without employment even in periods of economic growth, when more jobs are available. The latter group is referred to as neither in the labour force nor in education or training (NLFET), and such people need intervention to improve their chances of work participation. However, this group is poorly understood, and more knowledge is needed to develop efficient measures. The purpose of the study is to investigate the NLFET population and to identify barriers to education or employment.MethodInterviews were conducted at all labour and welfare offices in a representative county in Norway, and an internet-based survey among 586 persons aged 18–29 years who met the NLFET criteria was conducted. Sixty case managers of young service users and 30 managers/assistant managers were interviewed at the 25 offices in the county.ResultsThe local labour and welfare offices prioritize young clients, and some have designated follow-up teams for young service users. Three main barriers to education or employment were identified through the interviews at the offices: client motivation, the sense of lack of achievement/defeat, and unrealistic expectations about working life. A survey of the young people revealed other barriers, such as health problems (60%), low education (55%), lack of work experience (41%), the feeling of being exhausted (38%), low self-esteem (36%), feeling depressed (35%), sleeping problems (35%), and very often a combination of these barriers.ConclusionsHealth problems, social and other problems are highly prevalent among the NLFET population. The majority of the population wanted to find a job or to complete their education. We conclude that mental health problems often camouflage social problems. Treatment of complex problems should not be left to mental health services. Given the nature of the barriers identified, follow-up by strong multi-professional teams, including social work and health professions, should be part of the measures allocated to the NLFET population.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

ABSTRACT

Research focusing on young people’s career trajectories has emphasised ‘graduate employability’ with much less attention being afforded to the employability strategies used by disadvantaged youth, including the social, political and labour market contexts in which these emerge. This study explores how young people enrolled in entry-level, vocational training courses in Australia attempt to enhance their employability. Interviews explored perceptions of individual employability, the strategies utilised to improve employability, and the economic, personal and employment consequences of these strategies. Three main employability strategies were identified: gaining qualifications to meet employment expectations; securing work experience in a competitive labour market; and addressing economic and social challenges to secure and sustain employment. The study reveals how the dominant narratives of employability in education and employment policy are misaligned with the economic, social and labour market challenges faced by disadvantaged job-seekers with respect to notions of career and ‘fit’ between the individual and the labour market. Policy responses need to take account of the diverse ‘bottom up’ experiences and circumstances of different cohorts of young people.  相似文献

In this article, we examine the problem of youth underemployment and how it is conceptualised, operationalised and understood within wider sociology, with particular focus on the sociology of youth and youth studies literature. We outline the contours of this body of work, showing how in most cases underemployment is undefined and used as a general term to describe the challenges and inadequacies of the contemporary labour market for young people. Further, we show how despite a lack of clarity, most researchers in this field contend that underemployment is increasing for young people, becoming a normative experience, cutting across class, ethnicity and gender. For some, however, underemployment is a ‘choice’, but as the literature shows, how different groups of young people respond to underemployment varies. In addition, we show how overeducation, another form of underemployment, is being understood by both researchers and young people as a ‘new normal’ rather than being challenged as another flank in the on-going neo-liberalisation and massification of education. We conclude with a call to think through the ideas presented and to develop new understandings of youth underemployment that can facilitate change. The sensitising concept of less(er) employment is proposed as best placed to facilitate this reanimation.  相似文献

Abstract

The transition from care is a critical phase for care leavers in general, and even more complex for those who have arrived in Sweden as unaccompanied minors and belong to an ethnic minority group. The aim of this article is to examine unaccompanied minors' experiences of leaving care, and to explore the experience in relation to perceptions about ethnicity and culture within a transnational space. Interviews were completed with 11 care leavers who had been received in Sweden as unaccompanied minors. The results show that these young people have to deal with multiple adjustments. Conquering obstacles as care leavers involves not only resolving general issues such as reintegration into society, but also adjustment to perceived and created views of how to become Swedish. From the young people's point of view, this seems to be necessary to make a successful transition from care into adulthood.  相似文献

A number of social scientists (see for example, Allen et al., 1986; Brown, 1984; Purcell, 1985; Purcell et al., 1986; Roberts et al., 1985) have drawn attention to the way in which patterns of working have changed radically in recent years suggesting that we need to rethink and reconceptualise with regard to work, employment and unemployment. This paper examines these issues in Sweden where recession in the early eighties and economic restructuring, similar to the experience in other Western countries, have affected individuals’relation to the labour market. It is our view that the effects of these developments (have) affect(ed) women and immigrants differently. It is furthermore our contention that welfare state policies related to the functioning of the labour market (inadvertently) play a role in the maintenance of inequality.  相似文献

From August 1979 on, more than 30,000 refugees from South East Asia were accepted in the Federal Republic of Germany as quota refugees in a special program; among them were 1600 unaccompanied minor refugees. About 1500 were accompanied Vietnamese children and youths who had fled their home country as 'boat people' across the South China Sea. Unaccompanied minor refugees have, like all other recognized refugees, a legal claim to family reunion in the Federal Republic. Today, only parents can join their children and vice versa, and spouses their spouses. The 1st phase of socialization in the lives of the unaccompanied minor refugees evolved in the cultural traditions of their South East Asian country of origin up to the age of 10 to 15 years. In the 2nd phase of socialization--the enculturation--the child establishes its culturally specific emotionality, language, mentality, and patterns of behavior through interaction and verbal communication with the people nearest him. The 3rd phase of socialization begins at school age and reaches full significance at the age of starting to work, with the accompanying expectations of society. Most of the minor unaccompanied refugees from South Asia had already completed their enculturation--the establishment of their cultural identity. The realities of life the young single refugees as foreigners in German society are determined by 4 special factors: 1) the great cultural differences between their country of originin South East Asia and the resettlement country, 2) the young people left their homes as refugees and their resettlement in the Federal Repulic was determined by chance events, 3) they have to live there alone and without the emotional support of their families in a situation of cultural change, and 4) because of their Asian physiognomy they will always appear as foreigners even if they have integrated well. The future prospects of the young South East Asian refugees in German society will be determined primarily by to what extent they will be able to find a satisfactory place within both cultures.  相似文献
