Unaccompanied children and young people seeking sanctuary as political refugees are increasingly visible within many industrialized nations, where several studies confirm their vulnerability and needs. These studies also highlight what appears to be the poor quality of social work services and practices that these minors encounter. This paper examines some of the details contained in such reports of deficiency and seeks to place them within a more optimistic appraisal of social work practice. Based on a small research study, it suggests that resettlement for unaccompanied minors is complex and contains different types of loss as well as gain. It also asserts that practice by some social workers shows they have a grasp of this complexity as they offer practical assistance, therapeutic care and companionship to the young people to help them resettle in new environments.  相似文献

Unaccompanied asylum‐seeking children seeking refuge in safer parts of the world have a wide range of needs. This paper discusses the main needs of unaccompanied minors drawing upon the views of service providers who work with or for unaccompanied asylum‐seeking children and young people in Scotland, as well as the perspectives of unaccompanied minors themselves. The complexity of the children's needs is explored with a framework considering their process of resettlement, looking at the present first, the future next and the past last. How social workers perceive autistic spectrum disorders (ASD)will inevitably impact upon how they assess the needs of childrenwith ASD and their families, and upon the types of service orinterventions they seek to provide to meet those needs. However,little is known of social workers’ understanding of thecondition. Using a research instrument devised by Mavropoulou and Padeliadu (2000),a study was carried out of all social workers working with disabledchildren in an English local authority. The results showed thatthough many workers had a good understanding of some aspectsof the condition, there was also confusion about some key factsconcerning ASD, the characteristics of ASD and scientific terminology,an inaccurate understanding of intervention approaches, anda more positive attitude towards the ability of generic servicesto meet need than was supported by the literature. Implicationsare discussed in terms of the provision of services to familiesof children with ASD in the UK, and the limitations of thisstudy are recognized.  相似文献

E-mail: ronitl{at}post.tau.ac.il Summary Sixteen social workers in Israel were interviewed about theirexperiences with and attitudes towards various forms of euthanasia,as well as the meanings they ascribe to them. Using phenomenologicalanalysis, seven themes were identified, emphasizing individual,interpersonal, organizational, social and therapeutic considerations,and suggesting a holistic and integrative structure of the phenomenon.The themes were arrived at by identifying distinctions and similaritiesbetween different forms of euthanasia. Two themes suggestingsimilarities were revealed: ‘diminishing the value oflife’ and ‘a call for help’. Three themeswere found to distinguish between passive euthanasia (withholdingand withdrawing life-sustaining treatment) and active forms(active euthanasia and assisted suicide): ‘legality’,‘social acceptance’ and ‘concern for the sickand dying’. The last two themes distinguished betweenwithholding treatment and assisted suicide, on the one hand,and withdrawing treatment and active euthanasia, on the other:‘the involvement of others as executor’ and ‘thepublicity of the act’. Further research and training isrequired to better inform social workers in this ethical area.Given their unique position, social workers should activelyparticipate in legal, social and therapeutic discussions concerningend-of-life decisions, for the benefit of clients, their familiesand health-care providers.  相似文献

Summary Despite a debate lasting some decades, there has been littleor no clear resolution about the way knowledge may be relatedto practice. To a considerable degree this is because of anassumption that knowledge is ‘knowledge as product’:given knowledge, researched and applied to practice. In recentyears, the concept of ‘knowledge as process’ hasemerged, focusing on knowledge of rigorous ways to think aboutpractice situations. This has generated a focus on hypothesisgeneration, testing and falsification, as well as lessons tobe learned from rigorous methods of qualitative analysis insocial research. Rigorous social workers, it has been suggested,would behave like ‘practical qualitative researchers ofthe individual instant’. However, there is little empiricalresearch on the matter. This paper evaluates process knowledgeforms used by social workers. It presents findings that socialworkers vary considerably in the extent to which they develophypotheses about the whole case, or aspects of it, in the depthwith which they analyse cases, and the systematic way they pursuean information gathering strategy. The paper concludes thatthere is clear evidence of social workers behaving as practicalqualitative researchers, but the rigour with which they do sovaries, with fundamental implications for the training process,and the extent to which rigorous strategies, along the linesof research methodology, should be taught.  相似文献

This paper is based on findings of a Welsh Assembly Governmentfunded review of children’s independent advocacy servicesin Wales with reference to their involvement in complaints madeby children, or by their parents or carers on their behalf,about local authority social services. It draws, primarily,upon qualitative interviews with local authority children’scomplaints officers, whose task is to receive complaints orconcerns, field these to appropriate social services staff,maintain oversight of their progression and keep complainantsinformed of developments. The paper describes the challengesthat complaints officers perceive children encounter in movingcomplaints forward, especially in a context where independentadvocacy services are involved and where these services areviewed with some suspicion by social services staff. It suggeststhat complaints officers play a pivotal part in managing thesometimes contested and complex interface between service providerand child and may do so from a position of limited authorityand influence. The role of complaints officers in engaging withcomplainants and their advocates, and with those colleaguesimplicated in complaints, has rarely been the topic of research.This paper provides accounts from these key staff that helpilluminate the tensions and difficulties that can enter thechildren’s complaints process.  相似文献

In 2014, the United States saw a greater than 50% increase in the number of unaccompanied children from Mexico and Central America arriving at the U.S./Mexico border, and unaccompanied children continue to migrate to the United States in consistent numbers. The dramatic increase of 2014 exposed gaps in policies aimed at supporting unaccompanied children as they await legal adjudication. This paper begins with a historic review of immigration policies in the United States aimed at supporting unaccompanied migrant children. An analytic review is provided of existing immigration policies in the Department of Homeland Security and the Office of Refugee Resettlement, highlighting the competing paradigms created by missions of security‐focused policy versus child‐centred policy. A close examination of the values that influenced policy development in this area is included, along with a discussion of how social work practice can infuse elements of social justice into immigration policy reform. Areas for future research to reform immigration policy focused on supporting unaccompanied undocumented minors are highlighted.  相似文献

Social workers in rural areas often live and work in the communitiesthat they serve. Consequently, they may have, or later develop,dual relationships with service users. These ‘out of hours’connections raise some complex issues about how social workersconduct their practice and comport themselves socially withinthe wider community. This paper reviews the notion of dual relationshipsand assesses the schema proposed for assessing their ethicalprobity. Its conclusion is that the practical realities of ruralpractice challenge absolutist conceptions of confidentialityand undermine assumptions of objectivity and neutrality in professionalstance.  相似文献

Much has been made of the uncertainties and contingencies ofpractice, and of the need for social workers to make more explicituse of formal knowledge in order to reduce this uncertainty.However, we argue that this focus on making certainty out ofuncertainty glosses over the ways in which both knowledge andpractice often propel practitioners towards early and certainjudgements when a position of ‘respectful uncertainty’might be more appropriate. Facilitating learning that will helpsocial workers to deal with uncertainty raises challenges forsocial work educators. If they are to equip social workers withthe skills to exercise ‘wise judgement under conditionsof uncertainty’, they will need to recognize the waysin which both theory and popular knowledge are invoked to makeunequivocal knowledge in case formulation. In this paper, wesuggest ways in which students can be helped to remain in uncertaintyand interrogate their knowledge and case reasoning.  相似文献

Social workers encounter suicidal clients; however, little isknown about social work’s empirical knowledge base forsuicide assessment and treatment. In the first comprehensivestudy of social work’s contribution to the suicide literature,the authors conducted systematic electronic and manual searchesfor suicide research published in peer-reviewed journals bysocial work investigators for the period 1980–2006, withthe purpose of ascertaining the state of clinical knowledgerelated to suicide risk factors and effective treatments. Thesefindings reveal that despite recent increases to the study ofsuicide by social work researchers, they have contributed limitedevidenced-based knowledge in the last twenty-six years on thetreatment or prevention of suicide or suicide-related behaviours.The article outlines the risk factors for suicide and discussesthe implications for clinical social work practice and research.  相似文献

Summary This article describes the findings of a research project whichexamined the views and practice of social workers undertakingassessments in one local authority following the implementationof the NHS and Community Care Act 1990. While the assessorsexpressed dissatisfaction with some aspects of the new systemof care management, overall they appeared to be taking the newculture on board. Managers were consistently more enthusiasticthan practitioners. Both groups saw needs-led assessment, userchoice and keeping users in their own homes as central objectivesof care management. The shadowing of ten community care assessmentsallowed the degree to which these objectives were realized inpractice to be explored. Users' experience of the new culturewas also studied. The user-practitioner transactions observedsuggest that those users who were able to articulate their ownneeds forcefully were most likely to be able to exercise choice.It is argued that the new culture of community care embodies‘consumer choice’ rather than ‘user choice’.  相似文献

The fieldwork placement is recognized as one of the major componentsof social work education and a major determinant of its quality.A key aspect of the learning process in the fieldwork placementis the exposition of practice encounters to the students’critical reflection. Given the importance of the process of‘reflection’ or ‘reflective learning’,a qualitative study based on the reflective logs of social workstudents was conducted to explore the meaning of social workfield education and the learning experiences of social workstudents during their placement. The study findings revealedthat disturbing events experienced by students in their fieldworkwere a catalyst to their reflective process. Meanwhile, theirundue concern with knowledge and skills application within acircumscribed knowledge frame suggests the dominant influenceof scientism and competence-based practice in social work, inwhich learning outcomes and instrumental and technical reasoningare highly emphasized. Discovery of ‘self’ was alsothe major premise in the students’ reflection logs, inwhich a majority of them took their prevailing self-identityas a constant state to be verified in interaction with othersin the fieldwork placement. Reflexivity is manifested in askingfundamental questions about assumptions generated by formaland practice theories; it addresses the multiple interrelationsbetween power and knowledge, and acknowledges the inclusionof self in the process of knowledge creation in social workpractice. Its realization in social work education requiresthe social work educators’ reflexive examination of thedynamics that influence the construction of curriculum, whichin turn construct our prospective social workers.  相似文献

E-mail: c.o.beckett{at}apu.ac.uk Summary This article discusses the language that is used by childrenand family social workers when talking about their work, andspecifically the metaphors that such language draws upon. Thequestion of the relationship between language and reality thathas been raised by postmodernist theory is considered, but itis argued that it remains sensible to see language as ‘areflection of reality’, however partial. Drawing on ideasabout metaphor from other disciplines, it is suggested thatby identifying the sources of metaphors used in spoken languageit is possible to gain insights into underlying mental concepts.Metaphors in the language of social work are found to come fromseveral sources, including medicine, business and industry,but attention is drawn here in particular to terms with militaryconnotations, implying underlying conceptual metaphors thatequate social work with war. Children's rights include the right to participation in decisions made about them. For looked-after children, this right is enshrined in the Children Act (England & Wales) 1989. This article reports the results of a study of children's views about their experience of being looked after and the degree of power that they felt they had to influence decision making. Their main areas of criticism were frequent changes of social worker, lack of an effective voice at reviews, lack of confidentiality and, linked to this, lack of a confidante. The findings are discussed in relation to recent policy changes. Specifically, the Looked After Children documentation and the Quality Protects initiative, by setting out uniform objectives and performance criteria, seem to restrict the freedom of local authority management and of social workers to respond to individual children's preferences, or to give weight to what the children themselves consider to be in their best interest.  相似文献

Unaccompanied minors looking for asylum in industrialized nations come with a host of psychosocial needs associated with separation and settlement. They are also resourceful, and willing to make the best of themselves in their new environments. This paper reviews literature concerning vulnerability and resilience that has emerged from refugee related studies, and those from social work with children looked after by local authorities. In combining these two areas of enquiry, the paper tests the messages they contain in reference to the work of a young asylum seekers project run in the United Kingdom. It confirms the view that unaccompanied minors are children first and foremost, exhibiting understandable vulnerabilities associated with separation and trauma, as well as being carriers of capacities that can help them to recover and settle after arrival. In this paper, it is proposed that promoting psychosocial well‐being for unaccompanied minors involves entering the young people's inner and outer worlds with therapeutic care, to aid the processes of self‐recovery. It also involves finding ways to regenerate a lost sense of belonging and of being in charge of their lives. Examples from the project's work with the young people are used to illustrate the complexity of helping them find a sense of home within their new territories.  相似文献

Summary Sexual behaviour and sexuality are currently topical issuesof concern for child care social workers. Social workers arespending more and of more of their time with children who comeinto care because of sexual abuse, or who have an involvementin the ‘rent’ scene or Prostitution. In additionmany teenage young women come into care because of social orparental concern over their lsquo;promiscuous’ behaviour.The review of research on adolescent prostitution offers severalexplanations for involvement in prostitution. which vary accordingto the discipline of the author. Explanations vary from pathologicaland personal psychology factors to the wider social aspectsof the family and local environment. This literature reviewwas used as a basis for research which examined the incidenceof female prostitution for a social services department. Thisis a relatively new field of interest and consequently thereis very little British research published on the issue of adolescentprostitution, or on under age (16) prostitution. There is nopublished research on girls in care and prostitution. We needto know much more about the reality of young people's livesbefore social workers can offer a meaningful response.  相似文献

Summary This article is concerned with the development of group workin a specialist intermediate treatment project. Using the techniqueof participant observation the author describes the use madeof groups over a six-month period with young people, all ofwhom presented problems of disturbance and/or delinquency. Thepractice portrayed is not ‘model’ but illustrativeof the dilemmas of practitioners beginning to work with groupsof young people for the first time. The evidence of the studypoints to the difficulties that an over-simplified view of participationand democracy can create, and indicates the need for group workersto define their purpose and objectives and to establish a contractor working agreement with group members. In relation to thedebate about ‘talking’ and ‘doing’ inintermediate treatment, it is suggested that a model of groupwork practice that distinguishes between ‘activity asan end in itself’, ‘activity as a means to an end’,and ‘focussed discussion’ may be helpful to groupworkers in conceptualizing the totality of their task. Socialwork with groups is still more talked about than practised.This article describes the attempts of a newly established teamof intermediate treatment workers to practise group work withyoung adolescents whose behaviour and social circumstances wereregarded as problematic. As a part-time researcher attachedto the project team, the author had access through participantobservation to groups over a six-month period and he also hadthe opportunity of listening to group workers discussing theirwork at review meetings.  相似文献

This paper examines the authors’ experiences of developingand delivering training for workers in social care servicesin Romania, through a European Union PHARE1 funded project.The authors use their experiences to draw on the past and currentpractices of those social workers who were participants in thetraining and to explore their understanding of the emergingissues and themes for social work in Romania. There is alsoan exploration of the potential opportunities for the furtherdevelopment of professional social work learning and practicewithin Romania. The case is made that learning and developmentof social workers could be supported through the encouragementof participatory networks and ‘communities of practice’.  相似文献
