Close to 20 percent of the Swedish population are of immigrant origin; one in eight is foreign‐born. About 45 percent of all immigrants originate from outside Europe and most of these have entered the country as refugees or relatives of refugees. Issues connected to immigration, including the number of immigrants, settlement patterns and level of social integration of ethnic minorities, have been much discussed in Sweden in recent decades. This paper focuses on the integration of Latin American immigrants in Sweden. It compares the level of integration – measured as educational achievement, labour market participation, income and housing – experienced by first and second generation migrants. I use register information allowing me to include all 1st and 2nd generation Latin Americans that have lived in Sweden between 1990 and 2006 (in total 127,000 individuals). Data are longitudinal, which means that individuals can be followed over time. I make use of the longitudinal material in order to study changes in residential patterns and in attempts to explain educational and employment outcomes for second generation Latin Americans. The general conclusion of the paper is that in terms of integration, LAC immigrants have an intermediate position compared to other immigrant categories; they are often better off than people from Africa and the Middle East but clearly below the level experienced by some other migrants, especially those from Western Europe. This cannot be explained by level of education. The average level of education is high for first generation immigrants from LA countries. For many people, the level of labour market participation and income increase over time but one important result of this analysis is that second generation Latin Americans seem to do less well in Sweden compared to many other second generation migrants.  相似文献

In this article, we analyse immigrant integration against the background of German society’s social cohesion. First, we examine the integration process and policies with regard to the integration of first-generation labour migrants into the German ‘national society’ since the 1960s. Even though these ‘guest workers’ were confronted to ethnic and political exclusion owing to the so-called German integration model, they experienced socio-economic integration and, at the local level, some form of political participation. Secondly, we analyse the policies and the integration process of immigrant youth, specifically those of Turkish descent, into contemporary German society, the social cohesion of which is impeded by social exclusion and urban segregation. Our hypothesis is that – in spite of a long-standing refusal to recognise itself as an immigration country – Germany has to some extent incorporated its migrants and achieved an integration consensus, while paradoxically, national integration models in several other Western European countries are currently going through a deep crisis.  相似文献

French republican universalism – expressed most strongly in the principle and practice of laïcité– and multiculturalism have constituted opposite poles on questions of citizenship and integration. The report of the Stasi Commission on laïcité on 11 December 2003 and the following legislation on the donning of religious symbols in French public schools have once again, spurred debates over the meanings and practices of laïcité. The report and the law have been interpreted in different ways. Some have presented them as a reaffirmation of a historically constituted laïcité under new circumstances, others as a divergence from the real problems of racism, unemployment and gender inequality. In this article, I offer an alternative reading by supplementing a critical reading of the report with an analysis of its historical and immediate institutional context. I evaluate the Stasi Report in its immediate context of institutional change, and in the historical context of selected developments concerning laïcité since the 1905 law separating churches and State. I argue that the Stasi Report marks a fundamental break with French republican universalism, and I show that this break occurred contemporaneously with key gestures of multiculturalism: the establishment of the French Muslim Council and the creation of Muslim high schools under contract with the French state. This double movement to narrow the boundaries of laïcité, and for the state to expand the boundaries of identity‐specific, Muslim public institutions and private schooling constitutes a reorganization of the public sphere in France which qualifies as a move towards multiculturalism.  相似文献

Philanthropic participation is a stepping stone to integration for immigrants. However, the philanthropic participation behavior of Chinese internal immigrants, the largest immigrant group in the world, is not well understood. Data from the Special Survey on Social Integration and Mental Health of the Chinese Immigrant Population are employed to examine philanthropic participation among Chinese internal immigrants based on the perspective of integration. The study demonstrates that Chinese internal immigrants are less likely to engage in philanthropic activities than non-immigrants in China. The regression results suggest that, with the exception of social security, integration factors at the economic level are not important drivers to participate in philanthropic activities, while integration factors at the social, psychological and cultural levels, including social networks, social identity and acculturation, are positively related to philanthropic participation. In addition, social integration circumstances, including perceived inclusion and community services, are significant drivers of immigrants’ philanthropic participation. These findings improve our understanding of the philanthropic behaviors of Chinese internal immigrants and have important policy implications for government and NPO to promote immigrants’ philanthropic engagement.

The integration of rural migrants into China’s urban society has drawn extensive attention in recent years. There are, however, a growing number of new-generation migrants whose prospects of integration cannot be gleaned from the experience of their predecessors—the old-generation migrants. The reconstruction of migrant network is a lens through which one can examine the extent and pattern of their integration. In this paper, using quantitative data derived from a survey of eight urbanized villages in Guangzhou, we examine the socio-spatial pattern of migrant networks and the role of receiving neighborhoods in social interactions, with a focus on inter-generational differences. The findings show that new-generation migrants are more likely to draw on cross-class, non-kin, and non-territorial networks when seeking social support, but that hometown-based bonds and the urbanite-migrant divisions remain central to their social networks. For the role of receiving neighborhoods, although new-generation migrants have weak neighborly interactions, they construct numerous colleagues and friendship ties that transcend the boundaries of neighborhoods. Moreover, educational attainment, income level, and occupation structure are important determinants of the nature of new-generation migrant networks. The results suggest that generational factors should be highly considered when studying the integration of migrants into Chinese urban society. Accordingly, the integration of migrants into the urban society will be a conflictual and contradictory process.  相似文献

Taiwan‐born business and skilled migrants who settle in Australia have high unemployment rates despite being well educated and fairly affluent. This phenomenon, commonly found in Australia among new Asian immigrants, has seldom been researched. Using qualitative methodologies, including ethnographic interviews and participant observation, this paper examines economic integration of recent Taiwanese business and skilled migrants in three Australian cities: Sydney, Brisbane, and Melbourne. The results indicate that Taiwanese immigrants find it difficult to secure employment, start profitable businesses, and adapt to the host society. The integration challenges include: lack of fluency in English, different social and cultural milieu, lack of familiarity with Australian business culture and labour relations, complex rules and regulations governing the establishment of business enterprises, small size of the market, high taxes, and lack of willingness to take up work not commensurate with their education and economic background. Policy recommendations to foster early integration of skilled migrants from Taiwan are included.  相似文献

Changes and continuities in French immigration policies, following the assumption of power by the socialist government in 1981, are described. Attention is focused on the political implications of immigration and on the role of immigrants in French politics. Efforts to restrict immigration to France were initiated in 1931, but clandestine immigration, especially from Portugal, remained largely unchecked for 4 decades. In the early 1970s, stricter enforcement measures were adopted, but these measures met with considerable international and national opposition. In 1977, the government altered its approach to immigration by offering financial aid to help illegal migrants return to their countries of origin. These efforts met with little success, and in 1980 the government initiated measures to promote the integration of immigrants into French society. The socialistic government basically adhered to the immigration policies of the preceding government. The current government seeks: 1) to stop further illegal immigration through the intensification of border controls, 2) to grant amnesty to illegal aliens who currently reside in the country and who meet certain employment requirements, 3) to penalize employers who hire illegal aliens or who contract to bring illegal aliens into the country, and 4) to improve living conditions for legal immigrants. The politicalization of immigration has increased in recent years. Current issues center on the human and political rights of migrants and on arbitary administrative efforts to control immigration. It was expected that migrants would acquire political rights after the 1981 election; however, this expectation was not realized, and the political status of immigrants remains an unsettled issue. Consequently migrants have become pawns in the political struggle between different groups in the population both at the national and the local level. Immigration threatens to become an explosive issue. At the same time, migrants themselves are playing an increasingly prominent role in political activities, such as rent strikes and protest movements.  相似文献

This article outlines a republican perspective on disability. We argue that a commitment to ensuring the republican freedom of disabled citizens offers a promising account of what disabled citizens are owed as a matter of justice. A republican perspective offers a particular diagnosis of the injustice of disability disadvantage, both in relation to individuals (dominium) and the state (imperium), that is congenial to prominent concerns voiced by the disability rights movement. This article also offers a brief outline of three republican remedies: the right of social participation, the right of opportunities for civic contribution, and the right of democratic contestation. These remedies constitute key guidelines for the robust institutional protection of disabled citizens’ republican freedom.  相似文献

Migration shifts over time. The attractive immigration policy of French Guyana, which allowed Haitians to migrate in the early 1970s, was changed into a repulsive one in the mid‐1980s. This dramatic change modifies migrants’ linear trajectories from the Haitian departure point to the French Guyanese arrival. Many immigrants or would‐be immigrants use multi‐polar and scattered movements. They link origin, third and host countries in the Americas as a system of displacements where migrating becomes an inter‐American journey. On their way out to French Guyana, Haitian emigrants, before being immigrants are already migranrts. Multi‐polar displacements through multi‐polarized migration streams pass through the physical and cognitive borders of neighbouring states. Consequently, this new development in trajectories of Haitian migrations systemically connects de facto French Guyana to other migration poles in the American space and sets forth a theoretical and methodological consequentialness.  相似文献

This paper provides an empirical assessment of the prevalence and determinants of cross‐state social exchanges and attachments among Latin American immigrants living in the United States. As we shall show, using data from a recent survey of Latin American migrants living in the United States, migrant cross‐state social action comes in a variety of types, with the direction of conditioning factors differing from one type to another. Moreover, social and political incorporation in the United States reduces affective ties and provision of material support, all the while facilitating other forms of cross‐state social action. Consequently, while international migrants regularly engage in trans‐state social action, the paper shows that neither transnationalism as condition of being, nor transmigrants, as distinctive class of people, is commonly found.  相似文献

Using a unique dataset (N=2,014), we examine the pre‐ and post‐migration determinants of socio‐cultural integration among first‐generation immigrant groups in southern Europe: Moroccan and Senegalese migrants in Spain, and Egyptian and Ghanaian migrants in Italy. The results of the pooled and immigrant‐group specific regression analyses partly highlight the dominance of pre‐migration factors. Immigrants who were well‐educated and well‐informed prior to migrating and who migrate at a young age, achieve higher levels of socio‐cultural integration. Going against some hypotheses found in the literature, female gender and North African origin have a positive effect on socio‐cultural integration as opposed to male gender and sub‐Saharan origin. With regard to post‐migration factors, occupational status is the main economic determinant of socio‐cultural integration. Interestingly, being employed as such has no significant effect on socio‐cultural integration. This suggests that labour market segmentation and discrimination negatively impact upon socio‐cultural integration. The results also suggest that policies allowing immigrants to benefit from the human capital they carry across borders and achieve upward socio‐economic mobility are likely to enhance their socio‐cultural integration.  相似文献

This article focuses on the secularism debate currently taking place in France by examining how this issue impacts the integration of immigrants, particularly Muslim immigrants. Secularism is one of the key values of French Republicanism, but one which has been challenged by the establishment of a settled population of Muslim immigrants in France. The issue has been particularly highlighted by the affaire des foulards (headscarf affair), an ongoing debate over the rights of Muslim girls to wear a headscarf to secular French schools. Discussions of the principle of secularism and of its application have been even more intense in recent months with the publication in December 2003 of a report by the Stasi Commission, a commission set up by President Chirac to investigate the application of the principle of secularism, and by the passage of legislation intended to outlaw the wearing of any “overt” religious insignia in French schools. This article examines these recent developments in the context of the long‐running debate over Muslim women's right to wear a headscarf in French schools. It argues that the current focus on secularism provides evidence of the return of assimilation as a primary objective of public policy (Brubaker, 2001) and the decreasing strength of the movement in favour of the droit à la différence (right to difference). Finally, the paper argues that this has provided important obstacles to the integration of certain groups of immigrants, particularly Muslim immigrants.  相似文献

The objective of this article is to examine the shift in the intergenerational mobility of Indian immigrant entrepreneurs in Australia. Based on a qualitative methodology, this article reports on the differences in the entrepreneurial attitudes of push and pull and the aptitudes of social and human capital between pre 2000 and post 2000 immigrant entrepreneurs. The findings suggest that the post 2000 Indian migrant entrepreneurs in Australia are mostly pull motivated, have higher qualifications than the pre 2000 arrivals, speak better English, have professional educational qualifications relevant to their business, and operate predominantly in the service sector. They take fewer years to get into business and are less dependent on immigrant social capital resources than pre 2000 arrivals. The study proposes that, compared with social capital resources, human capital resource have a greater impact on entrepreneurial propensity in the case of second generation Indian migrant entrepreneurs in Australia.

Policy Implications

  • This research has implication for Australian immigration policy, labour laws and settlement services of migrants. It recommends successful implementation of policies and durable solutions for Indian immigrants in the labour market in Australia.
  • The Australian Government will be assisted in examining and identifying future options for the intake of temporary and permanent migrants that improve the income, wealth and living standards of Australian citizens, improve the budgets and balance sheets of Australian governments, minimize administration and compliance costs associated with immigration, and provide pathways both for Australian citizens to be altruistic towards foreigners, and for Australia's international responsibilities and obligations to foreign residents to be met. Improvements in the labour laws would promote the effective integration of Indian immigrants into society.
  • Further, Indians in the USA have contributed immensely to the entrepreneurial spirit due to the government support for migrant SMEs and the small business venture funds. The Australian government can replicate this policy, reduce restriction on employment opportunities and enhance entrepreneurship for all migrants.

This study addresses two questions. First, among the three major perspectives on integration (i.e., zero‐sum, pluralist, and selective integration) suggested in the literature, which is the dominant pattern of the participation level in informal social activities in the ethnic community and in the wider society among new immigrant groups? Second, how well do the factors suggested by these three perspectives explain these patterns? Based on recently collected data about Chinese immigrants in Toronto, Canada, the analyses suggest that nearly half the respondents claim a low level of social participation. Among those who do participate, the pluralist integration pattern is the dominant pattern of participation in informal social activities among today's Chinese immigrants. Though the analysis shows the consistent effect of human capital resources on the pluralist integration patterns, there is no significant effect of either human capital resources or duration in the country on the zero‐sum and selective patterns. Implications of the results are discussed.  相似文献

Foreign‐born migrants – a group rarely compared with both internal migrants and long‐term residents – are often positioned as the most disadvantaged South African urban population. We use data from a 2008 cross‐sectional household survey conducted in Johannesburg to compare a contextually relevant measure of social capital and livelihood advantages between foreign‐born migrants, internal migrants, and long‐term South African residents. Our findings are counterintuitive and emphasize the need to explore the heterogeneity of urban migrant populations, and the mechanisms in which they better their lives, by showing that (1) foreign‐born migrants have better urban livelihood outcomes, and (2) indicators of social capital are not necessarily associated with improved livelihood outcomes.  相似文献

Despite the expanding use of the transnational perspective, grounded qualitative research on everyday expressions of transnationalism has been scant. In this article, I explore the economic and social ties with former homelands among three categories of former Soviet immigrants of the 1990s in Israel, namely ethnically mixed families split by emigration; young professionals and entrepreneurs; and retirees who keep two homes – one in Israel and the other in Russia or Ukraine. To follow temporal changes in transnational lifestyles, I interviewed the same informants twice, in 2000 and 2010. The findings suggest that transnational activities reflect life‐course changes and can evolve in several possible directions. These are (1) an attrition of ties with former homelands with increasing integration in the host country; (2) a steady or ascending pace of transnational activities eventually leading to return migration; and (3) permanent low‐grade ties with former homelands and networking with co‐ethnics in other countries of the post‐Soviet diaspora. I conclude that relatively few migrants can sustain intense transnational lifestyle over many years; there are several critical life‐course points when most transnational migrants have to decide where their home is.  相似文献

The growing concern about the future of the offspring of immigrants in France has prompted the rise of a “second generation question.” Access of “new second generations” (i.e., those born from the waves of immigration of the 1950s and 1960s) to the job market and their visibility in social and cultural life have challenged the “French model of integration.” Moreover, the ebbing of social mobility in the France of the 1970s led to a process of social downgrading which may affect significantly the second generation due to their social background and the persistence of ethnic and racial discrimination. It is thus important to investigate what kind of social mobility is actually experienced by people of immigrant ancestry, and what could hinder their mobility. This article uses the data from a new survey, the Enquête Histoire Familiale (family history survey) conducted in 1999 and based on 380,000 individuals, which analyzes the positions of second generations of Turkish, Moroccan and Portuguese origin. We argue that they follow different paths: a reproduction of the positions of the first generation; a successful social mobility through education; or a mobility hindered by discrimination.  相似文献

One feature of globalization is the growing number of temporary labour migrants, but their experience of settlement does not always fit the dominant perspective of transnational migration. Unlike transnational migrants, circular migrants tend not to be equally entrenched in home and host societies, but instead hold feelings of greater affinity for the home society. They engage in repeated short periods of work abroad, an example being migrant Filipina entertainers in Tokyo, Japan. This article describes the settlement of these circular migrants and demonstrates how it is a process of returning to the home society that entails limited integration in the host society; they are routinely segregated in time and space. Migrant Filipina entertainers start thinking about their departure almost as soon as they arrive, and their departure is marked by a carefully‐planned ceremony, or sayonara party. Questioning the assumption in the literature that circular migrants will eventually become permanent residents, in this article I call for the formulation of new theoretical frameworks that better capture the qualitatively distinct experiences of circular migrants.  相似文献

This article explores the conditions under which Senegalese immigrants in Spain send remittances home, beginning with the premise that remittances are intertwined with migration histories and migrants’ incorporation into host societies. Given the strong gender norms in Senegal, we perform separate analyses for men and women. We use a longitudinal approach to analyse how remittance behaviour is affected by immigrants’ characteristics, their economic integration, and their ties to origin and destination. Our data come from the MAFE and MESE surveys, which were implemented in 2008 and 2011, respectively. The results indicate that remitters constitute a clear majority among Senegalese immigrants in Spain. The Kaplan–Meier analysis shows that they rarely stop remitting once they start doing so, and the multivariate analysis reveals a strong positive association between employment and remittance sending. Although most coefficients in the full model are similar for men and women, some important differences emerge as well.  相似文献

Work on the experiences of international students in Australia often point out that these students do not successfully integrate into Australian society with many international students counting very few or no Australians as friends by the time they complete their studies. Through in-depth interviews with 47 Melbourne-based higher education international students from Asia – the source of Australia's largest export education market – this study explores the ways in which international students navigate their everyday experiences in their host nation. The findings suggest that Asian international students live in a parallel society almost exclusively made up of fellow international students who primarily come from the home nation and the Asian region. This parallel society allows them to create both a sense of belonging in Australia yet not to Australia due to disengagement from local society and culture. By investigating their social networks (society) together with their consumption of entertainment media (culture), this study presents an indirect yet creative way of understanding how international students negotiate everyday life as transient migrants in the Australian city of Melbourne. Doing so, this research highlights the ways in which international students make use of social networks and entertainment media to feel a sense of belonging in a foreign country.  相似文献
