Using discrete time event history analyses of data from the Panel Study of Income Dynamics (PSID), we examine the association between state-level welfare waiver policies implemented before the 1996 welfare reform legislation and the risk of a nonmarital subsequent birth. Our study makes a unique contribution to the existing literature by using a national-level sample of unmarried mothers who ever received welfare. This high-risk sample represents the women of most interest to policymakers, as it is the exact group to whom welfare reform is targeted—welfare mothers at risk of having nonmarital additional births. The state policies we study include: family cap, earnings disregard, work exemptions, work requirements, and sanctions. We conclude that, although reducing the number of nonmarital births is a key goal of welfare reform, state-established welfare waiver policies do not have any influence on women’s childbearing behaviors in this sample, net of women’s individual characteristics and state economic environments. Even the family cap policy, which was designed for the sole purpose of reducing additional births, has no significant association with nonmarital subsequent childbearing. Instead, personal characteristics, not public policies, are stronger determinants of women’s childbearing decisions. Age, race/ethnicity, marital status, number of previous children, education level, and welfare receipt are significantly associated with nonmarital subsequent births. Overall, this paper contributes to an expanding body of research that shows minimal effects of welfare waivers on fertility. Our work suggests that more targeted policies are necessary to be able to influence individual family formation behaviors.  相似文献

This study investigates the role of female labour-market attachment and earnings in childbearing progressions in two very different European contexts. By applying event-history techniques to German and Danish register data during 1981–2001, we demonstrate how female earnings relate to first, second and third birth propensities. Our study shows that female earnings are positively associated with first birth fertility in Denmark, while this is not the case in West Germany. We interpret our findings based on the fact that Danish social context and policy encourage women to establish themselves in the labour market before becoming mothers, while the German institutional context during the 1980s and 1990s was not geared towards encouraging maternal employment. For higher-order births, the results are less clearcut. For Denmark we find a slightly positive correlation between female earnings and second-birth fertility, while the association is somewhat negative for third-order births. In Germany, women tend to leave the labour market when becoming mothers. Non-employed mothers have elevated second and, in particular, third-birth rates. For the group of mothers who are employed, we find only a weak association between their earnings and higher-order fertility.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

Despite comparatively modest welfare reforms in Canada relative to those of the United States, employment rates and earnings among single mothers have risen by virtually identical magnitudes in the two countries since 1980. We show that most of the gains in Canada and a substantial share of the change in the US were the result of the dynamics of cohort replacement and population aging as the large and better educated baby boom generation replaced earlier cohorts and began entering their forties. In both countries, demographic effects were the main factor accounting for higher employment and earnings among older (40+) single mothers. Changes among younger single mothers, in contrast, were mainly the result of changes in labor market behavior and other unmeasured variables. Overall, demographic changes dominated in Canada but not in the US for two reasons: (a) Canadian single mothers are significantly older than their US counterparts; and (b) consistent with the welfare reform thesis, the magnitude of behavioral change among younger single mothers was much larger in the US.  相似文献

In this article, we study fathers’ use of parental leave in Norway, using register data from 1993 to 1997. In 1993, a special father’s quota (1 month) was introduced in the parental leave program. The father’s quota is a success in the sense that 85% of fathers entitled to the leave use it, but few take more than their quota (1 month). One policy intention was to make a real change in the gender balance in care. The analyses show that gender balance in breadwinning has a strong effect on fathers’ use of parental leave: controlling for parents’ educational level, labor market attachment and father’s income, we find that the more mothers contribute to the family economy and the more equalized their earnings are, the more parental leave fathers take.  相似文献

The differential availability of maternity leave benefits is shown to be an important factor in the earnings attainment process of women. Interaction effects with this job characteristic are found for experience, occupational status, and crowding. The human capital model's explanation of the relationship between women's hometime, women's job choice, and public policy is critically examined. The results indicate that the provision of adequate child care needs to be coupled with parental leave policies if women are to make significant gains in earnings from reducing their time spent at home.The data and tabulations used in this study were made available by the Inter-University Consortium for Political and Social Research. Using data from an experimental evaluation in two Canadian provinces, we found that offering an earnings supplement to single mothers in place of welfare altered rates of marriage and cohabitation, but that the direction of the effects varied by province. Our findings suggest that research on the relationship between women's economic well-being and marital decisions at the national level is likely to mask important variation at the local level. After eliminating several explanations for the opposite effects in the two provinces, we propose that local labor markets and local policy contexts are potentially important mediating characteristics of marriage and cohabitation.  相似文献

Since 1979 German federal maternity leave and benefit policy has given women incentives to stay at home and take care of their newborn and youngest children. In 1986 this leave and benefit policy was changed in several ways, turning it into a powerful instrument for delaying mothers' return to work after childbirth. Using a flexible duration dependence estimation technique for proportional hazards due to Prentice and Gloeckler (1978) and applied to grouped durations by Meyer (1987, 1990), we estimate post childbirth return to work hazards for women during the federally protected leave protection period and immediately upon completion of this leave period. During the leave mothers are less likely to return to work the longer is the time left in the leave protection period; however, this result cannot be attributed generally to high levels of maternity benefits. Previous research on migration and gendered career outcomes centers on couples and rarely examines the reason for the move. The implicit assumption is usually that households migrate in response to job opportunities. Based on a two-year panel from the Current Population Survey, this article uses stated reasons for geographic mobility to compare earnings outcomes among job migrants, family migrants, and quality-of-life migrants by gender and family status. We further assess the impact of migration on couples’ internal household economy. The effects of job-related moves that we find are reduced substantially in the fixed-effects models, indicating strong selection effects. Married women who moved for family reasons experience significant and substantial earnings declines. Consistent with conventional models of migration, we find that household earnings and income and gender specialization increase following job migration. Married women who are secondary earners have increased odds of reducing their labor supply following migration for job or family reasons. However, we also find that migrating women who contributed as equals to the household economy before the move are no more likely than nonmigrant women to exit work or to work part-time. Equal breadwinner status may protect women from becoming tied movers.  相似文献

This paper evaluates the association between welfare policies implemented by states in the early to mid-1990s and the rate at which female household heads with children exit AFDC for work or for non-work reasons. The results show that waiver policies requiring work, such as the work requirement and the elimination of exemptions for mothers of very young children, are associated with more rapid exits through employment. Incentive policies that make work more attractive by allowing mothers to remain eligible as earnings rise extend the period of welfare receipt. Neither time limits, the family cap, nor sanctions were related to welfare exits during this early period of welfare reform. Results suggest that other policies implemented in the 1993-1996 period, such as the EITC, may have also influenced welfare exits. In addition, the economy played an important supportive role in facilitating recipient exits from public assistance. While relatively high unemployment rates did not deter recipients from working, state prosperity increased the positive impact of work requirements on work exits.  相似文献

This paper uses Australian data from a national representative sample of Australian couples having their first child. Using data from before and after the birth of the child on a range of variables, including economic resources, gender attitudes, workplace flexibility, and availability of non-parental childcare, we first model the factors are associated with the decision to remain in work or not after the birth of the first child. The main finding here is that childbirth has a major impact on mothers’ paid work-time, whereas for fathers it has very little impact. Factors that are related to a mother’s decision to remain in work or not include the absolute (but not relative) pay of each parent, the father’s workplace flexibility, and paid parental leave available to the mother. We then model the factors that govern, for those mothers remaining in paid work, how much paid work they undertake. We find that changing employers is related to mothers’ work hours, as are absolute post-birth salaries, as is the relative pay of each partner. As with the decision to work or not, the availability of paid parental leave to the mother is significantly related to the amount of work-time for those mothers that do continue to work. Similarly, the use of external childcare is positively associated with maternal work hours. Finally, we model the factors that determine childcare time allocation and find that for neither parent do pre-birth economic resources significantly affect childcare time, once a decision about basic work patterns has been made. Gender role attitudes affect childcare time decisions, unlike work time decisions.  相似文献

Using a multinomial logit model with data from the Survey of Income and Program Participation, this paper tests whether the implementation of the Family and Medical Leave Act (FMLA) is associated with an increase in return to work at part-time status among first-time mothers working full-time during their pregnancy. I find a statistically significant trend of increasingly higher odds of returning to work at part-time status relative to return at full-time status, beginning in 1993 (the year in which the FMLA is implemented). Furthermore, an additional week of either state or federal leave is significantly associated with a higher odds of return at part-time status. This article provides evidence that job protection and leave legislation may help facilitate higher levels of labor force participation among women with small children, through more flexible work arrangements.  相似文献

Welfare states enact a range of policies aimed at reducing work-family conflict. While welfare state policies have been assessed at the macro-level and work-family conflict at the individual-level, few studies have simultaneously addressed these relationships in a cross-national multi-level model. This study addresses this void by assessing the relationship between work-family and family-work conflict and family-friendly policies in 10 countries. Applying a unique multi-level data set that couples country-level policy data with individual-level data (N = 7,895) from the 2002 International Social Survey Programme, the author analyzes the relationship between work-family and family-work conflict and four specific policy measures: family leave, work scheduling, school scheduling, and early childhood education and care. The results demonstrate that mothers and fathers report less family-work and mothers less work-family conflict in countries with more expansive family leave policies. Also, in countries with longer school schedules mothers report less and women without children more work-family conflict.  相似文献

We examine the influence of individual characteristics and targeted and universal social policy on single-mother poverty with a multilevel analysis across 18 affluent Western democracies. Although single mothers are disproportionately poor in all countries, there is even more cross-national variation in single-mother poverty than in poverty among the overall population. By far, the United States has the highest rate of poverty among single mothers among affluent democracies. The analyses show that single-mother poverty is a function of the household’s employment, education, and age composition, and the presence of other adults in the household. Beyond individual characteristics, social policy exerts substantial influence on single-mother poverty. We find that two measures of universal social policy significantly reduce single-mother poverty. However, one measure of targeted social policy does not have significant effects, and another measure is significantly negative only when controlling for universal social policy. Moreover, the effects of universal social policy are larger. Additional analyses show that universal social policy does not have counterproductive consequences in terms of family structure or employment, while the results are less clear for targeted social policy. Although debates often focus on altering the behavior or characteristics of single mothers, welfare universalism could be an even more effective anti-poverty strategy.  相似文献

Immigration policy is at the forefront of US policy discussions, and the use of welfare benefits by immigrants has been hotly debated. In 1996, Congress enacted welfare reform legislation, which imposed strict restrictions on welfare eligibility for noncitizens. However, a number of states restored access to welfare benefits to immigrants that had been cut out in the federal welfare reform law. Using data from the Current Population Survey, we examine whether immigrant women adjusted their childbearing in response to changes in the generosity of welfare benefits at the state-level. We find that noncitizen women reduced their fertility in response to cutbacks imposed by the legislation. Our findings, which prove robust to a number of identification and robustness checks, underscore how immigrants respond to state-level policies and provide insight into the potential impacts of comprehensive immigration reform, particularly the components related to the path to citizenship and access to public benefits.  相似文献

The European Union launched the Lisbon Strategy in 2000 with the aim of establishing itself as the world’s most powerful economy. The importance of job quality has returned to the top of the European employment and social policy agenda. As targets are set, significant progress has been made in the creation of indicators. In this study, we compute a composite index for quality of work life using the dimensional structure provided by the European Commission, and present our results for regions, sectors, professional categories and sizes of firm in Spain in the period 2001–2004. We find that better results are found in the more developed regions, in service sectors, in bigger firms and in jobs with more responsibility. Finally, we compare the results of the index with workers’ subjective perceptions of job satisfaction, measured by a quality of work life survey. The test results reveal a strong relationship between the two measurements.  相似文献

We document the incidence and evolution of family complexity from the perspective of children. Following a cohort of firstborn children whose mothers were not married at the time of their birth, we consider family structure changes over the first 10 years of the child’s life—considering both full and half-siblings who are coresidential or who live in another household. We rely on detailed longitudinal administrative data from Wisconsin that include information on the timing of subsequent births to the mother and father, and detailed information on earnings, child support, and welfare. We find that 60% of firstborn children of unmarried mothers have at least one half-sibling by age 10. Our results highlight the importance of having fertility information for both fathers and mothers: estimates of the proportion of children with half-siblings would be qualitatively lower if we had fertility information on only one parent. Complex family structures are more likely for children of parents who are younger or who have low earnings and for those in larger urban areas. Children who have half-siblings on their mother’s side are also more likely to have half-siblings on their father’s side, and vice versa, contributing to very complex family structures—and potential child support arrangements—for some children.  相似文献

Ongoing concern over welfare dependency has stimulated the US Government to enact welfare reform legislation that features work requirements. Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, millions of able-bodied welfare recipients will now be expected to find work within two years. We analyze data from the March 1994 Current Population Survey to address the neglected question of whether a sufficient number of jobs will be available for those looking for work. Using two methods to estimate job availability, and a variety of assumptions about which welfare recipients will be required to work, we estimate that as few as 18 and as many as 54 welfare recipients and other unemployed individuals would be competing for each available job. Separate analyses by residence provided equivocal evidence on whether metropolitan or nonmetropolitan welfare recipients will have the more difficult time finding gainful employment.  相似文献

Prior research shows that mothers earn lower hourly wages than women without children, and that this maternal wage penalty cannot be fully explained by differences between mothers and other women in work experience and job characteristics. This research examines whether the residual motherhood wage penalty results from differences between mothers and other women in the accumulation of work interruptions and breaks in schooling. Using longitudinal data for 486 women followed from ages 19 to 31 in the Minnesota Youth Development Study, we find that accumulated months not in the labor force and not enrolled in school explain the residual pay gap between mothers and other women.  相似文献

Exploiting unique German administrative data, we estimate the association between an expansion in maternity leave duration from two to six months in 1979 and mothers’ postbirth long-term sickness absence over a period of three decades after childbirth. Adopting a difference-in-difference approach, we first assess the reform’s labor market effects and, subsequently, prebirth and postbirth maternal long-term sickness absence, accounting for the potential role of the reform in mothers’ selection into employment. Consistent with previous research, our estimates show that the leave extension caused mothers to significantly delay their return to work within the first year after childbirth. We then provide difference-in-difference estimates for the number and length of spells of long-term sickness absence among returned mothers. Our findings suggest that among those returned, mothers subject to the leave extension exhibit a higher incidence of long-term sickness absence compared with mothers who gave birth before the reform. This also holds true after we control for observable differences in prebirth illness histories. At the same time, we find no pronounced effects on mothers’ medium-run labor market attachment following the short-run delay in return to work, which might rationalize a negative causal health effect. Breaking down the results by mothers’ prebirth health status suggests that the higher incidence of long-term sickness absence among mothers subject to the reform may be explained by the fact that the reform facilitated the reentry of a negative health selection into the labor market.  相似文献
