Representations of, and attitudes towards, foreigners take place within the complex system of values and meaning that constitutes what we call a national identity. In the French case, different conceptions of citizenship give rise to different attitudes towards immigrants. These conceptions, even if they could be related to antagonistic theories of democracy, blend together within the citizens' representations, giving the opportunity to combine advantages from each model, namely cohesion and inclusion. But the mix of citizenship representations occurs successfully only when the political dimension of citizenship is accepted. Where this is not the case, the antagonistic potential of both understanding of citizenship and immigrants develops and endangers the coherence of the civic and political national culture.  相似文献

I argue that sociologists have directed insufficient attention to the study of citizenship. When citizenship is studied, sociologists tend to concentrate on just one facet: rights. I elaborate four conceptual facets of citizenship. I link two—citizenship as rights and belonging—to theoretical elaborations of multiculturalism. Considering multiculturalism as a state discourse and set of policies, rather than a political or normative theory, I outline linkages between multiculturalism and two additional facets of citizenship: legal status and participation. Over the last 15 years, the idea of multiculturalism has come under withering criticism, especially in Europe, in part because it is claimed that multiculturalism undermines common citizenship. Yet countries with more multicultural policies and a stronger discourse of pluralism and recognition are places where immigrants are more likely to become citizens, more trusting of political institutions, and more attached to the national identity. There is also little evidence that multicultural policies fuel majority backlash, and some modest evidence that such policies enlarge conceptions of inclusive membership. By studying claims‐making and the equality of immigrant‐origin groups, we see that the participatory aspect of citizenship needs to take center stage in future work in political sociology, social theory, social movements, immigration, and race/ethnicity.  相似文献

This article examines the narrative strategies through which Polish migrants in the UK challenge the formal rights of political membership and attempt to redefine the boundaries of ‘citizenship’ along notions of deservedness. The analysed qualitative data originate from an online survey conducted in the months before the 2016 EU referendum, and the narratives emerge from the open‐text answers to two survey questions concerning attitudes towards the referendum and the exclusion of resident EU nationals from the electoral process. The analysis identifies and describes three narrative strategies in reaction to the public discourses surrounding the EU referendum – namely discursive complicity, intergroup hostility and defensive assertiveness – which attempt to redefine the conditions of membership in Britain's ‘ethical community’ in respect to welfare practices. Examining these processes simultaneously ‘from below’ and ‘from outside’ the national political community, the paper argues, can reveal more of the transformation taking place in conceptions of citizenship at the sociological level, and the article aims to identify the contours of a ‘neoliberal communitarian citizenship’ as internalized by mobile EU citizens.  相似文献

This paper examines resident foreigners’ interest in German citizenship. We use a unique data set from a survey of foreign residents in the German states to study the roles played by factors such as attitudes towards foreigners and political interest of foreigners. We find that negative attitudes towards foreigners and generational conflict within foreigner families are significant negative factors. While interest in political participation is among the important positive factors, hostile attitudes, lack of voting rights, or uncertainty about staying in Germany mainly discourage foreigners who actively participate in the labor market, have more years of schooling, and are younger.  相似文献

Citizenship should be understood as a bundle of rights rather than as a legal expression of national membership. The citizenship status of immigrants is characterised by their human rights, their rights of external citizenship provided by sending countries, and their rights as resident aliens provided by receiving states. In this perspective naturalisation is only one amongst several options open to migrants to change and improve their legal position. The normative aspect of citizenship implies that general and basic rights should be distributed equally and universally within society. Raising the standard of alien rights, allowing for dual citizenship and conceiving of naturalisation as an individual option rather than as an obligation or as a discretionary decision of the receiving state would contribute to a more equal distribution of rights within societies of immigration. A model for explaining individual decision to naturalise is presented which is based on a combined analysis of interests and identities. The main factors that enter the model are rules applied by state authorities, social positions occupied by immigrants, the cost/benefit balance of rights in the transition to internal citizenship, and affiliations to different communities in the sending and the receiving state. The combination of rules, rights and social positions makes it possible to distinguish an objective value of internal citizenship for immigrants from transaction prices and subjective utilities. The main theoretical argument is that decisions can be influenced both by a perception of rational individual interests and by communal identities.  相似文献

This study uses variations in the legal-institutional frameworks of citizenship to explore cross-nationally public views about granting equal rights to legal immigrants and citizenship status to second-generation immigrants in 20 European countries. We link the literatures on citizenship regimes and attitudes toward immigrants to construct a conceptual model that is tested using ISSP data from 2003 and a set of matching contextual measures. Results from hierarchical linear regression analyses indicate that (1) opposition to the extension of rights to legal immigrants is augmented by shorter periods of required residency for naturalization and (2) granting citizenship status to second-generation immigrants is not sensitive to whether a regime consents or not to citizenship by birth. Net of individual and contextual controls, the findings also show that resistance to the expansion of rights to legal immigrants is higher in countries consenting to dual citizenship. Furthermore, our analyses reveal that Eastern European respondents do not differ significantly from their Western counterparts with respect to extending rights to either category of immigrants. These results are discussed in reference to the diversity of citizenship regimes in Europe and in light of the existing debates on harmonizing immigration policies.  相似文献

This paper analyzes both the political discourse and the reality of Czech civil society. It describes how the concept of civil society has emerged in a difficult ideological context, and sets out how policy towards it has developed, also highlighting its economic role. Recent empirical evidence on the existing range of citizens' activities and their attitudes toward aspects of civic society and organizations within it is marshaled in order to estimate the potential for citizenship in the Czech Republic.  相似文献

A great number of women from China, Vietnam, and Indonesia recently arrived in Taiwan to marry men of lower social strata. Such an unusual pattern of migration has stimulated debates about the status and the citizenship of the new arrivals. This study analyzes Taiwanese responses toward these marriage migrants by using a national survey conducted in 2004. Three aspects of restrictive attitudes were tapped concerning these newcomers: (1) rights to work; (2) access to public health insurance; and (3) full citizenship. Immigrants from China were most opposed, compared to women with other origins (Southeast Asia, Japan, Europe, and the US). The seemingly unrelated regression estimation regression results do not support the split labor market hypotheses, as marriage migrants do not appear to be economic threats toward members of the lower classes. In contrast, ethnic nationalism plays a key role in determining the natives’ restrictive attitudes. The case of Taiwan represents a special genre, where ethnic politics selectively arouses the social rejection of women immigrants of certain origins.  相似文献

This article examines the political transnational practices—that is, both the physical and symbolic border‐crossing political practices—of two Zapatista groups. This study seeks to contribute to the existing body of literature on transnationalism and citizenship by focusing on immigrants’ political transnational activities in the global South, as well as transnational activists’ practices in the global North influenced by the global South. I argue that transnational ideological and political influences are bidirectional, that is, influences also flow from the global South to the global North. In addition, I argue that different transnational practices are strongly shaped by structural opportunities and constraints on activists, in this case, by citizenship status and economic class. My arguments are drawn from fieldwork and in‐depth interviews conducted in the San Francisco Bay Area with two Zapatista groups, which I name the Localizers and the Globalizers.  相似文献

Abstract This paper suggests in an exploratory way that an historical sociology of post-war British society should include a concern with changes in sentiment and emotion or in what following Raymond Williams is termed 'structures of feeling'. The main theme discussed is what people from different social backgrounds feel about the changes which have taken place in their lives and in the society around them and in how the future is conceived. Three issues focus this - change in aspects of national identity, in prevailing conceptions of citizenship and belonging, and in feelings towards the welfare state.  相似文献

Research into political communication has grown rapidly in the past three decades, shifting from specific, quantitative and utilitarian studies to include a broad variety of research questions, methods and theoretical frameworks. Interdisciplinary work in political communication takes audiences, political actors (such as governments and politicians), and media content and media institutions as central foci. Research has traditionally focused on election campaign-specific studies within national contexts. Emerging research, however, is now addressing broader questions about media texts and organisations and also about representations and power. This research is working to trace technological changes and developments in an era of globalised media and political communication and developing new, complex conceptions of audience agency and reception.  相似文献

On the premise that representative government cannot properly function without the political participation of a large active segment of its constituents represented by permanent immigrants without citizenship, this article 1) reviews some attempts to resolve such an anomalous situation; 2) suggests naturalization as an instrument to correct it and describes the naturalization rate and the reasons for the low propensity for naturalization in various North European countries; 3) surveys the phenomenon of dual citizenship, the reasons for its increase as well as its increase as well as its inconveniences and advantages; and 4) hypothesizes that future increases in dual citizenship will protect political integration. Labor immigration will probably not be encouraged again, as it was some 20 years ago, but large international migration will take place both within Europe and to Europe from other continents. There are many indications that in the future many more Europeans will possess dual or multiple nationality, and this, in combination with more weight on a person's effective residence, will promote political integration of those large groups of immigrants and their descendants, who now stand outside the political systems without proper representation.  相似文献

In this article we focus on local and transnational forms of active citizenship, understood as the sum of all political practices and processes of identification. Our study, conducted among middle‐class immigrants in Rotterdam, the Netherlands, indicates that the importance of active transnational citizenship should not be overstated. Among these immigrants, political practices are primarily focused on the local level; political practices directed to the home country appear to be quite rare. However, although transnational activities in the public sphere are rather exceptional, many immigrants do participate in homeland‐directed activities in the private sphere. If we look at processes of identification, we see that a majority of the middle‐class immigrants have a strong local identity. Many of them combine this local identification with feelings of belonging to people in their home country.  相似文献

This article analyzes the links between migratory processes and the evolution of nationality legislation in Spain. We argue that this case challenges the theoretical models that link immigration to liberalizing reforms in citizenship law. Despite large‐scale immigration experienced over the last two decades, Spanish nationality law has remained strongly focused on keeping ties with Spanish communities abroad. To account for the high degree of stability of Spanish citizenship law we structure our analysis along three basic lines: the historical conceptions derived from Spain's past as a colonial power, as well as its tradition as a country of emigration; the lack of incentives for political actors to introduce the reform of citizenship law in the political agenda; and the strategies adopted by those political actors in relation to the politicization of immigration.  相似文献

The study explores from a comparative perspective different strategies for history education reform that European countries have adopted in order to respond to political changes in Europe. Key to an understanding of these reforms are the underlying notions of citizenship reflected in history education. The author presents a set of criteria that could guide curriculum specialists and textbook authors to develop educational material which are based on an active and minority‐inclusive notion of citizenship. More specifically, allowing for multiple perspectives and comparison across and within nations is viewed as crucial for history curricula reform in multiethnic societies. She focuses on six aspects of history curricula that deserve scrutiny when reforming existing history education material and methods: curriculum versus framework, event‐centred versus theme‐centred history education, chronological versus inverse chronological sequence, traditional versus contemporary focus, national versus global scope, knowledge versus skills. The study also highlights three areas in which the hidden curriculum of history education is likely to be manifested: language, polarisations, and visual representations.  相似文献

Although the notion of national citizenship has long held the promise of equal membership, it has proved less useful in a world of circulating cultures, people, and loyalties through money, media, and migration. The increasing mobility of capital and people across national borders compels us to conceptualize welfare and inequality at the global level. Although the enforcement of citizen rights remains within the purview of the nation‐state, the source of these rights can no longer be firmly placed within the national framework. From cosmopolitan imaginations to postnational research, contemporary configurations of citizenship trace their legitimacy to global discourses that increasingly challenge the national order of citizenship. Yet current transformations in citizenship also point to the possibility of new inequalities, particularly, when nation‐states are increasingly able to modulate the rights they make available to immigrants, and differentiate among refugees, professionals, and investors among many other categories of people.  相似文献

Criticizing modern citizenship’s emphasis on the ‘nation’ as a homogeneous body of citizens, recent citizenship conceptions draw attention to diverse group identities and their differentiated rights‐claims. By way of scrutinizing different disability organizations, this paper analyzes the struggles by people with disabilities in Turkey and examines whether these could be perceived as claims to new forms of citizenship. It argues that due to the institutional, political, cultural and historical specificities of Turkey, most non‐governmental organizations maintain relations of patronage with state actors. Far from initiating a rights‐based discourse, their activities cannot be perceived within recent citizenship frameworks. Yet, parallel to Turkey’s accession process to the EU and technological developments, alternative forms of organizing started emerging at the virtual level. These are the harbingers of a relatively more rights‐based discourse.  相似文献

Drawing on a critical synthesis of the two main citizenship traditions, so as to construct citizenship as both a status and a practice, linked through the notion of human agency, the article explores citizenship's exclusionary and inclusionary sides within both a national and international framework. Within a national framework, the implications of citizenship's ‘false universalism’ are explored as the basis for a recasting of citizenship in a way that addresses the tension between universalism and particularity or difference. Within an international framework, a human rights perspective is introduced as a means of challenging citizenship's exclusion of nation state outsiders, most notably immigrants and asylum-seekers. This approach draws upon a multi-tiered conceptualisation of citizenship stretching from the local through to the global.

Some implications for social work practice and policy are then discussed in relation to support for active citizenship in deprived communities and anti-poverty action in which poor people themselves have a voice. This includes a brief consideration of political exclusion; the potential of self-help groups and community social work and development work; and user-involvement. The article concludes that citizenship offers social work a framework that embraces anti-poverty work, principles of partnership and anti-discriminatory practice and an inclusionary stance.  相似文献

Immigration and citizenship laws that discriminate by race, ethnicity, and national origins are increasingly illegitimate in contemporary democracies, yet laws that grant privileged access and membership to immigrants who share natives' ethnicity persist. This enduring positive selection rests upon the assumption that co‐ethnicity fosters integration. Countering this logic, this article centers on co‐ethnics' insertion into local labour markets. It draws from a case study of Aguaviva, Spain, a depopulating village in which both co‐ethnic Argentines and Romanian immigrants reside. The analysis qualifies the trend of deracialization in immigration and citizenship policy and shows that positive preferences do not uniformly foster integration. In dual labour market systems, co‐ethnics struggle because they are not different enough for secondary sector jobs reserved for immigrant “others,” yet in the primary sector they enter into direct competition with natives.  相似文献

In examining ten recurring themes of current debates on immigration and citizenship, the author hopes to summarise and critically examine the main arguments. The article also tries to show that arguments against the extension of rights to immigrants generally give priority to collective rather than individual rights. In this way, human rights violations towards immigrants are sanctioned (and sometimes even recommended) by socialist and conservative writers alike....
