Summary In 1996 the Higher Education Funding Council undertook the fourthResearch Assessment Exercise (RAE) in universities in England,Wales, Scotland and Northern Ireland. Performance in researchis a crucial measure in university departments because it hasdirect implications for funding, but some doubt that the criteriaused are appropriate measures of quality of research. Many factorshave an impact on the way that research by social work academicsis presented in the RAE. After the 1996 RAE, the Joint UniversityCouncil Social Work Education Committee undertook a survey ofdepartments which teach social work to try and elicit responsesto the assessment exercise which might inform preparations forthe next RAE.  相似文献

E-mail: T.Spratt{at}qub.ac.uk Summary This article reports findings from the third part of a three-partresearch project examining the potential for social workersto shift from a child protection to a child welfare orientationin their practice. Whilst social workers in the UK have beenencouraged to make such changes, they have been hampered byconcerns to manage risk. Findings reported from the earlierparts of the project, indicated that there was potential fora substantial proportion of child protection work to be redesignatedas child welfare work, but that where this was achieved in practice,there was evidence of the continued influence of child protectionprocesses as social workers sought to manage the risks inherentin child welfare cases. The study reported here sets out toascertain the views of parents who were subject to child welfareinterventions. The findings indicate that while parents feelapprehension with regard to contact with social workers, inthe majority of cases successful relationships are formed. Itis argued that social workers display considerable skill inmonitoring potential risks whilst engaging with families andthat the subtleties involved in such activity are not capturedby official measures of governance which concentrate on moreabstract indicators of performance.  相似文献

Summary This article reports the results of a study of occupationalstress undertaken with a large sample of Northern Ireland fieldsocial workers, including both main grade practitioners andfirst line senior social work managers employed as team leaders.This study formed part of a wider interprofessional study ofsocial workers, nurses and teachers; publications for the lattertwo professions along with interprofessional comparisons arein preparation and this present article focuses on the socialworker cohort. The design and methods are described and demographic characteristicsof the social work sample are provided, with their views aboutsocial work. Stressors are identified in both professional andprivate lives. The effects of stress as manifested through theGeneral Health Questionnaire and the Maslach Burnout Inventoryare examined and the social workers' views on various stresscoping strategies are discussed.  相似文献

E-mail: b.j.taylor{at}qub.ac.uk Summary Context: Electronic bibliographic databases are an importantsource for professional publications about social work and communitycare more generally. This article describes and evaluates amethod of identifying relevant articles as part of a systematicreview of research evidence. Decision making about institutionaland home care services for older people is used as an example.Method: Four databases (Social Science Citation Index, Medline,CINAHL and Caredata), which abstract publications relevant tohealth and social services, were searched systematically toidentify relevant research studies. The items retrieved wereappraised independently using a standard form developed forthe purpose. The searches were compared in terms of sensitivity,precision, overlap between databases and inter-rater reliability.Results: The search retrieved 525 articles, of which 276 wererelevant. The four databases retrieved 55 per cent, 41 per cent,19 per cent and 1 per cent of the relevant articles respectively,achieving these sensitivities with precision levels of 54 percent, 48 per cent, 84 per cent and 94 per cent. The databasesretrieved 116, 73, 24 and 15 unique relevant articles respectively,showing the need to use a range of databases. Discussion: Ageneral approach to creating a search to retrieve relevant researchhas been developed. The development of an international, indexeddatabase dedicated to literature relevant to social servicesis a priority to enable progress in evidence-based policy andpractice in social work. Editors and researchers should considerusing structured abstracts in order to improve the retrievaland dissemination of research.  相似文献

This article explores the effects of political violence on children and young people in Northern Ireland. The article begins with a brief historical account of the Northern Irish conflict and the recently negotiated Belfast Good Friday Agreement of 1998. This account illustrates, as is the case with many conflicts, its basis is religious, national, economic, and political, despite its frequent construction as a battle between Protestant and Roman Catholic. The article goes on to review young peoples' experience of conflict in Northern Ireland and the impact of conflict experiences on three related areas of young people's lives. These include the effects of the conflict on everyday aspects of life, social identity, and mental health .  相似文献

E-mail: r.mcconkey{at}ulster.ac.uk Summary Little is known about the characteristics of children with disabilitieswho meet the British legal definition of ‘looked after’children. Data were obtained on 108 such children living withinone geographical area in Northern Ireland and who spent 90 daysor more in a 12-month period living away from the family home.However, this figure may under-estimate the numbers, given thedifficulties in tracking children aged over 14 years who wereadmitted to hospitals on a short- or long-term basis. The medianage of the children was 14 years; most had learning disabilitiesallied with challenging behaviours, communication difficulties,autism and some were technologically dependent. Many of theirfamilies experienced a range of problems. One-third of the childrenwere accommodated in various residential settings but half ofthese placements were in hospital or adult residential accommodation.However, there were marked differences in the services providedto this client group by the four provider agencies. Future serviceneeds included increased respite breaks for families and theprovision of both more residential placements and more appropriateaccommodation, especially for teenagers. The dilemmas in reconcilingthe need for local, but specialized, service provision are discussed.  相似文献

Summary This paper examines some of the literature available on thesubject of adolescent suicide attempts. It discusses the extentto which it is possible to identify sub-groupings within groupingsof young people who took overdoses. It suggests on the basisof the study undertaken (and in reference to other studies)that it may be possible to identify sub-groupings. The paperalso discusses in detail a study carried out examining characteristicsof two groups of young people—one who had been admittedto hospital following a single overdose attempt, and a secondgroup who had several admissions to hospital following repeatedoverdose attempts. The implications of these findings are discussedin terms of the possibilities of identifying young people whoare at an increased risk of repeating an overdose attempt, andthe issues for practitioners and service managers are identified.  相似文献

To investigate the capacity forall-round service provision in Northern Ireland, a survey wascarried out to obtain both quantitative and qualitative dataon the degree of social and health care support for familieswith a child affected by cerebral palsy, one of the most seriousorthopaedic disorders. Results suggest that, while clinicalmedical care is generally good, the role of social support inhealthcare management seems poorly defined, fragmented and variable.  相似文献

This article attemptsto explore such tendencies, with the help of literature, researchand the author's own experiences. It asks: when does this ignoringand avoidance take place? How and why is it done, and what arethe likely consequences for child, mother, father/male partner,and child protection worker? It suggests that ignoring or avoidingmen constitutes a serious problem in child protection work.It makes suggestions on how trainers and managers may prepareworkers more effectively, enabling them to engage men who aresignificant in the lives of abused children.  相似文献

Direct payments have brought new opportunities for self-determinationand independent living to disabled people in the UK, featuringprominently in government strategy and the 2006 White Paper,‘Our Health, Our Care, Our Say’. However, ten yearsafter direct payments legislation, take-up remains low and implementationvaries greatly. Rates of take-up in England remain more thandouble those in other parts of the UK, raising questions aboutdevolution and equity. This paper presents data from a nationalstudy to examine some of the mechanisms underlying uneven outcomesfor disabled people in different parts of the United Kingdom,with particular reference to the politics of devolved governance.The analysis focuses on scope for interpretations of policy;resources for information and training; the impact of mandatoryduties and targets; extensions to new user groups; and the roleof support organizations and disability activism. The evidencesuggests that local variations have been produced not only by‘local’ factors, but also by different opportunitystructures for policy development in England, Scotland, Walesand Northern Ireland. This raises questions about the impactof devolution on equity and opportunity for disabled peoplein the UK.  相似文献

The program group participated in a 50-hour communicationskills training course in addition to ordinary concept training,while the control group participated in social work concepttraining only. In the follow-up period, the groups engaged insimilar field practice. Both groups were assessed with regardto level of communicated empathy both before and after the three-monthtraining, as well as at 18-month follow-up. At the end of thetraining period, the program group showed a significant increasein the level of communicated empathy, while the control groupdid not. The program group not only maintained, but slowly increased,its level of communicated empathy. The control group also showeda small increase after the training period, but the differencebetween the groups was maintained. The interaction of specificcommunication training and field practice after training inthe process of acquiring and maintaining increased levels ofcommunicated empathy is discussed.  相似文献

Summary Social workers who had completed two practice oriented post-qualifyingprogrammes were sent questionnaires asking them to evaluatetheir courses and to report on their subsequent careers. A selectedsub-sample was then interviewed and their current line managerscompleted questionnaires on their views of the training. Findingsare presented on their evaluation of both academic and practiceaspects of the programme. Levels of satisfaction were foundto be linked with the characteristics of course members. Underpinningthese approaches is the belief that local communities can beorganized to address health and social needs and to work withgovernment agencies, voluntary bodies and local authoritiesin delivering services and local solutions to problems. Thesemethods of working challenge the traditional social work focuson individual and family casework interventions. Governmentin Northern Ireland has stressed that community developmentshould no longer simply be an afterthought in key aspects ofHealth and Social Services, but should instead be at the coreof their work. It is now officially recognized that communitydevelopment has the potential to make a significant impact ona broad spectrum of policies and programmes, which are deliveredthrough agencies in both the statutory and voluntary sectors.This commitment to community development has been outlined ina number of key documents and reports. This paper assesses therelationship between social work and community development inNorthern Ireland. The first section looks briefly at the historyof community development and social work and then sets out thecontext in which this move towards the promotion of a communitysocial work approach is occurring. Against this backdrop, acase study of a Family Support Team, which provides a rangeof services in a community setting, is used to illustrate howthe strategy has already been adopted and the lessons of thisexperience are explored and discussed. It is concluded thatwhile this approach has a lot to offer it is not without itsdifficulties. Far from being a new philosophy, community developmentis being reinvented and reapplied. It is therefore crucial thatold mistakes are not revisited and old prejudices rekindled.It is hoped that this article will provide a useful contributionto the current important and necessary debate.  相似文献

Summary When, why and how people become clients are important areasfor research which have implications for services and practitioners.How these issues are conceptualised determines the findingsand conclusions of researchers. This paper contrasts two distinctconceptual emphases to be found in the literature on help-seeking:on the one hand, clients as constructing their own fates and,on the other, the critical incidents and contextual factorswhich precipitate help-seeking action. Summary In the United Kingdom there has been difficulty in implementingthe family support provisions contained in the 1989 ChildrenAct, largely because of continued emphasis on child protectionactivity by local authorities. There is an observable internationaltendency for child-care referrals to receive investigative response,resulting in families being traumatized and children's needsleft unmet. There has been a lack of research into how child-carereferrals are initially categorized by senior social workers.This paper reports on research undertaken in two Health andSocial Services Trusts within Northern Ireland to ascertainif it might be possible to treat more initial referrals as 'child-careproblem enquiries' as opposed to 'child protection investigations'.Results demonstrate that, while such potential may exist, apreoccupation with the management of risk could lead to thedevelopment of child-care problems receiving quasi-child protectionresponses. Consequently, changes in initial decision makingmay not have the full intended effects in terms of the organizationalrelease of resources for family support or a lessening of thetraumatic impact upon families.  相似文献

The current study aimed to explore the factors that influence how social workers make decisions and develop their decision-making skills in care proceedings, and to identify effective support and intervention to develop social worker decision-making skills. The study employed a mixed thematic approach across two phases of study: an initial inductive thematic analysis of responses to an online qualitative questionnaire and then a mixed thematic analysis of follow-up focus groups and interviews with social workers working in various social work roles within England and Northern Ireland. The findings identified a number of themes that help to understand the decision-making skills of social workers; thorough assessment skills, relationship-based anti-oppressive practice, being mindful of the lived experience of the child and using critical reflection to make complex decisions. Wider structural factors that support or hinder decision-making, particularly in respect of organizational support and management supervision were also identified. Social workers can be supported to develop decision-making skills through additional training, reflective learning and management support to develop their practice wisdom within this field.  相似文献

An increase in quality of life between thestart and end of a service is often taken as an indication thatthe service impacted positively on quality of life.
