Dutch public relations practitioners and journalists: Antagonists no more   总被引:1,自引:1,他引:0  
The increasing interdependence of public relations and journalism and the demands they make on each other raise the question how they perceive and evaluate each other. How do they view their roles, methods, relationship, and quality of media reporting on organizations? How do government and business public relations differ in this respect? Our survey of a representative sample of Dutch journalists and public relations practitioners in both government and business (n = 791) showed that while there were differences of opinion between the two professions, these were neither predominantly negative nor fundamental. Our results, therefore, do not confirm the difficult relationship between the press and public relations that was identified in research carried out in the United States between 1970 and 1990. Given the Dutch tradition that the government practitioner be a neutral servant of the public interest rather than a spokesperson for the organization, the general absence of differences between government and business public relations was striking. Our findings indicate that government public relations professionals have adopted the same norms and standards as their colleagues in business organizations.  相似文献

Research is needed on the “institutionalization” of public relations as a strategic-management function. How and why public relations ought to be institutionalized certainly remains highly debatable. This study, thus, engages the current debate on the necessity and advantages of the institutionalization of public relation by taking on Chinese government crisis communication in the 2008 Sichuan earthquake as a test case.This study employs both qualitative and quantitative methods, consisting largely of online and textual research, convenient and confidential telephone interviews, content analysis of government communication materials, and intercept surveys in Beijing (China's capital city) and Chengdu (the provincial capital of the Sichuan Province where the earthquake hits).The study finds that the institutionalization of government public relations in China has visible results, especially, in the areas of crisis communication and management, as well as stakeholder-relationship building. Within the Chinese context, it suggests, “institutionalization” of the government public relations tends to render legitimacy to public relations practice and empower the practitioners by according PR practice a strategic function toward the achievement of public-institution effectiveness. Although a preliminary analysis, this study supports the argument on the necessity and advantages for PR practice becoming institutionalized.  相似文献

Educators and practitioners seem to agree that writing is a public relations curriculum fundamental. An examination of the writing requirements of 152 ASJMC accredited public relations programs indicates that only a little more than half (57%) require a news writing course. Fewer require a public relations writing course (51%). Nearly 200 public relations practitioners were surveyed as to their perceptions of college public relations educators’ writing emphases. This exploratory study’s findings suggest that practitioners believe both news writing and public relations writing classes should be mandatory for public relations students; they offer slightly stronger support for news writing. Recommendations include requiring writing-intensive coursework, overall, and encouraging students to seek journalism experience through campus news outlets.  相似文献

The measurement and evaluation of public relations effectiveness has long been a major professional and research issue. In the first half of the 20th century, there were two research methods applied, opinion polls and basic media analysis. These were used to plan campaigns and monitor progress of media relations activities. In the second half of the century, as the practices of public relations expanded, greater emphasis was given to media analysis but the evidence of many practitioner studies was that measurement and evaluation was more discussed than undertaken. In the final 25 years of the century, the academic voice began to become more prominent in the discussion and development of methodologies and in nationally-based education programmes aimed at practitioners. The Internet and social media also began to change practices. There were mixed results from this clamour: more practitioners began to evaluate public relations activity (but many still applied discredited measures) whilst new techniques began to be introduced. Document analysis has prepared a timeline of the development of public relations measurement and evaluation. This paper explores the academic and professional themes that have characterised the development of this important public relations practice over the past 110 years.  相似文献

In this article, we aim to offer a conceptual bridge between political economy and the practice of public relations, which should be helpful especially for practitioners and scholars interested in public relations at a global level. The combination of social, political, and economic forces is powerful, pervasive, and highly influential on the public relations activities of organizations, and we assert that these factors must be examined in unison. In turn, we discuss the role of political–economic relationships and the constraints they impart on the goal-seeking behavior of organizations. We conclude by offering suggestions as to how public relations practitioners and scholars can begin to think about their efforts and linkages with political economy.  相似文献

This study investigates the extent to which there exists a relationship between the perception of professionals and members of the general public regarding image of public relations (PR) profession in Nigeria. Four operational hypotheses were tested using Chi-square cross tabulation. The result shows that members of the general public and professionals perceived PR messages as credible. However, members of the general public, unlike professionals, perceived the loyalty of PR professionals to be more on the side of employers and clients; the role of PR was perceived as basically oriented towards media relations; and PR profession was perceived more as a tool for repairing damaged organisational image. This essay looks at postmodernisn as a critical theory to give some insight into modern public relations practice. A critical view of the signs and symbols of a culture allow one to see the allocation of power and the dominant ideology. Public relations practitioners can be called symbolmakers if one considers their work is largely word and image.The case here is the 1990 Hill and Knowlton client, Citizens for a Free Kuwait. It was the H & K involvement with this client that produced the testimony before Congress that led to the US commitment to war against Iraq.The media theory of Jean Baudrillard serves as the cultural studies paradigm in this essay. His postmodernist theory of simulacra, illustrates the kind of society in which the signs of the media become their own reality, and do not stand for anything. They generate reality for themselves; they become the reality. That is what happened in the H & K case since the testimony before Congress was never substantiated even though that testimony, initiated by the H & K public relations firm, became the catalyst for US involvement in the war. This article uses the postmodernist insight from Baudrillard to argue that the signs and symbols demanded by media are their own reality.Public relations practitioners can manipulate the image because they know the importance people place on signs and symbols in the culture. But, since media technology today gives us the facts as presented simply because they are presented and have little or no reference to truth, one could pose the serious question of whether the field of modern public relations practice must today and in the future be held to even greater accountability and tighter scrutiny.Mickey is Professor of Communication Studies at Bridgewater State College. Conclusion Looking to the future of Canadian public sector labor relations, the glass is half full. Despite regular intervals when government fiscal and economic policy “trump” public sector bargaining rights through legislation, public sector unions and collective bargaining will survive. Public sector compensation and job security will likely continue to be at least comparable to the unionized private sector, and public sector union density should remain stable, at or near its currently high levels.  相似文献

This paper analyzes the use of the Internet as a public relations tool by 20 government and private organizations in the United Arab Emirates. It concludes that, among other findings, UAE public relations staff members continue to play their traditional role in real world situations but when it comes to online communications, they do not seem to have a big say in controlling the flow of information to the public. This may suggest that what appears online about a certain organization may be in tune with what is carried out in real world communications.  相似文献

This study follows the history of public relations in Japan. Meiji restoration in 1867 marked the beginning of modernization of Japan, but as democratization did not accompany modernization, the country was void of autonomous public. The birth of public relations department, though not in the mainland Japan, can be traced back to the 1920s at South Manchurian Railroad in Japan-controlled-Manchuria. After the World War II, the U.S. led Allied Occupation Army urged national and local government to adopt public relations. Shortly afterwards, ad agencies learned from the U.S. the use of public relations, but as marketing gained ground, public relations came to be used as marketing support tool. Criticism of environmental pollution in the 1970s, overseas expansion of businesses in the 1980s, collapse of bubble economy and business crises in the 1990s and onward, each drove public relations in Japan to increase its importance and expand its field.  相似文献

The author argues that the unique nature of the US government poses significant barriers to democratic governmental public relations practiced in and by the US. By exploring challenges in relationship management that surface while analyzing a particular instance of government public relations, the author posits that relationship management research should take into account publics’ (non)desire for a relationship as well as different types of organization–public relationships (OPRs) including government–public relationships. The author analyzes the US Government's official apology, administered by President Clinton, to Tuskegee study survivors, introduces the communicative conception of distance to PR to broaden relationship management frameworks, and argues for broader understanding of what constitutes democratic public relations.  相似文献

More than a trillion of taxpayer dollars are currently being used to bail out the US banking, mortgage and car industries. This invokes an interesting connection to public relations the last time drastic US government involvement with corporations was contemplated. This pre-First World War crisis of the free enterprise system involved a deficit not of money but of favourable public opinion. The requirement was for vast amounts of public opinion and public policy work by a reported at least 1200 – what were at that time called – press agents. This was the period when public relations emerged as a fundamental plank of US and ultimately of global culture. The thesis of this article is that many aspects of the world we live in cannot be properly understood without a better analysis of the first bailout of US corporations—the public relations bailout.  相似文献

Without question, the profession of public relations has changed greatly over the years, but the practice of that profession has remained unchanged in the last half century. The 2010 Practice Analysis conducted by the Universal Accreditation Board as a follow-up to its 2000 study examines professional competencies and work categories in current public relations practice. Results indicate that knowledge, skills, and abilities (i.e., professional competencies) for public relations practice in 2010 centered on general business skills, media relations, and theoretical knowledge. The strategic planning process of research, planning, implementation, and evaluation, as well as public relations ethics and legal issues, were connected to both general business skills and media relations. Four groupings of work categories in 2010 were public relations management, issues management, corporate communications, and media relations; each of these work category groupings reflected clear areas of extant public relations scholarship, suggesting that the theory and practice of public relations may be closer to each other than is commonly decried.  相似文献

ABSTRACT

A case study of the American Social Hygiene Association (ASHA) campaign to craft a national vision for social health showed that the group used public relations-like strategies to, as one of their officials said, “crystallize public opinion” years before Edward Bernays wrote a book of the same title. Although these efforts might not have been labeled public relations at the time, this study introduces some precedents of contemporary public relations. In this study, social activism offered a more robust approach to addressing an issue than using media relations alone could do. ASHA members used communication strategies such as segmenting audiences, utilizing events to reach appropriate audiences, using visual media, and creating house organs to arouse public sentiment, influence attitudes, and promote desired behavior.

This case study expands public relations history theory by examining why ASHA members practiced public relations as they did. In this case, ASHA used persuasive communication to pierce the veil of silence around venereal disease to craft a national vision for social hygiene and legitimize the group as the major voice on this topic. Lessons from this case can illustrate how public relations can be conducted more effectively, especially in relation to social movements.  相似文献

To learn more about international public relations it is important to explore the assumptions underlying each nation's practice. Through such analysis, we learn that many of the assumptions that guide Western theories and practices are not applicable in other regions of the world. This article examines one assumption—that the practice of public relations targets a variety of key organizational publics. In many developing nations it is government officials rather than the general public who are of greatest importance to effective public relations. The study analyzes the major newspapers of China and South Korea to explore how the journalists perceive public relations term which is equivalent to Xuan Chuan in China and Hong-Bo in South Korea. Chinese news considered the primary function of Xuan Chuan to be persuasion, whereas Korean news considered the primary functions of Hong-Bo to be public information and image (reputation) management. Xuan Chuan was more likely to be associated with the government and persuasion, whereas Hong Bo was closely associated with for-profit organizations and image management.  相似文献

Public relations practitioners face workplace challenges as they cultivate public relationships, resolve conflicts, and manage crises. Odds of adversities may be high in this role, requiring practitioners to be resilient. This qualitative study explores workplace adversities in public relations from a practitioners’ perspective, and examines how they enact resilience. By asking current practitioners about their lived experiences, we found workplace adversities occurred on multiple levels and ranged from mundane to life-altering events. Patterns of resilience were, metaphorically, bouncing forward, bouncing up, bouncing back, and bouncing around. This study contributes to public relations and resilience scholarship by (1) uncovering workplace adversities and resilience enactment in public relations, therefore connecting practice with scholarship, (2) extending the “bounce back” metaphor in the resilience literature, therefore making resilience more inclusive, and (3) exploring the connections of multi-level resilience, and suggesting the complex and negotiated nature of resilience among individuals embedded in collectives.  相似文献

The purpose of this study is to examine the influence of international public relations on a target country's news coverage and public perceptions toward other countries. This study proposed a public relations influence model of national image formation and tested its relationships based on 27 countries’ public relations effort targeting the U.S. news coverage and publics. This study found that (1) public relations of other countries in the U.S. had a direct impact on how significantly the U.S. public perceived those countries; (2) the more prominently and favorably foreign countries were covered by the U.S. news media, the more significantly and favorably the U.S. public perceived and felt toward those countries.  相似文献

This study of a large sample of public relations educators (n = 342) found substantial evidence that professional prejudice and discrimination towards public relations and public relations education exists. More than half (56.6%) of the respondents said they have had a dean, director or department chair who was prejudiced against public relations, and many of these administrators evidently have made use of exaggerations and stereotypes about public relations while criticizing it. Results also suggest this prejudice is more pronounced among print journalists and journalism faculty than it is among other groups of communication educators and practitioners.  相似文献
