This article examines children's (8–9 years) and young people’s (14–15 years) views about their own participation in decision‐making processes with adults, within the context of home and school in Norway. A difference‐centred theoretical perspective is used to identify children’s participation as expressions of agency embedded in intricate child–adult relations, in which children and adults are positioned differently. It is argued that children not necessarily ask for increased independence from adults, but rather to be recognised as ‘differently equal’ partners in shared decision‐making processes, where children are being treated with dignity and respect as valuable persons.  相似文献

This article discusses Norway's implementation of the Convention on the Rights of the Child (CRC) in relation to the field of asylum. In particular, we explore the dilemmas and challenges posed by efforts to realise children's right to express their views and have these views given due weight in decision‐making processes as stipulated in Article 12 of the CRC. The Norwegian authorities have sought to uphold this right through the introduction of ‘child conversations’ within the asylum process. As we explain, children's participation may be crucial in terms of revealing persecution and thus the need for protection in accordance with the 1951 Refugee Convention. However, the early experience of implementing child conversations suggests limited usefulness—indeed the practice may be questioned in the light of the primary obligation of states parties to the CRC to attend to children's best interests. Drawing upon experience from Sweden, the article offers suggestions for how the pursuit of children's participation within the Norwegian asylum system might be developed to ensure that it genuinely serves their best interests.  相似文献

This article discusses research reported in ‘The Needs of Children in Care’ ( Mason and Gibson, 2004 ) in which children participated in defining their needs in out‐of‐home care. In this study a central research presumption was that children are knowledgeable about their own needs. The methods used to facilitate the involvement in the project of children and adult stakeholders in out‐of‐home care are described. Also described are findings from the research which identified that of prime importance to the children were their connections with others and their agency in their own lives. These findings are compared with findings from the narratives of the adult stakeholder groups. Finally, the implications of the findings, for improving children's participation in decision‐making around their needs in care are considered in the context of broad adult–child social relations in the care system.  相似文献

The family‐focused mental health intervention, ‘Let's Talk About Children,’ has positively influenced the lives of families affected by parental mental illness. This paper outlines the use of this brief, strengths‐based intervention for parents with gambling and other co‐occurring issues from the gamblers’ support services sector. Over a six‐month period, a training manual and accompanying resources were adapted for the gamblers’ support services sector and a targeted training session developed. Nine problem gambling counsellors from three Victorian gambling support services trialled the Let's Talk About Children intervention over a four‐month period. Qualitative data were gathered through focus groups, interviews, and practice enquiry groups to determine the impact of the Let's Talk About Children model for gambling support services. The results are presented as ‘practice wisdoms and recommendations’ reporting on the impact of the trial and to provide some guidance to support others in the implementation of a specific family‐focused intervention. This paper reports on the first exploratory trial of Let's Talk About Children for the gambler's support services sector in Australia.  相似文献

Assent guidelines currently fail to include an assessment of a child's decision‐making ability, experience and interest. This paper summarises a two‐stage study, conducted in the United Kingdom, exploring perspectives on children's decision‐making power and ability within their family, as an indicator for overall decision‐making readiness. Children desired to make some decisions but knew their parents held ultimate authority. Parents believed their children could make some decisions and actively trained them through involvement in daily decisions. Researchers should strive to include children in enrolment decisions to some degree, based on a consideration of their expectations for involvement informed by their daily family context.  相似文献

The establishment of the Scottish Parliament in 1999 has raised the profile of children's issues and allowed more time for debate and legislation. This has led to some key developments, including a decision to establish a Children's Commissioner, more legislative provisions enabling children's views to be taken into account, and a more explicit commitment to ‘child and family centred’ working. A Ministerial Task Force has been established to ‘drive forward progress on integrated children's services’. Some pre‐school and school age child care services have seen significant growth but the structure of services remains fragmented. A National Education Debate has strengthened the Scottish Executive's resolve to maintain its distinctive education policies and reaffirm its commitment to comprehensive schooling and an ‘equality of outcomes’ approach. New Community Schools put education in the driving seat of change, offering a vehicle for establishing new kinds of services and relationships between services, sectors and age groups. This article presents the theoretical framework, methodology and the main results of a comparative research on the promotion of children's social participation in Italy and Scotland, which was based on politicians’, managers’ and practitioners’ representations. Promotion of participation here is considered a form of social intervention in which adults construct and treat children as citizens entitled to be involved in decision‐making processes, due to their competence in self‐expression and making choices. The study revealed a coexistence of different images of childhood and social intervention, as well as some interesting differences and similarities between the two socio‐cultural contexts.  相似文献

In a case study of one European non‐governmental organization (NGO) (data obtained from 10 staff members in Europe and Southern Africa, and 19 representatives of local partner organizations) we investigate whether the involvement of the partners in local and ‘northern’ policy‐making affects their perception of the governance quality of their organizations and that of the European donor organization, as well as the perception of the NGO's staff members. The answer is positive as to the local organizations, but local partners (as representatives of the eventual beneficiaries) are hardly involved in decision‐making at donor level. Finally, the presence of specific participation mechanisms seems to be more affected by beneficiary country factors than by activity‐related influences.  相似文献

In an earlier article1 I have argued that British ‘African Asians’ can not legitimately be described as an ‘ethnic’ community. This argument was made by means of a critique of sections from the 4th PSI Survey. I show that the attitudinal responses of British ‘African Asians’, as evidenced in the Survey, do not reveal any special emphasis upon the components of ethnicity (religion, skin colour, ‘extra‐British’ origins, ‘racial’ grouping) specified by the Survey's authors and that parental roles in marital decision‐making, thought by the Survey's authors to be important in maintaining ‘ethnic’ boundaries, and their attitudes towards ‘mixed marriages’, are now little different from the majority of Britishers. My chief objection to the ‘ethnicity’ paradigm, incorporating the notion of ‘ethnic identities’, is that, as with all analytical concepts, it inhibits those whom it embraces from inclusion within alternative conceptions: marking individuals and communities as ‘ethnically’ special robs them of parity with their ‘non‐ethnic’ neighbours.

In this article, in opposition to the current vogue for ‘ethnic’ labelling and in sympathy with Robert Miles's well‐known position, I contend that British Gujarati Hindus (who form a majority of British ‘African Asians') should be considered in the same analytical light as any other group of British citizens. The focus of the article is on those members of the Gujarati Hindu Patidar caste (commonly having the surname Patel), who settled first in East Africa and then, often not through their own choice, in Britain. I argue that their caste identity, the dynamics of their migrations and changes to their socioreligious culture are all fully explicable by non‐'ethnic’ political sociology.  相似文献

In this paper we develop a conceptualisation of organizational decision‐making as a practice that is, necessarily, ethical. The paper starts with a discussion of the notion of decision‐making as it relates to organizational rationality and the relationship between management and control. Drawing on Derrida's discussions of undecidability and responsibility, we suggest that as well as being able to consider organizational decision‐making as an instance of (albeit bounded) rationality or calculability, it can also be regarded as a process of choice amongst heterogenous possibilities. On that basis, we follow Derrida in arguing that for a decision to be considered an instance of responsible action it must be made with neither recourse to knowledge of its outcome nor to the application of pre‐ordained rules. Illustrating our argument with a discussion of Eichmann's ‘I was just following orders’ defence, we suggest that rules for ethical decision making, rather than ensuring ethical outcomes, can work to insulate organizations from moral responsibility. We conclude with a discussion of ethics and democracy in relation to responsible decision making in organizations.  相似文献

Recent models relating to the affordance of children’s participation rights, based on articles 12 and 13 of the United Nations Convention on the Rights Of the Child (1989) , have focused on the role of and strategies used by the adults working with children (Children and Society 10 , 2001: 107–117; Children and Society 20 , 2006: 209–222). Whilst these adults play a pivotal role in affording participation rights, children, and their parents/family/whānau, play an equally important role. This paper explores the complex interplay of roles, relationships, and strategies used by adults and children in home‐based education settings in Aotearoa/New Zealand, that support the affordance of participation rights for children. It identifies key aspects of practice that underpin this, and presents an alternative model of participation that is in keeping with a sociocultural approach to children’s learning and development, and acknowledges them, in the right conditions, as having a voice and agency as citizens in their own right.  相似文献

The purpose of this study was to explore how supervisors in group homes caring for people with intellectual disability responded to the development of age‐related health changes in their residents. Ten group home supervisors working in the disability sector were interviewed once. Data were analysed using Dimensional Analysis. The study identified several factors related to whether a resident could stay ‘at home’ or would need to be moved to residential aged care (nursing home) including: nature and extent of group home resources, group home staff comfort with residents’ health changes, staff skill at navigating the intersection between the disability and ageing sectors, and the supervisor’s philosophy of care. The ability of older people with an intellectual disability to ‘age in place’ is affected by staff knowledge about and comfort with age‐related illnesses, staff skills at navigating formal services, staffing flexibility, and the philosophy of group home supervisors. Despite the growing international concern for the rights of people with disability, particularly in relation to decision making, questions about the older person’s choice of residence and participation in decision making about what was best for them, were almost nonexistent. Rather, decisions were made based on what was considered to be in ‘the best interest’.  相似文献

Children aged 8–12 years took 723 photographs representing well‐being. Another group of children categorised the photographs, identified what was missing and discussed their inter‐relationships. The largest categories were ‘people I love the most (friends)’ (23.2%), ‘activities’ (18%), ‘food and drink’ (17.2%) and ‘animals/pets’ (12.8%). Children reported that the categories were all related and could be subsumed into the general category ‘the way I live’, reflecting their holistic integrationist perspective on well‐being which in turn mirrors the whole child perspective of the Irish National Children's Strategy. Sociologists examine the persistence of occupational sex segregation in two primary ways, vertically (within occupations) and horizontally (across occupations). Feminist scholars analysing gender and race inequality within work organizations have used ‘glass escalator’ and ‘glass barriers’ to document men's experiences in occupations where women concentrate, falling under the vertical epistemology. These race and gender theories are crucial to our understanding of workplace inequities, but they only address privilege or discrimination once women have entered or try climbing the work organization. Based on interviews with 40 Latina teachers in Southern California, this paper examines the point of occupational entry, and explains why college‐educated Latinas, the daughters of working‐class Latino immigrants, are disproportionately entering the teaching profession in the United States. We suggest that Latinas are socially channelled into the teaching occupation, and show how collective family considerations inform agency and occupational decision‐making for these women, resulting in a type of glass ceiling shaped by family and social class. The paper concludes with a discussion of the implications of collective‐informed agency for future studies of upwardly mobile Latinas in the professions.  相似文献

Children conducting research and engaging in ‘adult’ domains such as urban planning challenge perceptions of children as merely ‘adult becomings’ — perceptions which, along with lack of pathways for participation, have largely excluded children from effective participation in the public realm. This paper considers two urban participatory projects in Aotearoa/New Zealand: in the first, children (10–13 years) researched peer perceptions of Auckland city life; in the second, they were consulted by Auckland Council on the redevelopment of a city square. We reflect on processes and outcomes, and the extent to which facilitating such projects may increase children's meaningful participation in urban planning.  相似文献

A new stream of sociological and demographic theory emphasizes individualization as the key process in late modernity. As maintained by Hakim ( 2000 ), women also have increasingly become agents of their own biographies, less influenced by the social class and the family. In this study, I intend to contribute to this debate by analysing how, in Italy and Britain, women's movements between employment and housework are linked to their husband's education and class, and how this link has changed across cohorts. Using discrete‐time event‐history modelling on the BHPS and ILFI, my findings show that in both countries, if the woman's educational and labour‐market profile is controlled for, the husband's occupation and education have lost importance. Yet, although based more on ‘her’ than ‘his’ profile, divisions along ‘classic’ lines are still evident and not context‐free, and they assume different forms in the two countries with distinctive institutional and cultural settings. In ‘liberal’ Britain, women's labour‐market participation responds more to motherhood and class than to education, while in ‘familistic’ Italy education seems more important, which suggests the existence of returns over and above strictly human capital/economic ones.  相似文献

A literature review was carried out to establish what evidence exists about disabled children's participation in decision‐making, both regarding their own lives and about the shape of service delivery. There is evidence that disabled children hold and can express views, given the right environment. However, participation of disabled children needs further development. Measures proposed include addressing organisational systems so that they promote participation, extending advocacy services, the adoption of inclusive approaches and staff training, plus education and information for disabled children and their parents. There remain significant gaps in the research evidence available.  相似文献

Investing in Children is a County Durham initiative, which seeks to create opportunities for children and young people to become genuine participants in decision‐making processes. This paper provides an inside account of how the initiative was developed. It describes how a model of practice has evolved through which young people have been able to achieve a measure of genuine participation, leading to real change in policy. The paper explores some of the issues which have frustrated the translation of the rhetoric of the United Nations Convention on the Rights of the Child into a reality recognised by young people in the United Kingdom. It is proposed that an approach based upon the universal rights of all children, pursuing an agenda identified by children and young people themselves, has more potential for political change than separate debates about the plight of particular groups of young people. The paper also suggests that participation (or more often consultation) is not an end in itself, but a means by which young people can achieve political change. Children’s right to play is formally enshrined in Article 31 of the United Nations Convention on the Rights of the Child (UNCRC). However, few research studies have explored children’s experiences of play from an explicit rights‐based perspective. Using children’s views to illustrate the multi‐dimensional relationship Article 31 holds with other key children’s rights, this article shows how a rights‐based classification of play emphasises issues such as freedom, safety, choice and inclusion. The article highlights the fact that while Article 31 has provided an impetus for play policies throughout the UK, these have not been developed from an explicit rights‐based perspective. The article concludes by suggesting that the Committee on the Rights of the Child could take a greater lead on this issue through more robust monitoring and enforcement of Article 31.  相似文献

Popular commentaries lament that reforms to the financing of Higher Education (HE) in the UK will operate as a significant deterrent to HE participation amongst students from less advantaged backgrounds. This view of debt as a deterrent is powerful and exists not only at a societal level, but also, as we show, is present in schools. Our data reveal, however, that these ‘debt commentaries’ play out very differently across schools according to the nature of their catchment and the sorts of views staff hold about pupils in relation to their fear of debt. Furthermore, students’ views on debt largely contradict these popular ‘debt-as-deterrent’ narratives and instead are often characterised by acceptance, ambivalence and at times positive orientations towards the prospect of debt. These findings vividly illuminate both the regional and institutional specificity of staff and student decision making in relation to ‘debt’, hence they have substantial implications for HE funding policy specifically and debates about widening participation in HE more generally, where ensuring greater equity in the scope of choices young people have when it comes to choosing a university is a pressing concern.  相似文献
