"This paper seeks to assess the value of the overseas-born members of the labour force in ensuring a flexible labour supply in New Zealand since the beginning of the 1970s. Three main issues are considered: first, the role of the labour market in New Zealand's immigration policy; second, international migration trends and the labour market; and third, the evidence on migration and labour market segmentation in New Zealand." Data used are from official external migration statistics, quinquennial censuses, and recent research. The author notes that "in New Zealand immigration measures are currently being taken that emphasize that immigration continues to add to the flexibility of the labour market while uncontrolled emigration is a major cause of labour market instability." According to a dualistic view, shadow employment may follow from two main labour market failures: (i) official market labour taxation distortions make it ineffective for some agents to engage in registered employment due to a tax wedge; or (ii) for some workers regular employment may be unattainable do to some high access costs or demand constraints, which results in seeking earning opportunities beyond the boundaries of the official labour market. Whereas in the first case revenues from unofficial employment should be higher than the corresponding official ones (tax evasion hypothesis), in the alternative explanation labour market tightness seems to be an underlying reason (market segmentation hypothesis).We use a unique data set from a survey on undeclared employment from Poland. Using propensity score matching and decomposition techniques we demonstrate that workers of shadow economy are characterised by slightly higher endowments, while their revenues are considerably lower than among matched official economy counterparts. Although unobservable heterogeneity is considerable, results are robust. Although this is not direct evidence, we believe these results point to the labour market segmentation hypothesis and endangerment with social exclusion.  相似文献

Migration has long been a permanent part of Senegal's history. Indeed, as a land of migrants and immigrants, Senegal has always been an important pole of West African immigration because of its colonial heritage, political stability and economic growth which, until the mid-seventies, had been relatively good.
Nonetheless, events of the past few decades have induced changes in migration. Continuing desertification, globalization of the economy and accelerated pauperization have intensified the human exodus. The emergence of world markets has stimulated demand for both cheap and highly skilled labour. In general, Senegalese who left the country did so in search of work. These migrations have not been limited to a South-North direction but also, and increasingly, to a South-South one. France, Côte d'Ivoire and Gabon have long been countries of call for Senegalese workers.
This article seeks to evaluate the manner in which Senegal has undertaken to develop the potential of its returning migrants, to better assess the effects of the return and reinsertion of these migrants within the present context of restrictions on the flow of migrants.
The first section presents the profile of Senegalese migrants and then evaluates what may be described as the "French-Senegalese" experience. The latter offers an example of concerted efforts to ensure the reintegration and participation of returning migrants in the economic development of their country of origin.
The second section reviews Senegal's official policies for the protection and promotion of Senegalese living abroad and assesses the Programme of Support to Migrant Workers.
The third section presents recommendations for actions which could accompany migrants returning to their countries of origin and facilitate their reinsertion in the current economic and social environment.  相似文献

Over the last two decades, Spain has evolved rapidly from a classic labour exporter to a labour importer. Until the 1930s Spain's migration history was predominantly marked by emigration to the Americas, and from the end of World War II until the early 1970s by emigration to some industrialized countries in Western Europe. For the first time in modern times, Spain is now the second country in the world with large‐scale immigration. Its strategic location, a relatively permissive immigration policy and economic opportunities derived from Spain's entry into the European Community have positioned this country as a major destination for immigrants. Additionally, since the mid‐1990s international migration in Spain has dramatically changed in origin composition. Despite the common perception of Africa as the most important source of immigration, some Latin American countries, in a very short time, have become some of the major sources of immigration to Spain; indeed, the term “Latin‐Americanization” has been coined to describe this process. This being so, the aim of this article is twofold. First, we examine the main reasons behind the extremely rapid increase of Latin American migration to Spain during the last decade. The historical links between international factor mobility and the extent of international trade are analysed over the long term for three high labour immigration countries (Australia, Canada and the United States) and one high labour emigration country (the United Kingdom).
Time series data are used. Current international openness is assessed relative to this experience. International factor market integration has increased over time with trade liberalization, suggesting that traditional Hecksher-Ohlin thinking cannot be readily used to account for long-term trends in several important economies.
Both trade and factor mobility have an episodic character that makes it misleading to assess current international openness only in terms of post-World War 2 economic trends.  相似文献

In this paper, we offer an initial assessment of the impact of the economic crisis on Spain's migration flows. After a period of intensive economic growth and the ensuing immigratory appeal (1995–2007), Spain has been hit hard by the recession. This has modified the trends that had so far characterized foreign immigration in Spain. The impact of the economic recession has been particularly severe in the case of immigrant workers and, consequently, from an institutional point of view, the Spanish government has adopted various measures to restrict the arrival of new immigrants: it has reduced work permit quotas and it has modified the Foreign Residents Law, toughening residence permit requirements. It has also tried to encourage voluntary returns with a programme devised to provide assistance to immigrants originating from countries with which Spain has social security agreements. The response to this programme has, however, been very limited. Immigration flows have continued and rates of return have stayed low, although new trends are also detectable, such as a decrease in the number of irregular arrivals and a rise in informal employment, as well as differences in the impact of unemployment according to nationality and gender. This reveals the complexity of migration processes beyond the supply and demand of labour and the political will to regulate human mobility. Consequently, immigration patterns in Spain reveal the degree of complexity reached by human mobility, which has increased beyond the logic of the labour market and the government's attempts at regulating migration flows by means of institutional measures. The immigrants' hope of raising their standard of living and the socio‐economic differences between source and receiving countries, even at a time of severe economic crisis, do still serve as explanations for current migration networks, one of the key points in the current debate on international migration.  相似文献

We present findings from an anthropological field study on the role of language and language policy in migration from Poland to Norway, and the larger implications for emerging language and immigration policy in Europe. Initial fieldwork in Norway found that Polish workers without knowledge of the Norwegian language struggled to secure employment in the formal economy. The 2008 financial crisis intensified competition in the labour market and underscored fluency in Norwegian as a means of discriminating among workers. Comparative case studies of language schools revealed that these organizations are active participants in channeling Polish migrants' movements into a segmented labour market, often in ways that involve cooperation between private companies and the State. We frame the Norwegian case within the larger context of Europe and the trend there toward favoring integration over multiculturalism. The emergence of restrictive language policies in Europe may be interpreted as a legally and culturally acceptable means for discouraging access to rights associated with permanent residency or citizenship by work migrants from CEE countries, while at the same time permitting them access to the labour market for temporary work. The long‐term consequences of such policies for European society are uncertain.  相似文献

This paper summarizes the latest information on both stocks and flows of migrants in Europe, focusing specifically on arrivals from developing countries. It starts out by setting this into its historical context by showing how flows of labour migrants were followed by flows of family members, and later by asylum seekers and refugees. Then it looks more closely at recent migration data, though it finds these to be frequently incomplete and inconsistent. The most comparable cross–national data come from the OECD and Eurostat, which indicate that Germany had the largest flows of migrants in the 1990s followed by the United Kingdom. In addition to these arrivals there are probably between 2 and 3 million undocumented immigrants in Europe – accounting for 10 to 15 per cent of the total population of foreigners. The paper also traces the countries from where immigrants are leaving. Sources vary considerably from one immigration country to another, reflecting a number of factors, of which the most important are former colonial links, previous areas of labour recruitment, and ease of entry from neighbouring countries. In recent years, however, immigrants have been coming from a wider range of countries and particularly from lower–income countries. The paper also examines changes in immigration policy. National policies were fairly liberal during the 1950s and 1960s, before becoming restrictive from the 1970s on. Recently, however, a number of governments have been revising their policies to take better account of employment and demographic needs. The paper also traces the emergence of a cross–national European response to immigration, as European Union (EU) countries have become more concerned about their common external frontier. Thus far European countries have done little to try to control migration through cooperation with sending countries. They could, for example, direct Official Development Assistance to those countries most likely to send immigrants, though few appear to have done so in a deliberate fashion. The paper concludes that in the future immigration to the EU is likely to increase, both as a result of the demand for labour and because of low birth rates in the EU. In the short and medium term many of these requirements are likely to be met by flows from Eastern Europe, particularly following the eastward expansion of the EU. But, the longer–term picture will probably involve greater immigration from developing countries.  相似文献

Since the early 1990s the Polish economy has, in the move towards a market economy, undergone substantial economic reforms which resulted initially in a severe recession and notably in widespread unemployment. In a country where women have traditionally played a major role in the workforce it is pertinent to ask how their role has been affected during the early years of transition to a market economy, what factors explain this, and what their employment prospects are likely to be in a free market economy. After sketching the key features of women's employment in Poland pre-transition the article then addresses these questions using data drawn mainly from the Labour Force Surveys of 1992 and 1994. It finds that women's labour market position has been changing and in 1994 could be said to be mixed: while on the one hand it seems to be deteriorating (rising rates of inactivity and unemployment, the feminization of part-time work), on the other women seem to have been relatively protected from the worst effects of marketization and are in a better position than men according to some unemployment indicators. Prospects for women's employment under a free market economy also appear to be mixed, with much depending on whether the Polish government introduces a framework of national measures to support and encourage women who enter into paid employment.  相似文献

In this paper we examine how individual‐level characteristics and national context affect attitudes toward immigration. Although many previous studies have compared attitudes toward immigration across countries, little attention has been paid to how attitudes may be affected by changes within a country over time. We take advantage of seventeen national Canadian Gallup surveys to consider how differences in national economic conditions and changing immigration flows affect attitudes and changes in attitudes between 1975 and 2000. While the state of the national economy affects attitudes this is not the case for the rate of immigration. Rather than affecting some groups more than others the state of the economy has a relatively uniform effect across groups. Our results also show that far from being a continuum, being anti‐immigration and being pro‐immigration are qualitatively different. Interest, ideology, and the national economy affect anti‐immigration sentiments, but only ideology affects pro‐immigration sentiments.  相似文献

Within the two decades of transition to market economy interdependence of the former Soviet Union countries is continuing. Labour migration between Russia and the former Soviet Union republics is one of the examples of this relationship. This paper defines the macroeconomic determinants of remittance flows from Russia to Tajikistan—the world’s top remittance-receiving country as a share of GDP. The paper demonstrates that the changes in the income available for the migrants and the possibility of migrants involvement in the labour market of the host country have a significant impact on their money transfers. Furthermore, remittance inflows are determined by the overall economic environment in the host and home countries as well as the global economy’s condition.  相似文献

Australia is at a crossroads. Its long history of relying on overseas trained medical practitioners and the last decade’s changes, in terms of the introduction of policies to recruit large numbers of temporary doctors, both require examination. Not only is Australia alone in its overt policy initiatives but it also fails to be aware of the consequences for some sending countries. Australia has not entered into the spirit of international attempts to ameliorate the potential effects of developing‐to‐developed country medical migration and trade. This paper will provide an overview of the current international situation regarding supply and demand, major ethical issues, Australia’s immigration policies and regulatory framework and the situation with respect to the labour market integration of overseas trained doctors (OTDs). It will be argued that Australia ‘lures’ with little concern for the consequences for source countries.  相似文献

Southern and Eastern Mediterranean (SEM) countries have recently turned into receivers of migrants, but they have neither the institutions nor the policies that would allow them to integrate migrants. Therefore, most migrants in SEM countries found themselves in irregular situation. Using a variety of statistical sources, official and non‐official, the article establishes that out of 5.6 million immigrants living in SEM countries in the mid‐2000s, a minimum of 3.6 would be in irregular situation. They belong to three categories: approximately 2 million migrant workers attracted by SEM labour markets where they are employed in the informal sector with no work permit, 1.5 million de facto refugees who cannot obtain the status of refugee and are waiting for resettlement in a third country or return to their homes, and less than 200,000 transit migrants initially bound for Europe, which they are unable to reach for lack of visa. While their reasons to be stranded in the SEM differ, these three categories share the same vulnerable conditions, with no legal access to work, services, or protection.  相似文献

It has been widely documented that unauthorized immigrants experience adverse economic incorporation in destination countries, particularly in the global North. Faced with restricted employment opportunities, many are drawn into informalizing segments of the labour market where earnings are low and unstable. Much less is known about how immigrant workers fare in the informal economy of cities of the South. Using surveys conducted in 2004, 2007 and 2015, we examine the economic outcomes of immigrant and native‐born workers who participate in the day labour markets of Tshwane, South Africa. In 2004 there were signs that foreign‐born workers enjoyed modestly better outcomes than South Africa‐born workers. In the latter periods, however, these advantages have disappeared and there are indications of a downward convergence of employment outcomes. The article concludes with a call for creating worker centres to regulate informal job markets for the benefit of workers, regardless of immigration status.  相似文献

As globalization spread during the 1990s, and especially since the turn of the millennium, European states have increasingly claimed their right to assert their sovereignty by regulating migration at the level of the individual (OECD, 2001: 76–81). Political parties have succeeded in gaining support on policy statements pertaining exclusively to migration. For example, recent legislation in Denmark restricts the categories of persons eligible as refugees to “Convention refugees” satisfying only the narrowest international criteria set out in the UN Refugee Convention. The civil rights of asylum seekers are restricted by prohibiting marriage while their applications are under review. To limit family reunification among immigrants, the present Danish Government has even prohibited immigrants with permanent residence status and Danish citizens from bringing non‐Danish spouses under age 24 into the country. These attempts at border enforcement and immigration control have been described by some critics as the endeavours of European Union (EU) members to build a “Fortress Europe” against immigrants from developing countries. Policy decisions and the implementation of various measures from finger printing to radar surveillance to control immigrants have corroborated such perceptions, but this paper will show that gaining entry to a highly controlled country such as Denmark from a poorer country such as the People's Republic of China (PRC) is fairly straightforward. Politicians may wish to convey the impression of being in control of international mobility by launching diverse anti‐immigration acts, but since the immigration embargo of the early 1970s all EU countries have received millions of immigrants, and increasingly permit or accept immigrants of various kinds to reside and work within their borders (Boeri et al., 2002). Immigration from developing countries is not evenly distributed throughout the EU, but rather targets specific destinations. This article will attempt to explain the direction of Chinese immigration flows to Europe in response to labour‐market demand, rather than as a consequence of “loopholes” in a country's legal or welfare provisions. By analysing historical and demographic data on the PRC Chinese in Denmark, I attempt to demonstrate that, despite being a European country with one of the lowest asylum rejection rates for PRC Chinese, the scope of Chinese asylum seekers and regular and irregular migrants arriving by way of family reunification remained limited in the 1990s compared to southern, central, and eastern European countries. My analysis of Danish data in relation to Chinese migration suggest that destinations related to the globalization of Chinese migration is more determined by labour and capital markets than the presumed attraction of social welfare benefits provided by a European welfare state such as Denmark.  相似文献

This article provides evidence on irregular immigration to the US from Mexico in the years 1963–2014. It aims to answer to two questions. The first is: how much is irregular immigration responsive to changes in the US labour market? Compared with legal immigration, irregular immigration seems to be more sensitive to short‐run economic cycles as it is not directly regulated by the policies of the destination country. Second, what effect does border enforcement have on irregular immigration? One of the proposals of the recent bill is the construction of a double layer fence on the Southern border. We do not know, however, to what extent a further increase in border security will prevent irregular immigration and at which economic cost. The contribution of this article is dual: first, it provides empirical evidence on irregular immigration to the US Second, it provides evidence about the effect of US border policies on irregular immigration.  相似文献

This paper explores the role of intra-company transfers in the United Kingdom government's labour immigration policy over the last quarter century. It demonstrates their role in determining the number of non-European Economic Area foreigners working in the country and examines the way policy, both generally and specifically, has developed. It presents new statistical data and uses that evidence to examine the interplay between the government and multinational corporations in the determination of a significant element of foreign labour immigration. Its findings demonstrate that intra-company transfers have consistently played a major role in the management of UK labour immigration with a small number of occupations and countries of origin characterizing the system at various times. It concludes that the system has operated through a symbiotic relationship between government and major companies to the mutual benefit of both. However, ‘Brexit’ and the COVID-19 pandemic are leading to reassessment of political and corporate objectives.  相似文献

This paper reviews economic policies and instruments available to the developed countries to reduce unwanted migration from developing countries, not all of which is irregular migration. Countries generally welcome legal immigrants and visitors, try to make it unnecessary for people to become refugees and asylum seekers, and try to discourage, detect, and remove irregular foreigners. There are three major themes: 1. There are as many reasons for migration as there are migrants, and the distinction between migrants motivated by economic and non–economic considerations is often blurred. Perhaps the best analogy is to a river – what begins as one channel that can be managed with a dam can become a series of rivulets forming a delta, making migration far more difficult to manage. 2. The keys to reducing unwanted migration lie mostly in emigration countries, but trade and investment fostered by immigration countries can accelerate economic and job growth in both emigration and immigration countries, and make trading in goods a substitute for economically motivated migration. Trade and economic integration had the effect of slowing emigration from Europe to the Americas, between southern Europe and northern Europe, and in Asian Tiger countries such as South Korea and Malaysia. However, the process of moving toward freer trade and economic integration can also increase migration in the short term, producing a migration hump, and requiring cooperation between emigration and immigration destinations so that the threat of more migration does not slow economic integration and growth. 3. Aid, intervention, and remittances can help reduce unwanted migration, but experience shows that there are no assurances that such aid, intervention, and remittances would, in fact, lead migrants to stay at home. The better use of remittances to promote development, which at US$65 billion in 1999 exceeded the US$56 billion in official development assistance (ODA), is a promising area for cooperation between migrants and their areas of origin, as well as emigration and immigration countries. There are two ways that differences between countries can be narrowed: migration alone in a world without free trade, or migration and trade in an open economy. Migration will eventually diminish in both cases, but there is an important difference between reducing migration pressures in a closed or open world economy. In a closed economy, economic differences can narrow as wages fall in the immigration country, a sure recipe for an anti–immigrant backlash. By contrast, in an open economy, economic differences can be narrowed as wages rise faster in the emigration country. Areas for additional research and exploration of policy options include: (1) how to phase in freer trade, investment, and economic integration to minimize unwanted migration; (2) strategies to increase the job–creating impacts of remittances, perhaps by using aid to match remittances that are invested in job–creating ways.  相似文献

The main theme of this article is market development and trafficking as a business. It touches upon most of the aspects of the phenomenon, which have been encountered elsewhere, and translates them into the relatively unfamiliar context of many of the Asian and South-East Asian economies. Equally, the literature cited is also probably unfamiliar. Themes touched upon include democratization, inter-state relations, human rights, and scale and perspectives, together with the problems of definitions, theory, and the reliability of data. The directions and characteristics of trafficking flows together with routes and border control are also considered. Coordinated official responses to criminality and criminal organizations, as well as to trafficked individuals, are beginning to emerge. There is a note of caution sounded that contextual and cultural perspectives, particularly on sex workers, must be viewed somewhat differently to those in Western societies. The article concludes that as long as countries in Asia maintain their policies of restrictive immigration, trafficking can be expected to continue and almost certainly increase. This is because accelerating development creates demand for labour at various skill levels and because even in times of recession migrants and brokers will seek to side-step attempts to expel immigrants and restrict access to labour markets. The elimination of trafficking is unlikely to be realistically achieved through legislation and declarations of intent but by improvements in the socio-economic status of the population.  相似文献
