This paper is about training, and the learning needs of residential child care staff that training should address. It takes as its starting point research that focused on what happens in children's homes, as described by residential staff themselves. It depicts the tasks which staff carry out in relation to their overall goal of benefiting the children and young people in their care, and considers the ways in which staff work to develop and maintain viable and effective teams. Distinctive cultures emerge when working in staff teams, and the paper shows how these are related to the kinds of practice that can be achieved in residential settings. The knowledge base, practice skills, and personal qualities required to work within residential child care are detailed. The paper closes by addressing the implications which this research has for training residential staff to work effectively in group settings. It argues that fundamental to training competent residential staff is a commitment to developing an ongoing culture of learning in workplace settings.  相似文献

This paper concerns the significance of touch in the everyday life of those living and working in residential child care. Public and professional awareness about child abuse has focused attention on the bodies of children and their vulnerability – but the same cannot be said of the bodies of staff members who touch children. This ethnographic study of a Scottish residential child care unit shows such touch to be central to the everyday participation of children and young people in care. On the basis of participant observation, the paper analyses how care workers influence the agency of children and young people by bringing their own bodies into their relationships with them. Based on a relational understanding of care, the paper elaborates on how tender and restraining forms of touch form part of care workers’ professional repertoire of actions. The analysis of various instances of touch in terms of sociology of the body shows how staff members can help to shape children and young people’s opportunities for participation with their own bodies. In conclusion, the paper therefore argues for a professional and reflexive engagement with bodies rather than a general avoidance of touch between care workers and young people.  相似文献

This study explored identity capital and personal resilience among care leavers and young people in care engaging in social activities through volunteering. Care leavers and young people in care are disadvantaged developmentally by lack of identity resources and an accelerated transition to independence. This study analysed material from semi-structured interviews to explore the Identity Capital Model and theories of individualisation, agentic identity development and resilience in explaining the identity resources of young people transitioning out of care. The analysis identified links between the exploration opportunities of volunteering with the development of agentic individualisation and enhanced identity capital. The findings indicate that developmental processes may be enhanced through supported and personalised volunteering opportunities to aid vulnerable young people transitioning out of care. Young people leaving care can make substantial gains particularly in social capital, personal resilience and identity capital. This study indicates that volunteering opportunities for this group of vulnerable young people may assist in compensating for the lack of resources often experienced by care leavers when transitioning to adulthood.  相似文献

Young people who live in residential care are at greater risk of experiencing sexual abuse and other forms of abuse than those living in other out of home care placements. To better understand how young people perceive and experience safety in residential care, and the things that they most need to be and feel safe, a qualitative study was conducted with 27 Australian children and young people for the Royal Commission into Institutional Responses to Child Sexual Abuse. This paper describes young people's perspectives on what makes residential care safe: supportive relationships, stability and predictability, fair rules, and having some control over their environment. Young people said that safety could be improved with: better appreciation of the risks in residential care; better matching, staffing and oversight; and better-designed responses that involve young people themselves. The findings provide critical insights from young people themselves and argue that adults and institutions need to appreciate their views of safety so as to adequately respond.  相似文献

In the wake of a number of high‐profile cases of the abuse of children and young people in residential child care, there have been repeated calls for the improvement of recruitment and selection of residential child care staff. This paper describes the findings from a survey, undertaken in 2005, of operational and human resource managers who have responsibility for the recruitment and selection of residential child care staff in the voluntary and statutory sectors in Scotland. This research was commissioned by the Scottish Executive to identify which elements of safer recruitment procedures had been implemented following the countrywide launch of a Toolkit for Safer Recruitment Practice in 2001. Research findings show that although local authorities were more likely than voluntary organisations to have gone some way toward implementing safer recruitment procedures, the recruitment process lacked rigour and commitment to safer procedures in some organisations. The article discusses the current barriers to the introduction of safer recruitment methods and proposes some possible solutions for the future. Copyright © 2007 John Wiley & Sons, Ltd.  相似文献

In 1995, a questionnaire was sent to Scotland's residential child care services. Of 89 questions, five concerned sexual abuse. Responses were analysed along several variables—service type, gender and age of residents. A detailed report was compiled (Lindsay, 1997). The response rate was 94% of all Scottish services. The largest group of services were children's homes (112–49%), then residential schools (43–19%), residential respite care (28–12%), care leavers services (16–7%), services for young homeless people (15–7%) and secure units (5–3%), with other service types seven (3%). Two‐thirds of services believed they were caring for children who had been abused and one third for children who had abused others. Where children who had abused others were present, in 91% there were also abused children in the same service. The results were consistent across the variables. In a few cases, allegations of abuse had been made against staff. This was commoner in services for males than females. Staff requested more training and support in their stressful role. These findings have implications for the practice and training of residential staff, management policies and procedure and the design of new services. ABSTRACT

This article explores the psychodynamics of relationship-based practice from the perspective of young people in residential care. This research involved qualitative semi-structured interviews with 10 care leavers, aged 18–24 years, who had been in residential care in Ireland. Drawing selectively from that research, this article reports their views and experiences of key-working and how relationship-based practice acted as a reparative method within their experiences of care and aftercare. Similar to previous research, this study underscores the necessity to ensure that children in care are cared for and supported by a trusted adult. In addition, based on this study, the role of a key worker appears capable of providing this ideal type of supportive relationship. It also highlights the importance of the care system working to provide consistency and support for the young people and confirms the importance of relationships with trusted adults, such as key workers.  相似文献

Both historical and contemporary residential care for children have been found to present risks to their safety and security. Views about the characteristics of workers that helped them to feel safe in the placement were obtained from 27 children and young people who were placed in residential care in Australia. Competent and trustworthy staff were considered essential. These workers were characterised as caring, proactive, tenacious in building relationships, and available. Importantly, they listened and ensured young people had a voice. The study affirms the central role of the worker-client alliance in ensuring residential care is a positive and safe experience for children and young people, and identifies structural factors that children and young people believe are barriers to them feeling safe.  相似文献

Abstract

Many care leavers with disabilities face difficulties as they transition from out-of-home care (OoHC), and suffer multiple, ongoing forms of disadvantage after they leave care. This paper is drawn from a study comprising six focus groups, involving 21 participants employed in disability and OoHC services in Victoria, Australia. The findings suggest that care leavers with disabilities do not receive the transitional and postcare support and housing they need. Many are transitioned into housing options that are unsuitable for their needs, or unsafe. The argument of this paper is that care leavers with disabilities may benefit from adult guardianship legislation. When appropriate an application for a guardianship order should be made prior to the young person exiting care, to enable a smooth transition between the child and adult systems. Adult protection services with an advocacy function should be given the opportunity to advocate for care leavers with disabilities.  相似文献

This paper reports findings from research conducted in six Romanian residential care homes. The aim of the paper is to examine the views held by young people, currently living in residential care, about the importance of their biological families and the option and challenge of reintegration. The data reflect the ideas and perspectives of 44 young people captured through a narrative interview approach using social mapping activities. The results indicate that most children and young people know at least one birth parent and maintain contact on their own initiative; most do not place a high level of importance on such relationships which are generally characterised by lack of confidence, low security and a presumed limited capacity on the part of the biological family to meet their needs. Family reintegration is considered to be a viable option for a small number of young people; others do not see it as realistic because of the impact of long-term separation and the likelihood of experiencing poorer living conditions.  相似文献

This paper is based on research into the transition of young people leaving public care in Romania. Using this specific country example, the paper aims to contribute to present understandings of the psycho-social transition of young people from care to independent living by introducing the use of Bridges (2002) to build on existing theories and literature. The research discussed involved mixed methods design and was implemented in three phases: semi-structured interviews with 34 care leavers, focus groups with 32 professionals, and a professional-service user working group. The overall findings confirmed that young people experience two different, but interconnected transitions - social and psychological - which take place at different paces. A number of theoretical perspectives are explored to make sense of this transition including attachment theory, focal theory and identity. In addition, a new model for understanding the complex process of transitions was adapted from Bridges (2002) to capture the clear complexity of transition which the findings demonstrated in terms of their psycho-social transition. The paper concludes with messages for leaving and after care services with an emphasis on managing the psycho-social transition from care to independent living.  相似文献

Confidence in the public care system in the United Kingdom (UK) has been shaken by numerous and widespread scandals surrounding the abuse of children and young people, particularly those in residential child care institutions. This paper examines factors associated with such abuse, including: failings in relation to staff recruitment, training, and supervision; ineffective management and systems of accountability; the development of inappropriate institutional cultures; public ambivalence towards children in care; the slow footed response to the threat posed to children and young people by dangerous men and other youngsters in care; and the long‐term policy failure to develop coherent and integrated systems of child welfare in the UK. The residential child care sector has been scrutinised via numerous inquiries following revelations of abusive and poor practice. These inquiries have made numerous recommendations which involve changes in practice and organisational culture, much of which is congruent with the features of a learning organisation. This article details research which evaluates the extent to which residential child care agencies exhibit the characteristics of a learning organisation. The research involved qualitative and quantitative methods, drawing on the experiences of a range of staff from the residential child care sector within Scotland. The findings revealed that residential child care agencies exhibit many features of a learning organisation, yet the extent to which these characteristics are perceived to exist differs significantly in line with the position staff occupy. Most significant were the findings that many staff do not feel supported to take risks nor encouraged to develop innovative practice; mistakes are not used as learning opportunities and a culture of blame is felt to exist. The implications of this are significant and this article identifies changes necessary to allow residential child care agencies to operate as learning organisations.  相似文献

The problems faced by young people leaving care to join the adult world are well-known. The present study adds to the current body of research on the subject by exploring the post-care experiences of young Jordanian care leavers. Forty two care leavers were interviewed, thirteen of whom also took part in a focus group. The interview data were analysed qualitatively. Jordanian care leavers described many experiences similar to those reported by young people leaving care in other countries including struggles to continue education, find accommodation, secure employment, and cope financially. Of particular interest was the more specific finding that the cultural values of patriarchy, family life, and collectivism characteristic of all Arab countries had a deeply pervasive impact on many of the care leavers' post-care experiences. The reasons that brought the young people into care, and the lack of family that most experienced upon leaving care, increased the risk of them being stigmatised. For many, managing their post-care identity in a patriarchal, family-based culture proved difficult and stressful. Although some care-leavers did receive exceptional, albeit informal support from friends and employers, the challenges faced by the care leavers were often exacerbated by the cultural values explicit in a society that is patriarchal, family-based and honour-bound. The policy and practise implications of these findings are briefly acknowledged.  相似文献

Volunteering to address poor life outcomes often experienced by care leavers is emphasised in UK policy. Although volunteering is credited with the ability to generate social capital, there is limited research on the impact of volunteering on the social capital of care leavers. This article re‐examines data from an evaluation of a volunteering project for care leavers. It explores in what ways young people's participation in the project constitutes social capital. The findings support the importance of regular face‐to‐face contact and co‐production for young people to become creators of their own social capital.  相似文献

This study explores the subjective well-being (SWB) of young people aging out of public care in Israel, identifying the individual, social support and institutional characteristics of young people on the verge of leaving care that predict their SWB one year later. The results were obtained from two waves of a longitudinal study with young people who aged out from residential settings in Israel. Shortly before they left care 272 young people completed a self-administered questionnaire and 234 of them were interviewed a year later. Overall, their SWB was fairly positive. Specifically, positive relationship with the mother contributes to a better SWB, and learning difficulties reduced SWB. Gender and country of origin also showed a significant effect. The findings highlight the importance of strengthening the young people's relationships with their biological parents while in care and emphasize the need to provide additional support for those with learning difficulties. The findings also help identify sub-groups of young people in care with greater need for support both while in care and afterwards.  相似文献

This paper describes the development of integrated child care services in Scotland with a particular focus on the role of residential child care provision. It discusses changes in Social Work Department policies and the impact this has had on their relationship with the Children's Hearings system. Recent research shows the pattern of use of residential and foster care in three Social Work Departments and issues in the development of residential services are identified. Three particular examples of service integration are described: residential outreach work; a centre for young people under an integrated management; and multi-agency youth strategies. Social work and education services in Scotland are in the process of radical change. In the context of the integration of child care services, the paper discusses the impact of local government reorganisation and changes in child care legislation.  相似文献

Research in a number of countries has demonstrated the importance of developing a sense of belonging and connectedness as key factors that facilitate the move towards independence for young people leaving care (see Stein, 2008). This paper utilises findings from a longitudinal study of looked after children (including interviews with care leavers) to explore how the evidence from Canadian research into the significance of perceptions of self continuity for identity formation can improve our understanding of care leavers' experiences and the factors that may act as barriers to their making a smooth transition.The findings demonstrate the extent of disruption and instability that care leavers may experience both before, during and after the care episode. This lack of continuity is exemplified for many young people by the loss of treasured possessions such as mementoes of parents and photographs of previous homes and carers. Constant experience of transience may act as a barrier to the establishment of a sense of self continuity. This may increase the likelihood of leaving care becoming a transitional flashpoint during which difficulties in moving on to adulthood increase the propensity for young people to lose sight of the thread that connects their past to their future, and engage in self-destructive behaviours. Premature, compressed and accelerated transitions may increase the chances of this happening. The paper argues that greater attention to the preservation of possessions that have a symbolic value might be a simple means of helping care leavers develop a stronger sense of connectedness.  相似文献

Introducing continental European approaches to UK child welfare practice raises a problem of comparison: to what extent are the problems and issues similar to or different from one country compared to another. Social pedagogues trained in continental Europe and working in English residential care services often encountered the phrase ‘our young people are worse’ from their English colleagues, with the implication that the social pedagogic approach was not suitable for the client group. This paper examines two propositions: (1) that in the context of introducing the continental European approach of social pedagogy into children's residential care services in England, young people are ‘different’ in England compared to other European countries and (2) that the placement options and practices for young people living away from their birth parents in continental European countries differ from those in England. Using data from a five nation study of young people from public care backgrounds, the paper argues that while family backgrounds are remarkably similar there are marked differences in the child welfare systems that might account for the perception that young people in care are ‘worse’ in England.  相似文献
