In 2002 Save the Children UK carried out a study of child poverty in Uganda, as part of the on‐going Uganda Participatory Poverty Assessment Programme. Using participants from all regions of the country, the researchers asked children about their perceptions of poverty and anti‐poverty strategies, as well as questioning adult key informants about trends in child poverty, vulnerable groups and the effectiveness of government policies in tackling child poverty. This article reports on one aspect of the study, looking at the different indicators that children use to assess poverty, and comparing these with official poverty monitoring indicators. It finds that while some areas—notably, health, education and water and sanitation—are well documented, others, which may be as, or more significant to children's welfare, such as child abuse or quality of parental care, are almost totally neglected. A more holistic framework for assessing child poverty is proposed.  相似文献

SUMMARY. There is a long established link between poverty and child health, both in the United Kingdom and in other countries. In this review of the literature, the author explores the nature of this link. The paper discusses the historical background and briefly reviews the evidence from the developing countries and the controversy surrounding the definition of poverty before examining the association between child health and poverty in the United Kingdom. SUMMARY. Children attend criminal courts to give evidence both as victims and as bystander witnesses. It is widely accepted that this can be a very stressful experience for children, particularly for those who have been victimised. Before effective reforms can be introduced, it is necessary to identify the principal sources of stress and the possible results of this anxiety on the quality of the child's evidence and on their emotional wellbeing. Within the field of child welfare, critical questions have been posed about the intersecting issues of child maltreatment and poverty. The study of the quality and nature of this intersection has continued relevance in light of evidence showing the increased likelihood of maltreatment of children living in poverty. Although child welfare workers interact directly with families involved with the child welfare system, the study of workers’ perceptions of whether or not they address families’ poverty and, if so, how they go about it has not yet been conducted. The study presented begins to address this gap. Analysis from individual interviews with 30 child welfare workers revealed that they differed in their perception of whether or not poverty should be addressed by child welfare and how. Findings suggest workers do what they can despite various barriers, including families’ limitations and the fragile US social welfare safety net. Based on the findings, current practice models and policies that impact poverty and child maltreatment reduction are discussed.  相似文献

Poverty in early childhood is pervasive, affecting every aspect of children’s lives. Under current government policies child poverty in the UK is predicted to rise to 40 per cent by 2022. Dominant discourses of poverty have historically focussed on an over‐arching discourse of moral responsibility, essentially relating to notions of deserving and underserving poor. This paper examines how government policy continues to significantly impact on young children and families on low incomes in early childhood and how stigmatised discourses about welfare, work are pervasive. It is argued that discourses of redistribution and children’s rights deserve greater recognition if poverty is to be addressed.  相似文献

An up-to-date and accurate picture of the evidence on the impact of poverty is a necessary element of the debate about the future direction of children's social care services internationally. The purpose of this paper is to update evidence about the relationship between poverty and child abuse and neglect (CAN) published since a previous report in 2016 (Bywaters et al., 2016). A systematic search was conducted, identifying seven reviews. Poverty was found to be consistently and strongly associated with maltreatment, be that in terms of familial or community-level poverty, or in terms of economic security. Findings demonstrated that both the type and the quantity of economic insecurities impacted child maltreatment. Certain economic insecurities – income losses, cumulative material hardship and housing hardship – reliably predicted future child maltreatment. Likewise, as families experienced more material hardship, the risk for maltreatment intensified. In some studies, the relationship between poverty and maltreatment differed by abuse type. Future reviews need to investigate individual papers and their findings across different CAN measures, definitions, samples, abuse types and conceptualisations of poverty to provide a comprehensive understanding of the current research base and the directions which need to be taken to further understand and prevent CAN.  相似文献

SUMMARY. Millions of children across the world live away from home; many because of wars, famines, dictatorships and poverty. Children live away from home in Britain because of family breakdown, neglect, abuse and other disadvantages, but also through parental choice and educational need. There is inadequate information about numbers, reasons and outcomes. Three main alternatives to living at home in Britain are boarding schools, residential homes and foster care. Traditional barriers between education and welfare and policies of care placements based on inadequate data have resulted in damaging gaps in services and poor placement decisions for many children living away from home. The early 1990s have brought about a national consensus based on new legislation and a group of Inquiries which provides the opportunity for major changes and improvements in services. International deliberations and action could and should be part of these changes.  相似文献

This study aims to illustrate how to improve the evaluation of child economic well-being and child poverty using the collective approach. International organisations such as the World Bank, OECD and UNICEF have made important efforts in recent years to produce reliable data and to measure poverty according to the most relevant items of household consumption baskets. However, when measuring poverty, it is common practice to assume either that resources are distributed equally within the household or that there are fixed equivalence scales (for example, a child can be counted as 0.5 adults). The methodology based on collective models of consumption overcomes this rigidity by allowing inequality within each household to be taken into account. The method assumes that each household devotes a fraction of resources to children, which can be estimated using the observed expenditure on child-exclusive goods. An example of how child poverty measures can be inaccurately estimated is illustrated through the case of young children in Albania.  相似文献

This paper discusses how far local authority anti-poverty strategies consider the impact of poverty on children. After outlining some findings on child poverty and linking these with current debates on children's rights, it examines a selection of anti-poverty strategies. Although examples of good practice are highlighted, the paper concludes that in general issues affecting children living in poverty are insufficiently addressed and that anti-poverty strategies should be refocused to take account of the needs and rights of children.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. This paper examined the extent of child poverty in urban China, and how the structural and individual risk factors impact on child poverty in urban China using China Health and Nutrition Survey data. Child poverty is measured using a multidimensional deprivation approach. Eight dimensions that are indicative of children's basic rights as ratified in UNCRC (1989) are used to identify poor children, including nutrition, water, sanitation, health, education, information, participation and protection. The empirical results show that the hukou type of the family and parents' work units as the structural risk factors exerted the greatest influences on child poverty in urban China. These structural barriers for realising children's basic rights should be removed in order to achieve the Chinese government political goal of eradicating poverty in China in the next five years before 2020.  相似文献

Since the inception of the Scottish children's hearings system, an increasing concentration of child care and protection referrals has emerged. Data on 225 children referred on care and protection grounds are examined. Children faced a double jeopardy of personal adversity against a background of social and economic disadvantage. A smaller group of children were also victims of an offence by an adult. A significant proportion of children had multiple referrals suggesting a recycling of some children. Social adversity in the backgrounds of children has been found in other child welfare studies. The significance accorded to this by social work agencies and the links between neglect and poverty may be overlooked. The importance of policy that provides comprehensive public assistance and services, as found in other European countries, is an inescapable conclusion.  相似文献

Over the past decade, the linkages between marriage and child well-being have attracted the attention of researchers and policy makers alike. Children's living arrangements have become increasingly diverse and unstable, which raises important questions about how and why family structure and stability are related to child outcomes. This article reviews new research on this topic, emphasizing how it can inform policy debates about the role of marriage in reducing poverty and improving child outcomes. It also pays special attention to new scholarship on unmarried, primarily low-income families, the target of recent federal marriage initiatives, to appraise the potential contributions of family research to ongoing policy discussions.  相似文献

SUMMARY: This article examines the first major consolidating piece of child welfare legislation in Britain, the 1908 Children Act. The focus is on the relationship established between child, parent, and state. Contemporary reasons for the need for this re-ordered relationship are suggested, but it is also argued that in certain respects parallels can be found between the Edwardian Act and that of 1989. This in turn suggests the persistence of certain issues in child welfare, and especially that of the division of responsibilities for the care of children between parents and State.  相似文献

Children in nonmarried families are at greater risk for poverty and especially so during a time of macroeconomic recession. Using carefully harmonized data, the authors analyze child poverty among nonmarried families before and during the 2008 recession in five liberal welfare states: Australia, Canada, Ireland, the United Kingdom, and the United States. Although having similar demographic compositions, the authors document wide cross‐national variation in poverty risk based on marital status and gender of the household head. Through the recession, child poverty in Canada and the United Kingdom declined while it increased in Australia and Ireland and was largely unchanged in the United States. Decomposing changes within countries over time, family benefits in the form of income transfers play a major role in reducing poverty for nonmarried families. In all countries, children in cohabitating families were less protected from market instability.  相似文献

We analyze the effects of family capital on child behavior problems in the United States and Great Britain by comparing a longitudinal survey sample of 5- to 13-year-old children from the 1994 National Longitudinal Survey of Youth (N = 3,864) with a similar sample of children from the 1991 National Child Development Study "British Child" (N = 1,430). Findings suggest that in both societies, male children, those with health problems, and those whose mothers are divorced are at increased risk for behavior problems, while those with stronger home environments are at reduced risk. Family structure effects are more pervasive in Great Britain than in the United States, although some of these findings are a function of our racially diverse U.S. sample. We conclude that parents are important in both societies in promoting child social adjustment, and evidence that the more developed welfare state in Great Britain may substitute for capital at home is weak.  相似文献

Recent evidence has emerged that in Britain, like the US, many children below the official minimum school leaving age, are working. In many cases, the work is illegal. Research in the US suggests that many working children risk accidents and other hazards to health. Many of the challenges that affect children living in poverty are directly related to the neighborhoods in which they live. Places that inhibit healthy living and those that expose children to environmental pollution tend to more heavily affect children in poverty. This environmental injustice is a natural concern of the fields of urban planning, geography, and children’s health. Yet many decisions that affect opportunities for healthy living are made without a full understanding of how neighborhood context influences such opportunities. In this brief, we paint inequalities in child health outcomes as a spatial problem, review some of the geospatial tools used by urban planners and geographers, discuss common reasons for misclassification or misrepresentation of spatially explicit problems, and propose more suitable methods for measuring opportunities and exposures germane to the field of child poverty. Throughout, we emphasize the need for evidence-driven, spatially grounded responses to child poverty issues with a spatial dimension.  相似文献

Drawing on interviews with 1,535 children (aged 8–14 years) in urban Nigeria, this study introduces two new measures of child labor—child's ownership of business and control over earnings—to supplement the conventional use of a child's hours of work and to create a wider understanding of child labor. It examines the causes of child labor and how these measures vary by parental socioeconomic status. Study of this relationship is important for a deeper understanding of the varying patterns of child labor, as well as for clarifying the cultural and economic socialization of children. Our findings show that children of parents with higher socioeconomic status are more likely to own businesses rather than assist parents. These children are also more likely to keep and spend their work earnings. Our results also offer strong support of the poverty hypothesis and the socialization theory, which are often used to explain child labor in developing societies. Furthermore, our results indicate that children of parents with higher levels of socioeconomic status work fewer hours. These findings have implications for regulating child labor and for alleviating its consequences.  相似文献

Food insecurity among children and their families negatively affects children's health and well-being. While the link between household resources and food insecurity is well-established, family income alone does not explain food insecurity; neighborhood disadvantage, shown to affect other areas of children's development, may also play a role in food insecurity. This study examines associations between neighborhood poverty and children's food insecurity, and whether family characteristics account for identified associations. We merge data on kindergarten-age children from the Early Childhood Longitudinal Study-Kindergarten 2010–11 Cohort (ECLS-K:2011) with data on poverty rates from the American Community Survey (ACS) and on food access from the USDA's Food Environment Atlas using children's residential census tracts (N = 12.550 children in 3750 tracts). Using a series of multilevel models, we test for associations between neighborhood poverty, household economic, demographic, and parenting characteristics, and food insecurity at the child, adult, and household levels. Children living in higher-poverty neighborhoods are more likely to experience food insecurity than those in lower-poverty neighborhoods. Associations between neighborhood poverty and household- and adult-level food insecurity disappear when household characteristics are controlled. However, living in a very high poverty neighborhood remains predictive of child-level food insecurity, which may be an indicator of severe hardship. Findings indicate that neighborhood poverty may be a useful proxy to identify vulnerable children.  相似文献
