Book review     
The ‘Research Governance Framework for Health and Social Care’ has recently been implemented in England and provides a set of standards to be used nationally in the conduct of health and social care research. Explicit and universal standards are to be welcomed in so far as they increase transparency in the contract between researchers and the agencies that participate in research, reiterate the importance of the ethical conduct of studies and the protection of participants. However, there have been some unanticipated consequences of the implementation of the framework which may serve to undermine the quality of research, the comparability of data and the timeliness of findings to inform policy and practice. This article examines these issues with reference to a recently established study involving vulnerable children and families. The potential implications for other studies are also explored and recommendations are made about how these issues may be overcome.  相似文献

This paper explores systemic practice and ‘safe uncertainty’ in work with parents who do not accept responsibility following child abuse. The prevailing view has been that little positive work can be carried out with families where responsibility is denied. Our work is offered to add to the small yet growing number of publications which challenge the dominant discourse relating to child protection work. A case study is illustrated within which the issue of assessment versus therapy emerges. The Legal Department of the Local Authority Social Services requested an assessment from child and family psychiatry. Concern developed regarding the point at which assessment ended and therapy began. The authors offer a systemic model in exploring the importance of a safe multi‐disciplinary framework within which uncertainty can be tolerated and therapy/change work can be affected. A framework within which parents can be supported in developing skills to meet the needs of children is presented. ABSTRACT

This paper draws on UK data from an international, comparative project involving eight countries. The study examined how social workers’ conceptions and definitions of family impact on the way they engage with complex families, and how social policies that frame social work context impact on the way social workers engage with families. Focus groups were held in which social workers from four service areas (child welfare, addictions, mental health and migration) were asked to discuss a case vignette. Several factors were embedded in the vignette to represent a realistic situation a social worker may come across in their day-to-day work. Social workers clearly identified the complexity of the family’s situation in terms of the range of issues identified and candidate ‘causes’. However, typical first responses were institutional, looking for triggers that would signify certainty about their, or other agencies’ involvement. This resulted in a complicated story, through which the family was disaggregated into individual problem-service categories. This paper argues that understanding these processes and their consequences is critical for exploring the ways in which we might develop alternative, supportive professional responses with families with complex needs. It also demonstrates how organisational systems manifest themselves in everyday reasoning.  相似文献

This paper focuses on the instrumentalist Marxist model which has been used to explain the policies of the British state in the field of ‘race’-education. After discussing the model's core assumptions and its application in this field the paper explores the model's explanatory adequacy through a case study of the role of the quasi-state agencies of the ‘race’-relations industry in developing ‘race’-education policy in initial teacher education. It ends by considering whether a new conceptual framework is needed to understand ‘race’-education policy.  相似文献

The latest wave of reforms of the child protection system in Australia have been based on attempts to provide support to all families with vulnerable children, rather than increasing surveillance of ‘at risk’ families and forensic responses to incidents of maltreatment. This includes a drive to widen the remit of child protection from the statutory child protection agency and involve other government agencies such as health and education as well as the non-government sector in child protection. This paper reports on the effects of one such reform, the NSW initiative Keep Them Safe. It focuses on the classification of families as needing either early intervention or intensive support, using thematic analysis of qualitative interview data.MethodInterviews and focus groups were conducted with practitioners and managers from human service agencies (total n = 115), and discussed their perceptions of the initiative and the changes it had introduced to service delivery.FindingsPractitioners discussed family needs in ways which contested the policy meanings of ‘early intervention’: whether families are conceptualised in terms of their needs or risk; whether engagement with services should be voluntary or mandated; and whether the agencies to support them should be the statutory agency or an NGO. The implications for these tensions, in terms of policy and practice, are discussed.  相似文献

Globalization and increased mobilities have multiplied cross-border transactions not only in the economic sphere but have also a major impact on human relationships of intimacy. This can be seen in the increased volume of differently mediated forms of international marriage, not just straddling ‘east’ and ‘west’, but within Asia and across different ethnicities and nationalities. International marriage raises a host of social issues for countries of origin and destination, including challenges relating to the citizenship status and rights of the marriage migrant. This paper examines the negotiation of citizenship rights in the case of commercially matched marriage migrants – namely Vietnamese women who marry Singaporean men and migrate to Singapore as ‘foreign brides’. While they are folded into the ‘family’ – what is often thought of as the basic building block of the nation in Asian societies – they are not necessarily accorded full incorporation into the ‘nation’ despite Singapore's claims to multiculturalism. This is particularly salient at a point when cross-nationality, cross-ethnicity marriages between Singapore citizens and non-citizens are on the increase, accounting for over a third of marriages registered in Singapore in recent years. Vietnamese women who marry Singaporeans are positioned within the nation-state's citizenship regime as dependents of Singaporean men, having to rely on the legitimacy of the marriage relationship as well as the whims of their husbands in negotiating their rights vis-à-vis the Singapore state. Drawing on interviews and ethnographic work with 20 Vietnamese women who are commercially matched marriage migrants, the paper first focuses on the vulnerable positions these women find themselves, particularly given difficulties in forging their own support networks as well as weaknesses of the civil society sector in what has been called an ‘illiberal democracy’ characterized by a political culture of ‘non-resistance’. The paper then goes on to examine the way they negotiate rights to residency/citizenship, work and children within webs of asymmetrical power relations within the family and the nation-state. We draw on our findings to show that citizenship is ‘a terrain of struggle’ within a multicultural nation-state shaped by social ideologies of gender, race and class and negotiated on an everyday basis within spheres of family intimacy.  相似文献

This article aims to contribute to a better understanding of the relationship between multiproblem families and social agencies, and in particular of how families try to find support in larger systems. Usually, multiproblem families are also multi‐assisted, since the several problems they live with attract intervention from a wide range of social protection services. This research used a qualitative approach; data were collected from 56 multiproblem households, using a semi‐structured interview. Findings suggest seven categories of families: ‘outsider’ families (who reject the existence of problems, so never try to find support); ‘resigned’ families (who give up looking for formal support after a first refusal, and continue coping on their own); ‘persistent’ families (who insist in getting support from several social agencies); ‘over‐needy’ families (any minimal difficulty justifies the search for formal support); ‘balanced’ families (who apply for formal support only when they experience difficulties in dealing with problems); ‘imprudent’ families (these ask social agencies for support only when problems reach an unsustainable level); and ‘ignored’ families (who do not try to get support, and no formal help reaches them).  相似文献

The family‐focused mental health intervention, ‘Let's Talk About Children,’ has positively influenced the lives of families affected by parental mental illness. This paper outlines the use of this brief, strengths‐based intervention for parents with gambling and other co‐occurring issues from the gamblers’ support services sector. Over a six‐month period, a training manual and accompanying resources were adapted for the gamblers’ support services sector and a targeted training session developed. Nine problem gambling counsellors from three Victorian gambling support services trialled the Let's Talk About Children intervention over a four‐month period. Qualitative data were gathered through focus groups, interviews, and practice enquiry groups to determine the impact of the Let's Talk About Children model for gambling support services. The results are presented as ‘practice wisdoms and recommendations’ reporting on the impact of the trial and to provide some guidance to support others in the implementation of a specific family‐focused intervention. This paper reports on the first exploratory trial of Let's Talk About Children for the gambler's support services sector in Australia.  相似文献

Most practitioners trained in family therapy are employed in host agencies which are not family therapy services. In these environments an ongoing challenge is to find constructive ways to manage the contraints of the employing agency. Central to meeting this challenge is the practitioner's ability to make sense of the host agency's local conditions. This paper offers a framework for developing an explicit awareness of these local conditions. It is the authors' view that an advanced level of ‘local knowledge’ allows for more creativity in managing the inevitably challenging experience of practice in human service agencies.  相似文献

This paper proposes ‘comprehensive neighbourhood mapping’ as a schema for gathering and interpreting information within a given geographical area which is informed by imaginative thinking about the safety of children and young people from sexual crime. It would build upon current forms of profiling by local authorities, health authorities and central Government. CNM would actively involve local people, in partnership with agencies, in ‘mapping’ danger points and support points. Eight components are discussed, including environmental issues, locations of sex offenders, sites where teenagers meet and share information, supportive individuals and organizations. Some issues for pilot projects are discussed, including the need to set up planning and implementation groups and to integrate CNM into wider child protection and community safety strategies. CNM is grounded in an ecological perspective which sees partnership approaches as essential and believes an overarching view of neighbourhood needs, based on detailed local information and understanding of how different forms of harm interconnect, is crucial in developing child protection strategies. At times of acute official anxiety about community ‘lynch‐mob’ reactions to known paedophiles, CNM aims to build communities which instead are informed and thoughtful about child protection. This paper examines the media coverage of preventing child sexual abuse. It draws on a content analysis of all press and TV news coverage about child sexual abuse that appeared in the UK during a complete 12-month period. The findings demonstrate that the bulk of the coverage was case-based, for example focusing on the Orkney case. There was very little opportunity for broader discussion of general issues of concern, including how sexual assaults against children might be prevented. The coverage of ‘prevention’ which did exist drew on a very narrow range of debates and was disproportionately concerned with abuse outside the home (abductions by strangers, or abuse within institutions such as schools or children's homes). Discussions about prevention were dominated by reactive news stories generated by particular ‘scandals’. The coverage was also largely drawn from a small constituency of official source agencies (such as government officials, court proceedings and police statements). There were few attempts to address the broader social conditions which might facilitate or inhibit sexual violence or to examine explicitly political analyses of the problem. The paper argues for a more diverse discussion about ways of preventing sexual violence against children, especially assaults by fathers, uncles, brothers and friends of the family. This demands close attention to the ways in which the mass media operate, as well as the priorities of source agencies. The paper points to factors within news production practices which both obstruct and facilitate debate about prevention and concludes by suggesting strategies to promote this issue as a vital part of the public agenda.  相似文献

This paper explores current and potential directions in social services' provision for Traveller children, drawing on a Nuffield‐funded study. Many Traveller communities experience harassment, racism and oppression, which create a structural ‘vulnerability’ for children. However, the paper focuses on services for children where structural and family vulnerability interact, and the extent of statutory neglect. After outlining the study, three models of provision are explored. Firstly, crisis response in relation to child protection and youth justice issues has dominated social services' interaction with Travellers, tending to reinforce existing difficulties in relationships between the two. Secondly, family support was the subject of initiatives beginning in the study areas (selected as more engaged with Traveller issues) to facilitate Travellers' access to services, and plan a more strategic engagement with Traveller communities. Thirdly, specialist work was represented both formally and informally in the study, and demonstrated considerable benefits. Lessons from these findings suggest priorities for developing work with Travellers: recognition of Travellers as a minority ethnic/cultural group; inclusion of Travellers in equality policy and practice; training for workers; changes to referral systems; development of community support services; specialist posts; support to, and outreach work in partnership with, voluntary agencies; interagency initiatives; and, crucially, consultation with Travellers. Research on the perspectives of older African American stepgrandparents raising adolescent grandchildren is underdeveloped. This case study research uses a culturally sensitive conceptual framework to explore the experiences of one African American stepgrandmother raising adopted grandchildren. The participant was identified in a larger study of older grandparents raising adolescent grandchildren. An in-depth, face-to-face interview was conducted in a public place. The themes described by this older African stepgrandmother included (1) strong family ties overlaid with family conflict and emotional difficulties, (2) traditional philosophies of parenting and childrearing that conflicted with her spouse, (3) reliance on a constellation of support including her religious community, and (4) recommendations for improving resource development. The findings of this case study identify critical issues for this older African American stepgrandmother. Although the findings are not meant to generalize, social workers and other helping professionals can benefit from the increased knowledge gained from this stepgrandmother’s experiences that can inform issues for exploration with similar caregivers.  相似文献

Participant retention is a key factor in determining the success of longitudinal research. Challenges in re-locating and retaining participants over the long term are major issues for researchers working with young people who face adversity and experience frequent changes in circumstances. This article reports on a study of vulnerable young people and their transition into adulthood. Rather than the more conventional schedule-based approach to locating and re-interviewing young people, a relational process, the ‘right time’ framework, was used to facilitate young people's involvement in the study. Embedded in the ‘right time’ framework is recognition of the diverse and fluctuating circumstances that shape young people's availability for interviews. Several case examples are considered which amplify the way that the ‘right time’ framework allowed the research to navigate around these circumstances. The case examples highlight the value young people attached to being involved in the research, the influence on the ‘right time’ of wider relational tensions for young people and the need to negotiate researcher status as a different sort of adult. The ‘right time’ framework contributed to a high retention rate in the study generating a more representative sample and enhancing the subsequent data analysis by providing valuable insights into the lives of these vulnerable young people.  相似文献

This paper looks at some preliminary findings from research with young people in foster and residential care in the UK who have received advocacy services from a range of local authority and voluntary agencies. The study also includes the views of professionals, from both children's rights and social services. The initial findings highlight the importance to young people of their relationship with rights professionals. They speak about the value to them of care and respect, aspects not always seen as fundamental to rights work. Caring, in its various guises is seen by young people as a vital component of their relationship with children's rights workers. They also see this as important within advocacy work itself since caring about the outcome is often key. A pure individual rights focus with an emphasis on challenge and ‘being heard’ may not take account of the complexity of their situation and may pose difficult dilemmas for young people, especially in dealings with their carers. This ‘caring’ advocacy is not the paternalistic approach of a professional who ‘knows what's best for you’ but is a model based on a strong awareness of ways that young people are excluded and oppressed. It is also about placing a positive value on their contribution as citizens and links to a view of society that gives importance to an ethic of inter‐relationship and care as well as an ethic of individual rights. This article describes a particular aspect of a service called ‘Resolutions’ that has been developed at the NSPCC Child and Family Centre in Bristol, England. The Resolutions service works with families where parents and/or carers are disputing responsibility for serious abuse of their children, but where child protection agencies deem at least one of them culpable on a balance of probabilities. The service's general approach to developing partnerships with families is briefly considered, but the article concentrates on a particular approach. This is where parents and/or carers who are disputing abuse of their children roleplay a ‘similar but different’ family. This enables key issues in relation to child abuse to be discussed by the parents and/or carers. It also facilitates the gaining of greater understanding that helps them ensure the future safety of their own and other children.  相似文献

Since 2003, government policy has required local authorities to provide support when they house lone teenage parents seeking accommodation. This qualitative study addresses young mothers’ routes into housing need and their experiences of housing access and support, drawing on interview and focus group data collected in 2003. The findings emphasise mothers’ preferences for forms of support which facilitate moves towards increased choice and independence. Reinforcing messages from other research, these findings also show a gap between concepts of ‘support’ embodied in government policy and those which inform practice, within agencies and among young people. © 2006 The Author(s). Focusing on the concept of ‘commodity chains’ within the food industry, this paper analyses the term's widespread and variable usage in both academic and policy-orientated work. Despite recent criticisms, the concept has retained its popular appeal alongside competing metaphors such as networks, circuits and assemblages. Examining the concept in more detail demonstrates a range of diverse and inconsistent definitions such that ‘commodity chains’ are in danger of becoming, in Andrew Sayer's terminology, a chaotic conception. The paper pursues Sayer's suggestion of making such conceptions the object of academic study where the proliferation of diverse uses may throw light on the political interests of those who mobilise the term in different ways. The argument is illustrated with case studies from the UK Government's Department for Environment, Food and Rural Affairs, the Countryside Agency (a statutory body) and Sustain (a campaigning group). The analysis draws on secondary sources and on interviews with representatives of these agencies. The paper concludes that the different mobilisations of the concept by these agencies provide valuable insights into the politics of food and farming in contemporary Britain. Specifically, we argue that the concept objectifies social relations, fore-grounding certain (technical and economic) features and back-grounding other (social and environmental) issues.  相似文献
