Moral panics are central to social work policy and practice. Voluntary agencies and statutory bodies (including governments) create and sustain moral panics in order to raise awareness of, and win support for, their own understandings of social issues and problems. This is not a neutral enterprise; on the contrary, moral panics often have consequences that are negative, whether intended or unintended. Far from leading to greater social justice and a more equal society, they may reinforce stereotypes and lead to fearful, risk-averse practice. This paper discusses one such moral panic in 2013 that centred on the story of ‘Maria’, a Bulgarian Roma child living in Greece. The paper explores the meaning and use of the concept of moral panic before unpacking this case-study example in more detail. We argue that the moral panic over ‘Maria’ has much to tell us about ideas of welfare and protection, institutional racism and children and childhood, as well as the connections between ‘private troubles’ and ‘public issues’. We conclude that social work as a profession must stand up to complexity, and in doing so, be aware of its own role in relation to moral panics.  相似文献

This paper concerns the significance of touch in the everyday life of those living and working in residential child care. Public and professional awareness about child abuse has focused attention on the bodies of children and their vulnerability – but the same cannot be said of the bodies of staff members who touch children. This ethnographic study of a Scottish residential child care unit shows such touch to be central to the everyday participation of children and young people in care. On the basis of participant observation, the paper analyses how care workers influence the agency of children and young people by bringing their own bodies into their relationships with them. Based on a relational understanding of care, the paper elaborates on how tender and restraining forms of touch form part of care workers’ professional repertoire of actions. The analysis of various instances of touch in terms of sociology of the body shows how staff members can help to shape children and young people’s opportunities for participation with their own bodies. In conclusion, the paper therefore argues for a professional and reflexive engagement with bodies rather than a general avoidance of touch between care workers and young people.  相似文献

This article considers constructions of social work research from the perspectives of student social workers in New Zealand. There have been many academic discussions of the unique epistemology that can be called social work research but little is known of students and/or practitioner views. Are they interested in social work research? Do they even care about debates on epistemology? Forty-three student social workers considered two questions while attending a social work research methods course: ‘What is social work research?’ and ‘What kind of social work researcher might I be?’. A subset of 18 distance students explored a third question: ‘Should social work research be part of everyday practice or not?’. To answer these questions students provided comments in a short survey, material from their written student assignments and comments from online discussion board activities. The results suggest that student social workers have a preference for social work research that is compatible with their clearly articulated social work value base, and that social work research primarily should benefit the client group with which a social worker is closely linked. Student social workers also recognise the importance of research for their everyday practice, yet at the same time feel there are organisational constraints to this happening.  相似文献

While ‘care’ has been positioned as a core value of the social work profession since its inception, the increasing influence of neoliberal rationalities have placed care on the periphery of social work theory and practice. Social work scholars have promoted the incorporation of ethic of care theory into direct social work practice as a means of countering the effects of a context that is antithetical to caring practice. I present findings from my Australian study, providing an original contribution by presenting concrete understandings of how social workers enact care in everyday direct social work practice. The study was guided by a grounded theory approach. Fifteen social workers were interviewed using a semi-structured interview schedule. The interviews were analysed using constructivist grounded theory techniques. ‘Meeting needs’, ‘just being there for clients’, ‘building relationships with clients’, and ‘going the extra mile’ were some of the ways that participants demonstrated care in their practice. Constraints on care were challenged and resisted by ‘taking a stand’, ‘bending the rules’, ‘picking battles’, ‘justifying care’, and ‘taking risks’.  相似文献

ABSTRACT

This paper explores the intersections of formal and informal care in the relationships that develop between elderly care receivers and their families and migrant domestic care workers and their families. The domestic migrant care literature has tended to focus on two main ‘hidden costs’ of this ‘care-chain’: the ‘care exploitation’ of paid carers by their employers and the ‘care drain’ impact on the family members left behind by the migrant. In this paper, we employ a care circulation framework to examine the process of becoming kin-like – or ‘kinning’, which remains relatively under-explored and warrants further research. An analysis of this process of kinning helps to highlight how the domestic space of care receiver homes are transformed – through the negotiation of relationships with migrant care workers – into transnational social fields that bring the diaspora worlds of the migrants into the everyday worlds of the locals.  相似文献

This study is based on a study of the experience of the outdoors in early childhood education and care settings in Ireland. Central to the analyses are the inter‐linkages drawn between constructions of a ‘good’ childhood, and children’s ‘need’ for outdoor play, as well as the contradictions which arise around competing discourses of safety and protection versus play and autonomy in the structuring of children’s everyday lives. The findings indicate that the outdoors is increasingly marginalised in young children’s everyday experiences. Conclusions are drawn with reference to the implications for the development of real and meaningful outdoor play experiences for children in early childhood education and care settings.  相似文献

Significant decline in mortality and fertility rates has led to a rapid aging population in many parts of the globe. Coupled with a decrease in caring for one's senior parents at home, this condition creates a crisis in elderly care. Most studies on elderly care in Japan, the country with the highest percentage of senior people in the world, employ theoretical approaches rooted in the fields of aging and migration studies. This article offers a new perspective by not only focusing on the voices of the Indonesian women migrant care workers in Japan by way of in‐depth interviews, but also intersecting feminist and waste studies in its analysis. This different theoretical approach allows this article to argue that the politics of disposability in the ‘global care chains’ is a gendered and ‘affective’ phenomenon. Drawing from Jaggar's ‘emotional hegemony’ and Saraswati's ‘affective structure’, this article shows that emotions matter in constructing the disposability of these migrant workers and elderly people, particularly within the capitalist currents that drive the gendered supply chains.  相似文献

Abstract

Recent efforts on the part of International Political Economy (IPE) scholars to place an emphasis on the importance of everyday spaces and actors in analyses of the global political economy have largely tended to overlook the significance of gender. However, gender and other intersecting factors serve to inform everyday actions, which—as ‘everyday IPE’ scholars suggest—impact the international. Therefore I present a feminist everyday politics of the global economy (or FEPGE) approach that aims to provide a more nuanced understanding of the relationships between gender, everyday actions (in particular, resistance), and the international. Drawing on data from interviews with former transnational call center workers in Ontario, Canada, this approach is used to explore the significance of gendered everyday acts of worker resistance. I argue that along with the ‘feminization of labor’ within the industry, it may also be necessary to discuss the ‘feminization of resistance’.  相似文献

Abstract

The article presents an empirical exercise about predictions in child welfare. In the exercise, social workers imagined letters which they could receive from a child and his/her parents in five years’ time. The children had been in care for one year at the moment of letter-writing. When the social workers wrote the imaginary letters, they used their professional imagination, based on practice knowledge and experience, and were involved in a role-play. The analysis of the letters (34 from ‘children’ and 33 letters from ‘parents’) demonstrates four themes shared by the letters: ordinary life, family contacts and return home, social problems as shadows and assessment of the placement. Two narratives were performed: the narrative of future of ordinary life and that of the troubles. It is suggested that imaginary letters are helpful in highlighting practitioners’ sense of the future, professional imagination as well as the empowering and critical points in practice.  相似文献

This paper outlines research findings on the relevance of the Secure Base model (Schofield & Beek, 2014) for developing supportive teams in child and family social work. When the social work team functions as a secure base, this can help workers cope with the emotional demands of the role. The concept of the secure base comes from attachment theory (Bowlby, 1969) in which our relationships with significant others, who are available, sensitive to our needs and reliable, provide us with a secure base to return to when life is stressful and provide us with comforting internal mental models when we are physically away from them. This ‘secure base for exploration’ reduces anxiety and enables us to engage with the world, consider the internal world of others (empathy) and remain resilient when life is stressful. Using data from 52 phone interviews with child and family social workers across eight local authorities in the UK, we show how the Secure Base model has relevance for emotion regulation and resilience for child and family social workers. Data were analysed using Theoretical Thematic Analysis (Braun & Clarke, 2006). In the context of the emotional demands of social work, our data indicate that the supervisors and teams provide a work related secure base across five dimensions by behaving in ways which instil these beliefs: Availability -‘People are there for me’; Sensitivity - ‘My feelings are manageable’; Acceptance - I don't always have to be strong’; Cooperation - ‘I can work with others to find a solution’; Team belonging - ‘I am valued and I belong’. Implications for practice are proposed to help supervisors and team members reflect on beliefs and behaviours which can help provide a secure base for their teams.  相似文献

All over Europe more parents are living apart and children increasingly commute between two homes. This article explores children’s mobility. Two questions are raised. First, do children with ‘modern’ (consensual unions) family background, commute more? Second, can mobility between parental homes impinge on children’s everyday welfare? In conclusion, the article discusses whether commuting is solely in the child’s best interest. Could it be argued that children’s welfare is sacrificed for parent’s interests, and even ‘captives’ of a globalised society in need of people ‘lighter on their feet’? The case of Norway is used to illustrate a general developmental pattern.  相似文献

This paper offers a historical and psychosocial account of ‘moral panics’ about child maltreatment in England over the last four decades, and proposes this perspective as additional to Munro's more systemic account of the same history. The formal child protection system is theorised in terms of an explicit and a covert dual primary task. The overt task is to actually protect vulnerable children and prevent abuse; the covert task is to protect the remainder of society from exposure to anxiety provoking ‘dangerous knowledge’ about the prevalence of child maltreatment. Episodes of public and political moral panic occur when the boundaries of containment provided by the official system and its processes are breached, propelling debate and contestation about child maltreatment into the public sphere, where public enquiries and other social mechanisms are called upon to ‘settle’ the contested issues. Sometimes these social settlements appear to be successful in resolving conflicts about the reality or otherwise of specific forms of abuse; in other cases, especially child deaths, the controversial and anxiety-laden nature of the problem is recurrently projected back into the public domain. The paper suggests that this may be associated with a difficulty about establishing a secure symbolic framework or discourse in society for the emotionally indigestible facts of child torture and murder. In turn, this may be associated with problems about the decline of public mourning rituals and the failure of the public enquiry format to facilitate this. In line with Munro, the paper argues for the importance of a tragic perspective on child maltreatment, to counter idealisations of the capacity of the formal system to protect children.  相似文献

This paper will discuss an article by Becker and French (2005) in this Journal which proposed the general acceptance of correlations or the ‘links’ between child abuse, animal abuse and domestic violence. Becker and French claim this topic has ‘seen a growth of interest’ (p. 399) over the past two decades and they suggest that organizations across the UK should ‘institutionalize the “links” within policy and practice’ (p. 410). In this paper we question the appropriateness of linking different forms of violence in such a mechanistic and predictive way by drawing on and extending arguments we have made elsewhere. We consider the proposed ‘links’ in terms of assumptions, de?nitions, methods and logic, and raise concerns for a prospective practice which is based on retrospective (and ?awed) research. We aim to appeal to in?uential doubters (social workers, child care workers, animal welfare workers, vets, educators and policy‐makers) in a language of ‘reason’, and we propose that the identi?ed reluctance of professionals in the UK to adopt the rhetoric of ‘links’ can be viewed as an informed and re?ective response. Throughout, we offer a corrective commentary to the ?awed assumptions of the ‘links’ argument and seek to encourage others to remain sceptical about these claims and the suggested implications for practice. Taking their cue from a seeming dissonance between the theory of commodification and exploitation of migrant care workers and the case study of the outsourced self proposed by Hochschild, the author speculates whether or not the family–caregiver relationship may be equal and inclusive. The argument is unraveled by posing another question en route: what specific ‘catalysts’ can trigger ‘high-intensity affective relationships’? Elster defines 'essentially byproduct' the result of a process lacking any direct and conscious link between outcome and intention, and requiring the relaxation of the control of reason in order to be fulfilled. The author mixes significant theoretical results coming both from the relational Palo Alto School and from history of families studies, concluding that an equal and inclusive relationship may be like an Elster’s ‘essentially byproduct’ of a market relationship , when a high-intensity affective relation acts as a ‘catalyst’. The frame suggested in this article seems consistent with recent constructionist reinterpretations of the idea of kinship, which take shape and evolve through ‘everyday experiences’. Kinship thus shifts towards a more complex undefined category, that of Karsten’s relatedness. Speaking of which, the author argues some logical reasons suggesting a generalized adoption of the term only with great care and caution.  相似文献

This paper describes the results of a study that explored social worker's beliefs and opinions about ‘good enough’ parenting and about decision-making in child care and protection. Subjects were qualified social workers from throughout Scotland who were students on post-qualifying courses. Q sorts were used to gather data about significant clusters of opinion. Subjects were asked to rank statements that covered issues of parenting environments, children's needs, damaging environments and decision-making. The findings indicate confidence in the child care system and a consensus about damaging environments. Child abuse became a public issue in the early 1970s. The alleged failure of social workers and welfare agencies to prevent children being killed by their parents and caretakers led to changes in the practice and organisation in child abuse work. The way public inquiries and government departments framed the problem of child abuse produced solutions which were essentially legalistic and bureaucratic. No longer was the aim to rehabilitate poorly functioning families, but to protect children from dangerous parents. But in order to achieve this aim, it was first necessary to identify the factors that would allow child protection agencies to recognise which families were dangerous and which were not. Once these factors were identified, it was possible to develop administrative systems that would facilitate the collection and analysis of information obtained during the investigation of suspected families. These systems allowed welfare agencies to identify ‘high risk’ cases. During the translation of the problem of child abuse into a set of judicial and bureaucratic procedures, therapeutically orientated professional practices found themselves out-manoeuvered. The translation witnessed the production of social workers as ‘passive agents’, a new cognitive perspective on the problem of child abuse, and a contribution to the bureaucratisation of child care practice.  相似文献

ABSTRACT

This paper draws on UK data from an international, comparative project involving eight countries. The study examined how social workers’ conceptions and definitions of family impact on the way they engage with complex families, and how social policies that frame social work context impact on the way social workers engage with families. Focus groups were held in which social workers from four service areas (child welfare, addictions, mental health and migration) were asked to discuss a case vignette. Several factors were embedded in the vignette to represent a realistic situation a social worker may come across in their day-to-day work. Social workers clearly identified the complexity of the family’s situation in terms of the range of issues identified and candidate ‘causes’. However, typical first responses were institutional, looking for triggers that would signify certainty about their, or other agencies’ involvement. This resulted in a complicated story, through which the family was disaggregated into individual problem-service categories. This paper argues that understanding these processes and their consequences is critical for exploring the ways in which we might develop alternative, supportive professional responses with families with complex needs. It also demonstrates how organisational systems manifest themselves in everyday reasoning.  相似文献

A new type of sex crime was discovered in the United States in the 1980s – the sexual abuse of young children in ghastly rituals performed by devil worshippers who happened to be their day care providers. ‘Ritual abuse’, as this new sex crime came to be termed, appeared to be epidemic during that decade; hundreds of day care centers were investigated and scores of providers were arrested and prosecuted. This article asserts that the day care ritual abuse scare was a moral panic, in fact, the ‘purest example’ of a moral panic in that the putative threat to children had to be wholly constructed. Using the key sociological elements set out by Cohen (1972/2002), this article analyzes the day care ritual abuse moral panic and concludes by discussing additional key elements that will facilitate future sociological analyses of moral panics.  相似文献

The essay uses a quotation from Walter Benjamin to ask what ‘immense and unexpected field of action’ is revealed through the numerous web-cameras connected to the internet. The essay considers the subject of the webcam gaze to be that of everyday life in a society of surveillance and control. Drawing on Mark Andrejevic’s concept of digital enclosures and Michael H. Goldhaber’s argument that the Internet is an attention economy, the essay considers webcams and other means of online expression in the context of Gilles Deleuze’s notion of a society of control. In the end, the essay considers the webcam to reveal aspects of everyday life through senses of thisness, durée, awareness, embodiment and care, as everyday life is caught up in and constituted by intertwined networks of care and control.  相似文献
