Despite substantial costs to society associated with the adverse consequences of joblessness, studies estimating actual costs are rare. This paper identifies the main costs to the Government of long‐term jobless families in Australia. The costs were split into three groups: immediate support costs, immediate opportunity costs, and indirect/intergenerational costs. Using a microsimulation model, the paper estimates the fiscal costs, which include immediate support costs such as the welfare system, and the immediate opportunity costs such as potential revenue from the tax system. We estimate that welfare payments and lost taxation revenue from long‐term joblessness cost the Government AU$5.55 billion per year.  相似文献

Evidence about the cost‐effectiveness of interventions in children's services can help decision‐makers make more efficient use of scarce resources. We returned to six somewhat disparate interventions on which we had collated research evidence identified by service planners and practitioners as relevant to the well‐being of children in the course of the Economic and Social Research Council‐funded What Works for Children project. These are home visiting, parenting, cognitive–bahavioural therapy, mentoring, traffic calming and breakfast club interventions. We aimed to explore the nature and extent of evidence on cost‐benefit and cost effectiveness for these measures. We conducted searches for studies that looked at the costs as well as the effectiveness of the six interventions and found 24 studies matching our inclusion criteria. The studies were diverse in terms of study design and economic methods (including economic modelling and willingness to pay). Studies relating to parenting programmes and traffic calming gave the most positive indication that the interventions may be cost‐effective for the outcomes in question. The remainder of the studies did not give a clear picture, in large part because of a lack of demonstration that the intervention was effective.  相似文献

Preschool children living in low‐income families are at increased risk for poor outcomes; early intervention programmes mitigate these risks. While there is considerable evidence of the effectiveness of centre‐based programmes in other jurisdictions, there is limited research about Canadian programmes, specifically programmes that include children and parents. The purpose of this study was to evaluate a single‐site, two‐generation preschool demonstration programme for low‐income families in Canada. A single group, pre‐test (programme intake) /post‐test (programme exit) design with a 7‐year‐old follow‐up was used. Between intake and exit, significant improvements in receptive language and global development were found among the children, and significant improvements in self‐esteem, use of community resources, parenting stress and risk for child maltreatment were found among the parents. These positive improvements were sustained until the children were 7 years old. Public investment in two‐generation preschool programmes may mitigate risks for suboptimal child development and improve parental psychosocial outcomes.  相似文献

The aim of this literature review was to critique the state of the research on the effects of implementing parenting programmes in shelters for homeless families. A comprehensive search of multiple databases yielded 12 studies for inclusion. The methodological sophistication of the studies varied, with most investigations based on very small samples and one‐group pre‐post designs. Results indicated that parents generally viewed the interventions as enjoyable and informative, and attendance was good. Incentives were often used to encourage attendance. Evidence was limited in terms of effectiveness of the interventions, but the few studies of evidence‐based parenting programmes showed changes in parenting and child functioning. Suggestions are provided for future investigations in this important yet challenging field of study.  相似文献

Research shows that top‐down‐designed parenting programmes do not always meet the needs of postmigration parents. Bottom‐up programmes by migrant organizations hold a promise to fill this gap; however, research about these programmes and appropriate evaluation methodologies is scarce. Drawing upon Wenger's ( 2010 ) “communities of practice,” this paper explores an alternative perspective on parenting programme evaluation. Findings are presented from a study looking into social learning processes of postmigration parents who participated in a bottom‐up programme about raising teenagers in urban areas. Using an ethnographically inspired method combined with a preprogramme and postprogramme design, 115 Moroccan‐Dutch mothers and fathers from 15 programme groups participated. Results show that the programme provided a social learning space in which parents used themselves as resources to learn collectively about parenting. Moreover, parents consciously engaged in learning interactions across learning spaces stretched into their social networks. These analyses showed how parents' development of “learning citizenship” (Wenger, 2009 ) provides us with insight in collective learning dimensions present in a bottom‐up parenting programme, which is often not included in evaluation studies. Implications for practitioners as facilitators of parents' collective learning are presented.  相似文献

In both Scotland and England, reducing anti‐social behaviour (ASB) and building a culture of respect are key central government priorities. Accordingly, since 1997 both jurisdictions have seen the introduction of a raft of punitive legislation. Over recent years, however, there have been signs that the official ASB agenda has shifted away from a reliance on ‘enforcement measures’ towards a more balanced approach incorporating measures to address the underlying causes of problem behaviour. With their emphasis on ‘whole family’ approaches and parenting interventions, ASB family projects, pioneered by the Dundee Families Project (DFP), are seen to respond to official concerns about social exclusion and have been promoted as an effective and sustainable response to ASB. In both Scottish and English jurisdictions official endorsement of the DFP model has been marked by government‐funded programmes to ‘roll out’ this concept more widely. Drawing on findings from a recent evaluation of ASB family projects operating in Scotland combined with scrutiny of evidence from a number of English studies, this article explores, in a comparative manner, the differences and similarities in the policy discourses and models of practice employed by Scottish and English projects. More specifically, we critically appraise the role played by sanctions in evoking service user engagement.  相似文献

With care services increasingly delivered via a market there is always a risk that care homes could fail financially or struggle in terms of quality, ultimately having to close. When this happens, the received wisdom is that subsequent relocation can be detrimental to the health and well‐being of older residents (possibly even culminating in increased mortality). However, there is very little formal evidence in the United Kingdom (UK) or beyond to guide policymakers and local leaders when undertaking such sensitive work. Against this background, this article reports findings from an independent evaluation of what is believed to be the largest care home closure program in the UK (and possibly beyond). This consisted of qualitative interviews with older people, families, care staff, and social work assessors during the closure process in one case study care home and one linked day center, as well as self‐reported health and quality of life data for older people from 13 homes/linked day centers at initial assessment, 28 days after moving and at 12‐month follow up. The study is significant in presenting public data about such a contested topic from such a large‐scale closure process, in its focus on both process and outcomes, in its mixed‐methods approach, and in its engagement with older people, families, and care staff alongside the use of more formal outcome measures. Despite significant distress part‐way through the process, the article suggests that outcomes either stayed the same or improved for most of our sample up to a year after moving to new services. Care homes closures may thus be a “tale of two halves”, with inevitable distress during the closure but, if done well, with scope for improved outcomes for some people in the longer term. These findings are crucial for current policy and practice given that the risk of major closures seems to be growing and given that there is virtually no prior research on which to base local or national closure processes. While some of this research is specific to England, the underlying issue of care home closures and lessons learned around good practice will also apply to other countries.  相似文献

This study examined the relationships among non‐resident fathers' involvement, mothers' parenting and parenting stress, and children's behavioural and cognitive development in low‐income single‐mother families. Based on the theoretical concepts of father involvement in terms of accessibility, responsibility and interaction, this study operationalizes fathers' involvement with three different measures: (i) fathers' frequency of contact with their children; (ii) fathers' amount of child support payment; and (iii) fathers' quality of parenting. Analyses used the first three waves of longitudinal data from a subsample of single and non‐cohabiting mothers with low income in the Fragile Families and Child Wellbeing Study. Results suggest that non‐resident fathers' child support payment is indirectly associated with both children's behaviour problems and cognitive development. Fathers' parenting is also found to be indirectly associated with children's behaviour problems. The findings further suggest that those estimated associations are transmitted through mothers' parenting. The expected associations between fathers' contact and child outcomes are not found in this sample. The study also discusses the policy and practice implications of its findings.  相似文献

Although social work around the world is understood to be a ‘person‐in‐environment’ activity, policy in UK places more emphasis on individual characteristics than on environmental influences on development and behaviour. This results in social work practice which rightly places a strong emphasis on children's attachments to their parents and other significant people, but which largely fails to recognize their attachments to important places in their lives. Evidence from a range of disciplines is used to demonstrate the fundamental links that exist between place, identity and well‐being. The implications of this evidence for social work with children and families are explored, using practice examples to highlight some of the consequences of a lack of ‘place awareness’, as well as ways in which greater place awareness can be used to promote the well‐being of children and families.  相似文献

In the UK early withdrawal from the labour market is seen as a risk and a cost, worsening the dependency ratio, raising public and private pension costs and threatening additional welfare expenditure over the longer term. Explanations of the retirement process have focused on the welfare state and the impact of pensions and other social security policies. This paper argues that a missing actor in these accounts is the employing organization. Early retirement in the UK has been predominantly driven by the labour requirements of employers rather than state policies to encourage older workers to take early retirement. There is a case for arguing that significant change in retirement behaviour in the UK will come primarily from the modification of employers’ policies. This research is a case study of three employers: one public‐sector and two commercial. It examines the dynamics of the retirement decision. This paper reports the public‐sector case. The findings indicate that employers, in order to reduce their pensions liabilities and stem the cost of early retirement, are trying to regain control of the retirement process. The employees interviewed felt they experienced little choice concerning their retirement, had limited knowledge of the options open to them and found pensions complicated and confusing.  相似文献

The problem of family homelessness has been widely recognized by both policymakers and social service providers. What is not clear, however, is the overall effectiveness of housing intervention services provided to homeless families. This narrative review of the literature discusses 10 studies from 1991 to 2013 on both transitional and supportive housing in order to assess under what conditions and for whom these interventions are most effective. More specifically this review evaluates the research regarding which elements of intervention services are most helpful to families, the outcomes associated with these programmes, and the short‐ and long‐term effectiveness of housing interventions. Evidence suggests that while these programmes produce positive outcomes for families, a one‐size‐fits‐all model of housing may not be effective for all families. Limitations and directions for future research are also discussed.  相似文献

Although the importance of contact between children in care and their parents, when safe, is accepted, there is limited research about supervised face‐to‐face contact. There is no literature that has systematically critiqued how supervised contact can be best delivered. The aim of this systematic review was to evaluate the evidence for interventions aimed at improving the quality of contact visits between parents and their children who are in out‐of‐home care. Twelve studies were included in this review. Each study was graded and assigned scores according to the presence or absence of each of seven criteria. The studies demonstrated key similarities in the types of interventions provided, although delivery varied across group, individual and educational interventions. Parents reported improved capacity to manage their emotions and parents' satisfaction with the programmes was high. Although there was a lack of large scale, methodologically rigorous studies with long‐term follow‐up, some promising findings were identified: the literature indicates individual family support and group programmes have the potential to improve parent–child relationships and the quality of contact visits. This review suggests that future studies build on current evidence by addressing their methodological limitations and evaluating interventions that can be tailored to meet the needs of individual families.  相似文献

It is estimated that up to one million children may have been exposed to domestic violence in the UK, with significant consequences for their social and emotional development in childhood and later life. At a time when the central and devolved administrations in the UK have developed strategies to tackle domestic violence, this paper reports the findings from a study conducted on children in the child protection system with long‐term and complex needs as a result of experiencing domestic violence. The research identifies the characteristics of the children and their families and tracks their careers through the child protection system. The findings indicate that professionals have an awareness of domestic violence, and that younger children with younger parents are most likely to experience prolonged periods in the child protection system. Domestic violence in this context typically co‐exists in families experiencing other difficulties such as substance misuse and socio‐economic deprivation. In conclusion, the paper argues that Government policy and professional practice should primarily be concerned with assessing the risk that men present, rather than the risk that children are at. By reframing professional interventions, men are more likely to be challenged to accept responsibility for their behaviour and the consequences for their families.  相似文献

This article describes a research study which explored waysin which the inter-professional delivery of six parenting programmesfrom a community base succeeded in including families in highand low need. The findings suggest that working out-of-agency,with shared therapeutic purpose and from an established theoreticalbase, facilitated collaboration for the practitioners, althoughongoing ownership of the programme by the participating agencieswas not engendered by the funding arrangements. The communitybase promoted opportunities for a more inclusive, participativeapproach which was experienced as helpful by families with differinglevels of need, suggesting that parenting programmes can beboth preventive and restorative, at least in the short term.It is suggested that, while the new structures for the inter-agencydelivery of Children’s Services proposed in the 2004 ChildrenAct, should promote opportunities for such programmes to bedeveloped within mainstream service provision, and for closerengagement with schools, parenting programmes may not be atthe core of the statutory service agenda  相似文献

Community programmes designed to improve the functioning of disadvantaged neighbourhoods and the families living there, as well as to reduce specific problems such as child abuse and youth offending, are currently very popular with the UK government. However, whilst there is considerable knowledge about the structural causes of individual and neighbourhood disadvantage in UK society, evidence about the role that community programmes can play in addressing these inequalities is much more limited. The evidence that does exist tends either to have been imported from other parts of the world (notably the USA), or to be in the early stages of evaluation in the UK, with the initial findings sometimes proving rather unconvincing. In particular, the limitations of targeted funding, and the difficulties of establishing and maintaining the effective partnerships upon which successful programmes rely, are emerging as significant issues. In this paper the implications of these findings for the future of children's services is considered, in the context of ever‐widening inequalities in UK society and the government's plans for children's trusts, integrated children's centres, and extended schools, involving multi‐agency working between health, education and social services.  相似文献

Parental sense of competence is one of the central dimensions targeted on psychosocial interventions aimed at supporting at‐risk families. Researchers and practitioners need reliable instruments to assess the parental role adapted for these families. Although the parental sense of competence (PSOC) scale has been frequently used to assess this construct, there is still no adapted version for Portuguese parents. In this study, the reliability, validity and factor structure of the PSOC scale is examined with a clinical sample of 146 mothers from at‐risk families receiving psychosocial interventions for family preservation from Child Protective Services. Results show that the Portuguese version of the PSOC measures three distinct constructs with acceptable psychometric properties: efficacy, dissatisfaction and controllability. As expected, the obtained factors were significantly and positively related to parenting alliance and family cohesion, and negatively associated with parenting stress. In sum, the proposed Portuguese version shows reliability and validity evidences to measure three relevant dimensions of parental self‐evaluation, and it constitutes a cost‐ and time‐effective instrument suited for at‐risk mothers.  相似文献

Young delinquents may be regarded as children in need of rehabilitation or as offenders deserving of consequences proportional to the committed crime. The focus has increasingly been on the latter, while research shows that individual risk assessment is essential for effective rehabilitation. This study explored self‐reported history of antisocial behaviour among Swedish male offenders 15–17 years of age (n= 189) who were sentenced to participate in rehabilitative programmes conducted by local social services. Antisocial behaviour was extensive and, according to a principal component analysis, consisted of three dimensions: (i) adolescent delinquency; (ii) violence and theft; (iii) drug‐related crimes. Using cluster analysis, the participants were divided into four subgroups representing different levels and characteristics of delinquency, which explained 73 per cent of the variance in antisocial behaviour. The conclusion is that assignment to rehabilitative programmes appeared unrelated to subgroups, i.e. to risk level. Organisational obstacles to an evidence‐based practice are discussed.  相似文献

This article presents qualitative data taken from in‐depth interviews with 25 long‐term sickness benefits recipients in the north east of England, UK. A key theme emerging from the research is the importance of listening to the narratives of long‐term sick and disabled benefits recipients, particularly in relation to the formation of policy responses and in terms of practice. The findings also illustrate how stigma associated with claiming benefits can deter people from accessing the support they need, leading to under‐claiming and the risk of amplified financial strain and hardship. Further, the importance of evidence that emerges from research which focuses upon the lived experiences of sickness benefits recipients to provide evidence in the framing of disability and welfare policy is crucial. Lastly, the article discusses how the narratives presented have implications for social policy and practice, alongside the potential implications for sick and disabled people themselves.  相似文献

The adoption of evidence‐based practice in social work has been widely promoted in recent years and with this, a growing emphasis on the evaluation of practice using well‐validated and reliable measurement processes. The Department of Health's ‘Framework for the Assessment of Children in Need and their Families’ in the UK includes quantitative measures that form part of a systematic assessment of the needs of children and their families that includes assessment of parenting capacity and parental emotional state. The measure selected to assess parental mood was originally known as the Irritability, Depression and Anxiety Scale, and has been renamed within the Assessment Framework as the Adult Well‐Being Scale. This instrument is designed to assess depression, anxiety, and inward and outward irritability. However, there has been relatively little contemporary evaluation of the reliability and validity of the measure, and the extent to which it measures the four constructs it is designed to assess. This research therefore conducted extensive analyses of the reliability, validity and underlying factor structure of the Adult Well‐Being Scale. The four subscales did not demonstrate sound psychometric properties. At best a total score may be used as an indicator of ‘overall psychological distress’.  相似文献

This paper reviews divorce‐related parenting programmes, assessing the extent to which fathers are included and whether father inclusion influences outcomes. The paper also discusses limitations of the research evidence and implications for future intervention and evaluation design. Thirteen programmes met the criteria in the review period 2005–2012 but only four had been evaluated using randomized control trials or with independent measures from mothers and fathers. Analysis of these four programmes shows modest evidence of reduced couple‐conflict, improved coparenting and some evidence of improved child outcomes. Key issues raised are the need for improving the quantity and quality of demographic data about fathers; the importance of incorporating analysis by gender of parent into evaluation design and the value of developing and routinely using father‐related indicators to measure programme impact on men's parenting, fathering and co‐parental relationships.  相似文献
