This paper seeks to analyse the process of Europeanization of social movements mobilizing around the asylum policy since the middle of the 1990s. Taking the example of the principal French associations which have mobilized on this topic, the paper explores the dynamics that lead these associations to increasingly address the European institutions since the launching of the process of harmonisation of asylum policies. In particular, it shows that particular attention shall be given to the relationship between the associations that have constituted at the national level and the set of actors that are mobilized on this issue exclusively at the European level (which is defined as a European advocacy coalition). Through the analysis of this relationship, it can be seen that the French associations follow different processes of Europeanization. Some follow a process of inclusion into the existing European advocacy coalition while others create alternative mobilizations at the European level. This study allows us to observe and to analyse the similarities and differences in the interactions between social movements and institutions in the national political space and in the European political space on this particular issue. In doing so, it seeks to present an original perspective on a process of ‘Europeanization from below’. This research is based on the in-depth analysis of 11 associations which are representative of the diversity of the movement related to the asylum issue in France. It uses different methods that were developed in social movements studies: frame analysis, protest-event analysis and network analysis. Different stakeholders tried participatory approaches to boost progress in rural sanitation in India. The policy processes around these experiences, despite shaping their outcomes, remain a knowledge gap this article addresses. Evidence shows that the interests of the actors involved resulted in the national campaign being focused on construction. Therefore, participatory approaches could only be successfully introduced through networks with political champions at their centre. Moreover, political dynamics determined the success of the different introduction strategies. A better understanding of these policy processes, using analytical frameworks such as the one we propose, will lead to smarter influencing strategies in the sanitation sector.  相似文献

In Australia, as in most other developed countries, women constitute less than 10 per cent of engineers and they are leaving the profession faster than men. Engineering organizations have taken up managing diversity as a key policy to improve the recruitment and retention rates of women engineers. This article contributes to the developing literature of critical approaches to diversity by drawing on data from three large engineering companies to argue that this policy fails to challenge the prevailing sexual politics in engineering. We propose the concept of ‘sexual politics’ in order to stress that gender is relational, contested and always political. In failing to engage with the sexual politics in engineering organizations, managing diversity obscures the systematic nature of women's disadvantage and men's advantage in the workplace. Only when these politics are recognized, confronted and transformed will engineering careers be more equitable.  相似文献

After having been put aside for three decades, industrial policy has reappeared in the research and policy debate on economic development in the Global South. However, it has also been argued that fragmented and decentralized value chains have foreclosed the traditional role of industrial policy. The article reviews three strands of thinking, exploring to what extent and how one can align the call for new industrial policy with the expansion of global value chains? It shows how the research agenda can be moved forward by realigning contributions from global value chain scholarship with researchers who take their point of departure concerning new industrial policy in structural transformation, technological capability and innovation system thinking.  相似文献

Social integration is one of the most urgent issues in Western countries, where cultural diversity has been recognized to make social unity danger. In the past, social integration used to be tackled by multiculturalism, which was an effort to recognize cultural diversity as a positive aspect of society. However, multiculturalism is losing the moral support of society because multiculturalism itself could not be a social glue among different people; rather it is thought to make society unstable. Thus, a new philosophy and policy is required to manage the issues of social integration in a globalized social environment. In order to create social integration, on one hand, people with different backgrounds need to share the same concept of society. On the other hand, people have to become accustomed to cultural diversity. However, this is not easily accomplished because both measures for social integration seem to be politically contradictory and incompatible. How, and by what reasons, could these two conditions of social integration be satisfied? To answer this question, this paper scrutinizes the changes in social integration policy in post‐war Britain. I divide social integration policy in Britain into three stages focusing on the relationship between social unity and cultural diversity: from after World War II to 1979; Thatcher's and Major's Conservative Governments; and Blair's new Labour Government. The social integration policy and philosophy of the new Labour Government in particular is important because it represents post‐multiculturalism discourse for social integration. The Labour Government tried to establish social integration by introducing an abstract common identity, which both the majority and minority groups could accept and which is compatible with various cultural or religious conventions and teaching, as it were, citizenship and Britishness, as a set of liberal values. Although the Labour Government's policy itself was controversial, it is giving us a reference point for the debate on social integration in a post‐multicultural era.  相似文献

This article studies the effects of bandwagon and underdog on the political equilibrium of two-party competition models. We adapt for voter conformism the generalized Wittman?CRoemer model of political competition, which views political competition as the one between parties with factions of the opportunists and the militants that Nash-bargain one another, and consider three special cases of the general model: the Hotelling?CDowns model, the classical Wittman?CRoemer model, and what we call the ideological-party model. We find that the presence of voter conformism significantly affects the nature of political competition, and its effect on political equilibrium is quite different depending on the model one uses. In the Hotelling?CDowns model, political parties put forth an identical policy at the equilibrium, regardless of the type of voter conformism, and this is the only equilibrium. In both the ideological-party and classical Wittman?CRoemer models, parties propose differentiated policies at the equilibrium, and the extent of policy differentiation depends on the degree of voter conformism.  相似文献

In line with Judith Butler’s famous “Gender Trouble”, this article starts by challenging some basic assumptions. What are the conceptual premises of diversity and its management? How do these concepts define identities? How do they decide and influence the entrepreneurial management of these identities? And what patterns of action are typical for diversity conscious organizations? Following these questions by focusing on the discussion of diversity in the German-speaking world, the authors discuss three distinct issues they have had with current diversity management concepts: first, the personalization of social systems; second, the monolithic construction of organizational cultures; and third, an understanding of change that follows a rather mechanistic logic. Trying to light up different blind spots, the article argues for a different approach to diversity management, paying more respect towards organizational dynamics, coping with complexity in a mindful manner, and a sense of ambivalence that should be at the heart of diversity leadership.  相似文献

Commitment or political will is often notable by its absence. While lack of commitment is a key factor in policy failure, it has been challenging to identify and operationalize how commitment can shape successful implementation. This article applies Brinkerhoff's (2000) framework of expressions of commitment to explain how commitment of policy elites shape policy implementation processes. Evidence for five characteristics of commitment traces these expressions from two types of policy elites — politicians and bureaucrats. Primary data from four Indian states were used—Chhatisgarh, Assam, Bihar and Andhra Pradesh—to examine the case of the Mahatma Gandhi National Rural Employment Act (MGNREGA). The data were collected through interviews with state‐level elites, supplemented by secondary data on the political economy of these states. In explaining how successes and failures of the MGNREGA are attributable to the commitment of these actors, the article considers the politics of policy implementation. It argues that commitment is critical at the sub‐national level in India, and explains the different outcomes of MGNREGA in the four states. The article considers how to strengthen policy implementation, and demonstrates that this can be done through capitalizing on positive feedback loops between different strands of commitment, as well as between commitment of administrative elites and political party leaders. The paper concludes that commitment and capacity feed off each other, improving implementation of social policies.  相似文献

"The ideal type of political organization is the nation-state, which leads to a presumption of state legitimacy when the state represents a community, based on ethnic origin or shared political values, that claims a right to persist. A nation-state tends to produce forced migration for three reasons: it contains more than one nation; the populace disagrees about the structure of the state or economy; or the state implodes due to the lack of resources. This paper elaborates a theory of refugee production and policy formation based on the dynamics of the nation-state. Several decades of interdisciplinary research have demonstrated the benefits of racially and ethnically integrated K12 schools. However, there is still much we do not know about what happens inside diverse schools that lead to these outcomes. In this article, we argue that the study of diversity in higher education, with its greater focus on internal institutional dynamics and a broader range of outcomes, can help K12 researchers fill in these gaps. However, the framework for studying diversity in higher education cannot be applied to K12 schools without first accounting for developmental and structural differences across students and sectors. To that end, this article summarizes the main components of the framework for studying diversity in the higher education literature—compositional, interactional, and organizational diversity—as well as the broad range of outcomes including not only academic achievement but also skills for lifelong learning and dispositions for citizenship in a multiracial democracy, and suggests how they can be adapted for K12 research. We argue that with this comprehensive but adapted framework, research on K12 education can inform practice and policy by providing more insight into the underlying mechanisms of school diversity and its consequences.  相似文献

The prominence of data and data technologies in society, such as algorithms, social media, mobile technology, and artificial intelligence, have heralded numerous claims of the revolutionary potential of these systems. From public policy, to business management, to scientific research, a “data‐driven” society is apparently imminent—or currently happening—where “objective” and asocial data systems are believed to be comprehensively improving human life. Through a review of existing sociological literature, in this article, we critically examine the relationship between data and society and propose a new model for understanding these dynamics. “Using the concept of the informatic,” we argue the relationship between data and society can be understood as representing the interaction of several different social trends around data; that of data interfaces (that connect individuals to digital contexts), data circulation (trends in the movement and storage of data), and data abstraction (data manipulation practices). Data and data technologies are founded to be entwined and embedded in numerous social relationships, and while not all are fair and equitable relationships, there is ample evidence of the deeply social nature of data across many streams of social life. Our three‐part informatic framework allows these complex relationships to be understood in the social dynamic through which they are witnessed and experienced.  相似文献

In this introductory article to the thematic issue, our aim is to discuss the state of the art in research on co-production of public services. We define co-production, for the purpose of this article rather narrowly, as the involvement of individual citizens and groups in public service delivery. We discuss the concept along three main research lines that emerge from the literature: what are the motives for co-production? How can co-production be organized effectively? What are the effects of co-production? Secondly, we also critically assess the state of the art and discuss some conceptual and methodological issues that are still open to debate. Thirdly, we propose some directions for future research: greater methodological diversity and the need for empirical and comparative research with a specific attention for theoretical advancement in co-production research.  相似文献

This article focuses on the evaluation of recent research on post-communist political regime diversity in Eastern Europe and the former Soviet Union. It offers a snapshot of the literature which looks for explanations for this diversity in four sets of factors: pre-communist and communist legacies, transitional institutional choices, political leadership, and foreign influence. The findings are based on the political evolution of three countries: Slovakia, Belarus, and Macedonia. They are representative for all post-communist countries both in terms of regime trajectory and regional location. The author concludes that post-communist political regime diversity can best be explained when the political leadership in general and the top politicians’ ideology, in particular, are placed at the centre of the analysis. This explanation correlates well with all types of post-communist regime, whether democracy, dictatorship, or intermediate regime. The other factors – legacies, institutional choices, and foreign influence – at best, may act only as reinforcing variables in some cases.  相似文献

This empirical study in one UK Fire Service explores the experiences of sexual minorities in the workplace, an under‐researched area of diversity, but one that has a growing focus of interest. The article aims to show that the organizational culture has an impact on sexual minorities in a number of different ways. The UK Fire Service is an organization which is fragmented into regional brigades, fire stations and watches (shifts) and it is at the level of the Watch that firefighters interact very closely. This article shows the complexities and dynamics of sexual minorities living and working in the Watch culture in the Fire Service. In particular, it highlights the different dimensions of the Fire Service culture which have an impact on sexual minorities. These are: the work environment, discourse, ways of working, rules, association, signs and symbols.  相似文献

This essay looks at the requirements and qualities of a student and a teacher as seen from Eastern traditions such as Vedanta, Zen Buddhism and Sufism. The objective is to show or to propose that the same qualities are also needed in our present-day education system, no matter what the subject of study is. Though the emphasis is on these three particular systems, it is understood that one can find the same or similar qualities in other spiritual traditions. At the end of the essay, a heat transfer model is developed whereby the different aspects of an "ideal" teacher, sometimes also referred to as the real teacher, or the true teacher, can be obtained from such a model.  相似文献
