This article examines the implications of part‐time working for mothers, particularly with regards to their occupational mobility and acquisition of skills, in UK service sector organizations following the implementation of the Part‐time Workers’ Directive in 2000. Through qualitative interviews with women and their managers in five hospitality workplaces, this article explores whether part‐time workers are potentially the ‘losers’ in the ‘winner‐takes‐all’ approach to career development. Discussions focus upon the extent to which part‐time workers can access career paths or, alternatively, whether part‐time management positions are the reserve of highly skilled women who are able to negotiate reduced hours after obtaining a management position full time. In conclusion, this article distinguishes between two forms of working‐time flexibility, which are named optimal and restrictive. The implications of these alternative types of flexibility, in terms of access to skill acquisition and occupational mobility, are then addressed.  相似文献

University‐based fundraisers have career paths that are unique in that most do not come to their careers through traditional training programs that are available to other professions, which may impact their expectations of and experiences in their work. Using the conceptual framework of person‐in‐environment fit, this study uses qualitative data from semistructured interviews of 44 higher education fundraisers to understand factors influencing their career trajectories. While formal educational backgrounds do not necessarily provide specific skills necessary for a fundraising career, findings show that many rely on on‐the‐job training, which was at times inadequate. Findings also counter common reports of fundraisers as “falling into the profession” when choosing to join the fundraising field and demonstrate how organizational factors can influence recruitment and retention.  相似文献

Germany and Austria are two countries with a comparably and persistently high gender pay gap. Further, both countries are classified as conservative welfare states where the male breadwinner model has been only partly modernized and strong corporatist structures shape working conditions. At the same time, welfare policy and provision are not only based on but also shape gender‐related norms, beliefs and assumptions that are virulent for job valuation and collective bargaining. Against this background the article analyses similarities and differences regarding the gender pay gap in Germany and Austria. While both countries show significant similarities regarding the causes for the gender pay gap, there are some differences regarding legislation and further policies with which the gender pay gap could be reduced. Arguing that the institutional framework strongly influences income opportunities for women and men, the article provides a sectoral analysis of the financial and insurance sector and the human health sector in both countries. Using qualitative data from a recent research project, it is argued that in the classification of a sector as ‘female’, the sectoral income level combined with different wage‐setting mechanisms have a crucial impact on wage inequalities between women and men.  相似文献

This study examined the factors associated with job‐pursuit intentions for Japanese companies among young, college‐educated Malaysian respondents. Building on the frameworks of Japanese‐style management and the organizational image theory, the study examined the perceived images of Japanese companies and their relations to the actual job‐pursuit intentions among potential job seekers in Malaysia. Using two types of surveys—one based on students (prospective new graduates), and the other based on mid‐career workers—we found that a positive image of Japanese companies’ human resource management was attractive to both types of potential job applicants. Images related to skill training and monetary compensation were more appealing to students, whereas the image of career development was more appealing to mid‐career workers. We also found that Japanese companies tend to attract members of the workforce who are talented in job‐specific skills and professional knowledge in the Malaysian context.  相似文献

Nonprofit organizations (NPOs) play an important role in the provision of health and social services. In Canada the nonprofit sector includes 7.5 million volunteers and employs over 1.6 million paid workers. The sector is overwhelmingly female‐dominated — women make up over 80 per cent of workers in these nonprofit services. Work performed by women has traditionally been undervalued and invisible. It has often been considered safe by researchers, employers, policymakers and sometimes even workers themselves. Although there is some indication that jobs in the restructuring social services sector can be characterized by constant demand, high stress and violence, research into the working conditions and health hazards of these types of jobs has not been a priority. Using data from a qualitative study examining work in NPOs, we trace the ways that work performed in these workplaces is both gendered and invisible. We identify three types of invisible labour. ‘Background work’ facilitates and supports more visible and recognized organizational activities. Certain organizational language obscures the full spectrum of work that takes place in the organizations and the risks it may involve. ‘Empathy work’ includes the relationship building, counselling and crisis intervention that comprise key components of social service delivery. ‘Emotional labour’ involves the management of client emotions and workers' own emotions in the process of working with clients and delivering care under conditions of scarcity and contraction. The invisibility of these activities means that much of the day‐to‐day work done in the organizations, while particularly important in the context of social service restructuring, is taken‐for‐granted and undervalued by organizational outsiders. As a result, many of the hazards present in the jobs are hidden from view and workers' health may be compromised. We argue that the invisibility and taken‐for‐grantedness of certain types of work in NPOs is reflected in, and constitutive of, particular exclusions and shortcomings of current occupational health and safety systems designed to protect the health of workers.  相似文献

The growth of the ‘service economy’ has coincided with the large‐scale detachment from the labour market of low‐skilled men. Yet little research has explored exactly what it is about service work that is leading such men to drop out of the labour market during periods of sustained service sector employment growth. Based on interviews with 35 unemployed low‐skilled men, this article explores the men's attitudes to entry‐level service work and suggests that such work requires skills, dispositions and demeanours that are antithetical to the masculine working‐class habitus. This antipathy is manifest in a reluctance to engage in emotional labour and appear deferential in the service encounter and in the rejection of many forms of low‐skilled service work as a future source of employment.  相似文献

This paper explores the careers of 27 women employed as part‐time managers in a range of UK public, private and not‐for‐profit sector organizations. Drawing upon semi‐structured interviews, the article briefly summarizes the career trajectories of these women, prior to and after a transition to part‐time working, before exploring whether and how career progression is linked to the support of role models and mentors. The part‐time managers in this sample held varied careers while working full‐time, but careers often stalled following a transition to part‐time work. Given research has identified role models and mentors as having a positive impact upon career progression, this paper explores the existence of role models and mentors within the sample of female part‐time managers. While the majority of interviewees identified role models, just over half identified these as negative role models who did little to champion part‐time working. Drawing upon Gibson's ‘positive/negative’ role model dimensions, we argue the likelihood of identifying positive and negative role models alters when an analysis takes account of gender and working hours. Few interviewees identified mentors: just four women spoke of being mentored currently, though ten others identified being mentored in the past. We argue this lack of mentors and the identification of negative role models, the majority of whom were women, exacerbates the already precarious position of these female part‐time managers. The paper concludes by commenting on the lack of support for female part‐time managers, and the paucity of influential people working part‐time in organizations, despite the rapid growth of part‐time work in the UK over the past four decades.  相似文献

The new social work degree has a strong emphasis upon the development of communication skills and upon the requirement for Higher Education Institutions (HEIs) to assess students' safety and readiness to practise. The GSCC grants to HEIs to develop skills labs to help with this skills development have been widely welcomed, but not enough work has been done fully to evaluate the effectiveness of such skills labs. There has been some previous evidence to suggest that such projects may even be counter‐productive. This article explores the way in which Staffordshire University has called upon its service user/carer group and a team of practice assessors to work with the academic tutor to devise and carry out a programme of skills training in a skills lab environment for first year students on the new degree. An initial evaluation of this project shows encouraging results for this ‘work in progress’, even though it is still early days.  相似文献

This article explores the relationship between gender and career paths for a group of women and men who graduated as engineers during a period of labour market turbulence in western Canada during the 1980s. Using a model adapted from Brown (1982 ), the article uses ‘career path’ as a device to organize data drawn primarily from telephone and face‐to‐face interviews with 317 graduates. Three career paths provide the focus for the study: the ‘organizational’, characterized by stable employment with one employer; the ‘occupational’, characterized by mobility between employers; and the entrepreneurial, characterized by self‐employment. The use of the career path framework moves the study beyond global comparisons (of the dichotomized ‘gender differences’ kind) between ‘the women’ and ‘the men’. As well as allowing for comparison between the paths, it allows more refined and contextualized comparisons within each path. Such comparisons produce patterns of similarity and difference that sometimes transcend gender.  相似文献

Although recruitment and retention of qualified employees are some of the biggest challenges in the nonprofit sector, nonprofit organizations must maintain human capital inflow due to its significant impacts on organizational success. Through person‐organization value fit, this paper explores the factors that influence labor shifts from the public or for‐profit sector into the nonprofit sector in the South Korean context. Specifically, the effects on the likelihood of employees switching to the nonprofit sector from the perspective of eight job satisfaction measures and three education–job match measures are investigated. Two groups of employees (those whose career started in the for‐profit sector and those starting in the public sector) are compared. Results indicate that there is substantial variation between the two groups. In particular, intrinsic job satisfaction has completely different effects on those working in the for‐profit sector than on those working in the public sector regarding their likelihood of having experienced an intersectoral shift into nonprofits. The more public employees are satisfied with intrinsic job rewards, especially job reputation, the more likely they are to move to nonprofits. These results suggest that when employees in the public sector are satisfied with intrinsic rewards they tend to pursue greater intrinsic satisfaction in the nonprofit sector. This paper also reports that education–job match is only significant for those whose first job was in the for‐profit sector.  相似文献

The Opportunity 2000 Campaign has recognized that equal opportunity policy change has to be accompanied by a process of culture change in organizations. However, sustaining commitment to an equal opportunity culture may be a difficult task in times of rapid and varied organizational change. In particular, the volume and scope of ‘restructuring’ that follow mergers, acquisitions, divestment, the introduction of internal markets, and other changes in business strategy often lead to ‘downsizing’, ‘delayering’, and outsourcing of business functions. This can have very variable outcomes for the careers of women managers. For them the experience of organizational restructuring is akin to participation in a lottery in which they are occasionally winners, but usually losers. This is the main finding from in-depth case studies of three large organizations in the public sector, pharmaceuticals, and financial services, which have all experienced some form of ‘restructuring’ over the last five years. The main conclusion of this research is that unless restructuring involves an expansion of managerial positions it is likely to disadvantage women managers. The reasons for this are that it leads to job losses in functions where women are concentrated; highlights the disadvantages of poor line manager support; reinforces exclusion from the valuable informal organizational networks that provide access to career development opportunities; and renders formal equal opportunity policy monitoring ineffective. These findings have considerable implications for organizational and national policy initiatives to achieve an equal opportunity business culture.  相似文献

This article describes the provision of activities to promote co‐existence between Arabs and Jews in Israel, specifically in the secondary school sector. In examining patterns of change in this area it becomes clear that student and teacher participation in the activities has been determined by several main variables, including the level of political violence in the society, with which there is a negative correlation, the peace process which has had a similarly strong positive influence on the uptake of coexistence activities; and the changing roles of government and non‐governmental organisations in this field. The article also examines the theories and ‘purposes’ underpinning the activities, as perceived by Israeli educationalists. The former can be located on a broad spectrum ranging from a ‘human relations’ approach, stressing the affective capacities of students, to a more explicitly political, cognitive approach. There are significantly fewer differences among the ‘purposes’: the specific skills which educationalists hope students will develop. Many skills considered central to co‐existence activities were common to both the ‘human relations’ and ‘political’ approaches. This indicated either a lack of communication between representatives of NGOs from whom the theories are developed and articulated and the teachers and schools who implement the programmes, or an ultimate mutual dependence between the affective and cognitive modes of conflict resolution.  相似文献

Government policies in Canada have taken a hard right turn, and tax cuts now have priority over investing in social programming. Both federal and provincial governments have been withdrawing from direct service provision, with the expectation that the voluntary sector will fill the gap. At the same time, traditional government support for the voluntary sector has declined, which limits the ability of organizations to meet their current service demands. Using a sample of 645 organizations from across Canada, this article explores the use of revenue diversification as a response to policy changes. The findings indicate that the factors related to voluntary organizations' in Canada embracing revenue diversification to support program delivery differ for organizations run by women and nongendered organizations.  相似文献

This article reviews the development of an experiential learning exercise at Kingston University, designed to involve service users and carers in assessing students' readiness to practise. The new social work degree places increased emphasis on practice learning and equipping social workers with the knowledge, skills and tools for the job. This article draws out some of the strengths and advantages of involving ‘experts by experience’ in helping students to develop awareness of self, their impact on others and effective communication skills, ultimately promoting an understanding of reflective practice early in their training. It also acknowledges some of the problems and dilemmas in providing an equitable experience for all students. The students are provided with this learning/assessment experience as part of a module in the first year of the undergraduate social work degree programme and have to pass this element of the module, in addition to the academic component, in order to progress to level two.

The terms ‘service users’ and ‘carers’ and ‘experts by experience’ are used interchangeably in this article. The Steering Group at Kingston University, involved in the development of the exercise discussed, are aware of the power and impact of language and have expressed preference to being referred to as ‘experts by experience’.  相似文献

In many developed countries there has been a shift from grants to contracts as a source of local public sector funding of the third sector. Smaller third sector organizations may struggle to compete for this funding due to the complex process of accessing and maintaining this funding and conveying their capabilities to funding providers. This study utilizes data from the United Kingdom to determine what factors increase these administrative and communication barriers for smaller organizations. Resources in income and volunteers affect perceptions of the process of obtaining funding. A solution may be standardization of evaluation and monitoring, but this may lead to isomorphism and loss of variety of provision. Better two‐way communication may allow local authorities to retain variety in public service provision through improved knowledge of their partners.  相似文献

This paper focuses on ‘streetwalkers’ and ‘street sex workers’ who are unlicensed sex workers not belonging to a brothel and subject to criminalization. They often face great stigmatization and are usually considered victims by service providers. Five Singaporean ex-streetwalkers (n = 5), who had left the streets for at least six months and were currently receiving or had previously received skills training at a social service agency, participated in this study. Using an agentic framework and social relational theory principles, this qualitative study explored the impact of streetwalkers’ relationship with their children on their decision to enter and leave the streets and reasons for their successful help-seeking experiences. Findings revealed them to be agents who actively used strategies to meet their goals and to sustain close relationships with their children. The mother–child relationship context was a key influence on their decision to enter and/or leave the streets. Social work practice implications include tailoring service delivery to tap into their agentic capacities and identity as mothers; research and training in provision of proactive social services in a non-judgmental manner to preserve the dignity of these women while meeting both their own and their children’s needs.  相似文献

The Information Technology (IT) industry has become an important economic factor in many Western countries, but it is well known for suffering from skills shortages and high turnover rates. Organizational career management (OCM) may help to attract new talent and reduce IT turnover by satisfying individuals’ career needs. However, to date, little is known about what, exactly, IT professionals expect in terms of career-related support, and whether their expectations match with what IT organizations provide. This paper reports on a quantitative study that investigated what 1686 IT professionals in Switzerland, Germany and the UK expected and what their employers provided in terms of OCM. Findings indicate that there are substantial mismatches between OCM ‘supply’ and ‘demand’. The paper makes an important contribution by providing a more in-depth understanding of IT professionals’ OCM preferences, leading to various practical implications for IT organizations and beyond.  相似文献

This article explores the experiences of men in non‐traditional occupations. In particular it focuses on the dynamics of career entry, career orientation (namely, a preference for intrinsic or extrinsic rewards) and the possible existence, nature and consequences of role strain. Four occupational groups are examined: nurses, cabin crew, librarians and primary school teachers. The results suggest that men fall into three main categories: seekers (who actively chose the ‘female’ occupation), ‘finders’ (who did not actively seek a non‐traditional career but who found the occupation in the process of making general career decisions) and settlers (who actively chose the occupation, often as a result of dissatisfaction with a more ‘masculine’ job, and who then settled in their non‐traditional career). Settlers, in particular, are associated with a more intrinsic career orientation and express a desire to remain close to occupational and professional practice. Role strain is prevalent in men's experiences in their non‐traditional career. The potential sources of such role strain and the implications for career aspirations and career choices are explored.  相似文献

The applicability of pay-for-performance systems (PfP-systems) in nonprofit organizations (NPOs) is discussed controversially both in literature and in practice. Existing theoretical models emphasize the importance of the employee’s motivation and output control for the effectiveness of PfP-systems. However, empirical evidence on which factors influence PfP-system’s introduction in NPOs is still lacking. Based on an exploratory study of nine Austrian NPOs, this paper develops hypotheses on what organizational factors distinguish NPOs that rely on PfP-systems for managing employees’ performance differences from those that use alternative approaches (e.g., job enrichment, NPO-spirit). Findings suggest that decisions on the application of PfP-systems are influenced by five determinants: perceived degree of competitiveness regarding funding and service provision; degree of strategic freedom; clarity of strategic objectives; existence of management instruments; and organizational culture.  相似文献
