The American waste stream is quickly reaching crisis proportions. According to Environmental Protection Agency estimates, municipal solid waste has increased 80% since 1960 and will increase another 20% in the next 10 years. Despite the sociopolitical and ecological importance of the solid waste crisis, little research exists examining public opinion and behavior toward this issue. Using survey data from a study of 290 residents in St. Tammany parish, Louisiana, this article examines attitudes regarding the parish's own impending solid waste crisis and its level of support for various recycling and source reduction programs. As suggested by recent national polls, residents show an increasing concern about waste‐disposal issues and a willingness to support initiatives that reduce the waste stream. Some political and ecological implications of these data for future research are suggested.  相似文献

As the nature of the earth's ecological crisis becomes increasingly dire and impossible to ignore and as global concern continues to increase, social work, with its investment in issues of justice and its commitment to a person-in-environment perspective, needs to more aggressively evaluate its place in this crisis. This paper presents a study designed to explore US social work students' attitudes, interests in, and practices related to the environment, as well as their perceptions of the place for environmental issues in the social work curriculum. This study's findings suggest that social work students' attitudes toward the environment are generally consonant with those of the US population, and that there is strong interest in enhancing the amount and scope of exposure to environmental issues in the social work curriculum. A sizable majority of all social work students surveyed view environmental justice as an important aspect of social justice and a viable area of concern for social workers, and they expressed an interest in seeing more content on environmental justice in social work education. Suggestions for integrating this content into the curriculum via inter- and trans-disciplinary, and service-learning approaches are discussed.  相似文献

Inadequate environmental sanitation in many cities is a major cause of diseases and is a drain on the economy by way of lost workdays, cost of treatment and cleanup activities. Municipal authorities and policymakers need to act fast to address this issue. Sustainable waste management provides a comprehensive inter-disciplinary framework for addressing the problems of managing urban solid waste, in the resource constrained developing countries where quality of such services are poor and costs are high often with no effective means of recovering them. Upgrading the coverage of waste management and services and increasing their efficiency is a precondition for improving the environmental quality of cities. This paper highlights the fact that the involvement and participation of all the stakeholders such as the waste generators, waste processors, formal and informal agencies, non-governmental organisations and financing institutions is a key factor for the sustainable waste management.  相似文献

ABSTRACT

This study explores the involvement of townspeople in efforts to protect their environment through environmental awareness program. The environmental program implemented is Surabaya Green and Clean (SGC) which was initiated by Surabaya City government since 2005 in kampung (community-based housing) in Surabaya (Indonesia). This study employed a qualitative approach with semi-structured interviews, observations, and literature studies as data collection technique. The data were taken in Kampung Margorukun with a total of 14 informants involving the head of kampung, environmental cadres, and residents who are engaged in developing Kampung Margorukun to be one of the ecotourism models. The research results indicate that the resident involvement in SGC includes environmental cadres formation, environmental awareness education, waste recycling, waste bank management, and ecotourism development. The implementation of SGC in Kampung Margorukun is a form of operationalization of residents’ concern for environmental protection and sustainable development from ecological citizenship perspective.  相似文献

The goal of this study was to assess the existing solid waste management stream in Kabul, Afghanistan, as a basis for developing a sustainable solid waste management system. Achieving the goal of this study necessitated (1) assessment of the major factors affecting the solid waste stream and it collection; (2) estimation of the solid waste generation rate; and (3) characterization of the solid waste composition. The solid waste characterization data demonstrated that the solid waste stream in the city of Kabul, although similar to low income countries in Asia, especially to South Asian countries, is unique in composition and solid waste generation rate. The solid waste stream was characterized with large organic fraction of approximately 70% and specific weight of 413 ± 52 kg/m3. The estimated solid waste generation rate ranged between 0.31 and 0.43 kg/capita/day. It is expected, however, that the solid waste stream characteristics for the city of Kabul will change over time to be similar to waste streams of cities in the region with similar socio-economic, cultural and religious background.  相似文献

Evidence is strong that the planet's ability to continue sustaining life is under threat. Despite this and despite the urgency of time constraints, the human species, in its vast range of occupations and careers, has scarcely lifted a finger to address the crisis. The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). An overview of solid waste management and how solid waste collection benefits the poor in the city of Dar es Salaam. The study showed that the solid waste collection service by the private sector is greatly influenced by households’ attitudes and behaviour. Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. This study, based on a random‐digit‐dialing telephone survey of adults in Maine, New Hampshire, and Vermont, uses ordinary least squares regression to examine a relatively neglected element in the sociological literature on environmental concern, namely, the influence of an individual's social capital on the formation of environmental attitudes. We argue that it is those individuals with a greater diversity of social connections who are most likely to be influenced by ecological perspectives grounded in conservation and environmental protection. Controlling for other theoretically relevant variables, we regress an index of environmental concern that gives special emphasis to environmental‐economic trade‐offs on our measures of relational and community social capital. While confirming much of the earlier work in this area, our model provides evidence that connections to other people play an important role in determining individual concern for the environment. Specifically, the number of respondents' “weak ties”—that is, not their closest relationships—and the average occupational status of respondents' social ties, in general, were both positively correlated with environmental concern. Additionally, one of our three measures of community social capital, the number of visits from friends over the past month, was statistically significant and negatively correlated with environmental concern.  相似文献

Liberia has gone through civil crisis for over a decade which has resulted in the destruction of infrastructure and disruption of basic services delivery particularly in Monrovia, the capital city. Most of the 1.3 million people living in Monrovia are without adequate environmental sanitation and waste management services which situation poses a serious health risk to the residents. The current waste management service coverage is less than 20% and disposal is by indiscriminate open dumping. In 2003, there were series of outbreaks of cholera epidemics in the city during which time a total of 26,651 cases were reported with many dying.The waste management plan was initiated as an exit strategy of UNICEF following an intervention response programme to assist the Monrovia City Corporation (MCC) whose capacity in this area had been crippled as a result of years of war, through the provision of support in solid waste collection and disposal.The objectives of the plan were to:
(a) Improve waste management services delivery in the city.
(b) Strengthen the ability of the MCC to plan and manage the waste services delivery.
(c) Enhance cooperation of service beneficiaries through comprehensive and effective health education and service promotional campaign.
(d) Enhance revenue generation and community participation through the promotion of private sector and CBOs/NGOs active involvement in the waste management service delivery.
The general methodology adopted for the assignment entailed the following:Desk study and review of existing reports on Water and Environmental Sanitation (WES) in Monrovia and other relevant literature, consultation with stakeholders, site visits and participatory planning which aimed at soliciting the opinions of the various stakeholders involved with the respective components to capture their aspirations and experiences. It also covered collection and analysis of available information and data to facilitate the plan preparation and facilities design.The three-phased strategy (short, medium and long term) covering a period of 10 years (August 2004–December 2014), recommended a combination of technical options for collection based on the pursuit of staged development to allow for the adoption of realistically attainable standards within a framework of continuous and systematic improvements as economic conditions improved and new knowledge gained through practice. The plan sought to blend the capacity within the City Corporation with that of the private sector and NGOs/CBOs to respond to the diverse service demands of the city taking into consideration housing and infrastructural conditions, service costs and cost recovery to ensure sustainability. It also identified sources of financing and allocated financing responsibilities to facilitate effective plan implementation.  相似文献

Proponents of hazardous and nuclear waste depositories label opponents to local siting of such facilities “NIMBYs” (Not In My Backyard). This study assesses the extent to which the NIMBY label and the strategies of industry proponents to reduce opposition function on a reasonable set of assumptions. Using survey data and multiple regression techniques, the levels of concern of residents living in the county selected as the site of a low level radioactive waste disposal facility (imminent threat condition) are compared with a statewide sample (hypothetical threat condition). Consistent with proponents' theoretical assumptions, the levels of concern are greater for respondents under conditions of imminent threat than of hypothetical threat. However, within the host county, levels of concern are lowest, albeit most polarized, in the community closest to the proposed site. A conflict theory approach enhances an understanding of these findings by suggesting that within the most proximate community levels of concern are lowest for citizens who stand to gain the most economic benefits from the facility but highest for those citizens who are least likely to derive tangible gains.  相似文献

Utilizing data from a recent postal survey of farmers in western Germany (n=657), this paper studies the influence of environmental concern on environmental behaviour in a rational choice context. The analyses reveal both an indirect and a direct effect of environmental concern. First, environmental concern increases the preference for environmentally friendly consequences leading to a higher expected utility of environmentally friendly alternatives. Second, even controlling for the influence of utility expectations, environmental concern increases the probability of environmentally friendly behaviour, indicating a direct influence over and above the indirect effect. The direct effect of environmental concern, however, can be observed only if environmentally friendly action alternatives are associated with higher behavioural cost than environmentally degrading alternatives. Apart from that, the effect of environmental attitudes is not moderated by utility considerations and the cost structure of the respective alternatives. In sum, these results do not lend support to the low cost hypothesis.  相似文献

Social crises are a huge challenge to the performance of the media. The norms and routines of news making with which journalists comply can become problematic in the context of intensive public sentiment and empathy. News values, including the sacred belief in objective reporting, are questioned in the light of controversies over editorial judgment within and outside the newsroom. I examine the contested news values that manifested in the Umbrella Movement of Hong Kong in 2014. In particular, I focus on the arguments and deliberations regarding news objectivity, which involved several parameters of the performance of the media during this social crisis.  相似文献

Abstract In this study, we explore the social basis of environmental concern, specifically focusing on attitudes about the agricultural environment in relation to an individual's geographic and social distance from agriculture. We also consider the significance of rural recreational behaviors in relation to agro‐environmental concern. The analysis, based on data from a statewide survey of Ohioans, reveals a strong relationship between one's geographic location along the rural‐urban continuum and attitudes about agriculture and the environment. This relationship, though, does not exist once the effects of social proximity to agriculture are accounted for, suggesting that the relationship between residential location along the rural‐urban continuum and agro‐environmental attitudes may be spurious. The analysis also reveals a strong relationship between participation in rural recreation and attitudes about agriculture and the environment. We describe several conceptual and practical implications of this research for natural‐resource management.  相似文献

Abstract Decisions regarding hazardous waste facility siting are now open to extensive public debate. Efforts on the part of public officials and private companies to site waste management facilities have been thwarted by public opposition. Using survey data from leaders and residents in communities which are hosting or siting facilities, this study examines their sociodemographic characteristics, knowledge, levels of trust, perceptions of risk, perceptions of economic impacts, perceptions of equity issues and the differential effects of these factors on acceptance of local waste facility siting. Leaders in these communities were more supportive of local waste facility siting than were other community residents. The major determinant of leaders' acceptance of waste siting was their perceptions of the economic benefits of a facility to the community. Although this was also important to residents, perceptions of health, safety, and environmental contamination risks had larger effects on their acceptance of such facilities.  相似文献

One of the central questions in the study of special purposegovernments is how to explain their proliferation over the pastfifty years. Of particular concern to scholars has been therise of a hidden government that is not highly accountable throughregular democratic processes. This article looks specificallyat one form of special purpose government, known as a "publicauthority," and amends the conventional explanation that localgovernments principally create public authorities to addresspublic finance concerns. First, I argue that full "service publicauthorities," which administer and make policy about a particularservice arena, raise different concerns about democratic accountabilityfrom a "conduit authority" and are a nonparsimonious solutionto a public finance problem. Second, drawing on an archivalsurvey of the institutional choices of county governments indealing with solid waste policymaking in New York State, I findthat while public finance is a driver in the choice to createa service public authority, equally, if not more important,are the needs of local government to resolve a policy problemin a politically competitive environment.  相似文献

The literature on transnational activism often associates environmental NGOs with democratic legitimacy, grassroots representation and environmental justice. Authors employ case studies to demonstrate how engaging in transnational networks increases the political agency of environmental NGOs. Yet, there is a tendency mostly to select successful cases. In this article, I investigate the political activities of the environmental NGO, Toxics Link, surrounding the recycling of electronic waste in India. Based on qualitative research, this study shows how the political incorporation of Toxics Link in transnational advocacy networks and domestic governance networks constrains their political agency. The structural exclusion of e‐waste labourers from Indian policy negotiations negates the discursive claims of legitimacy, representation and justice. These incorporation processes create a democratic deficit. I use the insights gained from this case study to provide a critical assessment of theories of transnational environmental activism.  相似文献

The objective is to test if religiosity affects environmental opinion in Europe. Using data from European Social Survey (ESS) 2002/2003, the study answers three questions. At the societal level: Is public opinion about the environment different in political systems with different Christian traditions? Is environmental concern less or higher in the public opinion depending on the degree of secularization in the political systems? At the individual level: Is the environmental opinion of the individual affected by the personal confession of faith, religious involvement, and the dominant religious context? At the societal level, the findings show stronger concern for the environment in Catholic and Eastern Orthodox countries than in Protestant countries. The tendency also shows a weakened concern for the environment in countries with a rather secular population. At the individual level, there are significant positive effects on environmental care from Catholic culture, negative effect from Protestant culture, and no effect from religious involvement.  相似文献

In comparison with urbanites, rural residents live in environments that are less heavily modified by human activity. They also depend more directly on the extraction or use of natural resources and are more likely to suffer the kinds of economic weaknesses that could lead them to favor economic development even at the expense of environmental protection. Yet while some studies have found rural residents to express lower levels of environmental concern than do urbanites, other studies have found that low levels of rural environmental concern may actually reflect lower concerns among farmers in particular. These varied results may be affected by methodologies, including the degree of focus on local environmental concern and the need to separate livins in polluted areas from workins for polluting industries. Drawing on rural areas with significant employment both in agriculture and in mining, this paper presents data on more specific local concerns about the environment and technological development. The findings show persons in agriculture express higher levels of concern than do other rural persons in the same communities. The results suggest that widespread support for environmental protection may make it difficult to isolate groups having low levels of environmental concern unless greater attention is devoted to the specific environmental issues having the greatest local salience.  相似文献

We examine gender differences in public and private environmentally responsible behaviors (ERBs) and whether and how these differences changed between 1994 and 2010. We consider how political attitudes and environmental concern influence the relationship between gender and ERBs. Ordinary least squares regression models were estimated using the 1994 and 2010 General Social Survey. The study results indicate that women had higher levels of private ERBs than men in 1994 and 2010. Political ideology and environmental concern partially explain gender differences in private ERBs in 1994 and fully explain them in 2010. Men and women have similar levels of public ERBs in 1994; in 2010, men's level of public ERBs is significantly higher than women's, after controlling for political ideology and environmental concern. In addition, there are some gender differences in the effects of political orientation and environmental concern on ERBs. Our study indicates that the relationship between gender and environmentalism is complex and that concern and political orientation should be considered when designing strategies to enhance ERBs.  相似文献
