Combining work and family life is central to women's participation in the labour market. Work–life balance has been a key objective of UK and Dutch policy since the 1990s, but policies created at the national level do not always connect with the day to day experiences of women juggling caring and domestic responsibilities with paid work. Using qualitative data from a European Social Fund Objective 3 project the paper explores women's lived realities of combining work and family life in the UK in comparison to the Netherlands as a possible ‘best practices’ model. We argue that women in both countries experience work–life balance as an ongoing process, continually negotiating the boundaries of work and family, and that there needs to be a more sophisticated appreciation of the differing needs of working parents. Whilst policy initiatives can be effective in helping women to reconcile dual roles, many women in both the UK and the Netherlands still resolve these issues at the individual or personal level and feel that policy has not impacted on their lives in any tangible way.  相似文献

The Family Law' passed by the French Parliament in July 1994 introduced important changes in family policy. Because the number of publicly subsidised childcare places is still very limited, and to encourage families to create employment (by employing childcare workers), the government has chosen to encourage the development of a variety of childcare provisions by increasing the financial incentives payable to parents employing a private nanny or child-minder. The same rationale of reducing unemployment has also prompted the decision to extend existing child rearing benefit to families having a second child. This measure has been very successful in encouraging women to retire from the labour market. The high cost of these changes has been shared by Social Security and the State. However, the changes have contributed to the increased polarisation between higher and lower wages families, with highly qualified mothers, who can afford childcare costs, remaining in paid employment after giving birth, and lower qualified mothers leaving the labour market.  相似文献

The negative physiological consequences of night work are well evidenced, but there has been limited research on the gendered consequences of night work for partnered women with children. This paper examines women's experiences of night work by drawing on qualitative interview and audio sleep diary data with 20 UK female nurses working non‐regular rotating shifts, together with interview and diary data from their male partners and children. The analysis shows how the lived experience of women's night work is characterized by three phases, which we discuss within a timescape perspective. Alongside changes to paid work and sleep during the period of night shifts, the ‘preparation’ and ‘recovery’ phases of women's night work involve intense periods of considerable additional unpaid and unrecognized work and anxiety. Gendered expectations for household management and family wellbeing mean that women night workers undertake considerable responsibility for complex planning before night shifts begin, and re‐enter established domestic routines within hours after night shifts end. Women maintain continuity for their families by actively managing the impacts of night work. This enables the fulfilment and ‘display’ of successful and normative gendered patterns of domestic responsibility, which appears to be central to women's own coping with night shifts.  相似文献

This article presents a study of the extent to which type and duration of labour force attachment add to the explanatory power of psychological, demographic, and family household characteristics to predict voluntary (n=166) vs. involuntary part‐time (n=160) employment of women in the United States. We use the terms ‘voluntary’ and ‘involuntary’ to reflect the woman's choice in accepting to work in paid part‐time employment. In this context, voluntary part‐time work is not meant to be construed as charitable, non‐paid activities, but rather is construed as individuals who are working part‐time but who would prefer to be working full‐time, if a suitable job were available. Using data from the National Longitudinal Survey of Labor Market Experience (NLSLME), we found that labour market attachment characteristics added little to predict part‐time employment status (involuntary vs. voluntary) and had virtually no effect on the odds of any other correlates on employment status. The major exception was number of years of unemployment. The longer working women were previously unemployed, the greater the likelihood they were involuntarily employed in part‐time jobs. In addition, we found that marriage and private sector employment decreased the likelihood of involuntary part‐time employment. Findings suggest that involuntarily part‐time employed women appear to be ‘settling’ for what they can get, namely, part‐time rather than full‐time jobs and that unmarried part‐timers may be viewed as a stigmatized or marginal group more likely to be employed in the public rather than private sector. Research on part-time work has concentrated over many decades on the experiences of women but male part-time employment is growing in the UK. This article addresses two sizable gaps in knowledge concerning male part-timers: are men's part-time jobs of lower quality than men's full-time jobs? Are male part-timers more or less job-satisfied compared to their full-time peers? A fundamental part of both interrogations is whether men's part-time employment varies by occupational class. The article is motivated by the large body of work on female part-timers. Its theoretical framework is rooted in one of the most controversial discussions in the sociology of women workers: the “grateful slave” debate that emerged in the 1990s when researchers sought to explain why so many women expressed job satisfaction with low-quality part-time jobs. Innovatively, this article draws upon those contentious ideas to provide new insights into male, rather than female, part-time employment. Based upon analysis of a large quantitative data set, the results provide clear evidence of low-quality male part-time employment in the UK, when compared with men's full-time jobs. Men working part-time also express deteriorating satisfaction with jobs overall and in several specific dimensions of their jobs. Male part-timers in lower occupational class positions retain a clear “lead” both in bad job quality and low satisfaction. The article asks whether decreasingly satisfied male part-time workers should be termed “ungrateful slaves?” It unpacks the “grateful slave” metaphor and, after doing so, rejects its value for the ongoing analysis of part-time jobs in the formal labor market.  相似文献

We present findings from a study of sex workers recruited in indoor licensed premises in Victoria. While the study addressed regulation, enforcement and working conditions, we focus on the value of flexible well‐paid work for two particular groups of female workers (parents and students). We link this issue of flexibility to broader gendered employment conditions in Australia, arguing the lack of comparable employment is crucial to understanding worker decisions about sex work. Debates and regulation focus on gendered inequalities related to heterosexuality much more than they recognize gendered inequalities related to labour market conditions. The focus on criminalization, harm, exploitation and stigma obscures the centrality of work flexibility and conditions to women's decision‐making. A more direct focus on the broader employment context may produce better recognition of why women do sex work.  相似文献

For many years the everyday reality of working parents and their children has been captured in notions of ‘quality time’ versus ‘quantity time’. On the one hand it is suggested that what families need is ‘more time’ for parents to spend together with their children and less time working. On the other hand this has been countered with arguments saying that attention has to be paid to how parents spend their time together with their children. As a result quality time is often presented through idealised images of ‘happy families’. Quality time is seen as parents engaging with their children in particular activities or outdoor excursions that create and maintain family enjoyment, care and togetherness. However, such debates are based on assumptions of what would be ‘good’ for today's children and neglect the perspective of children themselves. This paper draws on field research carried out with 10–11‐year‐old children on their understandings and use of time in an urban and a rural setting in the north of England. The paper points to five ‘qualities of time’ identified by children. These qualities suggest that children's views of time spent with their families cannot be seen as separate from the time they spend with friends, at school and on their own. The paper argues that the quality/quantity time conundrum needs replacing by fuller and more representative accounts of the varied aspects of time that matter for children. These need to be situated in the processes through which family, school and work life take place on a daily basis and in relation to children's life course. SUMMARY. The current growth in women's employment, particularly among women with young children, gives new prominence to an issue of major political, economic and social importance, involving men as well as women and children: the relationship between paid work and family responsibilities and how to reconcile these demands without creating inequalities or stress for children or parents, especially mothers. The paper considers the Government's response to this development, arguing that it should be taking a strategic or leadership role, working in active partnership with employers, trades unions, local authorities, voluntary organisations and parents. This article investigates and compares the dominant concepts of public policy concerning the employment-parenthood interface in the UK and Austria. These two countries have been chosen because they represent very different public policy conceptions, particularly in approaching the work-family issue. In order to show the consequences of these policies the paper focuses on working time and time away from employment, when children are very young, and relates these aspects to currently introduced and changed regulatory structures, such as working time regulations and statutory parental leave. The active labour market and family policy in Austria, generally, supports the reconciliation of employment and parenthood. However, the Austrian work-family 'system' suffers from the underlying notion of the male breadwinner model in public support structures and low normative support of employed mothers. The cultural barriers for a more equal distribution of the burdens of combining employment and parenthood seem to be lower in the UK. The market as the political focus, in general, allows more equal opportunities for (qualified) women in the labour market and within families. But the highly flexible and polarised labour market, passive public policy and weak legal protection of employed parents creates a difficult relationship between paid work and family life for many parents, in particular for low-skilled, low-paid parents, above all mothers. These analyses provide the basis for conclusions for public policy aiming at the reconciliation of paid work and parenthood. Ce texte cherche à comparer les concepts dominants de la politique gouvernementale concernant l'interface travail-parent en Grande-Bretagne et en Autriche. Ces deux pays ont été choisis parce qu'ils présentent des concepts de politique gouvernementale très différents, en particulier en ce qui concerne la question de la famille et le travail. Ce texte montre les conséquences de la pratique de ces politiques sur le temps au travail rémunéréet le temps passé à l'extérieur de l'emploi ou sans emploi, et ce, dans un contexte o[ugrave] les enfants sont jeunes. Le texte fait la relation entre ces éléments et la pratique des structures de contrôle existantes et modifiées telles que les lois (ou: les règlements) sur le temps passéau travail et sur les congé parentaux. En général, le marché du travail et la politique de la famille en Autriche encourage la conciliation entre l'emploi et la responsabilité de parent. Par contre, ce système de travail- famille autrichien est un concept qui est fondé à la fois sur le modèle de l'homme comme fournisseur principal du revenu familial dans les structures de soutien public ainsi que sur normes de soutien peu élevées pour les mères employées. Les barrières culturelles face àune distribution plus égalitaire de la responsabilité travail-famille semblent être moins élevées en Grande-Bretagne. En général, le marché et la politique du marché du travail ont offerts plus d'opportunités aux femmes qualifiées. Mais la volatilité (et la polarisation) du marché du travail, la politique gouvernementale passive et la faible protection légale pour les parentstravailleurs créent tous une relation difficile pour les parents entre le travail rémunéré et la vie de famille--en particulier pour ceux qui sont moins qualifiés et mal rémunérés, dont surtout les mères de famille. Policy pressures in the USA to transition parents from public assistance to work and concerns about the effects of early maternal employment on children highlight the importance of studying predictors of the timing of postpartum maternal employment. Little attention has been given to postpartum employment patterns of low-income ethnic minorities and immigrants, whose working conditions and employment prospects are different from white, middle-class mothers. Using a sample of low-income Mexicans, Dominicans, and African-Americans (N = 310), we studied whether and when mothers start working the first year following childbirth, and what factors promote or delay postpartum employment. Using discrete-time survival analysis, we modeled the odds of working at each month and tested the influence of family context, mothers' work and family values and plans, maternity leave benefit, and instrumental support availability on the timing of employment. By 11 months, half of the mothers had started working. Having maternity leave, plans to work, childcare arrangements, and a strong work orientation increased the odds of working. Household earnings were related to postpartum employment, but this effect varied over time. For African-Americans, instrumental support availability predicted earlier returns to employment, whereas for Mexicans and Dominicans it related to later returns to employment.  相似文献

Despite increased access to education, women's conspicuous absence from the labour market in Egypt, and the Arab world in general, has been a key issue. Building on the stock of evidence on women's employment, this study provides a qualitative analysis of the torrent of challenges that educated married and unmarried women face as they venture into the labour market in Egypt. Single women highlight constrained opportunities due to job scarcity and compromised job quality. Issues of low pay, long hours, informality and workplace suitability to gender propriety norms come to the fore in the interview data. Among married working women, the conditions of the work domain are compounded by challenges of time deprivation and weak family and social support. The article highlights women's calculated and aptly negotiated decisions to work or opt out of the labour market in the face of such challenges. The analysis takes issue with the culturalist view that reduces women's employment decisions to ideology. It brings to the context of Arab countries three global arguments pertaining to the inseparability of work and family for women; the role of social policies and labour market conditions in defining women's employment decisions; and the potential disconnect between employment and empowerment. By looking at women as jobseekers and workers, the analysis particularly highlights the intersectionality of different forms of inequality in defining employment opportunities.  相似文献

Whether women's informal employment is an involuntary marginal condition or a preferred alternative to formal employment has generated intense debate in academic and policy circles, particularly in view of women's disproportionate representation in the informal economy. We analyzed detailed interviews with 136 working mothers in Mexico to gain a better understanding of the factors leading to informal employment, as well as the impact of this work on these women and their families. Our results show that informal employment was not a choice for many women who entered the informal labor market due to human capital constraints and family responsibilities. Additionally, women commonly faced challenges in meeting the needs of both their employers and their families and earning adequate income. We suggest policy options to address the factors constraining women's employment opportunities and improve the situation of those women already working in the informal economy.  相似文献

In this article are described some basic patterns of employed parents' life and the social and psychological factors which prevent changing their prevailing ways of life. Most parents with children up to the age of 15 (more than ninety percent) are regularly employed. In terms of formal financial resources not all dual-earner families are above the social security level. Parents try to improve their living conditions in the following ways: all household work is done by family members (mainly mothers), they do different kinds of paid informal work and resolve their housing problems by building on their own with the help of relatives and bank credits. During all stages of life women are more burdened with informal work than men. Activities connected with the mass media and/or activities which have utilitarian value are the main preoccupations of parents in their free time. Most parents have no choice concerning their employment status and even the possibilities of choosing among various free time activities are quite limited.  相似文献

Hochschild (1997) argued that in recent decades the rewards of work have increased relative to those of family life and that this cultural reversal has aggravated the time bind that families face by increasing working hours. To the contrary, pooled data from the 1973–1994 General Social Surveys indicate that in working families, women have shifted away from finding work more satisfying than home toward finding home a haven. Moreover, were it not for women's growing labor force participation and the changing distribution of marital status, the shift would have been even larger. Men's relative work–home satisfaction has been stable. Finally, finding work a haven is unrelated to weekly working hours, and it has not contributed to any increases in working hours over time.  相似文献

SUMMARY. For the greater part of the nineteenth century experiences of popular childhoods were rooted in family economies to which children were expected to contribute. Family economies were diverse and family-controlled with children making a range of contributions depending on age and gender within local economies and subcultures. While older children, especially boys, entered paid employment if possible, younger children and girls undertook unpaid domestic tasks. Throughout the century there was a steady decline in opportunities for paid employment among children. Among families where wages and standards of living were rising, childhoods were gradually reconstructed as parents postponed their children's entry to paid employment. The rise in wages was very uneven and there was a growing crisis in the family economies of the poorest families, where children continued to see themselves as contributors despite shrinking child labour markets and the introduction of legislation to control them. Although schooling remained a costly item in domestic budgets, parents who could afford it sent their children to school and a period of often brief and irregular school attendance was a feature of the majority of childhoods by the 1860s. The introduction and enforcement of universal, compulsory school attendance after the Education Act 1870 greatly increased the costs of childhoods, causing a sudden large increment in the dependency of children upon their parents. This marked an acceptance of the legitimacy of intervention by the state in parent child relationships. With a settled period of more or less regular school attendance childhoods became more standardised and visible. Notions of popular childhoods were gradually reconstructed moving away from children as contributors towards children as consumers.  相似文献

Since the implementation of economic reforms in 1986, levels of urbanization, industrialization, and women's labour force participation have increased in Vietnam. This article focuses on the experiences of parents in Vietnam and how labour and social conditions affect their ability to work and exit poverty while caring for their children's health and development. We interviewed a sample of 147 parents in Ho Chi Minh City using in-depth, semi-structured questionnaires. Sixty-three percent of parents had faced loss of income or promotions or had difficulty retaining jobs because they had to care for children. Fifty-eight percent of parents lost income while caring for their sick children because they had to take unpaid leave from work to care for their children or because they had to decrease productivity if they were able to continue working. Fifty percent of parents with school-age children experienced barriers to helping with homework, to attending meetings, or to participating in other aspects of their children's education. The aftermath of the Vietnamese – American War affected parents through loss of extended family members, limiting access to a major traditional source of support. The war had affected other parents by preventing them from completing their education, which left them with job choices that offer little or no work benefits. Although Vietnam has made significant progress in providing early childhood care and education and legislating labour laws, working families’ experiences demonstrate the need to ensure that paid leave and work flexibility policies are available and implemented in all work sectors and to expand affordable, quality child care in order to help low-income working parents in Vietnam meet work demands and exit poverty while meeting their children's needs.  相似文献

Predicted population decline and labour shortages in European welfare states are directing attention to policy strategies that might increase women's employment and fertility rates. In this context, the Nordic welfare states’ blend of high female employment rates and relatively high fertility levels stands out from others. These patterns are accompanied by comprehensive work–family policies indicating that policy reform is a main explanation. A core element in Nordic work–family policies is generous leave of absence arrangements for parents. In scrutinising leave policy in a Nordic context, the analysis in this paper emphasises that the current situation is a result of processes that have taken a long time to unfold, and that leave policy reforms interact with labour market developments and cultural institutions of family formation in shaping women's social practices.  相似文献

Using data from a national survey of 501 Arab American women, this study examines the extent to which family behavior mediates the influence of religion on women's labor force activity. Prior research on families has largely overlooked the role of religion in influencing women's labor force decisions, particularly at different stages of the life cycle. The analysis begins to address this gap by examining whether religious affiliation and religiosity have direct relationships to women's work behaviors, or whether they primarily operate through family behaviors at different phases of the life course. The results show that religiosity exerts a negative influence on women's labor force participation, but only when children are present in the home. Among women with no children, religiosity has no effect on employment.  相似文献

The paper explores perceptions regarding family and paid employment expressed by university students in Chile, based on the analysis of quantitative data from the Maule region (southern Chile). We argue that the increasing unpredictability of labor markets has eroded the role paid employment historically has had as the lynchpin of individual’s – particularly men’s – life project, altering the expectations about both work and family life. Likewise, changes in gender roles have shaped youngsters’ ideals about family life. This seems to be the case especially for women, who strongly affirm their economic independence and personal projects, departing from traditional family views. We conclude that young people are demanding a new balance between life (understood mainly as personal and family time) and work. There is also a strong affirmation of the individual project, including a demand for greater gender equality. Although still at the level of projected visions of the future, these findings signal changes in the way the relation work–family is traditionally organized, bringing new challenges for public policy.  相似文献

In this paper, we test the argument that self‐employment may be a strategy for dealing with competing demands of work and family. We do this by comparing work–family conflict experienced by self‐employed and employed men and women. By examining to what extent the self‐employed versus regularly employed value time for themselves and their family — i.e., whether they are driven by family/lifestyle motives in their working life — we examine whether self‐employment can help reduce work–family conflict among those guided by family/lifestyle motives. Using data from a 2011 Swedish survey of 2483 self‐employed and 2642 regularly employed, the analyses indicate that experiences of work–family conflict differ between self‐employed and employees. Self‐employed men and women, especially those with employees, generally experience more work–family conflict than do employees. However, self‐employment can sometimes be a strategy for dealing with competing demands of work and family life. The presence of family/lifestyle motives generally decreases the probability of experiencing work–family conflict, particularly among self‐employed women with employees.  相似文献
