Abstract Drawing on secondary data and interviews, this paper traces the economic and socio‐cultural roots of contemporary policies to promote full participation of people with disabilities in mainstream German society. Underlying such policies and related practices has been a concept of rehabilitation through work that evolved within a context of labour shortages, Protestant work ethics, and German welfarism at the beginning of the 20th century and that has yielded rather ambiguous consequences. I argue this elective affinity among economic, cultural, and socio‐political imperatives has undermined potentials for integration and self‐actualization of people with disabilities. Not only was rehabilitation subordinated to a productivist logic and provoked forms of ill‐paid or even forced labour; rehabilitation policies and measures have also been part of a system of social governance that effectively helped to segregate the “able” from the “unable” and that promulgated an ethos of productivism. Significantly, this essentially utilitarian ethos – which rendered health and rehabilitation into a social obligation and valued each wo/man according to his/her fitness and motivation to contribute to socio‐economic development – evolved within capitalism but was equally pronounced in East Germany under state‐socialist rule. Contrary to the egalitarian principles of both “socialist humanism” and “Western enlightenment”, policies and practices trans‐societally focussed on the promotion of those who could – potentially at least – contribute to the regime of industrial production. As the example of East Germany demonstrates, social participation through paid work remains incomplete, at best, and provokes further segregation – even in times of severe labour shortages. The paper concludes that notwithstanding contemporary rhetoric, rehabilitation through work has remained a central pillar of contemporary welfare policies. In times of unbroken structural unemployment, the productivist paradigm and ensuing policies have become increasingly problematic – not only for the inclusion of people with disabilities. Experiences with the productivist modes of participation and with rehabilitation in East Germany suggest a post‐productivist paradigm of inclusion that seeks participation beyond paid work.  相似文献

It is often maintained that contemporary foreign labour recruitment programs have taken an increasingly selective stance and that skills are increasingly crucial in granting migrants easier access and stronger welfare and residency rights in receiving countries. The paper provides a retrospective account of the evolution of Italian labour migration management, paying attention to the changing selection criteria reflected in some of its “front, back and side doors”. It will be shown that Italian labour migration management is increasingly embracing a bifurcated regime of deservingness. Despite some recent tentative signs of change towards an increased evaluation of high skills as a selection principle embedded into a competitiveness‐driven frame, over the last decades labour migration management has been largely dominated by the recruitment of a low‐skilled workforce. The paper discusses the emergence of a specific construction migrants’ deservingness placing Italy in a peculiar position in a European context.  相似文献

The increased comparative research on perceptions of public welfare deservingness studies the extent to which different subgroups of citizens are deemed worthy or unworthy of receiving help from the welfare state. The concept of deservingness criteria plays a crucial role in this research, as it theorizes a universal heuristic that citizens apply to rank people in terms of their welfare deservingness. Due to the mainly quantitative nature of the research and despite the indisputable progress it has made, the subjective existence and actual application of these deservingness criteria remain a bit of a black box. What criteria of deservingness do citizens actually apply, and how do they apply them? This article opens the black box of welfare deservingness and sheds light on the nature and practice of deservingness criteria. Empirically, the paper explores how the deservingness of immigrants is discussed and established within 20 focus groups conducted in Slovenia, Denmark, UK, and Norway in 2016 with a total of 160 participants. All 20 focus groups discussed the welfare deservingness of immigrants based on similar vignette stimuli. Our analysis shows that (1) deservingness criteria are used both to construct images of target groups and as normative yardsticks; (2) deservingness criteria do not work independently of each other, but rather co-function in specific hybridized discourses; and (3) the moral logic of deservingness is supplemented by alternative moral logics, at least in the case of migrants.  相似文献

This study illuminates the work of moral mediators, which I define as organizational actors who work to strategically monitor, maintain, and manage the moral identity of others. My layered, organizational, narrative analysis of the mentoring organization Big Brothers Big Sisters draws on two types of data: client stories featured on the national website and ten in‐depth interviews with case managers at a local agency. My analysis demonstrates how case managers employ an emotional labor technique of drama dilution, or work done to add ambiguity to public storytelling in ways that leave more space for variations of deservingness, success, and morality. This article emphasizes the paradoxical nature of public organizational narratives and highlights the need for continued exploration of day‐to‐day work in conjunction with organizational structure and cultural values and beliefs.  相似文献

This paper addresses itself to literature on ‘aesthetic labour’ in order to extend understanding of embodied labour practices. Through a case study of fashion modelling in New York and London we argue for an extension of the concept to address what we see as problematic absences and limitations. Thus, we seek to extend its range, both in terms of occupations it can be applied to, not just interactive service work and organizational workers, and its conceptual scope, beyond the current concern with superficial appearances at work and within organizations. First, we attend to the ways in which these freelancers have to adapt to fluctuating aesthetic trends and different clients and commodify themselves in the absence of a corporate aesthetic. The successful models are usually the ones who take on the responsibility of managing their bodies, becoming ‘enterprising’ with respect to all aspects of their embodied self. Secondly, unlike Dean (2005 ) who similarly extends aesthetic labour to female actors, we see conceptual problems with the term that need addressing. We argue that the main proponents of aesthetic labour have a poorly conceived notion of embodiment and that current conceptualizations produce a reductive account of the aesthetic labourer as a ‘cardboard cut‐out’, and aesthetic labour as superficial work on the body's surface. In contrast, drawing on phenomenology, we examine how aesthetic labour involves the entire embodied self, or ‘body/self’, and analyse how the effort to keep up appearances, while physical, has an emotional content to it. Besides the physical and emotional effort of body maintenance, the imperative to project ‘personality’ requires many of the skills in emotional labour described by Hochschild (1983 ). Thirdly, aesthetic labour entails on‐going production of the body/self, not merely a superficial performance at work. The enduring nature of this labour is evidenced by the degree of body maintenance required to conform to the fashion model aesthetic (dieting, for example) and is heightened by the emphasis placed on social networking in freelancing labour, which demands workers who are ‘always on’. In this way, unlike corporate workers, we suggest that the freelance aesthetic labourer cannot walk away from their product, which is their entire embodied self. Thus, in these ways we see aesthetic labour adding to, or extending, rather than supplanting emotional labour, as Witz et al. (2003 ) would have it.  相似文献

The restructuring of state bureaucracies into service organizations and the new welfare state paradigm of activation have changed the work requirements of front‐line workers in public employment agencies across Europe. Public employment agents are less engaged in bureaucratic labour, but have to perform service work. They use affective means to motivate and to monitor and sanction jobseekers. This article provides evidence that these transformations in Austria, Germany and Switzerland did not suspend the gendering of public service work. We discovered four typical modes of affectively enacting the state: both male and female employment agents follow feminized service work patterns or masculinized entrepreneurial norms. To prevent a possible loss of their professional status, some employment agents reinterpret affective labour as professional service work that demands high expertise. Others resist the activation paradigm by performing traditionally feminized care work or by still adhering to affect‐neutral male bureaucratic work.  相似文献

In recent years, public discourse and political actors have increasingly used a deservingness rhetoric to refer to the arrival and permanent settlement of migrant groups. However, scholars have drawn on the concept of deservingness without developing a clear theoretical framework for it. Following our recent work on the migrant deservingness framework, in the present study we use the CARIN criteria (Control, Attitude, Reciprocity, Identity, Need) to establish the extent to which host nationals in eight nations impose conditions towards accepting permanent settlement among migrants. Specifically, we examine the links of these deservingness perceptions with news media consumption in seven European countries and Colombia using online survey panel data (N = 12,142). Our findings indicate that consuming news via commercial television and in popular newspapers, in particular, is linked to greater conditionality regarding migrant settlement. Consuming public television or quality news sources is only weakly linked to (reduced) conditionality. We discuss these findings using the migrant deservingness framework.  相似文献

Consumers play an integral role in societal divisions of labour. Rather than simply consume, they frequently perform labour. Incorporating consumers into the division of labour poses a challenge to this foundational and enduring concept, given its traditional focus on the technical division of tasks/skills within a labour process. Yet, insofar as completion of a circuit of production, distribution, exchange and consumption is predicated on consumers undertaking work in order to/after they consume, analysis of the division of labour would be incomplete without their inclusion. This paper uses the case of household recycling to demonstrate the importance of ‘consumption work’ for the organization of the waste management industry in England. By sorting their waste, consumers initiate a new economic process, providing feedstock (such as metals, plastics and paper) which in turn creates jobs/profits within the recycling, processing and manufacturing industries. Consumers also reconfigure public and private sector responsibilities when they sort their recyclable materials from general household waste, revealing the interdependency of consumption work with labour conducted under different socio‐economic relations and across differing socio‐economic domains. This paper makes the case for a renewed conception of division of labour to account for transformations and interconnections between work of different forms within contemporary society.  相似文献

In Japan, some of the socially, economically and politically marginalised have developed robust social and labour movements that engage with mainstream society. These movements have developed strategies challenging the conditions of the excluded, while also highlighting pathways to establish, or enhance, individual and collective participation in the labour market and the wider society. Two distinct though related, social and organisational forms of these movements are elaborated – firm‐centred and community centred respectively. The former especially has a combative past in the labour struggles of the 1950s in what are known as sa'ha shōsū‐ha kumiai (left wing Minority union, or, Minority‐faction union). However, this does not mean Minorities are inherently leftist in orientation. In the 1940s and 1950s, during a period of radical union hegemony, a collaborative form of second unions developed assisting the purge of radical leaderships. Our focus here is on a contemporary radical democratic current. While articulating concerns of those in full time employment outside the political mainstream they may also represent ethnically and otherwise socially marginalised workers. The community unions, a form of what are known as ‘new‐type union’, shingata kumiai (this term will be used here to describe the community unions) articulate the concerns of those socially and economically marginalized in the community and the wider labour market. Controversially, the term ‘Minority union’ is used to depict the different forms of oppositional social movement union in a broader sense than is typically understood in the literature. This is because they share a common concern with the articulation of Minority social and political interests in the context of the employment relationship and the local community. In considering the character of these social movement unions the article seeks to add to what Price (1997 ) describes as ‘bottom up history’ which we term ‘sociology from below’.  相似文献

Abstract

This essay reflects on Robert W. Cox's work on global production, labour, and labour governance, and considers how his insights might illuminate the present conjuncture for labour in production. I work with an understanding of that conjuncture as involving the rise to pre-eminence of global production networks (GPNs) and global value chains (GVCs) as the contemporary expression of the ongoing globalization of production. The primary tasks of the essay are twofold: first, to explore the dynamics of labour and power in the GVC-based global economy, with a particular emphasis on labour exploitation; and second, to link these questions to those of the governance of the global economy, focusing on the shift towards transnational private governance as the dominant mode of contemporary governance, and on the evolving strategies of organized labour and the International Labour Organization in that context.  相似文献

One of the most enduring images of late twentieth‐century popular culture was the individualist and iconoclastic portrayal of the ‘grumpy old man’ Victor Meldrew in the BBC television series One Foot in the Grave. Richard Wilson's portrayal of the recently retired security worker is the antithesis of everything that contemporary organizations require from the idealized vision of employee as ‘team‐player’. As one who revels in the way that the epitaph ‘Victor’ is thrown at me at regular intervals both by my partner and children, at times when I think I am behaving normally, I thought it would be interesting for me to reflect, in public, on my relationship to contemporary workplace relations. It is my contention that Meldrew's characterization is not wholly based around the age dimension but is equally based upon his portrayal as an individual ill at ease with the mores of gregariousness. The essay therefore is a self‐reflective piece in which the author places himself in a particular milieu—that of L'etranger and uses this ‘placing’ in order to discuss the relationship between what he defines as ‘the outsider’ and the issue of age discrimination in contemporary blue‐collar environments. It is suggested that whilst the outsider or L'etranger is accepted under certain conditions within the managerial labour process this same level of organizational tolerance is not afforded to older workers within blue‐collar areas. It moves from a reflective, even autodidactic exploration of the relationship between the author and cultural articulations of L'etranger and uses this to inform an analysis of the acceptance of L'etranger within some aspects of the managerial labour within team based manufacturing units. In exploring these issues the essay then attempts to develop a third narrative in terms of now L'etranger, approaching the age of retirement fits in to the new academic labour process.  相似文献

Abstract

The problem of forced labour in the contemporary global economy is attracting increasing attention in global governance debates and policy circles. The effectiveness of governance initiatives depends on underlying understandings of the root causes of the problem. We explore how the root causes of forced labour in global production networks (GPNs) are framed in global governance debates. Focusing on the dominant frameworks mobilized by international institutions, with some attention to cognate national-level and corporate governance strategies, we identify certain limitations to dominant interpretations, which derive from their ‘residual’ character and their associated neglect of the manner in which the roots of forced labour reach deeply into the organization of GPNs, the forms of exploitation which are integral to them, and the connections between exploitation and poverty. We set out an alternative, ‘relational’ perspective on the roots of forced labour in GPNs, based on the concept of ‘adverse incorporation’, and consider the implications of the insights generated by this perspective for contemporary governance frameworks.  相似文献

This paper explores the social relationships of wage labour formed or stabilized in British merchant shipping in the course of “off‐shoring” employment in the late‐19th century. It argues that Asian wage‐workers were mobilized for employment on British merchant vessels as “coolies”, i.e. nominally free but mediated labouring subjects who could only be stabilized through legal, penal, social, debt, or other forms of coercion. Once introduced “coolie” relations were not confined to Indian crews. They also affected wage labour relations more generally in British shipping. While occurring against the backdrop of anti‐colonial struggles, the seafaring coolie's transformation into maritime worker was closely mediated by employers and the colonial state and produced hybrid outcomes. The creation of the modern seafaring “coolie” and the nature and context of his transformation into a “worker” thus shed interesting light on wage labour relations in the modern and contemporary global economy.  相似文献

This study explored the experiential determinants of schadenfreude, how schadenfreude changes as a function of relationship, and how recollections of schadenfreude may vary by age. Using a narrative approach, 12‐ and 15‐year‐olds (N = 60) described times they felt schadenfreude toward various peers and adults. We coded their responses to extract information regarding preceding misfortunes and underlying reasons for schadenfreude. We found that adolescents' schadenfreude often involved another’s physical harm and failure, and was rooted in reasons of deservingness and personal gain. There were unique trends in the types of misfortunes and reasons mentioned toward each target of interest. Finally, deservingness reasoning was prominent within 15‐year‐olds’ schadenfreude experiences. The findings are discussed in relation to adolescents’ emotional experiences in conflict situations.  相似文献

A number of social scientists (see for example, Allen et al., 1986; Brown, 1984; Purcell, 1985; Purcell et al., 1986; Roberts et al., 1985) have drawn attention to the way in which patterns of working have changed radically in recent years suggesting that we need to rethink and reconceptualise with regard to work, employment and unemployment. This paper examines these issues in Sweden where recession in the early eighties and economic restructuring, similar to the experience in other Western countries, have affected individuals’relation to the labour market. It is our view that the effects of these developments (have) affect(ed) women and immigrants differently. It is furthermore our contention that welfare state policies related to the functioning of the labour market (inadvertently) play a role in the maintenance of inequality.  相似文献

As the labor market has changed over recent decades, a distinctive culture has evolved in tandem, epitomized by the innovation and dynamism of Silicon Valley. This culture of entrepreneurship celebrates autonomy and risk‐taking, legitimizes a shift toward flexible, contingent, and precarious work, and compels workers to continuously network, self‐improve, and self‐promote. This culture has helped to disseminate entrepreneurial practices to sectors of the economy traditionally characterized by stability and job security. We shed light on these changes by putting forward a new typology distinguishing between four ideal types of entrepreneurial activity: Silicon Valley entrepreneurship, Main Street entrepreneurship, corporate entrepreneurship, and entrepreneurial self‐employment. Each adopts the language and normative behaviors of the culture of entrepreneurship, but the ‘entrepreneurs’ working within these domains enjoy starkly different levels of creative and financial autonomy. Integrating scholarship on economic sociology, work and labor, cultural sociology, and critical theory, we explore the underlying dynamics of entrepreneurship that cut across institutional contexts in unexpected and sometimes contradictory ways. The conceptual understanding of entrepreneurship we put forward recognizes both entrepreneurship's relationship to past forms of business creation and its contemporary cultural influence, while also underscoring the various constraints and inequalities intrinsic to these forms of market activity.  相似文献

The distinction between de jure and de facto regulation is well understood in theory, but has rarely been applied to cross‐country empirical work on the impact of labour regulation on labour market outcomes for lack of data. Policy debate has been based on measures of stringency of law, suggesting a negative correlation between labour regulation and labour market outcomes. This article provides new cross‐country measures of labour law enforcement and evidence of a negative correlation between stringency and intensity of enforcement. Previous results concerning the consequences of labour regulation and the legal origins theory no longer hold when a measure of effective labour regulation is used.  相似文献

ABSTRACT

This paper argues that Environmental Labour Studies may benefit from incorporating the perspective of environmental justice. We offer a theorization of working-class ecology as the place where working-class communities live and work, being typically affected by environmental injustice, and of working-class environmentalism as those forms of activism that link labour and environmental struggles around the primacy of reproduction. The paper’s theoretical section draws on a social ethnography of working-class ecology in the case of Taranto, a mono-industrial town in southern Italy, which is experiencing a severe environmental and public-health crisis. We show how environmental justice activism since the early 2000s has allowed the re-framing of union politics along new ways of politicizing the local economy. We conclude by offering a conceptual topology of working-class ecology, which situates different labour organizations (confederal, social/community, and rank-and-file unions) according to their positioning in respect to environmental justice.  相似文献

This paper focuses on the entrepreneurial endeavours of immigrants' and natives in Germany, concentrating on Turks, Germany's largest immigrant group and one under‐studied in the literature. Self‐employed Turks in Germany represent about 70 per cent of all Turkish entrepreneurs in the European Union. We use data from the German Socio‐economic Panel to study patterns of self‐employment. First, we identify the characteristics of the self‐employed individuals and understand their underlying drive into self‐employment. Next we investigate how immigrant entrepreneurs fare in the labour market and compare their earnings to those of the natives. It is important for decision makers to understand entrepreneurial patterns so that they can shape policy that better fosters entrepreneurial activities. This paper presents several findings that can inform better policymaking. First, our investigation indicates that education is not decisive in determining whether one will choose self‐employment over salaried work nor in explaining earnings. The estimated age‐earnings profiles are the same for natives and immigrants, while the proclivity to become self‐employed is concave with respect to age for both groups. Immigrants' start with a higher probability to work than natives but have a slower increase in the self‐employment probabilities thereafter. The earnings of self‐employed immigrants' are higher initially, but their earnings path crosses eventually that of the natives. Second, we find some suggestion of ethnic entrepreneurial spirit. Turks are 70 per cent more likely to be self‐employed than any other immigrant group, although they do not necessarily earn more. These patterns should be further explored.  相似文献

This article discusses the changing role that work performed in private homes has played, and continues to play, in migration law in the Netherlands and at the EU level. It explores to what degree work performed in the home is defined as (exploitative) contractual labour or as inherent to family life, and what this means for claims to residence rights as a precursor to citizenship. It does this by reviewing case law of the European Court of Justice (CJEU) and of the European Court of Human Rights (EctHR) against the background of the Dutch case. It reveals tension between how citizenship is constructed and reproduced at the national level and how it is constructed and reproduced at the EU level. Following Adam McKeown, this article concludes that different perspectives on (reproductive) labour as a qualification for citizenship may reflect different perspectives on (reproductive) labour and the quality of citizenship.

Policy Implications

  • Third Country Nationals must be allowed to reside in the EU with their EU children, to ensure the latter's effective enjoyment of fundamental rights.
  • Policies to combat trafficking of domestic workers must respect family life.
  • Family migration policies must allow individual family members enough scope to resist exploitation within families.
  • Policies concerning labour protection, social protection and migration should no longer take the breadwinner‐citizen as point of departure, but the current reality of flexible labour relations in which the distinctions between home and work, and between employment and self‐employment, are no longer sharply defined.
