The purpose of this article is to present and analyze the organizational profile and distinctive development pattern of a successful bottom-up social enterprise in Romania, namely, the Retirees’ Mutual Aid Association (RMAA). Romania has recently rediscovered the world of social economy which brings together various organizations, from associations and foundations to cooperatives and commons, sharing a common interest in developing entrepreneurial activities to support social goals. In an ideological and public policy context which holds back the opening of the public market to the third sector and social economy actors, setting and running up such organizations remains a challenge. On the other hand, the isomorphic pressure exerted by the EU has resulted in a type of legislation targeted at social enterprises which focuses almost exclusively on work integration social enterprises. Nonetheless, Romania also features social enterprises that are not externally driven but developed bottom-up, starting from the needs of their members and of the communities in which they are established and developed. Using the data of extensive research conducted on social economy entities in Romania, we will present an organizational case study of a successful bottom-up social enterprise, namely RMAA.  相似文献

In Africa, the state is not the biggest responder to poverty and social vulnerability. While international attention has searched for State remedies to State shortfalls, the poor themselves have taken a different route. They have improvised, organized, delivered and governed their social protection (SP) services using grassroots mechanisms without State support. Based on empirical studies in 30 districts in six African countries, this article makes the case that the highly localized models may not be perfect, but are probably the best fit for implementing an all‐encompassing SP policy in Africa. The challenge for policy will be to harness this potential—not by trying to turn grassroots organizations into something they are not, but by supporting what they already are.  相似文献

This article explains the success of All Puerto Rico with Vieques (TPRCV) in coordinating a broad-based coalition in support of the movement to remove the US Navy from Vieques. Considering the literatures on organizations, strategic fields and social movements, the analysis looks at how environmental conditions and the attributes of the leadership become relevant in the formation and sustainability of coalition work. The article argues that under the conditions of a vibrant political activist sector and a dynamic political field, TPRCV used accumulated social skills to take advantage of network intersection and frame adaptation. Though environmental dynamics may produce favorable conditions for coalition building, these will be limited to the capacity of the social actors to identify them, assimilate their potential and translate them into opportunities.  相似文献

Efforts to help community-based organizations (CBOs) develop interventions that reduce prejudice within the workplace and during service provision can be informed by social psychological prejudice reduction techniques, which tend to be successful in controlled laboratory settings but have limitations that inhibit utility in applied settings. Alternatively, the use of diversity training to reduce prejudice has increased within the for-profit sector, but is rarely applied to CBOs. This article discusses the overlap between the basic and applied literatures, and how community practitioners can use the information gained from both to support CBOs who encounter challenges with diversity.  相似文献

Entrepreneurial activity attracts certain kinds of individuals, whether it is to promote a social cause in the nonprofit sector or profit in the for‐profit sector. This article looks at the behavior of women entrepreneurs in India in both the for‐profit and nonprofit sectors to test for potential differences and similarities. We chose two groups of entrepreneurial women who founded and led relatively similar‐size organizations in the same city and who provided services primarily to women and children. Our findings show that while all nonprofit entrepreneurs receive a high payoff from promoting social causes, there is no single unifying payoff for for‐profit entrepreneurs. Family background and support, however, play an important role for both sets of entrepreneurs. We find that experience in the sector, social class, caste, and education in?uence entrepreneurial behavior and that this in?uence differs by sector.  相似文献

This article explores why sector‐wide approaches, in which donor funds support a single sector plan under government leadership, have performed less well in agriculture than in the social sectors. Many problems stem from the more limited, more contested and shrinking role of the state in the agricultural sector. It is also argued that sector programmes have worked best where the key constraints on sector development are the responsibility of a single ministry, whereas agricultural development requires co‐ordinated interventions across sectors. The sector approach may have a limited role in delivering better focused agricultural services, but fundamental policy questions need to be resolved first. This is more likely if support for reforms is channelled through central economic ministries and other bodies outside the agriculture ministry.  相似文献

Government policies in Canada have taken a hard right turn, and tax cuts now have priority over investing in social programming. Both federal and provincial governments have been withdrawing from direct service provision, with the expectation that the voluntary sector will fill the gap. At the same time, traditional government support for the voluntary sector has declined, which limits the ability of organizations to meet their current service demands. Using a sample of 645 organizations from across Canada, this article explores the use of revenue diversification as a response to policy changes. The findings indicate that the factors related to voluntary organizations' in Canada embracing revenue diversification to support program delivery differ for organizations run by women and nongendered organizations.  相似文献

Practice based learning in Northern Ireland is a core element of social work education and comprising 50% of the degree programme for undergraduate and postgraduate students. This article presents evidence about the perceptions of practice learning from voluntary sector/non-government organisation (NGO) placement providers and final year social work students on social work degree programmes in Northern Ireland in 2011. It draws on data from 121 respondents from189 final year students and focus group interviews with voluntary sector providers offering 16% (85) of the total placements available to students. The agencies who participated in the research study provide a total of 55 PLOs to social work students, and are therefore fairly representative in terms of voluntary sector (NGO) provision. The article locates these data in the context of practice learning pedagogy and the changes introduced by the Regional Strategy for Practice Learning Provision in Northern Ireland 2010–2015. Several themes emerged including; induction, support and guidance, practice educator/student relationship, professional identity and confidence in risk assessment and decision-making. Social work educators, placement providers and employers must be cognisant of newly qualified social workers’ needs in terms of consolidating knowledge within the formative stages of their professional development.  相似文献

This article compares the emerging concept, practice, and context of social enterprise across seven regions and countries of the world. Broadly defined as the use of market-based approaches to address social issues, social enterprise provides a “business” source of revenue for civil society organizations. However, within these broad parameters, world regions have come to identify different concepts and contexts with the social enterprise movement in their areas. Largely lacking in the social enterprise literature are explanations of what these regional differences are, and whether and how socioeconomic context may play a role in these variations. Drawing on social origins theory, recent social enterprise comparative research, and socioeconomic data, this article examines the different factors shaping social enterprise in seven regions and countries. It finds that variations in socioeconomic contexts appear to account for international differences in social enterprise. These findings have practical implications for the development and transfer of social enterprise internationally.  相似文献

The employment social enterprise (ESE) model can provide an opportunity to create a financially viable business that helps individuals with employment barriers become integrated into the labor force. This research studied eight ESEs. Findings suggest that by applying private‐sector business principles to a workforce development programs, social enterprises can provide participants with meaningful and valuable work experience, while offsetting program costs. Analysis identified four promising practices that social entrepreneurs should adopt when setting up a new enterprise. Enterprises should (a) provide soft‐skill training and social services to participants; (b) operate at a size that allows for economies of scale in production and the provision of support services; (c) have few occupational skill requirements; and (d) hire supervisors with both industry knowledge and the capacity to support individuals with employment barriers.  相似文献

It is now widely understood that the needs of women workers in the informal sector are not met by the conservative practices of labour organizations and trade unions. While the contribution of women to the economies of developing countries is critical, women rarely find employment in the regulated unionized sectors of these countries, and are found instead in overwhelming numbers in the sector that is variously termed ‘unorganized’, ‘unprotected’, ‘unregistered’ or ‘informal.’ This article addresses the situation of women in the informal economy in South Asia. The author explores the major challenges and opportunities facing women in their efforts to organize and mobilize for change. She also provides a critical analysis of the different types of interventions adopted by the state and civil society organizations in South Asia to empower women in the informal sector. The author concludes with an attempt to identify the mix of interventions and strategies most needed for different social, political and economic circumstances.  相似文献

Grassroots organizations in communities of color often struggle in their relationships with philanthropic partners, especially as it relates to the issue of accountability. This article focuses on exploring the nature of accountability within the social contract between the philanthropic sector and these grassroots organizations. Drawing on a review of the relevant literature and results of 11 structured interviews with leaders from the philanthropic sector and grassroots organizations in communities of color, key themes are identified. Recommendations are offered on how the hierarchy within the sector can be addressed and how the dialogue between these partners can be improved.  相似文献

This article uses a social return on investment (SROI) methodology to analyze the social impact of a social enterprise offering a job and skills training program to an unemployed, largely female population. The social enterprise is based in Toronto (Canada) and run by a nonprofit agency dedicated to the advancement and empowerment of women, primarily immigrants, through access to employment. We focus our analysis on a job and skills training program that provides clients with the skills and tools that they need to successfully seek employment in their efforts to (re‐)enter the Canadian labor market. Our goal is to determine the tangible and intangible program outcomes by applying and testing the SROI methodology.  相似文献

While there has been significant academic focus on social enterprise policy for a number of years now, the links between policy and the practice of social enterprise have received comparatively less attention. Scotland is recognised as having a particularly supportive environment for social enterprise; the Scottish Government has publicly endorsed social enterprise and made considerable investment into the sector. Based upon an in-depth qualitative analysis of the perceptions of social enterprise practitioners and stakeholders across Scotland, we explore whether the rhetoric of support matches practitioners experience of ‘doing’ social enterprise. Reviewing emerging issues and reflecting upon the complex nature of the Scottish context, including in relation to welfare reform, we find that in contrast to the claims of politicians, the attitude of local authorities in Scotland, coupled with a lack of understanding of the needs and requirements of social enterprise at the local authority level, has led to a rather more ‘patchwork’ picture than the rhetoric would seem to suggest. While some local authorities recognise the potential of social enterprise for their local economies and privilege and encourage cooperation, others are less inclined to openly support social enterprise, particularly those that are small in scale. Underpinning these contentions, we argue, are unrealistic expectations about the prospects of social enterprises being able to become ‘sustainable’, and how this could be achieved.  相似文献

Social enterprises are described as organizations with dual objectives—social and commercial. While the measurement of commercial performance is relatively straightforward and well understood, our understanding of the factors related to measuring social performance is more ambiguous. Is the adoption of social performance measurement (SPM) practices more related to external pressures, such as the need to demonstrate legitimacy to funders and peers, or is it more closely related to the growing rationalization within the social sector? We examine the relationship between external and internal factors and the adoption of SPM using a novel dataset of 1864 nascent social enterprises from around the world. Our findings suggest support for the argument that the adoption of SPM in social enterprise is related to the growing rationalization of the social sector, which challenges some of the past research on this topic, and provides a more nuanced perspective of SPM in social enterprise.  相似文献

Social enterprise is a burgeoning, although nebulously defined, strategy for linking market-based revenues with social good in nonprofit, for-profit, and public organizations. This article offers a unifying definition of social enterprise, tracks its development throughout traditional sectors, and takes a first step in extending the concepts of social enterprise to the higher education sector. We argue that administrators of university centers associated with schools of social work should employ social enterprise principles. Key benefits would be to gain revenue for the centers, break down disciplinary silos in the university, better link social work schools to the world outside academe, help train students in an emerging organizational model, and increase civic engagement in the university.  相似文献

This article is underpinned by the premise that for recovery, healing and post‐traumatic growth to occur after traumatic events such as technological and natural disasters, massacres and terrorist attacks, effective therapeutic services need to be offered at both the individual and community level. Frequently, responses to such traumatic instances have been conceptualised as discrete, polarised interventions offered by various groups of health and welfare professionals at various points post the traumatic event. Traditionally when therapeutic interventions are considered, many practitioners assume that the response would, and should, focus primarily and narrowly, on individuals or their families and the symptoms of post‐traumatic stress. Conversely, the perceived role of community wide interventions has been unnecessarily limited to disaster relief or organised emergency responses most usually offered at the time of the crisis. The consequence of these limited understandings is an apparent failure to explore fully the therapeutic or mediating role of social or community support in surviving trauma. Interventions encompassing the level of community might be therapeutic in two fundamental ways. First, if practitioners embraced ideas from systemic family therapy literature, ideas that acknowledge the importance of social networks, this would encourage a more holistic vision of resilience and recovery. Second, if practitioners recognised that whole communities and social networks might also be traumatised, they could provide support and interventions oriented toward healing at this broader level.  相似文献

ABSTRACT

Microfinance has been unsuccessfully deployed as a poverty reduction strategy in the Global South. However, despite advocates acknowledging this shortcoming, the sector continues to grow. Moreover, over the past decade it has expanded its geographic scope, targeting poor communities in the Global North under the banner of financial inclusion. This article investigates the growth of the Australian sector. Analyzing the impacts of reforms to Australia's social security system alongside the political economy of the microfinance industry, it argues the debtfare state in Australia has provided fertile ground for microfinance's expansion. Documenting the advocacy strategies and tools to target vulnerable communities used by microfinance organizations and corporate partners, it charts how government support and subsidies have created a favourable regulatory environment, driving the sector's growth. This has benefitted these coalitions while displacing other forms of social security, despite the lack of robust evidence demonstrating microfinance's benefits for the poor.  相似文献

This article discusses implications of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) for nonprofit social service organizations. We emphasize their role in the contemporary social safety net in relation to the public sector. Based on a study of ninety organizations operating in the Detroit metropolitan area, we adopted the supplementary, complementary, and adversarial framework from Young (1999) to assess the complex and evolving relationship between the nonprofit and public sectors in the post‐PRWORA era. The findings indicate a clear presence of all three perspectives; however, the continued shifting of responsibility for social services to private, nonprofit organizations suggests a growing dominance of the supplementary role. This raises concerns regarding future nonprofit capacity and other potential costs of nonprofit sector service provision.  相似文献

In recent years sport-based interventions have been implemented as a mechanism via which to target marginalised youth in relation to the development of social inclusion. Much of the political rhetoric surrounding social inclusion programmes highlights engagement with education, employment, or training, as key metrics. This has led some scholars to observe that conceptualising social inclusion in this way can act to further marginalise young people who fail to engage with these metrics. In contrast, this paper seeks to employ an alternative understanding of social inclusion, which uses the concepts of recognition and acceptance, to infer how participation in sports-based programmes may enable marginalised youth to meet mainstream societal expectations and aid with social assimilation. Drawing upon findings from two small-scale studies of sport-based interventions located in three UK cities, this paper places participant accounts at the centre of the analysis to explore broader notions of pro-social development in relation to recognition and interpersonal acceptance. The paper concludes by suggesting that within contexts in which young people are able to generate strong interpersonal relationships with key personnel (such as coaches), and which are built upon trust, recognition and developing self-worth, there is clear potential for sport-based programmes to incubate social assimilation.  相似文献
