China's family planning program is described in reference to its goals, approaches, and achievements. Between 1949-83, China's population increased from 541 million to 1,024,950,000. The population has a young age structure, and the median age is 22.9 years. 80% of the population is rural, and 90% of the population lives in the southeastern region of the country. In view of this demographic situation, the government recognizes the need to control population growth. China's goals for the year 2000 are to increase industrial and agricultural input by 400% and to keep population size below 1.2 billion in order to ensure that per capita income increases. In accordance with these goals, the government, in 1979, began advocating a 1-child policy. To ensure the survival of single children, the government also launched a program to upgrade maternal and child health (MCH). In some rural areas and among certain minority groups, the 1-child restriction is not applied. Family size goals will vary with time. These variations will reflect the need to maintain a balance between economic growth and population growth. A variety of incentives are used to promote the 1-child family. For example, single children receive medical and educational benefits, and in some rural areas, the parents of single children can obtain additional land contracts. Economic disincentives are also used. The government seeks to obtain compliance with the policy primarily through educating the public about the consequences of uncontrolled population growth. All channels of the mass media are used to deliver the messages, and the publicity campaign is especially intensive in rural areas. A comprehensive plan to provided family planning and population education for middle school students is currently being implemented. Each local area develops its own fertility control plan. This plan is then incorporated into the nation's overall plan and the overall plan is implemented from above. Family planning workers bring free contraceptives directly to the people, and family planning motivators are found in almost all villages, neighborhood committees, factories, and military units. As a result of these efforts, China made great strides in controlling population growth and improving MCH during the last decade. The birth rate declined from 27.93 to 18.62, and the total fertility rate declined from 4.01 to 2.48. 124 million couples were practicing contraception by the end of 1983. 41% used IUDs, 37.4% relied on tubal ligation, 12.9% relied on vasectomy, 5.1% on oral contraceptives, and 1% on other methods. The quality of maternal and child care also improved. 92.7% of all deliveries are now performed by trained midwifes. Infant and maternal mortality rates declined considerablely in recent years. Currently the respective rates are 35.68/1000 live births and 0.5/1000 live births. In 1983 alone, the gross national agricultural and industrial output increased by 46.1%. Since 1979 per capita income increased annually by 18.3% among rural residents and by 10.7% among urban workers. China controls and operates its own population program, but in recent years, it increased its cooperation with UN Fund for Population Activities, other UN agencies, and nongovernment agencies. China recently completed its 3rd national census, and demographic research institutes have been established in 10 universities.  相似文献

Since 1949 and in particular the 1970s, China's fertility rate has undergone rapid and continuous change. This is a direct reflection of China's success in population control. The decline in China's fertility rate regulated the speed of population growth, altered the population structure, and brought population development to be in line with economic development. Data used in this article are from the National 1/1000 Random Sample of Fertility (1982), the 10% Sample of the 1982 Population Census, 1981, 1983 and 1984 statistical yearbooks, and other data from the Statistics Bureau. China's fertility rate dropped an annual average of 2.5/1000 from 1950-81. However, this time, the fertility rate fluctuated, depending on political, social and economic factors. As the nation prospered, the fertility rate remained stable and high; as China suffered severe economic losses, the fertility rate dropped. A steady decline was evident beginning in 1970 as the government began to propagandize the merits of smaller families. Between 1971-83 the average yearly rate of growth was 1.6%. The number of years a woman was fertile was similar for both urban and rural women in 1964 and 1981; moreover, in 1981 both groups showed a sharp drop in fertility between the ages of 27-35. The 1 child rate for urban women rose from 21.9% in 1964 to 86.6% in 1981. Urban women tend to be more receptive to late marriage, late births, and fewer children. This change in the 1 child rate contributed to the drop in the birth rate of 31.1/1000 in 1964 to 20.9/1000 in 1981.  相似文献

During the 10 years from the late 1960's to the late 1970's, China's birth rate declined by 50%. Currently, however, China is in the midst of a baby boom. 3 statements characterize the birth rate: The growth rate is high (birth rate is 21.04/1000 in 1987 and natural increase was 14.39/1000); unplanned births are common; and population growth is varied in different areas of the country (10 provinces show 3rd or higher parity births at an average rate of 20%; the highest rate in a province is 45%). Several measures are suggested to deal with these population problems; increase nationwide awareness of population control; stabilize current family planning policies with only special case exceptions; expand contraceptive services and increase scientific research in the area of family planning; and enact economic and social welfare policies in line with population control.  相似文献

This discussion of the population of China covers the reproductive pattern and fertility rate, the death pattern and mortality, age-sex structure of the population, population and employment, urbanization, migration, and the aging of the population. During the 1949-83 period, China almost doubled her population with an annual natural growth rate of 19/1000. China's reproductive pattern developed from early childbearing, short birth spacing and many births to later childbearing, longer birth spacing and fewer births. China's total fertility rate (TFR) was 5.8 in 1950 and 2.1 in 1983 with an annual decrease of 3%. The annual national income grew at a rate of 7.1%, while the annual growth rate of population 1.9% from 1950-82. Consequently, the national income per capita increased from 50 yuan in 1950 to 338 yuan in 1982. The major factor responsible for the changes is the remarkable decline in the rural fertility rate. The crude death rate dropped from 27.1/1000 in 1963 to 7.1 in 1983 and the infant mortality rate from 179.4/1000 live births in 1936 to 36.6 in 1981. There was also a significant change in the causes of death. Population aged 0-14 in China account for 33.6%, 15-49 for 51.3%, and 50 and over for 15.1% of the total population. China is in the process of transition from an expansive to a stationary population. The age-dependency ratio declined from 68.6% in 1953 and 79.4% in 1964 to 62.6% in 1982. Sex ratios recorded in the 3 population censuses are 105.99 in 1953, 105.45 in 1964, and 105.46 in 1982. Employment in both collective and individual economies did not expand until 1978. Sectoral, occupational, and industrial structures of population started to change rationally with the adjustment and reform of economic management system in 1978. The strategic stress on the employment of China's economically active population should be shifted from farming to diversified economy and urban industry and commerce, from sectors of industrial-agricultural production to those of non-material production, and from expansion of employment to the rise of employment efficiency. The proportion of urban population in China accounted for 20.8% in 1982 with an annual growth rate of 4% during the 1949-82 period. The 1982 population census reveals that 94.4% of China's population resides on the southeast side of Aihui-Tengchong Line. Compared with the statistics in 1953, there was no notable change of the unbalanced population distribution on each side of the Line over the last 50 years. China is comparatively young in its population age structure. 1982 census data show that there were 49.29 million people at age 65 and over in 1982, representing 4.91% of the whole population. It is estimated from the age composition of 1982 and age-specific mortality rate of 1981 that there will be 88 million elderly persons by 2000, 150 million by 2020, and about 300 million as a maximum around 2040.  相似文献

China's population policy has had tremendous effects on the reduction of fertility. The impact of the population policy is manifested in the following aspects. 1) Reducing the size of the total population by 200 million in 17 years. If the population growth rate had remained at its 1970 level of 2.6/1000, the total population would have been 1.28 billion in 1987. 2) The implementation of the population policy accelerated the process of demographic transition. The mortality decline which began in the early 1950s initiated the demographic transition. The Fertility decline began after the birth control policy was implemented and shifted the transition to a low population growth stage even before the socioeconomic conditions which are considered to be the determinants of fertility decline appeared. The fertility decline, in turn, promoted the socioeconomic development of the country. 3) Solving the problem of food; feeding 21.6% of the world's population on 7.1% of the world's farm land is no easy task. The success of population control, no doubt, played an important role in lowering the population growth rate so that the growth of food production could keep pace with the needs of the population. 4) A decline in the dependency ratio is a favorable condition to socioeconomic development. China's dependency ratio of 59.7 is among the lowest in developing countries and is close to the level in developed countries. Therefore, more production output can be used in investment rather than consumption. 5) The fertility decline facilitated a balanced economic growth. The ratio of population growth as compared to the growth of major economic indicators should be considered an important issue in maintaining macroeconomic control. Attention in this discussion of the population of India is directed to the following: international comparisons, population pressures, trends in population growth (interstate variations), sex ratio and literacy, urban-rural distribution, migration (interstate migration, international migration), fertility and mortality levels, fertility trends (birth rate decline, interstate fertility differentials, rural-urban fertility decline, fertility differentials by education and religion, marriage and fertility), mortality trends (mortality differentials, health care services), population pressures on socioeconomic development (per capita income and poverty, unemployment and employment, increasing foodgrain production, school enrollment shortfalls), the family planning program, implementing population policy statements, what actions would be effective, and goals and prospects for the future. India's population, a total of 684 million persons as of March 1, 1981, is 2nd only to the population of China. The 1981 population was up by 136 million persons, or 24.75%, over the 548 million enumerated in the 1971 census. For 1978, India's birth and death rates were estimated at 33.3 and 14.2/1000 population, down from about 41.1 and 18.9 during the mid-1960s. India's current 5-year plan has set a goal of a birth rate of 30/1000 population by 1985 and "replacement-level" fertility--about 2.3 births per woman--by 1996. The acceleration in India's population growth has come mainly in the past 3 decades and is due primarily to a decline in mortality that has markedly outstripped the fertility decline. The Janata Party which assumed government leadership in March 1977 did not dismantle the family planning program, but emphasis was shifted to promote family planning "without any compulsion, coercion or pressures of any sort." The policy statement stressed that efforts were to be directed towards those currently underserved, mainly in rural areas. Hard targets were rejected. Over the 1978-1981 period the family planning program slowly recovered. By March 1981, 33.4 million sterilizations had been performed since 1956 when statistics were 1st compiled. Birth limitation and late marriage are two major factors which contribute to the reduction of population growth rate. These two factors should be used as the fundamental method for effectively controlling China's population growth. Facts have proved that birth limitation and late marriage are complimentary to each other and should match each other closely. Since late marriage cannot be delayed indefinitely, the average fertility rate for females under the age of 25 in their first marriage may still reach 5-6 children, provided that birth control measures are not taken. Because of this situation, at the same time that late marriage is encouraged, birth control should also be promoted positively. All married couples should be advised to have only one child. In order to ensure the everlasting practice of these two methods, certain policies concerning family planning and birth control should be formulated according to China's current economic situation. These policies include enforcement of an ideological education and social insurance practice in order to solve the problem of the high population growth rate in the countryside and effectively reach the goal of controlling China's population growth.  相似文献

The birthrate in China in 1985, according to Li Honggui, Deputy Director of the General Office, the State Family Planning Commission, was 17.8/1000 with a death rate of 6.57/1000 and a natural growth rate of 11.23/1000. The number of births in 1985 was 18,520,000; 59.1% of these births were 1st births, 24% 2nd births, and 16.9% 3rd or more births. Women of childbearing age who pledged to have only 1 child accounted for 15.6% but only for 10% in rural areas. The peak fertility age of Chinese women was 24. Due to the age structure, a birth boom will begin in 1986 and will last for a decade. It is projected that the natural population growth rate will rise to 12.4/1000 in the 1986-96 period. The Chinese government has advocated a "1 child for 1 couple" policy since 1979. Couples who have difficulties can have a 2nd child with approval. Minority nationalities are permitted to have 3 children. The strategy of China's family planning program is to combine the guidance of the government with the motivation of the population. Consequently, communication and education have been emphasized. The situation is reported to be improving. At this time, women are advised to terminate unplanned pregnancies as early as possible. The 1982 census provided detailed information on fertility in China. It recorded 20,689,704 births in 1981, producing a birth rate of 2.1%, a decrease, respectively, of 43% and more than 50% in comparison with 1952 and 1963. The birth rate has varied widely over the last 30 years, from 3.6% in the early 1950's, to 1.8% in 1961, after a planned birth program was begun, to a record high of 3.7% in 1962 following the economic recovery, to 3.3% in 1970, after a gradual decline through the 1960's. By 1981 the birth rate had declined to 2.1%, clearly resulting from the intense planned fertility promotion begun in the early 1970's. In the mid- and late 50's, urban birth rate was consistently higher than rural, with the mass move to the cities at the beginning of the People's Republic. General economic development after 1957 brought simultaneous declines of both urban and rural rates, both reaching a low point in 1961. Age structure of the population also has an influence, depending on the proportion of childbearing women in the population. In 1981, the fertility of China's childbearing women was 8.3%, lower than that of the developing countries, but higher than the developed countries. By age group, the fertility rates reached 14.7% and 23.9% respectively in women between 20-24 and 25-29 years of age; the legal marriage age is 20. The fertility rate in large cities is generally lower than that of provinces. Higher educational and socio-economic level also exert an inverse influence on fertility rates; in low socio-economic areas the rate reached 3.5%, and in more advanced areas it was held to 2.2%. In all professions with the exception of agriculture, fishing, and forestry, the percentage of families with 1 child was 81.8%. Since planned fertility was implemented, the overall fertility rate has dropped from 3% to 2%. China's fertility mode has changed to that of developed countries, with high intensity between 20 and 29 years of age. There have been numerous projections on China's population at the end of century. Their differences are due to different estimations on the effects of fertility determinants. 2 simulation models have been developed, both from micro and macro levels, to estimate the population at the end of the century on the basis of 6 different fertility patterns. 3 possible options for fertility patterns are discussed. 1.) The 1 child per family option means that every couple has 1 child by the year 1989, the population of China will be 1.2 billion in the year 2000. Even if this is a ideal situation, it would not be a feasible policy, as the pressure from the rural population to have more than 1 child has been increasing in recent years. Nevertheless, it is still possible for urban couples to accept having only 1 child. Therefore, encouraging more people to have 1 child should be held as a basic policy. 2.) Under the option of 2 children per family with 2 or 3 years of spacing, the total population in the year 2000 would be 1.2 - 1.4 billion, which is unacceptable in terms of the development situation. 3.) Following a differential fertility policy towards urban, rural, and minority populations would mean that urban couples would have 1 child, rural couples whose first child is a girl or those who are in special circumstance would have 2 children. Minorities would have 2 or 3 children. AMong the above options, number 3 is more likely to be achieved in view of current socioeconomic, cultural, and demographic factors.  相似文献

A professor of the Institute of Population Research of the People's University of China attempts to project the future population development of China so that stabilization of the birth policy can be assessed. He divides China into the economically developed and population-controlled area (29% of the population), the economically subdeveloped and population fairly-controlled areas (59% of the population), and the economically less-developed areas where fertility is high (12% of the population). China's population is expected to increase because of the baby boom to 1.25-1.3 billion by the year 2000. Between 1996 and 2000, the growth rate is expected to decelerate and reach zero growth. After 2010, if growth is held at the replacement rate of 2.1, the population will still continue to grow slowly. Around 2100, China's population should be around 1.45-1.59 billion. This would cause a decrease of 27% of arable land. With a decline in fertility rate comes a rise in the amount of the aged population (4.9% in 1982 vs. 5.5% in 1987). The proportion of aged citizens is expected to rise with the stabilization policy until around 2040 where it can be held at about 18%. China's GNP by the year 2000 is expected to be US$1183.8 billion with the per capita GNP about US$934 (providing the population is controlled). Compare this figure with the per capita GNP of the world (US$30,100) and of developed countries (US$10,700) in 1988, and one can see that China is far behind the rest of the world in economic growth.  相似文献

A brief overview is presented of the impact of population control on sustainable economic development in Shantong Province, China. Family planning education was initiated in 1970. Birth control is now widely accepted among the population. The birth rate in 1995 was 9.82/1000 population. The natural growth rate was 0.335%. The population growth rate was below the national average. The total fertility rate was 1.1 children/woman. Shandong Province has a total population of 81 million people. Shandong's share of Chinese total population declined from 8.4% in 1949 to 7.2% in 1995. Gross domestic product in 1995 was 500 billion yuan. The annual urban expenditure was 4000 yuan/person, which was an increase of 1500 yuan from 1991. The annual rural net income was 1650 yuan/person, which was an increase of 680 yuan from 1991. During 1971-95, expenditures for bearing children declined by 492 billion yuan. The party secretary of the province stressed that population quality is desired now that the birth rate is under control.  相似文献

On July 1, 1982 China's 3rd national population census reported the population of the 29 provinces, municipalities, and autonomous regions on the mainland at 1,008,175,288, showing a net increase of 460,000,000 or 84% over the 548,000,000 recorded at the end of 1949. At this time China's population is about 1/4 of the world. Its population policy must conform to her national conditions and will be successful only to the extent that it does so. Discussion focuses on the main features of China's population policy. In 1953 the State Council instructed the Ministry of Health to support birth control by providing contraceptives. It also ratified provisions concerning contraception and induced abortions. In 1962 the State Council issued "Instructions on Conscientious Advocacy of Family Planning." China not only advocates and publicized family planning but also takes specific measures. Special administrative organizations were established in 1964 to oversee scientific research, production, and supply of contraceptives and to provide couples of childbearing age with free contraceptives. An all round attack on family planning work in 1966 led to unchecked childbirth resulting in rapid population growth. In 1971 Premier Zhou Enlai reiterated the importance of population control in 1971 and asked that it be incorporated into the 4th Five Year Plan for the development of the national economy. Family planning was incorporated into the Constitution in 1978. China's 20 years of experiences with family planning suggest that a country's population policy becomes effective only with repeated efforts. The 10-year period of turmoil undermined the enforcement of the population policy. Recently the State Family Planning Commission organized a nationwide fertility survey which indicated tremendous successes for China's population control drive. The total fertility rate dropped from 5.29 in the 1950s to 2.63 in the 1980s. The population census shows that the momentum of China's population growth cannot be checked without strict measures because the population is characterized by a huge base figure, a young age composition, and a fertility rate much higher than a population replacement level. China's population policy is formulated in line with her national conditions. Specific provisions for family planning reflect different ways to deal with different people.  相似文献

In this discussion of Sweden as it approaches zero population growth, focus is on the following: population growth in perspective, fertility trends (childbearing concentrated and cohort versus period fertility), marital status (non-marital cohabitation, out-of-wedlock births, and divorce), women's changing status (increasing education and increasing employment), constraints and supports for women's dual role (family allowances and housing), birth control (contraceptive methods and practice and abortion), mortality trends, changing age structure and the elderly (average population age and proportion of elderly and cost of elderly support), international migration (from emigration to immigration and demographic impact of immigration), immigration policy, recent population debate (immigration issues and facing zero population growth). Since 1900 the primary features of Sweden's demographic history are a continuing decline in the birth rate to very low levels -- relieved by some upward movement in the 1940s and 1960s -- and a marked shift in the migration balance from emigration to immigration. It is almost entirely because of immigration that Sweden's population growth rate has not yet turned negative. If Swedish women were to continue to bear children at the rate that all women in the reproductive ages actually did in 1978, each women would end up with an average well below the level necessary to exactly replace each adult in the population leaving migration out, an annual total fertility rate of 2.1 children per woman would have to be sustained for births and deaths to be in balance under the low mortality conditions prevaling in Sweden.  相似文献

Summary China has a consistent and well-defined policy to regulate the growth of her population. Population policy is considered as an integral part of overall social and economic development policy. It promotes the reduction of the growth rate in densely populated areas but encourages the increase of population in sparsely populated areas and among national minorities. A series of planned internal migration policies has regulated the spatial distribution of population. Main factors affecting the implementation of China's population policy are the establishment of an effective organization and communication system, the participation of the masses in the work, the socialist transformation of the national economy, the changes in the structure and functions of the Chinese family, the changing status of Chinese women, the development of public health services and the campaign for late marriage and family planning.  相似文献

The current population policy of China, which emphasizes one child per family, is facing considerable challenge brought about by socioeconomic reforms. The principal challenge is greater individual freedom created by the reforms. The present article examines this conflict.Based on cohort-period fertility analysis, the author proposes a policy of a constand stream of births which ensures a moderate growth rate and a smooth age structure while enabling each couple to have at least two children. Simulation suggests that, in order to achieve the two goals of limiting population size (to about 1.2 billion in 2000 and 1.4 billion in the 2050s) and allowing more individual fertility choice (2.2 children per family), the annual stream of births should be around 20 million and the mean age of childbearing has to increase from 26 to 30 over the next 10–15 years.The author concludes that, if the policy proposed here succeeds, some social and economic problems associated with the conflict between the reforms initiated by the government and its one-child policy will be mitigated.Paper presented at the 1989 meeting of the Population Association of America.  相似文献

The causes and implications of Kenya's 4% rate of natural increase and fertility rate of 8.1 births per woman were examined. Attention was directed to the following: pronatalist pressures; inadvertent pronatalist impact of development; women's education and employment and fertility; population growth and pressures; mortality decline and population growth; fertility levels and differentials; fertility desires; the family planning program; and family planning knowledge, attitudes, and practice. Kenya's development success has worked to push up the population growth rate. Improved health care and nutrition halved infant mortality from 160 to 87 deaths/1000 live births between 1958 and 1977 and a marked increase in primary school enrollment may be factors in the birthrate increase to 53/1000 population. At this time fertility is highest among women with 1-4 years of education. The 1977-1978 Kenya Fertility Survey showed that only 5.8% of married women were using modern contraception, indicating that the national family planning program, established in 1967, has made little progress. Program difficulties have included shortages of staff, supplies and easily accessible clinic as well as an almost universal desire on the part of Kenyans for families of at least 7 children. Discussions on population and development included China's population change 1949-1982, impacts of economic change on Tianjin's population, the population factor in economic development policy-making, Japanese population and development, recent population development in Hungary, population and economy, comprehensive long-term population development in Russia, fertility rate change factors in China, Shanghai's population change, and population and economic development in Mian County, Shaanxi Province. Fertility rate changes were discussed, including multinational borderline value assumptions, recent trends in life span fertility rate in China, fertility rate in Jiangsu Province, fertility rate change in Zhejiang Province, and sterilization in Yangjiaping, Thailand. Population and employment discussions included the economic impact of world population change, the 1984 International Population Conference, changes in economically productive population and employment strategy, employed/unemployed populations in Guangdong Province, and the economic composition of China's population. Urbanization discussions covered population and development methodological problems, population growth and economic development in the Pacific region, surplus rural population transfer and economic development in China, urbanization analysis, trends and urban population distribution problems, and Laioning Province population development. Issues in migration, population distribution, and regional population included migration and development of the Great Northwest, internal migration to Beijing, Chinese population growth and economic development by major region, and current population changes of Chinese Tibetans. Under social problems of population, discussions included women's status, development and population change, Shanghai's aging trend, analysis of the aged population, analysis of educational quality in Anhui Province, and the retirement system in Chinese villages.  相似文献

The national census conducted in 1982 provides the most up-to-date statistics on China's population. The following are some characteristics of China's population at the present time, based upon preliminary analysis: (1) The total population figure has passed the one billion mark, but the growth rate has been declining since the 1970s; (2) The population density is higher than other countries of the world, but the distribution is uneven. The percentage of the city population is low, and changes in urban and rural distribution are slow; (3) The population growth of ethnic minorities is higher than average, and the ratio of the minority population is increasing; (4) There are slightly more men than women-an impact of traditional society; (5) The age structure of the population is still young, but sharp change is in the process of developing; (6) Fertility has declined on a large scale, but is still far from reaching the goal of population control; (7) The death rate has remained at a low level for a long period of time, and average lifespan is gradually becoming prolonged; (8) The marital status has remained stable, and people normally marry between the ages of 20 and 30; (9) The cultural and educational level of the general public has been promoted, but still not enough for modernized construction; (10) The employment rate is high, and most of the working population is employed with the departments of material production. The percentage of employment of a service nature is small. A high percentage of the working population is related to agriculture, fishing, and animal husbandry. The precentage of workers in manual labor is much higher than that for mental labor.  相似文献

The population growth rate is closely related to the quality of economic life, available funds for individual and social consumption, national income to be used for reproduction, and the labor employment situation. Since liberation, socialism has not been able to show its superiority, mainly because of China's large population figure, low economic productivity, low national income, and poor management in the relationship between consumption and accumulation. In order to solve these problems, we need to adequately control the pace of the population growth and match the rate of population growth with the pace of economic development. A way to increase national income is through saving and avoiding unnecessary waste. Social expenditures on education, culture, science, health and medical care, social welfare, and investment in the promotion of people's wisdom should all be increased. Meanwhile, the living standard of the people needs to be raised, and capital accumulation should also be managed so that funds will be available for industrial and economic enterprises. Existing inefficient production enterprises should be properly reorganized so that full employment may be achieved. In this way, the national economy will have more prosperity, and the people will benefit more from the Socialist policy.  相似文献
