Since the 1970s, Europe has been plagued by a chronic unemployment crisis, which has escalated with the current Great Recession. The author discusses a number of relevant elements in this regard, including the extent to which social dialogue and social pacts have been successful in reforming labour markets and pension systems, the effect of active labour market policies and the characteristics of “resilient” economies. She concludes with the need to rethink social dialogue, social safety nets, the granting of loans – especially to SMEs – and the coordination of macroeconomic policies to increase labour demand.  相似文献

This article explores short‐run determinants of the matching between labour demand and supply by identifying shifts in the Beveridge curves for 12 OECD countries between 2000Q1 and 2013Q4. Using three complementary methodologies (visual examination, cointegration techniques and non‐linear estimations), we find that labour force growth and employment protection legislation reduce the likelihood of outward shifts, and the higher the share of employees with intermediate levels of education and the long‐term unemployment, the more difficult the matching process. Active labour market policies (such as incentives for start‐ups or job‐sharing programmes) could facilitate matching, while passive policies (unemployment benefits or labour taxation) make matching significantly more difficult.  相似文献

Chile modernized its social model in two stages characterized by different strategies: developmentalism (1924–73) and the Washington Consensus (1973–2008). In the first stage, the State pursued both social policies of universal coverage and land reform, while also building up the country's economic and institutional infrastructure. After the 1973 military coup, some public services were dismantled and privatized, and the labour movement was suppressed. Since the end of the dictatorship in 1990, resistance to state regulation and an anti‐labour bias have persisted, albeit to a diminishing degree due to advances in democratization and, latterly, the current world economic crisis.  相似文献

This article responds to a call from Kerfoot and Korczynski to investigate the gendering of service sector employment. As a characteristic of many post‐industrial economies in the global North is the growing significance of migrant workers, this article investigates the impact of migration for work on the gendering of service work. Taking the embodied and emotional labour of workers to be fundamental to service work, it describes how these are refracted and produced through migration. The article draws on 60 interviews with workers in a west London hotel who were born abroad and the human resources staff and managers who are responsible for the recruitment and promotion of the workforce. We argue that migration is an important process in the construction of the contemporary workforce in post‐industrial service economies and that migration status should be understood as intersecting with gender in the production of a gendered performance at work.  相似文献

The collapse in GDP brought about by the global economic crisis in 2008 affected female employment less than male employment, whereas austerity has been particularly harsh on women, a gendered impact described in the literature as “he‐cession to sh(e)‐austerity”. This article analyses gendered trends in the labour markets of eight European countries, decomposing quarterly changes in labour participation of women and men and in employment by sector. The “he‐cession to sh(e)‐austerity” scenario is not observed in all countries. Other channels through which austerity policies can jeopardize gender equality and women's rights are identified with reference to a typology of such policies.  相似文献

The rapid spread of information and communication technologies (ICT) may increase firms’ productivity with important consequences for job creation and for economic growth. This article contributes to this discussion by analysing the impact of internet adoption on labour productivity and the mechanisms shaping this relationship in Peruvian micro and small manufacturing firms over the period 2011–2013. The article estimates a reduced form where labour productivity is a function of internet adoption and other explanatory factors. Internet adoption is instrumented using a measure of the availability of financial opportunities for micro and small firms in Peru. Findings indicate that internet adoption: (a) increases firms’ labour productivity; (b) reallocates employment away from temporary administrative workers and non‐remunerated workers and expands employment of permanent production workers; (c) leads to the formalization of labour relationships, to the implementation of new organizational practices and to the improvement of training measures. While changes in employment and formalization of workers are linked to labour productivity gains, increases in training measures and organizational changes do not generate any additional productivity increase. Policies oriented to promote the adoption of ICT in micro and small firms can be beneficial to close the productivity gap with larger firms in Peru. Moreover, policies directed to the formalization of the workforce can provide an extra benefit, i.e. additional labour productivity gains in firms adopting the internet. Finally, policies oriented to the development of digital skills are also important to ease the re‐employment of those workers losing their jobs and the achievement of additional productivity gains that new organizational practices can provide.  相似文献

This article uses ILO global supply chain job estimates to study the impact on domestic jobs of foreign barriers to trade in goods and services. Empirical analysis largely confirms predictions derived from a theoretical model calibrated to WIOD data for 2000 and 2011. Barriers to trade in manufacturing and services are both found to have a cross‐border impact on jobs in their own sector and spill‐over effects in other sectors, the latter becoming stronger over time. This article shows the labour market consequences of the increased interconnectedness of countries and sectors through global supply chains, which suggests that trade policy can have significant external effects on foreign labour markets.  相似文献

Over the period 2002–11, the Colombian labour market saw a marked improvement in employment opportunities, accompanied by an increase in nonstandard forms of employment. The authors look at how this affected employment quality, using a composite index based on Categorical Principal Components Analysis (CATPCA). They observe a small but widespread improvement in employment quality – mainly for self‐employed women – brought about by higher earnings, increased social protection and less time‐related underemployment. However, a considerable “quality deficit” remains, which calls for policies to strengthen labour market institutions and stimulate productivity and investment.  相似文献

In the light of the decline of “standard” employment relationships in many countries and its particular effect on young people, this article provides a detailed analysis of the labour market trajectories of early-career workers in the Netherlands between 1985 and 2014, adopting the approach of the sequence analysis of life-course events. Using two indicators for instability (entropy and turbulence), the authors find that cohorts that entered the labour market after 2000, and particularly in 2008, experience greater employment status instability despite the flexicurity policies applied. Transitions into stable employment are the exception rather than the rule.  相似文献

This paper discusses one strategy that Chinese crewing agencies adopt to compete with each other in the global seafarer labour supplying market. This strategy is related to Chinese seafarers’ social insurance participation. It shows that crewing agencies utilised a dual workforce – ‘company-owned seafarers’ and ‘externally hired seafarers’. Externally hired seafarers, though in precarious employment, are offered higher salaries in place of social insurance coverage. By contrast, company-owned seafarers are paid less, though enjoy social insurance arranged by agencies. This strategy serves to segment the seafarer labour market, conceal the level playing field and help agencies recruit seafarers cost-effectively, though in violation of labour rights. This paper argues that this strategy grows out of the competitive landscape co-shaped by the national regulatory and institutional settings and the global structure of the shipping industry.  相似文献

This article examines the neo‐liberal reforms introduced in Argentina in the 1990s, focusing on labour policies and their consequences for labour market dynamics and the welfare of households. To put this period in historical context, the authors first provide a brief summary of the strategies applied both during the preceding import‐substitution phase and in the aftermath of the political, economic and social crisis of 2001–02. The latter, in effect, served as the tipping point for the emergence of a new set of social and economic policies aimed at promoting social cohesion and inclusion through employment.  相似文献

The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low‐skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care‐domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care‐domestic work due to the ageing population and the growth of native‐born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care‐domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a ‘regular’ rather than a reserve army of labour.  相似文献

Chilean governments since 1990 have relied on economic growth to generate employment, higher wages and better conditions of employment. But the results of this policy have been mixed: quantitative improvements in employment and wages have not been matched by improvements in job quality. Contrasting Chile's seemingly rigid regulatory framework with its actual labour market flexibility, the authors stress the importance of employment conditions in assessing labour market performance. They empirically explore the effects of individual and job characteristics on employment and income‐generating capabilities, whose most powerful determinant, they find, is employment under an open‐ended contract. With state‐level panel data from the Indian manufacturing sector for 2000–12, and labour turnover as a proxy for employment adjustments, the authors estimate differential effects of demand shocks on employment adjustment across states with high and low levels of EPL. They find that EPL does not hinder employment adjustment; the response of labour separation rates to negative demand shocks is relatively higher in states with high levels of EPL, and labour turnover is inversely associated with EPL, which may be viewed as indicative of the beneficial effects of EPL for both enterprises and workers.  相似文献

The elements that we usually include under the concept of “labour market institutions” exert a clear influence on the workings of the labour market. However, the assessment of labour market policies and institutions remains mostly focused on their impact on the quantity of jobs, while people’s well-being depends crucially on how good their jobs are. This paper is a modest attempt to contribute some evidence and insight to the debate on the effects that particular institutional configurations have on the generation of high-quality employment.  相似文献

Globalisation has affected the industrial trajectories of developing countries, producing an increasing disarticulation between the management of production and regimes of labour control. While production regimes have been projected into the global arena, labour regimes have remained apparently anchored to regulatory mechanisms provided by local social structures, and gone through increasing processes of informalisation. Examining the case of the Indian garment sector, this paper argues that the informalisation of labour should not be conceived as necessarily taking place ‘in the shadow of the state’. In fact, in the case presented here, the state was a strong active agency behind the process of informalisation, which it supported through formal policies and through its progressive alignment with the interests of capital.  相似文献

Private Chinese outbound investment, not as well‐known as government‐led investment, offers special opportunities and challenges for Africa today. The significance of Chinese private‐sector investment is already visible in the burgeoning manufacturing sector in some parts of Africa, and the trend will continue to grow in the near future. The underlying force behind this trend is the increased pressure of industrial restructuring in coastal China, which drives some labour‐intensive firms to relocate to other parts of the developing world. African host‐country governments can respond to this phenomenon with proactive development policies and strategies to maximise private Chinese investment for the benefit of their own economies.  相似文献

The debt crisis of 1981–83 changed the course that Brazil's social and labour policy had followed from the 1930s to the 1970s. The social and labour protection systems built up over those five decades – in conjunction with urbanization, industrialization and the rise of wage employment – were gradually dismantled. The neo‐liberal policies adopted, however, failed to generate sufficient economic growth and brought worsening unemployment and job insecurity instead. Current international child labour policies emphasise removing children from work rather than improving their well‐being. Prohibited ‘child labour’ extends beyond work shown to be harmful, and work in poorer, majority‐world societies is particularly targeted. These policies ignore benefits that children can gain from work, and have been developed largely without the involvement of the children, families and communities most concerned, limiting chances of successful outcomes. This paper argues for alternative approaches, developed in collaboration with children and their communities, focussing on children's well‐being and development, and protecting children from harm and exploitation while allowing them to benefit from appropriate work.  相似文献

The labour immigration policies of high‐income countries are characterized by trade‐offs between openness to admitting migrant workers and some of the rights granted to migrants after admission. This empirical observation lies at the heart of the author's 2013 book, The price of rights: Regulating international labor migration. In this article, he reviews its main findings, arguments and policy implications and responds to a critical review of the book that was published in the International Labour Review in 2015. He concludes with a plea for more open debate on the linkages between migrant rights, labour migration and development among national and international organizations concerned with these issues.  相似文献
