This paper is about training, and the learning needs of residential child care staff that training should address. It takes as its starting point research that focused on what happens in children's homes, as described by residential staff themselves. It depicts the tasks which staff carry out in relation to their overall goal of benefiting the children and young people in their care, and considers the ways in which staff work to develop and maintain viable and effective teams. Distinctive cultures emerge when working in staff teams, and the paper shows how these are related to the kinds of practice that can be achieved in residential settings. The knowledge base, practice skills, and personal qualities required to work within residential child care are detailed. The paper closes by addressing the implications which this research has for training residential staff to work effectively in group settings. It argues that fundamental to training competent residential staff is a commitment to developing an ongoing culture of learning in workplace settings.  相似文献

Child abuse became a public issue in the early 1970s. The alleged failure of social workers and welfare agencies to prevent children being killed by their parents and caretakers led to changes in the practice and organisation in child abuse work. The way public inquiries and government departments framed the problem of child abuse produced solutions which were essentially legalistic and bureaucratic. No longer was the aim to rehabilitate poorly functioning families, but to protect children from dangerous parents. But in order to achieve this aim, it was first necessary to identify the factors that would allow child protection agencies to recognise which families were dangerous and which were not. Once these factors were identified, it was possible to develop administrative systems that would facilitate the collection and analysis of information obtained during the investigation of suspected families. These systems allowed welfare agencies to identify ‘high risk’ cases. During the translation of the problem of child abuse into a set of judicial and bureaucratic procedures, therapeutically orientated professional practices found themselves out-manoeuvered. The translation witnessed the production of social workers as ‘passive agents’, a new cognitive perspective on the problem of child abuse, and a contribution to the bureaucratisation of child care practice.  相似文献

Editorial     
This article describes the development of a new degree course (incorporating the DipSW) which has been designed to address the issue of 'relevance' in professional level education for the residential child care sector in Scotland. Funded by the Scottish Executive, a new body--the Scottish Institute for Residential Child Care--has been charged with devising and delivering a continuum of training, education and other resources to the sector in order to improve the quality of the residential experience of young people. One central element in this provision is the development of a BA/DipSW course that meets CCETSW requirements via a 'particular pathway' in residential child care. The article outlines some of the innovatory features of the course, the first of its kind in the UK, and identifies some of the perspectives that will inform the course curriculum. Brief comparisons are made with developments in the field of child and youth care elsewhere and attention is paid to issues around the provision of practice learning opportunities.  相似文献

This article presents findings from a qualitative research study of the Mulberry Bush School (MBS), a therapeutic residential primary school caring for children with severe social, emotional and behavioural difficulties. The article notes the challenges of working with children who have experienced traumatic relationship breakdown, and reviews ideas and practices developed at MBS to support the children’s development. There is a discussion of the research study’s methodology and main findings. The researchers argue that the therapeutic milieu at MBS maintains a creative tension between a secure, playful context and one where emotional disorder and disturbance are not suppressed. The study describes how a particular psychodynamic model of reflective practice has been successfully instituted at MBS to create a ‘staff therapeutic milieu’ supporting the group living and group learning through which therapy principally occurs. The article closes with comments on the applicability of this model to residential child care practice generally.  相似文献

The author explores methods of working with residential child care foster care agencies in developing a psychotherapeutic culture. He suggests that such a culture can only be built on the firm foundations of clear organisational boundaries and task, but that such clarity is not sufficient. In addition, senior managers must have an understanding of unconscious processes and how they affect relationships between adults and children and between colleagues within the organisational hierarchy. The process requires a range of possible interventions including organisational consultancy, practice consultancy and staff support, specialist training and explorations of team processes.  相似文献

This article will present findings from a doctoral study exploring the impact of 'SVQ Care: Promoting Independence (level III)' within children's homes. The study focuses on the extent to which SVQs enhance practice and their function within a 'learning society'. A total of 30 staff were selected from seven children's homes in two different local authority social work departments in Scotland. Each member of staff was interviewed on four separate occasions over a period of 9 months. Interviews were structured using a combination of repertory grids and questions. Particular focus was given to the assessment process, the extent to which SVQs enhance practice and the learning experiences of staff. The findings suggest that there are considerable deficiencies both in terms of the SVQ format and the way in which children's homes are structured for the assessment of competence. Rather than address the history of failure within residential care, it appears that SVQs have enabled the status quo to be maintained whilst creating an 'illusion' of change within a learning society.  相似文献

Where do social workers acquire the knowledge they use in child protection work? What opportunities exist for them to access and use research? Should they bother? This paper addresses these questions using information provided by twelve local authority social workers involved in child protection work and findings from relevant research.

In a learning and work climate which appears not to encourage interest in research findings or knowledge from books generally, the paper considers both how knowledge from research might best be brought to the attention of busy workers and what are the necessary conditions for workers to develop and use knowledge in child care and protection practice.  相似文献

This article explores the impact of a consultancy undertaken with groups of residential child care staff within a large local authority who were experiencing considerable changes in their working environment as a result of a review of residential care structures. The authors were invited to engage directly with staff on an individual and group basis to help them work through the barriers they perceived to changing their approach to practice. The theoretical underpinning for the work was Charles Handy's [1993, Understanding Organisations (Harmondsworth, Penguin)] belief that change is more likely to have a positive outcome when staff have an investment in and contribution to the change processes. The model of change utilised within the sessions with staff was Kurt Lewin's three stages of 'unfreezing', 'change' and 'refreezing'. The consultancy raised a number of issues about the process of change and how this can be achieved within the residential child care context. In particular, it highlighted the problems of assuming that change is a linear process which can be directly controlled and managed in the flux and uncertainty which characterises this sector.  相似文献

A restraint-free culture is becoming a standard practice in the provision of long-term care services for older people, a standard by which licensure and accreditation agencies evaluate providers. Although most health care providers initiate restraint-elimination processes, many fail to achieve the intended result or sustain the practice because of a variety of barriers. Faltering organizations find themselves faced with monumental changes in administrative and supervisory staff, substantial recruitment and retention crises, and inadequate attention to a culture of continuous learning, teamwork, and leadership skill building. This article informs policy makers about the barriers to achieving and sustaining a restraint-free environment and suggests public policy agendas and processes to improve conditions for the aging population.  相似文献

Protection of children and youths after placement must be given increased emphasis because deinstitutionalized care is itself not harm-free and also because the needs of many children for care, control, and treatment are likely to be met in residential facilities for the foreseeable future. However, the diverse and often incompatible views of advocates and providers of child care about the issues affecting the protection of residents in institutions loom as obstacles to planning for the protection of children and youths after placement. Both of the extreme views of institutional abuse and neglect issues deny the need for child protection after placement. The first holds that since the child or youth is being protected and/or treated, no ongoing child protection is necessary. The other view holds that any child protection effort short of closing residential facilities is futile and therefore without merit. Underreporting of abuse or neglect is widespread; accountability of facilities for the protection of residents is, as a result, unevenly established. These conditions are attributable in part to the inadequate statutory base for protecting children in institutions. At the same time, because of the lack of a planned approach to protection within facilities, and between facilities and child protection agencies, residential facilities are likely to suffer negative public exposure when moderate or serious incidents of maltreatment become public. The absence of procedures for facilities themselves to recognize abuse and neglect invites exposure of incidents by staff and residents. The ad hoc manner in which incidents are managed by external agencies often inflicts unwarranted costs on the reputations of residential facilities that in many cases may have only one or two serious incidents a year. Finally, the use of "last resort" placements may be putting some children and youths into situations of unacceptable risk. Despite the existence of differing views in the residential care field, we have identified areas of agreement between the child protection agencies and residential facilities upon which public policy might build. The problem may not be so much that these attitudes exist, as that the states have not responded in a planned and credible way to the problem of institutional abuse and neglect. Nevertheless, development of a planned and credible approach must deal with these areas of difference if protection of children after placement is to be improved.  相似文献

In the wake of a number of high‐profile cases of the abuse of children and young people in residential child care, there have been repeated calls for the improvement of recruitment and selection of residential child care staff. This paper describes the findings from a survey, undertaken in 2005, of operational and human resource managers who have responsibility for the recruitment and selection of residential child care staff in the voluntary and statutory sectors in Scotland. This research was commissioned by the Scottish Executive to identify which elements of safer recruitment procedures had been implemented following the countrywide launch of a Toolkit for Safer Recruitment Practice in 2001. Research findings show that although local authorities were more likely than voluntary organisations to have gone some way toward implementing safer recruitment procedures, the recruitment process lacked rigour and commitment to safer procedures in some organisations. Developing quality relationships is recognised as an active ingredient for effective interventions with young people in care. Essentially, care staff has the opportunity and capacity to positively influence the young person's experiences in care, through the positive relationships they form. This paper presents selectively on the findings of two separate but related qualitative Irish studies exploring relationship-based approaches in residential child care practice, from the perspectives of both residential child care workers and young care leavers. Thirty-two professionals and four care leavers participated in either focus group or individual interviews. The findings are integrated in this paper with the wider literature on young people leaving care, with the aim of identifying core knowledge that is needed by service providers who are tasked with the support of young people making the transition out of care and towards independent living. In this paper we attempt to identify the knowledge base on relationship-building which is needed by care staff in order to carry out their role. It is argued that an explicit knowledge base is overdue now that the complex needs of young people in care are increasingly visible through advances in research and more recently the emerging literature concerning the personal testimonies of care graduates.  相似文献

This article, the first of two, provides an account of an extended literature review that was undertaken in order to establish the evidence base for the learning and teaching of skills for child protection practice. It considers the contribution to the knowledge base from child abuse inquiries and from policies, guidelines and other documents from governmental departments and professional bodies. The subsequent analysis of terminology used for the review illustrates the complexity of searching for evidence that relates to concepts about which there are many differing perspectives, and also highlights the relevance to the study of activities undertaken by practitioners from a wide range of backgrounds. The paper describes the review method beginning with an initial search from which several hundred articles were located, only six of which generated evidence of value to the study. These six, however, highlighted a range of skills that provided the basis for a second, more focused search. Following an account of organisation and analysis of material, the paper concludes with discussion of some of the challenges presented during the process of this review, the complexities of which are reflected in the paper's title. Statutory child protection is arguably one of the most complex and challenging areas of work within the welfare sector. In the state of Victoria, Australia, the child protection service is delivered by a state government department, the Department of Human Services, employing over 900 staff. A significant proportion of its recruitment is achieved through employing new graduates from a diverse educational base (e.g. social work, psychology and welfare). This convergence of circumstances, inexperienced workers with a variety of professional education backgrounds, beginning work in a complex, highly scrutinised professional domain, creates a unique challenge for in‐service educators responsible for induction. The ‘Beginning Practice in Child Protection’ programme is an attempt to meet this challenge, employing multi‐modal learning resources, interactive skills based clinics combined with workplace learning opportunities structured to deliver just‐in‐time messages. In addition, on‐line ‘virtual vignettes’ that support learning at the employee workstation are utilised. Evaluation findings suggest this programme is successful in achieving its aims of a supported introduction to the work, increasing worker confidence and satisfaction while leading to quality knowledge and skills acquisition. This paper will establish the context for child protection practice in Victoria, describe the programme designed to address the need, before highlighting key messages arising from an independent evaluation.  相似文献

Research in America, Canada, Australia and Britain has revealed that disabled children are particularly vulnerable to abuse. Their likelihood of attending residential institutions, their dependency on others for personal care and the lack of opportunities for them to alert others to maltreatment or comprehend the nature of abusive acts all increase levels of risk. Over the last decade, there has been increasing public and professional concern about the abuse of children in residential establishments, resulting in a number of inquiries. However, the abuse of disabled children in residential settings has received little attention. Despite residential schools, care homes and respite care being widely used by disabled children, there is a paucity of knowledge regarding the standards of child protection in these establishments. This article explores the research literature revealing the vulnerability of disabled children to abuse when living away from home, what measures can be taken to help protect them and the limitations of available data as a basis for planning child protection measures. The Residential Child Care Initiative was created in order to increase the numbers of qualified staff in residential children's homes in England. This paper explores some of the issues affecting practice placements for residential staff who undertook qualifying training between 1992 and 1997. Themes and issues arising from these experiences, with examples from practice, are considered in terms of their relevance to practice learning in group care situations for all social work students, highlighting the reciprocal benefits for students and residential services for children.  相似文献

Learning and demonstrating reflective skills for practice is a key requirement for students and practitioners in Social Work in Australia. Yet teaching and assessing reflective practice continues to present a number of practical and ethical issues for educators. This paper will discuss reflective practice in the context of an autoethnographic study that researched learning to be a social worker and educator. The findings from the study suggest that educators should be cautious about the extent to which educational activities direct attention to student selves for the purposes of building skills in reflective practice. The conclusions suggest that the moral order of the discipline, the hidden curriculum and the course culture in addition to the actual activities can have a significant impact on the extent to which reflective practice assessments deliver learning benefits to students.  相似文献
