In this article, we discuss the development of a conceptual evaluation framework to design and assess gender equality interventions and their effects in research and innovation. The conceptual framework presented herewith embraces the complexity, gender-sensitive and theory-based evaluation approaches ensuring that design and evaluation of gender equality interventions consider the complex systems that constitute the context in which the interventions operate. The evaluation framework offers a non-linear concept, where the notion of contribution - not attribution - to achieve impact is central to the integration of team, organizational and system factors in policy design and evaluation. The paper opens the “black box” to address the question of how and why a policy intervention works and in which context and discusses a systematic process on how to approach the interwoven linkages between input, implementation and effects in gender equality interventions in research and innovation, accounting for context sensitivity and methodological pluralism. The evaluation framework may serve as reference for researchers, evaluators, policymakers and other stakeholders in designing and assessing gender equality interventions, and in further developing their evidence, and theoretical and methodological base.  相似文献

PurposeThis article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.Design/methodology/approachAfter a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.FindingsThe research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI.Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.Originality/valueConsidering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. This article therefore aims to provide support in this regard for future evaluations of gender policies.  相似文献

This article analyses the facilitating and hindering factors that have affected the implementation of gender equality interventions in research and innovation in Europe. It applies the evaluation framework developed in the EFFORTI project that recognizes the complexity of evaluating gender equality interventions in R&I, the importance of factoring in context to any sound evaluation as well as the need to distinguish between the design and implementation of interventions in evaluations. It is based on the analysis of 19 empirical case studies carried out throughout Europe and focuses on those structural and procedural factors that have either facilitated or hindered the implementation process of these interventions. Findings include how the governance framework; top-management commitment; bottom-up participation; framing synergies with other initiatives, strategies for tackling resistance; resources; sustainability of actions; gender competence, experience and knowledge and transparency, targets, standards and monitoring; and accessible data and information all contributed to the successful implementation of the interventions.  相似文献

R&D expenditures of national firms decreased considerably and structural changes of R&D financing followed the fall of planned economy in the transition period of Central Eastern European economies. In the middle of the 1990s, business R&D started to grow in the Czech Republic and Hungary due to investments of foreign affiliates and restructuring of domestic companies. Nowadays multinational companies have a decisive share in business R&D in these countries, which entails special challenges for national innovation policy. In this paper, we look through the development of the Czech and Hungarian innovation policy considering MNEs R&D. We use case studies of the Czech automobile industry, the Hungarian pharmaceutical industry, and the new MNE-related university units and private universities to show how these companies influence innovation systems in transition economies.   相似文献

The present study considers the implications of different stages of economic integration for endogenous growth models with horizontal differentiation of the intermediate goods. It investigates the decline of the domestic R&D (research and development) sector for countries with lower initial stock of R&D due to partial integration in the form of free trade. The problem is investigated with empirical analysis for panel data for 12 EU accession countries in the period of 1990–2001. The specification relating the growth of total factor productivity, the domestic and the available foreign stock of R&D is estimated with first-differences, ordinary least-squares, dynamic panel data, and GMM methods. The time series are highly persistent and the applied procedures have different advantages according to the assumptions and the purpose of the analysis. All methods establish the comparable result that the foreign R&D stock interacted with the import share is a substantial and significant factor for the growth of total factor productivity. The role of the domestic R&D is insignificant for the growth of total factor productivity, verifying the decline of the sector with free trade.  相似文献

Little is known to date about the practice and perceptions of RRI among researchers in Europe as well as the integration of the gender dimension into everyday RRI practices. This lack was addressed by two large-scale surveys that were launched in the course of the EU-funded MoRRI project (Monitoring the evolution and benefits of RRI, Contract number RTD-B6-PP-00964-2013, Duration 09/2013–03/2018). The analysis shows that the institutional environment positively influences the degree of RRI activities and the general attitudes towards more responsible research and innovation: researchers working in an institutional environment that systematically supports the practice of RRI are more active in RRI practices than researchers who do not rely on such structures. For the gender equality dimension, this means that institutions with a gender equality plan (GEP) in place are more inclined to support female researchers than institutions without such institutional incentives. Furthermore, researchers with experiences in EU-funded projects are more likely to be engaged in RRI activities. Even if female researchers have a stronger inclination to engage with society than their male counterparts, gender competence proves to be the relevant distinguishing criterion. Gender competent researchers are more often involved in other RRI activities.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

This paper examines gender equality activities in the context of information and communication technology (ICT), traces the social and cultural relations that intertwine with them and discusses the understandings of gender, equality and ICT maintained in them. The aim of the paper is to analyse how liberal equal treatment actions prevail in ICT, although it is well known that liberal politics alone do not succeed in promoting gender equality, and not even in fulfilling its own goal of raising the proportions of women in technology. The study is based on oral history interviews with 30 women who have committed important parts of their lives to gender equality activities through several decades, as well as follow-up studies of women's ICT groups that aimed to promote equality in ICT expertise, both of these studies being conducted in Finland. The interviewed gender equality workers are competent promoters of gender and equality. However, they need to negotiate their aims, for example, in order to get funding, within national and transnational institutional practices, with actors who have little knowledge regarding the social construction of gender, equality or ICT. The managerial terms 'efficiency' and 'good practice' then take over the understandings of the gender equality activities in ICT, mainly organized as projects, and further emphasize the measurable goals often linked to liberal gender equality actions. These terms have material consequences and while gender equality projects continue to provide possibilities for unexpected changes, they are locked within liberal politics.  相似文献

The role of women in natural resource use has been a recurrent theme in social scientific research, especially in relation to developing countries. In contrast to much of this literature which focuses on differences and tensions between female and male roles, we argue that the interplay between and complementarity of such gendered roles might be highly relevant in understanding contested resource use, but are often neglected. We explore here the role of women in illegal hunting, specifically bushmeat hunting in eastern Africa. Using qualitative data from two sites, lower Omo in Ethiopia and western Serengeti in Tanzania, we found that in both places women, while not actively hunting, played a strong role through a variety of verbal and non-verbal behaviours that motivated male hunting and discouraged their non-hunting. Hunting activities were highly gendered and driven by the interplay between male and female roles, which served to maintain these activities despite strong disincentives from legislation and conservation and development interventions. In contrast to the current literature on women and natural resource use, we thus found that gendered roles complemented and reinforced each other. We discuss implications for research on gender, environment and development, and for the design of conservation-oriented interventions.  相似文献

This article provides the first comprehensive empirical test of how women’s presence in politics affects male politicians’ attitudes toward gender equality as an abstract ideal and their personal willingness to strive for women’s interests. Using a unique survey of all 13,000 locally elected politicians in Sweden (response rate 63 percent), we find a negative association between a greater presence of women and male politicians’ personal willingness to strive for women’s interests. However, there is no such effect on male politicians’ support for gender equality as an abstract ideal. We argue that the found pattern can likely be explained by the fact that it may be costly for male politicians to personally strive for women’s interests, whereas it does not cost them anything to commit to gender equality as an abstract ideal.  相似文献

This paper analyzes the role of source country culture on gender roles for labor market assimilation of immigrant women in Sweden. Sweden ranks as one of the world’s most gender-equal countries and at the same time a recipient of many immigrants from countries with more traditional views on gender roles and gender equality. I find that the labor force participation of immigrant women in Sweden is related to their source country culture, in the sense that women from countries where women’s labor market participation is low (high) also have low (high) participation in the Swedish labor market. However, all immigrant women assimilate towards, but do not reach parity with, the participation rate of native women, and the difference between women from high- and low-participation countries diminishes with length of residence in Sweden. This indicates that source country culture on gender roles does not have a persistent effect on immigrant women’s labor market participation in Sweden. Furthermore, the results highlight the importance of taking into account unobservable time-constant individual and source country factors when estimating the relationship between source country culture and immigrants’ labor market outcomes. Neglecting to control for these factors could lead researchers to misrepresent the rate of assimilation and overstate the effect of source country culture.  相似文献

Rural researchers have found that women leave rural communities at a higher rate than men. Rural education researchers have also found that young women are significantly more successful in formal education than their male counterparts. Few studies though attempt to explain why this is so. This work presents data and analysis from two studies of education and out-migration from a rural-coastal community in Nova Scotia Canada. The questions I investigate in this session are: (1) why are women more likely to leave rural communities? (2) how have contemporary change forces like globalization and network society influenced the gender balance regarding rural out-migration? and (3) how has young rural women's relative success in formal education related to their higher rates of out-migration? Given the recent concern about boy's education, I raise some critical questions about the parallel notion that girls are doing just fine.  相似文献

This paper uses a rich collection of household surveys to investigate the wage differential between the public and private sectors in 13 Latin American countries. It also studies how the sector of employment affects the gender wage gap. Contrary to what is commonly thought, it is found that, in the majority of Latin American countries, there is a premium associated with working in the public sector. It is also found that the premium is often higher for women than for men but that this difference does not compensate for the wide gender gap.  相似文献

Nutrition policies tend to concentrate on women, overlooking the important role men can play as allies in achieving positive nutrition outcomes. This article applies an integrated framework for gender analysis to assess the extent to which Malawi's National Nutrition Policy and Strategic Plan (2007–2012) is gender responsive. The study found that the Policy and Strategic Plan were not gender responsive and did not adequately integrate gender considerations. The authors propose the promotion of a conducive environment for men's participation in maternal and child health by applying a more gender‐responsive approach to nutrition policy. The findings could assist developing countries seeking to accelerate progress in reducing undernutrition to meet national, continental and international commitments on gender equality, nutrition and development.  相似文献

Studies often find gender differences in social networks in later life, but are these findings universal, or do they differ in various cultural contexts? To address this research gap, the current study examines the association between gender differences in social relationships and country-level gender-role attitudes. We combined data from the Survey of Health, Ageing and Retirement in Europe (SHARE) of individuals aged 50 years and older with country-level data on gender-role attitudes from the European Values Survey (EVS) for 15 European countries. We estimated a series of multivariate hierarchical regression models that predicted the size of the personal social network, its emotional closeness, and the proportion of the spouse, children, and friends in the network. The results indicated gender differences in social network characteristics. Women reported larger social networks and were more likely to have larger proportions of children and friends but smaller proportions of the spouse in their social networks. The magnitude of gender differences was associated with country-level gender-role attitudes. In countries with more egalitarian gender-role attitudes, women had larger networks with a larger proportion of friends compared to men. In countries with more traditional gender-role attitudes, women had larger proportions of their children and spouse in their social networks and had emotionally closer networks. Our findings suggest that the societal context and opportunity structures for social interactions play an important role in shaping the structure of women’s and men’s social relationships in later life.  相似文献

This article investigates the premise that it is possible to transpose organizational approaches to equal employment opportunity (EEO) from western countries to Muslim majority countries (MMCs). Drawing on policy interviews and documentary evidence from public sector organizations and international development agencies engaged in the promotion of gender equality in Turkey and Pakistan, we question the effectiveness of diffusion of gender equality policies and practices to and among these two MMCs. Our investigation reveals the primacy of context over essence in developing effective ways to construct EEO policies and practices which can be adopted in MMCs.  相似文献

ABSTRACT

Do women really improve conditions for gender equality after becoming heads of states? This study investigates if having a woman at the helm of country’s decision making processes leads to better indicators on women’s conditions. Using time-series observations for the period 2000–11, we test the hypothesis with the Liberian experience. We analyse six main gender indicators: gender equality, equality of representation in rural areas (basic community), economic rights of women, participation of women in active life, political rights of women and legislations for the protection of women against violence. Our findings do not show substantially significant changes between the first mandate of Ellen Johnson Sirleaf and the period before. In essence, we only notice positive and statistical ruptures for equality of representation in rural areas and the economic rights of women. Policy implications are discussed.  相似文献

The recent emergence of ‘transnational business feminism’ [Roberts, A. (2014). The political economy of ‘transnational business feminism’. International Feminist Journal of Politics, 17(2), 209–231] accompanied by numerous ‘transnational business initiatives for the governance of gender’ [Prügl, E., &; True, J. (2014). Equality means business? Governing gender through transnational public–private partnerships. Review of International Political Economy, 21(6), 1137–1169] constitutes a significant area of debate in the feminist political economy literature. In this paper I focus on the confluence of the corporate social responsibility (CSR) agenda with the visibility of gender issues in development and the resultant corporate agenda for the promotion of women and girls’ empowerment. The paper draws on two gender-focused World Bank collaborations with private sector actors: the Global Private Sector Leaders Forum and the Girl Effect campaign. The paper argues that the dominant model of corporate citizenship inscribed within the discourse of transnational business initiatives is framed in terms of capitalizing on the potential power of girls and women, achieving an easy convergence between gender equality and corporate profit. I suggest that the construction of an unproblematic synergy between these goals serves to moralize corporate-led development interventions and therefore does not challenge corporate power in the development process, but instead allows corporations to subscribe to voluntary, non-binding codes and cultivate a socially conscious brand image.  相似文献

Abstract

This article examines the limits of national discussions on gender equality in Rwanda from the perspectives of disabled young women. Based on 16 in-depth interviews and three focus group interviews with disabled Rwandan young women, this article points out that the barriers to gender equality are interpersonal and institutional. The empirical analysis reveals that gender biases at Rwanda’s largest inclusive secondary school are reinforced by wider cultural and religious norms, which endorse the subordination of disabled girls and young women in school. The study suggests that the equality rhetoric/reality gap will remain in Rwandan schools and society if the wider cultural and religious institutions are not examined and transformed.  相似文献

Germany and Austria are two countries with a comparably and persistently high gender pay gap. Further, both countries are classified as conservative welfare states where the male breadwinner model has been only partly modernized and strong corporatist structures shape working conditions. At the same time, welfare policy and provision are not only based on but also shape gender‐related norms, beliefs and assumptions that are virulent for job valuation and collective bargaining. Against this background the article analyses similarities and differences regarding the gender pay gap in Germany and Austria. While both countries show significant similarities regarding the causes for the gender pay gap, there are some differences regarding legislation and further policies with which the gender pay gap could be reduced. Arguing that the institutional framework strongly influences income opportunities for women and men, the article provides a sectoral analysis of the financial and insurance sector and the human health sector in both countries. Using qualitative data from a recent research project, it is argued that in the classification of a sector as ‘female’, the sectoral income level combined with different wage‐setting mechanisms have a crucial impact on wage inequalities between women and men.  相似文献
