Much of the literature on local civil society organizations and foreign aid focuses on the short-term consequences of funding cycles and contract conditions, but treats foreign aid at the macrolevel like a largely stable condition, as though countries receiving foreign aid will continue to do so for the foreseeable future. Empirical evidence of aid reduction, however, suggests that this approach neglects long-term phenomena. This article examines aid patterns on a global scale and explores their potential consequences for civil society organizations. Working from World Bank data, we identify general patterns in country-level aid reduction. We examine the frequency of country-level aid reduction, the magnitude of reduction, its duration, and whether aid reduction tends to be rapid or gradual. Mapping these patterns establishes that country-level reductions in aid are a regularly occurring, global phenomenon. Moreover, even as global ODA levels increase, instances of country-level aid reduction are also increasing. Our findings lay the foundation for building new, generalizable theory about aid reduction and allow us to identify pressing questions about the consequences for civil society organizations in need of further research.  相似文献

The Liberian environment is characterized by enormous reliance on international aid, substantial amounts of which is channeled through civil society organizations (CSOs). These civil society organizations have played an important role in Liberia’s redevelopment since the end of the civil war in 2003, despite the fact that international aid to Liberia is increasingly characterized by unstable funding patterns and shifting donor priorities. This makes it vital to deepen our understanding of international aid funding to Liberian CSOs. This study uses mixed methodology to examine what impacts the ability of Liberian CSOs to attract aid funding, the nature of the donor–CSO relationship, and how this relationship impacts the capacity and behavior of CSOs. Results indicate CSO competence and efficiency are associated with ability to attract aid funding. Pressures and imbalance in the donor–CSO relationship contribute to high levels of environmental uncertainty for Liberian CSOs in the sample, leading to adaptive behaviors related to activities and funding streams.  相似文献

What survival strategies, mechanisms and tactics do gender rights activists in Romania and Poland use, in an environment of changing foreign aid? In order to tackle these aspects, the first part of the article analyses the issue of foreign aid and civil society sector in the two countries. In the second part, the analysis focuses on organizational mechanisms and procedures aimed at replacing resources when donors withdraw aid. The last part discusses unintentional positive and negative effects of scarce financial resources on the local and national level and aid reduction from international donors. The article shows that regardless of financial aspects, activists struggle to keep organizations alive, while adopting similar strategies in different cultural and political contexts.  相似文献

The Internet and, more recently, social media seem to promise the ability for non-state actors to more easily participate in domestic and international politics. ‘Global civil society’ can become ever more global with the help of these ‘new media’. This article uses the Caribbean Community (CARICOM) case to question the capacity of information and communication technologies (ICTs) to contribute positively to the insertion of developing country civil society organisations (CSOs) in a global civil society. Notwithstanding the possibilities that ICTs may open, Caribbean CSOs are not yet able to tap into these potentials effectively. Caribbean CSOs face resource constraints that ICTs alone may be unable to solve. However, the most significant hurdle that Caribbean CSOs face to elevating their work within global civil society is their relative powerlessness within global civil society. The article contends that this limited ability to be of influence is historically contingent and illustrates that hierarchies exist within global civil society that mirror asymmetries of power inherent in the state system.  相似文献

In this introductory essay to the special issue on civil society in authoritarian and hybrid regimes, we review core themes in the growing literature on shrinking or closing space for civil society. We discuss the role of civil society organizations (CSOs) as agents of democratization and note the emergence of dual, at times apparently conflicting policy postures within authoritarian regimes (restriction and repression for some CSOs vs. financial support and opportunities for collaboration for others). We posit that different conceptual perspectives applied to civil society can help account for the duality of authoritarian postures and examine repercussions for three key subgroups of CSOs: claims-making (or advocacy) NGOs, nonprofit service providers and regime-loyal NGOs supporting often populist and nationalist discourses.

A push to reverse unsustainable trends has come from environmental civil society, but its track record is somewhat inconsistent. Why are some environmental organizations able to enhance the environmental cause, while others fail to create a substantial impact in the move toward environmental sustainability? This paper considers related but disparate clusters of literature and identifies factors that have an impact on the effectiveness of civil society. It also addresses the ambiguity that is attached to civil society—a concept with considerable historical baggage and contextual differentiation. Given that each conceptualization of civil society has its own body of literature and that these do not necessarily speak to each other, we propose an analytical framework that integrates a variety of dimensions relevant to the analysis of environmental civil society organizations (CSOs): the degree of institutionalization, the mode of interaction with the state, sources of funding, the locus of mobilization, the choice of issue(s), and the degree of politicization. Using these organizational characteristics, our framework further integrates contextual factors, constructing a multidimensional space where there are opportunities and constraints for environmental CSOs. This framework allows us to examine diverse paths shaped by context-dependent strategic choices of environmental CSOs which may either limit or enhance their capacity to make an impact. These strategic choices are tracked by selecting entry points inspired by fieldwork conducted in Turkey—specifically, institutionalization, the choice of issue(s), and politicization.  相似文献

We address two views from organization theory to consider the expansion and effects of nonprofits in education: first, a functional view emphasizing the direct effect of work of civil society organizations (CSOs) and, second, a phenomenological neoinstitutional view focusing on the cultural meaning of education CSOs as indicators of a rationalized, liberal world society. We use panel regression models with country fixed effects to analyze the cross-national expansion of domestic education CSO sectors in 130 countries from 1970 to 2014. We then examine the association between the size of the domestic education CSO sector and memberships in international non-governmental organizations (INGOs) with education outcomes, including spending, education aid, secondary and tertiary enrollments, and the share of women in secondary and tertiary education. Results show that INGO memberships, an expanded state, and an expanded education system are highly associated with the expansion of a domestic education CSO sector. Both domestic CSOs and INGO memberships tend to have a significant, positive relationship with education outcomes net of other factors. We also find preliminary evidence indicating that the causal forces at play are more complex than a straightforward direct effect of education CSOs doing good work. Specifically, CSOs, at least in part, are indicators of a Western, liberal model of a proper modern society; the underpinning culture, represented by CSOs, accounts for some educational expansion above and beyond the benefit (or harm) caused by any given entity.  相似文献

In 2011, on the initiative of US President Barack Obama 8 governments and 9 civil society organizations (CSOs) came together to create the Open Government Partnership (OGP). The OGP was proclaimed as a new paradigm in promoting open government and democratic principles through the creation of participatory mechanisms involving governments and CSOs. This article aims to examine in more detail if the OGP, after 5 years in existence, has lived up to the initial proclamations as a new model of democracy-promotion at the global level. Departing from theoretical considerations on the potential of participatory mechanisms for the promotion of democratic processes, the article analyzes the OGP processes of 3 founding members, Brazil, the US, and the UK. Although the structure of the OGP is highly innovative in many respects, the findings suggest that the governments of the 3 countries examined have used the OGP as a smokescreen to distract from on-going corruption, lacking transparency, and government secrecy. This article contributes to research on the possibilities and challenges of effectively democratizing global governance mechanisms through the involvement of governments and civil society actors.  相似文献

The architecture of international aid to developing and emerging economies is undergoing significant change. Post-aid world conditions will reshape relationships between international aid actors including donors, civil society organizations (CSOs), governments, and other institutions. These trends draw attention to South–South Development Cooperation (SSDC) as a promising direction in regions like Latin America. CSOs’ participation in SSDC might challenge and divert the dependency and power asymmetries in traditional North–South aid. As potential adaptive strategy for CSOs, SSDC diversifies the actors involved in aid and the resources exchanged, and produces different development discourses. The article outlines SSDC as an alternative development model and specifically considers the participation of CSOs. It provides a case of CSOs’ participation in SSDC in the region of Latin America. As research on CSOs in SSDC is limited, the article contributes to its further understanding and provides further avenues of research.  相似文献

Civil societies are usually seen as facilitators of democracy or as oppositional powers withstanding authoritarian rule. However, more and more often civil society organizations (CSOs) appear to contribute to the legitimacy of non-democratic incumbents. Taking the example of contemporary Russia, this paper argues that state funding for CSOs under authoritarian regime conditions serves for securing regime legitimacy in two respects—by supporting CSOs contribution to public welfare and by transmitting state-led legitimacy discourse to the civil society sector. The analysis of applications submitted between 2013 and 2016 to the Presidential Grant Competition (PGC), the biggest public funding programme for CSOs in Russia, shows that the state is (1) supporting CSO activities above all in social, health and education-related fields, and (2) privileging projects that relate to a state-led conservative public discourse not only but foremost within those welfare-related fields. These results highlight the importance of investigating state support to CSOs in order to access the changing role of civil society under authoritarian regime conditions.

Throughout Latin America, the relationship between government and civil society organizations (CSOs) has been characterized by opposition, substitution, and submission; and, the incipient path to cooperation is barely noticeable. For their part, participatory public policies make sense within a theory of democratic governance. Democratic governance seeks two propositions: (a) participation from other social actors will give rise to more efficient government action; and (b) citizen support will emerge from the said government action. This paper criticizes the current relationships between the governments and CSOs in this region. In addition, it explores the potential strategies that could be adopted were there a cooperation between these two entities. The paper is supported by theoretical literature as well as by a revision of some cases of participatory public policies that are currently active in the region. The paper proposes that the strategies of opposition to government and government substitution have to be abandoned in this region. The paper focuses on civil organizations (CSOs). It is true that they do not constitute the entirety of civil society; however, they are frequently the most organized compared with other civic actors, such as social movements, families, and individual initiatives. CSOs form only a part of the diversity known as civil society; however, they significantly contribute to the discussion about the public good, and very often they participate in providing such goods. The future of participatory democracy in Latin America is related to our ability to achieve a more complete participation of CSOs in the entire process of participatory public policies—from the formation of public agendas to their design, implementation, and evaluation.  相似文献

This research note reflects on the gaps and limitations confronting the development of ethical principles regarding the accessibility of large-scale data for civil society organizations (CSOs). Drawing upon a systematic scoping study on the use of data in the United Kingdom (UK) civil society, it finds that there are twin needs to conceptualize accessibility as more than mere availability of data, as well as examine the use of data among CSOs more generally. In order to deal with the apparent “digital divide” in UK civil society – where, despite extensive government rhetoric about data openness, organizations face not only the barriers of limited time, funds, and expertise to harness data but also the lack of representation within existing data – we present a working model in which ethical concerns accompanying data utilization by civil society may be better accounted. This suggests there is a need for further research into the nexus of civil society and data upon which interdisciplinary discussion about the ethical dimensions of engagement with data, particularly informed by insight from the social sciences, can be predicated.  相似文献

This article considers how changing trends in patterns and modalities of aid are affecting the roles of civil society organisations. It draws on research carried out in Uganda in 2001 to argue that donors are adopting an oversimplified conception of the roles of CSOs. In particular, by separating ‘service delivery’ from ‘advocacy’ roles, donors fail to appreciate a situation in which organisations play several roles simultaneously, and the vital synergy that can be created between roles. Furthermore, there is a danger that the changes in funding modalities will force a new dependence on government which will restrict CSOs’ ability to carry out the very role that donors are trying to enhance — that of ‘holding government to account’.  相似文献

This paper argues that periodic waves of crowding‐in to ‘hot’ issue fields are a recurring feature of how globally networked civil society organizations operate, especially in countries of the Global South. We elaborate on this argument through a study of Indian civil society mobilization around climate change. Five key mechanisms contribute to crowding‐in processes: (1) the expansion of discursive opportunities; (2) the event effects of global climate change conferences; (3) the network effects created by expanding global civil society networks; (4) the adoption and innovation of action repertoires; and (5) global pressure effects creating new opportunities for civil society. Our findings contribute to the world society literature, with an account of the social mechanisms through which global institutions and political events affect national civil societies, and to the social movements literature by showing that developments in world society are essential contributors to national mobilization processes.  相似文献

The impact of international donor arrival on local civil society organizations (CSOs) is well researched. Less well understood is how local CSOs react and adapt to donor withdrawal. This article explores this phenomenon in the context of the HIV/AIDS sector in Vietnam. Using data from government, donor and CSO sources in Vietnam, it examines how current and planned cuts in donor funding, including donor exit, impact local CSO agency and effectiveness. It finds that while donor withdrawal may reduce CSO capacity and independence, it can also prompt local innovations that—if successful—may improve CSOs’ responsiveness to local stakeholders.  相似文献

This study attempts to answer the question: When do civil society organizations (CSOs) function as a bridge between the informal political sphere and the formal political sphere by changing the political attitudes of their members? To answer this question, I used the Japanese General Social Survey 2003 (JGSS 2003). My main findings involve the effect of the face-to-face interactions that the CSO members have with government officials. The findings suggest that while CSO members without such interactions are no more psychologically politically engaged than non-members, the members with such interactions are. The findings have an empirical importance to those who study Japan since the country is currently undergoing CSO–government relationship reform and the number of CSOs is growing rapidly in the recent years. The study also has a theoretical importance to civil society scholars since this study attempts to unfold the mechanism in which CSOs’ positive effects on the members’ political attitudes are produced.  相似文献

In the 21st Century global public relations professional community, the need for a postmodern reformation is compellingly evident. Most theorizing begins with basic assumptions about the three main social actors for which public relations has been practiced: (1) corporations, (2) nongovernmental and civil society organizations (NGOs and CSOs), and (3) governments. Questions about society itself are rarely examined, but when they do come up, scholars and practitioners tend to assume generally accepted values and mores. Different disciplinary, theoretical, and empirical lenses have contributed to a kaleidoscopic picture of the governance of civil society organizations (CSOs). Most of the time, CSO governance is contrasted with corporate governance in business organizations; only rarely is the broad variety of CSOs taken into account. To widen this perspective, we develop an empirically grounded typology of five discourses of organization in CSOs: managerialist, domestic, professionalist, grassroots, and civic discourse. We argue that each of these discourses gives specific answers to the three core questions of governance: To whom is the CSO accountable, i.e., who are the key actors who need to be protected by governance mechanisms? For what kind of performance is the CSO accountable? And which structures and processes are appropriate to ensure accountability? The way in which different discourses answer these questions provides us with a deeper understanding of the reasons behind the manifold notions of governance in CSOs.  相似文献

This paper presents a comparison of the legal and regulatory frameworks for civil society organizations (CSOs) in the Andean countries. Given the restrictive policies, CSOs are becoming policy entrepreneurs and identifying policy windows, that is, opportunities in public policies that are not inherently related to their sector. It focuses on the case of Ecuador and its 2010 higher education reform that requires universities to generate more research and to establish community outreach. The paper argues that while collaborations with universities might not bring substantial financial resources to CSOs, and that the roles and responsibilities in collaborative projects are constructed through a learning process, the higher education reform might have the potential to create win–win relationships among universities and CSOs. Opportunities like this, allow CSOs to demonstrate their expertise and experience in social development, and in doing so, gain, and in some cases regain, their legitimacy. In the process, CSOs might stave off further restrictive public policy.  相似文献

This article proposes a network analytic approach to the role of frames in shaping the structure of civic organizational fields. Adopting a perspective from the global South, it looks at the impact of the expression “Right to the city” (RTC) over alliance building among civil society actors, exploring patterns of collaborative ties among 129 civil society organizations active in Cape Town from 2012 to 2014. The article addresses two broad questions: What is the relation between RTC and other frames that are also frequently invoked to describe urban struggles and issues? Does the RTC frame affect the structure of urban civic organizational fields in significant ways? Data suggest that while RTC plays a significant role in local civil society, it is neither the only interpretative frame that Capetonian civic organizations draw upon to characterize their activity, nor the more salient. “Urban conservation,” especially tied to nature conservation and environmental issues, actually shapes the structure of local organizational fields in a sharper manner. This is, however, a potentially more divisive frame, rooted as it is in the apartheid legacy that still shapes urban dynamics in the city.  相似文献
