Ng IYH, Koh G. Chinese Singaporean attitudes towards poverty and inequality: a comparative analysis Based on a survey of 191 Chinese respondents, this article discusses the attitudes of Singaporean Chinese towards poverty, inequality and government intervention. Using the Z‐test for two proportions and cluster analysis, findings were compared with similar studies in the USA and the UK. Chinese Singaporeans were found to be very aware of the growing inequality, but they adopted a narrower definition of poverty than British respondents. This might be the reason why they were more sympathetic towards the poor and supportive of more government anti‐poverty efforts than were American respondents. From the cluster analysis, the Singaporean sample produced a third group who were ‘satisfied but concerned’, on top of the two polar groups, ‘sceptics’ and ‘liberals’, present in the British study. A majority of respondents also supported the view that more should be done to help the poor and were willing to pay more taxes for that purpose.  相似文献

This article explores the geography and culture of machine breaking in Nottinghamshire, home to the Luddite framework knitters. Earlier accounts have shed some light on why Luddism broke out in 1811 to 1812; but they have had much less to say about why it assumed the form and the geography that it did. By situating Luddism in a longer chronological and broader historiographical context, the article suggests that it makes more sense when viewed as one of the last episodes in an older style of traditional and largely rural popular protest. Luddism in the region was a lot less moderate than previous accounts have argued, a reflection of the ‘rough’ culture of the knitters that thrived in the villages, a culture that has remained largely unexplored by historians. By utilizing a range of sources that have been neglected in previous studies, notably parish and court records, and through a careful re-combing of the Home Office and Treasury Solicitors’ files, this article recreates aspects of the day-to-day lives of the knitters, paying attention to poverty, life-cycle and crime. Luddism was about more than wages and working conditions; it was also a response to contractions in the ‘makeshift economy’.  相似文献

This article connects two current debates: the rise of single-person households or of ‘solitaries’, and the so-called ‘loneliness epidemic’. It raises questions about how these are associated, via social-science literature on loneliness as a social, contextual and subjective experience, and findings in that literature about the relevance of lone-person households. The article is concerned to explore the history of living alone as a form of family structure, via analysis of European, North American and Japanese pre-industrial and industrial listings of inhabitants, and the post-1851 British censuses to 2011. It also does this cartographically via British mapping of lone-person households in 1851, 1881, 1911 and 2011. It documents dramatic rise across many countries in single-person households during the twentieth century, notably since the 1960s. Many pre-industrial settlements had no single-person households, and the average was around 5 percent of households. The current western proportions of such households (e.g. 31 percent in the UK) are wholly unprecedented historically, even reaching to 60 percent or more of households in some modern European and North American cities. The discussion examines this trend – which has very wide ramifications – and raises issues about its relevance for modern problems of loneliness as a social and welfare concern.  相似文献

Choice by service users has been promoted in social policy across many developed welfare states, often on the grounds that it will incentivize providers to enhance quality and efficiency. But this instrumental motivation for the promotion of choice overlooks the possibility that choice, understood in the deeper sense of autonomy, has intrinsic value, as suggested by egalitarian and capability‐based theories of social justice. This article argues that the narrow motivation of choice policies leads to a focus on services rather than outcomes for individuals and fails to address deep‐seated inequalities in the opportunities people have for real autonomy. We test this concept using newly collected data for the UK. Our empirical findings indicate that disabled people are more likely to experience constrained autonomy in all respects, while being from a low socio‐economic group and/or lacking educational qualifications is a risk factor across several components. We conclude that improving the ‘choice’ agenda for policy requires: (1) adopting a more sophisticated concept of ‘choice’ such as the conceptualization of ‘choice as autonomy’ outlined here; (2) developing a better understanding of existing inequalities in autonomy, such as we begin to explore in our empirical results; and (3) tackling these inequalities through, for example, the removal of obstacles to active decision‐making by providing effective support and advocacy, especially for disabled people, and addressing the major structural barriers – poverty, ill health and geographical inequality – which place significant restrictions on the autonomy of those who are already disadvantaged.  相似文献

Debates about how to set minimum income standards for health and general well-being are very current in Britain. Family budget standards remain popular but the results can be criticized for being little more than abstractions. They are to an extent 'artificial' and this raises questions about their 'real adequacy'. Another way to operationalize adequacy of income, in a lived sense, is to consider the household income levels at which a specified, desirable, healthy standard of living is in fact achieved, indicated here by diet and nutrition. Data are taken from the United Kingdom's Expenditure and Food Survey; the sample has been restricted to an older population, and three years of data (2002–5) provided a combined sample of 4,300 households. The study findings and semi-normative poverty lines are critically discussed in relation to the national UK policy context as well as the international research literature on poverty measurement.  相似文献

This article reports an exploratory study in Jeddah City, Saudi Arabia, which assembled data and information from government and non‐governmental organizations about poverty and poverty alleviation policies. A list of poor families which were receiving benefits from the Social Security Department and charitable associations in Jeddah City was constructed, from which female‐headed households were identified and classified depending on the circumstances of the female head. The article describes the social, cultural and demographic characteristics of poor female‐headed households in Jeddah. The article also uses the results of interviews with 13 poor female heads of households to analyse aspects of their everyday lives. This evidence is used to discuss the ability of the Saudi state's income support system to address poverty as the country undergoes economic and social modernization.  相似文献

Many EU countries are faced with abysmal public debts and high unemployment, and may have to reduce their social expenditure and deregulate their labour market, which should lead to an increase in ‘working poverty’ (i.e., an increase in the number of working men and women who live in a low‐income household, or in a household that cannot afford certain goods and services considered essential for a decent life, respectively). However, working poverty remains an under‐analysed phenomenon in Europe. Moreover, the vast majority of existing definitions used in Europe are based on a relative income poverty line and the EU's official definition of ‘in‐work’, which raises concerns about the robustness of existing findings. This article first examines how the socioeconomic situation has evolved in seven EU Member States that have fared differently. In addition, the article examines whether the use of non‐monetary poverty indicators and of an encompassing definition of ‘working’ has an impact on the conclusions drawn. An attempt is made to identify the main macro‐level determinants of changes in ‘working poverty’ and to better understand their impact at the micro‐level.  相似文献

ABSTRACT

This article draws on qualitative interview data with 42 New Zealanders returning to New Zealand after living overseas, finding they feel more like a ‘migrant’ than someone coming ‘home’. This is in part because New Zealand people and institutions demonstrate an intolerance to difference, theorised here as a form of xenophobia that inhibits the economic, social and political integration of participants. However, the same experiences and ideas that lead many New Zealanders to frame returnees as an ‘out-group’ can be regarded as a national resource. The article concludes that we should embrace – not ignore or disparage – returnees' awareness of integration issues, transnational networks and cross-cultural experiences as we attempt to maintain social cohesion in an increasingly superdiverse world.  相似文献

Income and expenditure measures are commonly used to establish poverty lines representing, respectively, the availability of cash resources and the standard of living approaches to measuring the extent and composition of poverty. Using UK data we compare these two measures and show how they might be combined. Although overall poverty rates are similar whichever measure is used, the relativities they imply for different types of household differ considerably. There is little overlap between income and expenditure poverty and very few households are both income–and expenditure–poor. The concept of poverty as constraint on choice or constrained expenditure is then defined as the absence of spending on durable goods and luxury items. Using logistic regression, income thresh–olds associated with the observed levels of constrained expenditure are derived for different types of household. Assuming all income is spent, these thresholds define a poverty line below which expenditure is severely constrained. The extent to which social assistance rates limit or prevent household expenditure is also estimated. The method and the estimates illustrate the value of exploring the links between income and expenditure in the measurement of poverty, drawing attention to the limitations of the data, and identifying future research needs.  相似文献

Whilst there are many commonalities in the experience of living in hardship, there are also many ways in which the experience of poverty varies. This paper draws on findings from life-history interviews about parenting and children's well-being which were undertaken with 70 low-income households including nine Bangladeshi families living in London. The paper explores the ways in which the experience of Bangladeshi families was similar to and different from the sample as a whole, discusses the intersection of culture, class, gender and ethnicity in the experience of living in poverty and how this impacted on parents' ability to access support. The findings show the many and complex ways poverty impacts on families' lives and suggest that many of the barriers for Bangladeshi families' to accessing services that have previously been identified still exist. The findings highlight the importance of social workers having the space to reflect on and develop their own practice in order to avoid oversimplistic assumptions about the experiences of Bangladeshi families and the need for home-visiting services so practitioners can develop relationships and build the confidence of the most socially excluded parents.  相似文献

Estonia was occupied by the Soviet Union for 50 years. Now she has restored her independence and extensive transformation has started, creating acute social problems. The economic survival of the whole society has become a main goal. The authors examine different poverty lines using the family budget data of 239 households surveyed in May and August 1992 for comparison. The analysis reveals that, whereas the wages and expenditure are low compared with unregulated prices, the share of households living under the poverty line does not reflect the real situation. The poverty among Estonian households reveals a skewed structure of expenditure that indicates exclusion from the consumption-centered way of life. Empirical evidence is given that single-earner households and households with 3 or more children face the danger of falling into deep poverty.  相似文献

Since the 1970s, there has been growing academic interest in children and young people living in state care and, more recently, in the lives of disabled children. However, there has been little attention on the lives of disabled children who are looked after by the state. This paper compares and critiques what is known about the numbers of disabled children who are looked after in England, Northern Ireland, Scotland and Wales. We discuss the conceptual and methodological limitations of systematically collecting data on disabled children in state care across the UK. We argue that to ensure that the rights of disabled children in state care are identified, acknowledged and upheld, ‘being counted’ is a fundamental first step.  相似文献

The living arrangements of young people in New Zealand are diverse and often complex. In this article we report the range of care and living arrangements of 209 15-year-old New Zealanders, 47 of whom identified as Māori. These young people were participants in the second generation of a cohort study. Data were collected from their parents via a life history calendar and analysed for variety and consistency of care arrangements, household membership and transitions. Few participants had a consistent pattern of parental care arrangements and most had experienced multiple changes in household composition and frequent changes of address. We conclude that the whānau/family lives of many young New Zealanders are complex and dynamic. These observations contrast with the conventional notions of family life that form the basis for New Zealand’s family policies. We argue that social policies and services impacting on young people need to reflect the lived reality of young people if they are to meet young people’s needs.  相似文献

What are the effects of public opinion on social welfare policies? To what extent is increased financial strain associated with stronger support for anti‐poverty policies? This article tests welfare state theory by comparing poverty, government policy and public opinion on poverty in the UK and Israel, based on rich and detailed comparable survey data on the conditions of the poor in both countries. The results show that, despite similar levels of income poverty and inequality, the poor have a considerably lower standard of living in Israel than the UK. There is considerably greater public support for the poor in Israel but limited government action to end poverty, whereas in the UK there is more limited public support for the poor but significant government action on poverty and exclusion. In both countries there appears to be only a limited connection between social solidarity with the poor and the political elite's rhetoric and action.  相似文献

ABSTRACT

Many families living in poverty rely on housing subsidies. Housing subsidies restrict the housing stock and neighborhood choices for families living in poverty. Fortunately neighborhood social cohesion can protect families from many of the deleterious consequences associated with living in a low-income neighborhood. This study uses panel data from the Annie E. Casey Foundation's Making Connections initiative to test the role of public housing types on perceptions of neighborhood social cohesion. The probability sample used in the study consists of 2,470 households living in low-income neighborhoods in ten cities in the United States. Results show that public housing residents, both housing choice voucher users and non-housing choice voucher users, on average, report lower neighborhood social cohesion than their non-public housing neighbors. Results also show that moving to a new neighborhood consistently predicts improved neighborhood social cohesion while moving to public housing predicts declines in perceived neighborhood social cohesion. Choice in where one lives seems to play an important and positive role in perceptions of neighborhood social cohesion. Based on these data, it is suggested that policy makers and housing providers prioritize choice in the development and delivery of public housing.  相似文献

Abstract

This paper describes the development of a method of data collection, which captures the complexity of living situations, family dynamics and key life events of teenagers. This ‘Life History Calendar’ was adapted from earlier life history calendar methods for a multidisciplinary intergenerational study. The new calendar is able to record details of 15 years of teenage participants’ lives and can be administered to teenagers and their parents to show changes over individual lives and difference between individuals in a cohort. Referring to some preliminary data, we show that the calendar is a practical and effective method of data collection, which will be useful to researchers and practitioners working with young people and their families.  相似文献

In this study we assess child poverty in South Africa by estimating multivariate models using household-survey microdata from 1995. The applied poverty line defines children as poor if they live in households with a disposable per capita income less than US$1 Purchasing Power Parity. In South Africa, people living under such income conditions must be considered extremely poor. The results show that children living in South Africa face a risk of being poor comparable to that of the average world inhabitant. Child poverty in South Africa is an issue with strong racial connotations. Large variations in child poverty rates across provinces are found and most of South Africa's poor children live in rural areas. The educational level of household head is a strong predictor of child poverty. The probability of child poverty is vigorously reduced if a household receives wage earnings, but is affected by households' demographic structure.  相似文献

This article points to a current research direction in poverty studies, which explores the knowledge of people living in poverty. The article examines three studies from the USA, Europe and Israel which give voice to the 'life knowledge' of people living in poverty regarding different aspects of their lives. Through these examples, the article examines the potential contribution of 'life knowledge', possessed by people who are welfare-reliant, to the body of knowledge concerning welfare policy. Knowledge of this sort challenges standard preconceptions about the ways in which people cope with hardship and about the ways in which assistance might be given. The article discusses the ways in which 'life knowledge' can be recognised as such and investigated, and how it might contribute to the formation of public policy.  相似文献

The UK National Health Service is introducing policies offering patients a choice of the hospital where they would like to be treated. ‘Patient choice’ policies form part of a wider debate about the access to health care and the interaction between providers (including information, provision, performance and reputation) and patients (including knowledge, resources and willingness to travel). As the hospital of ‘choice’ might not necessarily be the ‘local’ provider, such policy developments are predicated on an assumption that some patients will be willing to travel further. This will, in turn, affect patients’ access to services. In general, use of services decreases with distance but this is dependent on accessibility to services, the organization of those services, the socio‐economic characteristics of the patient, perceptions of the provider and the condition for which they are to be treated. This article reviews the evidence on patients’ willingness to travel in terms of access to health care and assesses the emerging implications of and for current UK policy on patient choice.  相似文献

Globally there is increased presence of pets in the households. This non-human relationship, with its dimensions of physical and emotional bonds, can get severely jolted on the death of the companion animal. It sets a feeling, ‘our life is now left with a void and the house feels utterly empty’. Unlike the loss of a child, spouse or parent which become a shared tragedy; others may not understand the depth of sadness and a sense of void in a grieving pet owner. Emotional pain and physical distress due to the loss of a companion animal are likely to be pronounced. A big challenge for the medical community is to anticipate, identify and address physical and psychosocial symptom burdens in a timely manner.  相似文献
