One of the major goals of the 1986 Immigration Reform and Control Act (IRCA) is to reduce the number of undocumented immigrants coming to and residing in the United States. This goal is pursued by allocating increased resources to Border Patrol enforcement, imposing penalties on employers for hiring undocumented workers, and offering to legalize the undocumented population that has resided in the country for a substantial period of time. This paper evaluates the impact of IRCA on the flow of undocumented migrants across the U.S.-Mexican border by analyzing a monthly time series of Border Patrol apprehensions from January 1977 to September 1988 within the context of a multivariate statistical model. The model provides a good fit to the data (R2 = 0.94), and our results indicate that INS resources, Mexican population growth, comparative economic conditions on both sides of the border, and seasonal factors related to the agricultural planting and harvesting cycle are all determinants of border apprehensions and, by implication, of the flow of undocumented migrants to the United States. IRCA's impacts on the number of ‘apprehensions averted’ operate mainly through changes in INS effort, the SAWs agricultural legalization program, and other IRCA-related factors. Our analysis concludes that the effects of IRCA, though perhaps smaller than sometimes alleged, were associated with a cumulative net reduction in linewatch apprehensions of nearly 700,000 in the 23-month period following enactment of the law. The associated reduction over the same period in the number of illegal border crossings may be as high as 2 million.  相似文献

Border control and apprehension activity represents a major element of the Immigration Reform and Control Act of 1986. Does apprehending an undocumented migrant deter remigration? If it does not, does it change future migration behavior? I explore these questions by testing hypotheses about the effects of apprehension on the actual and desired length of stay in the United States and on the frequency of migration for undocumented Mexican male migrants. Results suggest that INS policy may well be backfiring. Migrants stay in the United States longer on non-apprehended trips and stay in Mexico for shorter spells between trips to compensate for the cost of a past apprehension.  相似文献

Using a new source of data, we estimate the probability of apprehension among Mexican migrants attempting to cross into the United States without documents. Over the period 1965-1989 we found an average apprehension probability of .35, confirming earlier estimates. We then applied annual probabilities to estimate the gross volume of undocumented Mexican migration and adjusted these figures to derive estimates of the net undocumented inflow.  相似文献

This study uses a new source of data to assess the degree to which the Immigration Reform and Control Act (IRCA) deterred undocumented migration from Mexico to the United States. Data were collected from migrants interviewed in seven Mexican communities during the winters of 1987 through 1989, as well as from out-migrants from those communities who subsequently located in the United States. We conduct time-series experiments that examine changes in migrants' behavior before and after passage of the IRCA in 1986. We estimate trends in the probability of taking a first illegal trip, the probability of repeat migration, the probability of apprehension by the Border Patrol, the probability of using a border smuggler, and the costs of illegal border crossing. In none of these analyses could we detect any evidence that IRCA has significantly deterred undocumented migration from Mexico.  相似文献

Increased border enforcement efforts have redistributed unauthorized Mexican migration to the United States (US) away from traditional points of crossing, such as San Diego and El Paso, and into more remote areas along the US–Mexico border, including southern Arizona. Yet relatively little quantitative scholarly work exists examining Mexican migrants’ crossing, apprehension, and repatriation experiences in southern Arizona. We contend that if scholars truly want to understand the experiences of unauthorized migrants in transit, such migrants should be interviewed either at the border after being removed from the US, or during their trajectories across the border, or both. This paper provides a methodological overview of the Migrant Border Crossing Study (MBCS), a unique data source on Mexican migrants who attempted an unauthorized crossing along the Sonora–Arizona border, were apprehended, and repatriated to Nogales, Sonora in 2007–09. We also discuss substantive and theoretical contributions of the MBCS.  相似文献

This article assesses the efficacy of the strategy of immigration control implemented by the US government since 1993 in reducing illegal entry attempts, and documents some of the unintended consequences of this strategy, especially a sharp increase in mortality among unauthorized migrants along certain segments of the Mexico–US border. The available data suggest that the current strategy of border enforcement has resulted in rechanneling flows of unauthorized migrants to more hazardous areas, raising fees charged by people‐smugglers, and discouraging unauthorized migrants already in the US from returning to their places of origin. However, there is no evidence that the strategy is deterring or preventing significant numbers of new illegal entries, particularly given the absence of a serious effort to curtail employment of unauthorized migrants through worksite enforcement. An expanded temporary worker program, selective legalization of unauthorized Mexican workers residing in the United States, and other proposals under consideration by the US and Mexican governments are unlikely to reduce migrant deaths resulting from the current strategy of border enforcement.  相似文献

Savings of guest workers as well as of undocumented migrants represent important inflows of foreign exchange for some developing countries. This paper compares the saving behavior of these two types of migrants, assuming that the former are authorized to work abroad for a specific period of time, while the latter can stay until apprehended and deported by the immigration authorities. Due to the risk of deportation, the saving rate of an illegal immigrant is found to be initially above that of a documented migrant. This precautionary saving phenomenon is, however, short-lived. A key finding of the paper is that the total repatriated assets of an illegal migrant are always lower than those of a documented worker, provided that their duration of stay abroad is identical. This is because the undocumented migrant’s saving rate falls over time as her expected lifetime earnings are adjusted upwards every day that she avoids apprehension.  相似文献

Countries with strict immigration policies often resort to deportation measures to reduce their stocks of illegal immigrants. Many of their undocumented foreign workers, however, are not deported but rather choose to return home voluntarily. This paper studies the optimizing behavior of undocumented immigrants who continuously face the risk of deportation, modeled by a stochastic process, and must decide how long to remain in the host country. It is found that the presence of uncertainty with respect to the length of stay abroad unambiguously reduces the desired migration duration and may trigger a voluntary return when a permanent stay would otherwise be optimal. Voluntary return is motivated by both economic and psychological factors. Calibration of the model to match the evidence on undocumented Thai migrants in Japan suggests that the psychological impact of being abroad as an illegal alien may be equivalent to as large as a 68 % cut in the consumption rate at the point of return.  相似文献

Despite high rates of out-migration, Mexican indigenous communities play a crucial role in biodiversity conservation. However, little is known about migrants’ role in environmental management. This research brief explores the case of the Purépecha of San Pedro Ocumicho, Michoacán, and its transborder community in the Coachella Valley of California. We find that migrants maintain strong cultural ties to their community of origin. However, many are undocumented, are unable to access steady and well-paid employment, and would be unable to return to California were they to visit Mexico. Furthermore, government structures in Ocumicho are weak, providing few opportunities for migrants to contribute. These factors currently preclude migrants from influencing environmental decision making in their home community. Our findings point to the need for more comprehensive and longitudinal studies to better document and explain the variations in migrant support for environmental governance in their communities of origin.  相似文献

How is undocumented migration typically mapped in contemporary cartography? To answer this question, we conduct an iconological dissection of what could be seen as the epitome of the cartography on undocumented migration, the map made by Frontex – the EU’s border agency. We find that, rather than a scientific depiction of a migratory phenomenon, its cartography peddles a crude distortion of undocumented migration that smoothly splices into the xenophobic tradition of propaganda cartography – and stands in full confrontation with contemporary geographical scholarship. We conclude with an urgent appeal for more scientifically robust, critical and decidedly more creative cartographies of migration.  相似文献

Public opinion toward illegal migration to the United States varies considerably across different segments of the population, but little is known about why some individuals hold more liberal attitudes than others. Several hypotheses are scattered throughout the research literature, but they have not been brought together in one place and tested using a common data set. Nor have the limited tests been satisfactory from a methodological standpoint. Instead of using multiple regression, typically analysts have relied on cross-tabulations of the data. This paper tests five hypotheses about attitudes toward illegal immigration and undocumented migrants using public opinion data from southern California. Only weak support is found for a labor market competition hypothesis. There is firmer evidence for hypotheses relating to cultural affinity between respondents and undocumented migrants and to the role of education. Respondents' evaluations of tangible costs and benefits to themselves also influence their assessments of illegal immigration. Finally, the results of this analysis provide additional support for a symbolic politics model of opinion formation when the model is extended to the issue of undocumented migration to the United States.  相似文献

In this paper, we assess the extent to which the Immigration Reform and Control Act (IRCA) of 1986 affected US labor market conditions facing Mexican migrant workers. Using data gathered from migrants in ten Mexican communities, as well as out-migrants from those communities located in the USA, we examined whether and how IRCA affected US wages, hours worked, and the terms of employment. Estimated period effects did not indicate a clear break in most of these variables following IRCA's passage in 1986, except for hours worked and monthly income. Our analyses did reveal a fairly consistent pattern of deterioration in the labor market conditions facing undocumented migrants, however. Compared to illegal migrants working in the USA before IRCA, those migrating afterward worked fewer hours and were less likely to have taxes withheld from their pay. We also found evidence that undocumented migrants were pushed from the agrarian to the urban economy by the increase in labor supply occasioned by the SAW program.  相似文献

Despite having lower levels of education and limited access to health care services, Mexican immigrants report better health outcomes than U.S.-born individuals. Research suggests that the Mexican health advantage may be partially attributable to selective return migration among less healthy migrants—often referred to as “salmon bias.” Our study takes advantage of a rare opportunity to observe the health status of Mexican-origin males as they cross the Mexican border. To assess whether unhealthy migrants are disproportionately represented among those who return, we use data from two California-based studies: the California Health Interview Survey; and the Migrante Study, a survey that samples Mexican migrants entering and leaving the United States through Tijuana. We pool these data sources to look for evidence of health-related return migration. Results provide mixed support for salmon bias. Although migrants who report health limitations and frequent stress are more likely to return, we find little evidence that chronic conditions and self-reported health are associated with higher probabilities of return. Results also provide some indication that limited health care access increases the likelihood of return among the least healthy. This study provides new theoretical considerations of return migration and further elucidates the relationship between health and migration decisions.  相似文献

Based on an equation that can be used with available data and that provides a basis for facilitating decomposition analyses, this research estimates that about 2.54 million total (as opposed to enumerated) unauthorized Mexicans resided in the United States in 1996. Comparing this figure with an estimate of about 2.70 million released by the U.S. Immigration and Naturalization Service (INS) during the 1990s, we find that the two estimates involve different assumptions about circular, invisible, and ambiguous migrants. Such differences not only can have important policy implications; they can also be sizable and can operate in opposite directions, as illustrated by findings from a components-of-difference analysis. The results are also extrapolated to 2000, and implications for 2000 census counts are discussed.  相似文献

We examine the effect of the Immigration Reform and Control Act (IRCA) on migrants' wages using data gathered in 39 Mexican communities and their U.S. destination areas. We examine changes in the determinants of wages before and after the passage of IRCA, as well as the effects of its massive legalization program. Migrants' wages deteriorated steadily between 1970 and 1995, but IRCA did not foment discrimination against Mexican workers per se. Rather, it appears to have encouraged greater discrimination against undocumented migrants, with employers passing the costs and risks of unauthorized hiring on to the workers. Although available data do not permit us to eliminate competing explanations entirely, limited controls suggest that the post-IRCA wage penalty against undocumented migrants did not stem from an expansion of the immigrant labor supply, an increase in the use of labor subcontracting, or a deterioration of the U.S. labor market.  相似文献

Although studies have examined the impact of U.S. immigration policy shifts in the 1980s and 1990s on the employment outcomes of migrants, scholars have paid less attention to how the federal government's shifting approach to worksite enforcement has transformed the conditions in which Mexican migrants work. Consistent with previous research, we find a worsening of conditions for both unauthorized and legal Mexican migrants in the years following the passage of the Immigration Reform and Control Act (IRCA) and that unauthorized status is associated with more unfavorable workplace conditions relative to legal immigrants. However, in the first decade of the 21st century, we also find that unauthorized immigrants’ employment outcomes more closely resemble those of legal immigrants now than in the past, suggesting a dramatic shift in the ways that employers treat unauthorized immigrants on the job. This convergence between authorized and unauthorized migrants is consistent with federal policies and practices related to workplace enforcement.  相似文献

In this paper, using the framework of a Roy theoretical model, we examine the performance of return migrants in Albania. We ask two main questions: (i) Had they chosen not to migrate, what would be the performance of return migrants compared to the non-migrants? and (ii) What would be the performance of non-migrants had they decided to migrate and return? Both the selection estimates and the semi-parametric approach allow us to conclude that the flows of return migrants are negatively selected. We find that, had they decided to migrate and come back, the non-migrants would have earned more than twice the wages of return migrants.  相似文献

This article reports the results of applying a sex ratio-based method to estimate the number of undocumented Mexicans residing in the United States in 1980. The approach centers on a comparison between the hypothetical sex ratio one would expect to find in Mexico in the absence of emigration to the United States and the sex ratio that is in fact reported in preliminary results from the 1980 Mexican Census. The procedure involves, inter alia, assuming a range of values for the sex ratio at birth and for census coverage differentials by sex in Mexico. Even the combinations of these values most likely to result in large estimates suggest that no more than 4 million illegal migrants of Mexican origin were residing in the United States in 1980.  相似文献

This article examines whether mass legalization programs reduce future undocumented immigration. We focus on the effects of the 1986 Immigration Reform and Control Act, which granted amnesty to nearly 2.7 million undocumented immigrants. We report that apprehensions of persons attempting to cross the U.S.-Mexico border illegally declined immediately following passage of the law but returned to normal levels during the period when undocumented immigrants could file for amnesty and the years thereafter. Our findings suggest that the amnesty program did not change long-term patterns of undocumented immigration from Mexico.  相似文献

Despite being newcomers, immigrants often exhibit better health relative to native-born populations in industrialized societies. We extend prior efforts to identify whether self-selection and/or protection explain this advantage. We examine migrant height and smoking levels just prior to immigration to test for self-selection; and we analyze smoking behavior since immigration, controlling for self-selection, to assess protection. We study individuals aged 20–49 from five major national origins: India, China, the Philippines, Mexico, and the Dominican Republic. To assess self-selection, we compare migrants, interviewed in the National Health and Interview Surveys (NHIS), with nonmigrant peers in sending nations, interviewed in the World Health Surveys. To test for protection, we contrast migrants’ changes in smoking since immigration with two counterfactuals: (1) rates that immigrants would have exhibited had they adopted the behavior of U.S.-born non-Hispanic whites in the NHIS (full “assimilation”); and (2) rates that migrants would have had if they had adopted the rates of nonmigrants in sending countries (no-migration scenario). We find statistically significant and substantial self-selection, particularly among men from both higher-skilled (Indians and Filipinos in height, Chinese in smoking) and lower-skilled (Mexican) undocumented pools. We also find significant and substantial protection in smoking among immigrant groups with stronger relative social capital (Mexicans and Dominicans).  相似文献
