Abstract

When community development begins in low-income communities, involving residents in revitalization activities frequently falters. The community is often excluded from development decisions and may feel betrayed as its input is ignored. This paper presents the dilemmas that arose when a Community Development Corporation (CDC) began building two units of affordable housing and received 80 applications. Suggestions for addressing the dilemmas and the implications for community practice rely on integrating grassroots community organizing throughout the development process while engaging in an ethnically sensitive, empowerment-oriented approach using coalitions and interagency collaboration.  相似文献

Community developers have long understood the importance of local participation in the events and processes that shape communities. Effective, democratic, and people-and-place-centered development strategies have the potential to achieve such participation. This article suggests that cooperatives can be an effective participatory strategy to bootstrap low-income people into the socio-economic mainstream. Woolcock and Narayan's (2000) social capital and poverty transition model is adapted to demonstrate the development potential of cooperative businesses. We hope to stimulate discussion among community development scholars and practitioners, policymakers, and the public on the potential of cooperative business as a community development strategy, particularly in resource limited communities.  相似文献

Abstract

As welfare policy contractions and declines in real wages have placed severe financial pressures on low-income families, programs to improve financial management practices and to help the poor accumulate assets have grown. This article examines the need for such programs and the implications associated with implementing two prominent training strategies-one that focuses solely on financial management training and another that combines such training with savings incentives.

Based on data from a large financial management training program, we find that knowledge deficits about basic financial issues are substantial, and that the type of financial training program offered has important implications with respect to the subgroups of low-income people likely to be served within a community. We discuss program issues critical to the implementation of such programs in low-income communities, with a focus upon more carefully attending to their participant empowerment and community development potential.  相似文献

Investing in community leadership development (CLD) remains a strategy with promise in creating vibrant communities. Although many low-income CLD programs teach effective leadership skills, these often lay fallow due to lacking opportunities for graduates to apply the skills. This study explores how providing competitive minigrants fuels the creation of value-adding community projects. In-depth interviews were conducted with 55 graduates of a low-income CLD program, 19 facilitators, and 12 community members knowledgeable about the program. The study observed that by providing seed money for graduate projects, CLD programs can help translate skills into practice thereby increasing community engagement and socio-economic wellbeing.  相似文献

Recent years have seen an increased focus on the role of house construction and retrofitting within the broader agenda of sustainable development and climate change. To date this focus has largely targeted middle- and upper-income residential neighborhoods in urban areas. However, in the United States, and in middle developing countries such as Brazil and Mexico, there is growing recognition that urban sustainability will only gain traction if widespread applications are also incorporated into self-help and do-it-yourself housing construction and home improvements, especially those that address lower-income housing markets. Here we explore some of the potential ways in which contemporary sustainable housing applications may be integrated into the existing housing stock in low-income and informal settlements in the United States and in Latin America. We document the range of sustainable housing applications that are increasingly available in the U.S. as a baseline for discussion and evaluation of the potential application to lower-income segments of the housing market in both developed and developing countries. A heuristic model is presented to assess the extent to which policy makers, NGOs and low-income owner households may realistically participate in sustainable home building. Beyond physical development applications we close by emphasizing that sustainable housing agendas must adopt a holistic approach: one that embraces community and social organizational development, as well as fiscal and juridical policy dimensions.  相似文献

SUMMARY

This article responds to the concern that low-literate community residents often are marginalized in community development processes. They are unable to give voice to their concerns, interests and their vision for their community. Perspectives and approaches in the fields of adult literacy education and community development are explored to determine how adult literacy education might be used to further the goals of community development. While there are parallels between these two disciplines, there are also barriers to overcome if an integrated approach to dealing with community issues is realized. This article reflects an interest in advancing a comprehensive approach to community development in communities with limited economic resources, low-level literacy and limited access. It seeks to address the issue of whether adult literacy education programs have a meaningful role to play in community development. The strengths of participatory approaches such as community-based literacy, and community development principles such as collective action, shared values, participation, social justice, political awareness and action, comprehensiveness, empowerment, and learning and reflection, facilitate an interdisciplinary approach.  相似文献

Universities have the potential to play a leading role in enabling communities to develop more sustainable ways of living and working however, sustainable communities may only emerge with facilitation, community learning and continual efforts to build their capacities. Elements of programme planning and evaluation on the one hand, and capacity building on the other, are needed. The latter entails approaches and processes that may contribute to community empowerment; universities may either lead such approaches, or be key partners in an endeavour to empower communities to address the challenges posed by the need for sustainable development. Although capacity building and the promotion of sustainable development locally, are on the agenda for universities who take seriously regional engagement, very little is published that illustrates or describes the various forms of activities that take place. Further, there is a paucity of studies that have evaluated the work performed by universities in building capacity for sustainable development at the local level. This paper is an attempt to address this need, and entails an empirical study based on a sample of universities in the United Kingdom, Germany, Portugal and Brazil. The paper examines the extent to which capacity building for sustainable development is being undertaken, suggests the forms that this might take and evaluates some of the benefits for local communities. The paper concludes by reinforcing that universities have a critical role to play in community development; that role has to prioritise the sustainability agenda.  相似文献

This paper presents in-depth case study of a successful hybrid political and community organizing campaign to ensure equitable access to health care through the perspective of a grassroots San Francisco community-based organization, the Chinese Progressive Association (CPA), which has been organizing low-income Chinese immigrants for over four decades. First, it outlines the Health Care Security Ordinance (HCSO), which, since its passage in 2006, has established a near-universal health care access program, helping to make health care accessible and affordable to individuals living and working in San Francisco. Then it presents the campaign to save the HCSO, focusing on CPA’s participation in the HCSO coalition. Finally, it discusses health care as it relates to the San Francisco’s affordability crisis and the political economic context in which it is taking place. Despite the limitations inherent in small case studies like this one, it nevertheless provides a valuable opportunity to better understand how one politically progressive city attempted to address the problem of grossly inequitable health care access through the lens of community organizing, advocacy, and coalition building. San Francisco, like many major American cities today, is being confronted with rapid gentrification and growing economic inequality—the backdrop to the HCSO. Through innovative experiments in social responsibility like the HCSO, however, the city has made leaps in health care access. It concludes with lessons learned from local organizing and advocacy to save the HCSO as these may inform other local efforts to promote health care for all.  相似文献

In this article we argue for a community-based approach as a means of promoting a culture of evaluation. We do this by linking two bodies of knowledge – the 70-year theoretical tradition of community-based research and the trans-discipline of program evaluation – that are seldom intersected within the evaluation capacity building literature. We use the three hallmarks of a community-based research approach (community-determined; equitable participation; action and change) as a conceptual lens to reflect on a case example of an evaluation capacity building program led by the Ontario Brian Institute. This program involved two community-based groups (Epilepsy Southwestern Ontarioand the South West Alzheimer Society Alliance) who were supported by evaluators from the Centre for Community Based Research to conduct their own internal evaluation. The article provides an overview of a community-based research approach and its link to evaluation. It then describes the featured evaluation capacity building initiative, including reflections by the participating organizations themselves. We end by discussing lessons learned and their implications for future evaluation capacity building. Our main argument is that organizations that strive towards a community-based approach to evaluation are well placed to build and sustain a culture of evaluation.  相似文献

One approach in HIV prevention programming targeting youth is to use peer leaders in what is referred to as peer education programming. This paper critically reviews and synthesizes the results and lessons learned from 24 evaluated peer-led programs with an HIV/AIDS risk reduction component that target youth in the communities where they live and are delivered in low- and middle-income countries. Interventions were identified through a comprehensive search of the peer reviewed AIDS-related literature as well as publication lists of major organizations in the UN family that address HIV and AIDS. Our synthesis of study results finds that these programs have demonstrated success in effecting positive change in knowledge and condom use and have demonstrated some success in changing community attitudes and norms. Effects on other sexual behaviors and STI rates were equivocal. We include an overview of characteristics of successful programs, a review of program limitations, and recommendations for the development and implementation of successful community-based peer-led programs in low-income countries.  相似文献

Because of their location within the practice realm, participatory, community-based public health coalitions offer many lessons about implementing and sustaining local interventions. This paper presents a case study of capacity assessment at the local level. Capacity evaluation methods are presented, with emphasis on the theoretical framework used to guide the evaluation. The capacity evaluation framework presented herein was theoretically based and designed to generate practical information to facilitate the adoption of a locally tailored youth obesity prevention program, VERB Summer Scorecard (VSS). Using multiple methods, four aspects of community capacity were assessed, including community, knowledge and skills, resources, and power. Within each category, factors that facilitated or impeded program implementation were distinguished. The evaluation protocol was designed to generate information increasing community capacity to sustain a community-based obesity prevention program. Capacity tables were used as a program-planning tool and as a system for sharing implementation and sustainability requirements with potential adopters. This case study also explores how to use capacity assessment results to empower coalitions to serve as catalysts for development of local programs in other communities.  相似文献

The engagement of residents in poor, disadvantaged communities has been a focus of social work practice since the early part of the twentieth century. In the person:environment configuration, a renewed appreciation is building for community-level factors in human behavior and functioning. Poor neighborhoods are transactional settings that can negatively impact human behavior and development. However, active citizen participation can positively impact neighborhoods, including strengthening residents' individual and collective capacities and relationships. This article uses the ecological perspective to examine the neighborhood as a transactional setting that influences individual and collective behavior and outcomes and citizen participation as vehicle for improving outcomes for residents living in poor communities. The article also discusses theory and research on self- and collective efficacy and sense of community to understand the motivation for and benefits of citizen participation. This study aims to examine the extent to which competing theories explain saving of low-income households in Individual Development Accounts (IDAs). Competing theories include the individual-oriented perspective, a social stratification perspective, and institutional saving theory. We use American Dream Demonstration (ADD) data collected at the Tulsa IDA program. Compared with the individual perspective and the social stratification perspective, institutional features explain a large part of the variance in saving outcomes measured by average monthly net deposit (AMND) and deposit frequency. Findings suggest that institutional structures encouraging low-income households to save may contribute to more inclusive asset-based policy.  相似文献

Current community organization literature calls for a focus on the identification of community assets, not community deficits. This includes building relationships in the community to identify and solve community problems. In addition, the asset approach to community development redefines the role of the outside expert as one who is concerned with the process of community development, instead of the content of what needs to be changed. The shift to an asset-based approach calls for a new set of practice skills to be employed by the sociological practitioner. The authors suggest integrating specific skills from the mediation literature with the current community organization model as a first step in developing the practice skills necessary to being an effective community facilitator.  相似文献

Low- and moderate-income Hispanics in the United States have traditionally experienced few institutional incentives for savings and asset development and have instead encountered many disincentives. The authors provide a brief review of the various enticements and deterrents for savings and wealth development for traditionally underrepresented groups, with a focus on Hispanics. One of the most recent savings initiatives for low- and moderate-income individuals involves dedicated savings accounts, also known as Individual Development Accounts (IDAs). This study was designed to examine whether IDA program completion supports asset development over time for Hispanics. Results indicate that while there are no statistically significant differences in asset growth between IDA completers and non-completers, IDA program completers did experience more growth on all asset measures. The authors provide suggestions on how to close the racial and ethnic wealth gap for low- and moderate-income Hispanic individuals and households.  相似文献

Neighborhood violence has profound effects on issues associated with social work practice, such as health, safety, and the positive development of children, youth, and families. This article brings together the literatures in criminology and public health that examine violence and social work's history in community practice to develop violence prevention strategies. One important concept from the criminology and public health literatures is collective efficacy, defined as neighbors having shared values, trust, and a willingness to intervene in neighborhood problems. By building on the community practice literature and studies from peacemaking criminology, the article provides examples of ways that collective efficacy can be built and implemented in low income neighborhoods. Strategies include awareness of collective efficacy, relationship building, bystander education, and restorative justice.  相似文献

Individual development accounts (IDAs) have been adopted in communities across the country as a way of helping lower-income individuals accrue financial assets. These programs match the savings of program participants if they invest them in the purchase of a home, the creation or expansion of a business, or additional education. Beyond the financial benefits of holding assets, scholars have argued that they should also result in psychological benefits such as enhanced future orientations and decreased depression. This study tests this argument with data from a randomized controlled experiment involving 1,103 applicants to an IDA program. The findings show that assignment to the IDA program was not associated with either future orientation or depression 10 years later. The value of assets held at that time, however, was found to be negatively associated with depression. In addition, self-reported financial stress was found to be negatively associated with future orientation and positively associated with depression.  相似文献

Community agriculture and conservation initiatives have become increasingly important components of sustainable community development strategies, particularly in disadvantaged neighborhoods. This study examines a community conservation program whose goal was to foster revitalization through the establishment of floral and vegetable gardens primarily in distressed areas. Respondents indicated that the program contributed to revitalizing neighborhoods, as well as their beliefs and behavior regarding conservation issues, sense of community, and volunteerism. Motivation for involvement in the program was high. The most important reasons for involvement were to beautify and give back to the community and to support conservation of green space. The more volunteers were engaged in the program, the greater their motivation, conservation ethic, and volunteerism in other community activities. This study illustrates the importance of community gardening and conservation efforts in improving and beautifying distressed communities, promoting sustainable community development, and increasing civic engagement and conservation practices. Implications for practice are also discussed.  相似文献

There are several community leadership development programs that devote tremendous resources to help improve the vitality and wealth of individuals and communities through the development of local leadership capacities. One great challenge is that these programs fail to coordinate existing community resources to create opportunities to engage program graduates. This article interrogates the effectiveness of leadership development programs in creating opportunities for engagement. Expanding on U-Lead model, the article proposes a WE-Lead model that can bridge the skills-practice gap by emphasizing the importance of aligning community leadership development programs with community needs through building community coordinated coalitions.  相似文献
