论青少年传统道德教育的伦理话语

青少年的道德教育，包括在校学生的道德教育问题，在当代中国建设小康社会的过程中，既具有重要的地位，又处于复杂的境地，必须予以高度的重视。为有利于青少年本身的道德成长，并为整个社会的进步创造良好的道德氛围，有必要从学会说中国传统伦理话语做起，加强对当代青少年的道德教育。在面临“经济发展以后要干什么”问题的历史条件下．重视对青少年的传统道德教育作为当代中国实现文化自觉、文化自信、文化自强的一个有机组成部分，具有不可或缺的重要地位，我们应该为此努力。     

浅谈青少年网络道德观的培养

如何结合网络时代的新特点，探索加强青少年网络道德教育的方法，在今天具有十分重大的意义。把青少年的德育教育工作与现代网络结合起来，利用网络的平等性、开放性和互动性的特点，加强对青少年网络道德的教育和培养，就是通过网络来开展生动活泼的青少年政治思想工作，使青少年在网络虚拟空间中增强明辨是非的能力，养成道德自律的良好习惯，并在全社会网络道德教育建设中发挥重要作用。

Global ideals and local practicalities in education policies and planning in Lima, Peru

In the past decades two International Summits, namely the Education for All Conference in Jomtien, Thailand (1990) and the Framework for Action in Dakar, Senegal (2000), have assessed and summarised the status and goals of primary and secondary education and drawn comparisons on prospects and problems between developed and developing countries. The Framework for Action, as its title suggests, sought to put in place a framework for goal realisation in education planning and practice primarily, but not exclusively, in developing countries. This paper assesses the extent to which global goals and summaries of progress mask the difficulties faced in local education delivery, focusing on access to and use of spatial data in the education planning process. Attention is focused on the situation in Peru in general and in the District of Independencia in the Cono Norte of Lima in particular. The quality of spatial and other data resources and the technical difficulties in assembling these into a form that can support local decision making in education planning and governance suggests that there remain significant obstacles in achieving a quality education for all, especially in developing countries.     

A Comparison of On-Campus and Off-Campus (or Distance) Social Work Education

Abstract

This study explored the differences between on- and off-campus social work education focusing on student demographics, academic achievements, and student satisfaction. The study focused on a cohort of recent graduates from Monash University Bachelor of Social Work course. The study is quantitative with a small amount of qualitative data used to illustrate some of the quantitative findings. Data were collected using a telephone questionnaire/survey and student records. The data were analysed using the statistical computer package, Statistical Package for the Social Sciences. The study found differences in the demographics of on- and off-campus recent graduates but minimal differences in terms of general satisfaction and grades. However, while off-campus recent graduates were generally satisfied with their course, they tended to be less satisfied with their off-campus mode of study. It seems that they often studied off-campus because it was the only, or the most convenient, choice open to them. It is concluded that off-campus social work education meets the needs of a particular group of students and as such is an important option for social work education.     

台湾高中第二外语教育现状与发展方向

今日,国际化的定义非常多样化,也逐渐在学校教育中扎根、发展。教育部门和学校一方面要不断推进英语教育的推广与改进,另一方面也要思考在多文化、多语言社会产生的"内部国际化"课题。在台湾,提早实施英语教育、推进高中第二外语教育、推行中小学及高中的国际教育政策等皆是教育改革重要部分。作为教育改革中的重要环节,20世纪90年代后期开始积极推动的高中第二外语教育已经取得了一定成效,但依旧存在专业教师培养与大学课程的衔接等方面问题。

建立和完善对青少年进行公民道德教育的机制是美国教育的特色之一。长期以来，美国在对青少年进行公民道德教育的过程中，形成了特有的人本化、个性化的教育理念，多样性、灵活性的教育方法，渗透性、社会性的教育途径，充分发挥了政治性、阶级性的教育功能，有着一整套独特的理论与实践体系，对青少年公民道德素质培养提高发挥了重要作用。通过对美国青少年进行公民道德教育的内容和运行机制的分析审视，借鉴其成功的经验和做法，可以提高我国青少年公民道德教育的实效性。     

上海教育绩效评价制度研究

建立健全教育绩效评价制度,要确立科学的教育绩效评价理念,包括科学地界定“教育绩效”、“教育投入”和“教育产出”等核心概念;要在借鉴国内外比较成功的教育绩效评价经验的基础上,创造性地提出与构建体现上海特色的教育绩效评价的新观念、新框架、新工具和新机制,构建上海教育绩效评价的制度框架体系。教育行政部门要转变教育绩效评价观念;要通过地方立法建立长效的教育绩效评价制度;要建立教育绩效第三方评价机制,由专业的评价机构定期进行,并向社会公布绩效评价结果;要建立教育绩效评价的导向机制,将教育投入与绩效适度挂钩;要建立科学的绩效评价体系,包括构建科学的评价指标体系、方法体系;要构建科学的统计指标体系,建设常态化绩效评估数据库;要建立评价标准修订、评价结果反馈机制等;要与国内外教育绩效评价机构建立广泛深入的合作．     

PUBLIC PEDAGOGY AS CULTURAL POLITICS: STUART HALL AND THE CRISIS OF CULTURE

This article argues that Stuart Hall's work provides an important theoretical framework for developing an expanded notion of public pedagogy, for making the pedagogical central to any understanding of political agency, and for addressing the primacy of public pedagogy and cultural politics in any viable theory of social change. Hall's work becomes particularly important not only in making education crucial to the practice of cultural studies, but also in providing a theoretical and political corrective to recent attacks on cultural politics, which cut across ideological lines and include theorists as politically diverse as Harold Bloom, Richard Rorty and Todd Gitlin.     

Online Teaching in Social Work Education: Understanding the Challenges

There is a rapidly growing industry of online learning and distance education programs at the Master of Social Work and Bachelor of Social Work levels both within Australia and globally. A number of best practices have emerged from the literature that warrant consideration when delivering social work programs in online learning and distance education modes. Given the significant advancements in technology that are likely to continue into the next decades, social work academic leaders and accrediting bodies must be prepared to address the changing landscape of higher education, including limited financial resources. Social work academics need to become aware and implement best practices in online learning and distance education e-teaching environments to ensure positive student outcomes, student retention, and student engagement to meet the flexibility needs of students in higher education settings. The purpose of this paper is to identify and discuss the challenges and benefits of distance education and online learning for consideration when providing a social work program in these delivery models.

IMPLICATIONS

• Given the significant advancements in technology that are likely to continue into the next decades, social work academic leaders and accrediting bodies must be prepared to address the changing landscape of higher education.

• Social work academics need to become aware and implement best practices in the distance education and online teaching environment to ensure positive student outcomes, student retention, and student engagement to meet the flexibility needs of students in higher education settings.

     

埃及高等教育所面临的挑战及应对之策

埃及是阿拉伯世界高等教育比较发达的国家，相继培养出多位诺贝尔奖获得者。20世纪八十年代中后期，在埃及较早进入高等教育大众化阶段的同时，其高等教育系统也面临着许多严重的问题与挑战，如高等教育中央集权管理体制与大学自治的矛盾，以世俗教育和宗教教育为中心的双轨教育体制所带来的不平等和混乱等。针对其高等教育的历史与现状，埃及政府坚持实施教育兴国的现代化发展战略，积极探索应对之道，努力摆脱困境。但如何使教育和经济社会协调发展，依然是摆在埃及政府面前的一道难题。
