We conducted an in‐depth interview study with 77 young men in three moderate to high‐crime neighborhoods in Philadelphia to hear their stories about community violence and relations with police. In this article, we have analyzed how Latino, African‐American, and white young men experience policing and how they discuss the guidelines around cooperation with the police and what they view as snitching. Contrary to popular perception, talking to the police is not always banned in poor or high‐crime neighborhoods. Instead, the respondents present a variety of personal rules that they use to assess when cooperation is called for. We argue that the policing they experience within disadvantaged neighborhoods shapes their frame of legal cynicism, which in turn makes decisions not to cooperate with the police more likely.  相似文献

ABSTRACT

Despite lack of strong empirical evidence about its effectiveness, community policing remains the approach of choice for police organizations in managing the complexity of crime and neighborhood disorder. It is also the preferred strategy for improving relations between police and racialized communities. Anchored in ongoing public conversations and protests about the tense relationships between police and racialized communities, this article offers a theoretical analysis of community policing. An overview of its objectives, principles, and use in Canada is first provided. Next, a critical reading of community policing is presented, which suggests that its end may be near, given that it has not fulfilled its promise of improved police-minority relations. Finally, the case of Abdirahman Abdi in Ottawa is discussed, to illustrate this failed promise. The author contends that, in the absence of a change model for transformation in police-minority relations, police social workers are an important but overlooked component of community policing. The article concludes with several recommendations, one of which is to employ police social workers in police organizations, since the challenge of community policing requires a multidisciplinary perspective that the police alone cannot provide.  相似文献

Asset forfeiture has proven highly controversial in the United States since its expansion in 1984. Most contentious is the widespread policy that allows police agencies to keep the assets seized, which both proponents and critics assert changes police behavior. From newly developed panel data sets, we find some statistical support for the proposition that police agencies change the intensity and pattern of policing in response to forfeiture. However, in economic terms these effects are very weak and do not support the proposition that forfeiture provides vital funds and incentives for crime policing. (JEL H39, H71, K42)  相似文献

The chronic inattention of U.S. Forest Service police to persistent tree theft provides an opportunity to explore police nonenforcement as institutional patterns of accommodation to deviance. Pattern analysis of qualitative data reveals three patterns of accommodation defined as Assimilatory, Anticipatory, and Atrophic. Theses types of accommodation are based in organizational philosophy that reflects a shared meaning of the forest community that is inconsistent with traditional views of crime and police. Patterns of accommodation preserve the cultural closeness between the Forest Service and the forest community by withholding the formal label of crime and the associated consequences. Accommodation of deviance serves to preserve the image of the forest community as a desirable place, frequented by honest people, requiring minimal policing.  相似文献

Rio de Janeiro's drug dealer–dominated favelas are territories where the state lacks the monopoly of violence. They have historically been sites of sporadic and violent police operations. Rio's favela “pacification” program aimed to consolidate state control via the establishment of a Pacification Police Unit (UPP). This proximity policing program initially experienced mixed results in different “pacified” favelas. I take advantage of this state intervention at the urban margins to ask, what explains the positive reception of this policing initiative in some communities but not others? I concentrate my fieldwork in two communities sharing a UPP that represented extreme cases of success in terms of the program's reception by residents. I find that the coordinating brokerage of respected local organizations helps acculturate police to the community and minimize offensive police behavior, thereby “pacifying the Pacification Police.” Residents are receptive to these resocialized police who comply with local norms of respect. This police‐reforming brokerage is possible due to the high level of closure in the local network and due to a vibrant local community with a strong history of organizing. My findings emphasize the importance of considering the role of local civil society in police reform at the urban margins.  相似文献

This paper examines the response of residents in one inner-city, racially, and economically diverse neighborhood to a sudden increase in crime, drugs and disorder. Rather than withdrawing, residents in this neighborhood responded by organizing a major collective effort to develop a stabilization plan for the neighborhood. Factors useful in understanding this atypical response include a citywide structure that encourages citizen participation, the city government's commitment to the neighborhood, a history of neighborhood activism, and residents' commitment to the neighborhood. A social movement perspective that examines the nature of successful social movement organizations, the political context of movement activities, and micromovement processes is useful in analyzing cases of neighborhood activism.  相似文献

This paper discusses a recent study on three ‘Youth Commission’ on police and crime projects. Professional viewpoints were interpreted to understand how they valued young people's participation and made sense of their experiences and capabilities. Framed within policing reforms, the ‘Youth Commission’ projects regard young people as co‐producers, who work in partnership with professionals to address police and crime issues. The focus is upon professionals and their relationships with young people for transformative participation and social outcomes. Working in partnerships showed interdependency but identifies further challenges if professionals do not truly value young people's participation.  相似文献

Recent longitudinal analyses of policing resources, both cross- and within-jurisdictional studies, raise serious questions about the explanatory power of the public choice and conflict perspectives of crime control. The present study, which examines the determinants of police expenditures within Chicago from 1904 to 1958, indicates that idiosyncratic historical processes may temper the influence of environmental factors on the capacity of municipalities to provide crime control.  相似文献

Austin Turk (1969) offers a distinctly sociological explanation of policing by theorizing that structural reinforcers (e.g., older police officer, younger citizen) and reversals (e.g., younger police officer, older citizen) of the situationally absolute positional authority of police officers affect the relationship between police officers and citizens. To this point, however, there have been only three direct tests of Turk’s theory ( Greenleaf and Lanza‐Kaduce, 1995 ; Lanza‐Kaduce and Greenleaf, 2000 ; Weidner and Terrill, 2005 ). All have examined overt conflict and the results are mixed. The present research therefore adds a fourth test of Turk’s (1969) theory to the sociological literature by examining the effects of structural reinforcers and reversals on citizens’ perceptions of the legitimacy and propriety of police actions during routine traffic stop encounters. Net of control measures, including the legal reason for the traffic stop, and extra‐legal measures, such as driver gender, the data provide modest to strong support for parts of Turk’s (1969) theory and absolutely no support for others. The conclusion of the present study is that more research is needed to determine whether Turk (1969) is correct in theorizing that there is a sociology, and not just a social psychology, to police‐citizen encounters.  相似文献

Photovoice empowers residents to use photographs to identify neighborhood concerns. Although Photovoice has been used to facilitate dialogue and action among residents to address a variety of issues, including neighborhood crime, it has not been used as part of an intervention to promote collective efficacy. This project integrated Photovoice into a crime-prevention program the goal of which was to facilitate collective efficacy, which. in turn, has been associated with lower levels of neighborhood crime and violence. Twenty-four racially diverse youth and adults participated in a crime-prevention training where Photovoice was used first to identify neighborhood characteristics that participants believed contributed to and alleviated crime, and then to develop a community project. Participants worked together to reuse a highly visible vacant lot to create an inviting neighborhood art and garden space that was open to the whole community. This process facilitated stronger social ties among neighborhood residents, as well as strategies for intervening in neighborhood problems, both of which are important components of collective efficacy.  相似文献

In the final decades of the 20th century policing in America was refashioned in the public image of community policing. Race‐neutral discourses dominate public and professional support for community‐oriented policing philosophies. In the contemporary era of hyper‐incarceration a focus on ethnoracial divisions grounded in the sociology of peculiar institutions is essential for documenting transformations in how the municipal police services are legitimized. Here I analyze how the public discourses of law‐and‐order center on distortions of social fact and public safety. Today the criminalization of immigrants is the latest turn in public discourses shaping patterns of ethnoracial visions and divisions. The carceral breadth of the neoliberal penal state extends beyond social structure, repackaged as race‐neutral ideology across the public sphere.  相似文献

During the 1970s, the predominant strategy of protest policing shifted from ‘escalated force’ and repression of protesters to one of ‘negotiated management’ and mutual cooperation with protesters. Following the failures of negotiated management at the 1999 World Trade Organization demonstrations in Seattle, law enforcement quickly developed a new social control strategy, referred to here as ‘strategic incapacitation’. The US police response to the 11 September 2001 terrorist attacks quickened the pace of police adoption of this new strategy, which emphasizes the goals of ‘securitizing society’ and isolating or neutralizing the sources of potential disruption. These goals are accomplished through (1) the use of surveillance and information sharing as a way to assess and monitor risks, (2) the use of pre‐emptive arrests and less‐lethal weapons to selectively disrupt or incapacitate protesters that engage in disruptive protest tactics or might do so, and (3) the extensive control of space in order to isolate and contain disruptive protesters actual or potential. In a comparative fashion, this paper examines the shifts in United States policing strategies over the last 50 years and uses illustrative cases from national conventions, the global justice movement and the anti‐war movement to show how strategic incapacitation has become a leading social control strategy used in the policing of protests since 9/11. It concludes by identifying promising questions for future research.  相似文献

Research on neighborhoods and crime is on a remarkable growth trajectory. In this article, we survey important recent developments in the scholarship on neighborhood effects and the spatial stratification of poverty and urban crime. We advance the case that, in understanding the impact of neighborhoods and poverty on crime, sociological and criminological research would benefit from expanding the analytical focus from residential neighborhoods to the network of neighborhoods that individuals are exposed to during their daily routine activities. This perspective is supported by re‐emerging scholarship on activity spaces and macro‐level research on inter‐neighborhood connections. We highlight work indicating that non‐residential contexts add variation in criminogenic exposure, which in turn influence offending behavior and victimization risk. Also, we draw on recent insights from research on gang violence, social and institutional connections, and spatial mismatch and call for advancements in the scholarship on urban poverty that investigates the salience of inter‐neighborhood connections in evaluating the spatial stratification of criminogenic risk for individuals and communities.  相似文献

Des zones de contrôle social auparavant laissées dans L'ombre par la police sont maintenant regroupées sous L'expression « police communautaire «. Le contrôle de la prostitution, bien qu'il soit traditionnellement axé sur les travailleuses du sexe, a récemment été ramené sous le parapluie de la police communautaire par le biais de méthodes parti‐culières. Cet article examine la police de quartier et son rôle élargi en prenant pour exemple les « John schools » ou programmes de traitement pour les clients de prostituées. Ces programmes, en tant que police communautaire en pratique, mettent en relief les difficultés de cette approche en général et, plus particulièrement, celles de la prostitution. Policing today has gone through and continues to undergo changes in its basic philosophy and practice. Areas of social control previously ignored by police are now included under the rhetoric of “community policing.” Control of prostitution activity, although an historical mainstay of policing directed primarily at female sex workers, has recently been subsumed under the umbrella of community policing through particular methods aimed at its control. This paper examines community policing and the expanded police role through the example of “John schools” or prostitution offender programs. As community policing in practice, such prostitution offender programs highlight the difficulties of the community policing approach generally, and the policing perspective on prostitution more specifically.  相似文献

Neighborhood characteristics impact residents’ fear of crime. Empirical research supports these ideas, but the majority of these studies are based on residents of a single city. The relationship between social control, disorder, perceptions of crime, and residents’ fear of crime has not been fully explored across multiple cities. The current study examines the relationship between residents’ perceptions of neighborhood safety, disorder, and social control using survey data from residents across three cities in the United States. The findings suggest that shared expectations lead to decreased fear, while increased levels of social disorder lead to a greater fear of crime across each of the three cities. Other factors, including perceptions of crime, exposure to victimization, and demographic characteristics are not consistently related to the fear of crime. This suggests the structural impact of city factors, or increases in disorder and crime, might be influencing the perceptions of risk and constrained behaviors of residents.  相似文献

The 1984 federal Comprehensive Crime Control Act (CCCA) included a provision that permitted local law enforcement agencies to acquire up to 80% of the proceeds derived from civil asset forfeitures obtained in joint operations with federal authorities. We investigate how this rule governing forfeited assets influenced crime and police incentives by taking advantage of pre‐existing differences in state‐level civil asset forfeiture law and the timing of the CCCA. We find that after the CCCA was enacted crime fell about 17% in places where the federal law allowed police to retain more of their seized assets than state law previously allowed. While numerous surveillance and policing scholars argue that the rise of the surveillance society has normalized technological surveillance by police, the lack of empirical research makes it difficult to discern the true impact of risk management, security, and surveillance on police work. The present study uses in‐depth interviews and participant observation with two Canadian police agencies to explore the impact that police technologies have on police‐public interaction. From this analysis, we argue that the organizational shift toward risk‐oriented, intelligence‐led policing is not carried out on the ground. Instead, patrol officers often utilize technologies to legitimize the policing of the “usual suspects.”  相似文献

The police is one of the most prominent organizations in the frontline of public administration. In order to deal with high external expectations, the organization has been said to develop and nurture multiple police cultures. Applying Grid Group Cultural Theory, or GGCT, we address the following questions: what sets of values, beliefs and practices has the police organization developed to deal with high expectations stemming from their publics? How do cultural tensions play out in real-life practices of policing “under pressure”? We find that cultural patterns described in the general literature on policing can be plotted on the GGCT map. Zooming in on the case of policing in the Netherlands, cultural plurality appears to be not only prominent in the police organization as such, but can also be found in the form of continuous cultural “tap-dancing” – swift, flexible and improvisational shifting – at various levels of active policing.  相似文献

Abstract Although much research on rural “boomtowns” explores differences between rapid‐growth communities and more stable communities, it is logical to consider that residents within rural boomtowns experience community transitions in different ways. We examine a specific outcome, fear of crime, across three categories of community residents with different migration histories: lifetime residents, migrants who joined the boomtown community during its period of rapid growth, and post‐boom period migrants. This perspective is particularly interesting, given the likelihood that these three different categories of residents have had substantially different community experiences. Making use of survey data from two intermountain West communities that represent resource‐dependent transitions during the 1970s and 1980s (Evanston, Wyoming and Delta, Utah), we find that boom migrants express greater fear of crime than longer‐term residents or post‐boom migrants. The findings suggest that the longer‐term decline in fear of crime in “post‐boom” periods is not equal among residents.  相似文献
